WELCOME TO THE CEDAR RAPIDS CITY COUNCIL MEETING FOR TUESDAY, JUNE 27TH, 2023.

I'D LIKE TO NOTE THAT TWO OF MY COUNCIL COLLEAGUES, SCOTT OVERLAND AND MARTY HOEGER, ARE ABSENT FROM TODAY'S MEETING.

I'D LIKE TO OFFICIALLY WELCOME OUR CITY MANAGER, OUR CITY CLERK AND OUR CITY ATTORNEY.

AND THANK YOU AS ALWAYS TO CITY STAFF FOR ATTENDING TODAY AND BEING AVAILABLE BEFORE AND NOW, MORE IMPORTANTLY, AFTER THE MEETING.

GOD, WE ALWAYS LOOK AT THIS GATHERING AS AN OPPORTUNITY TO MAKE SOME DECISIONS FOR THE BETTER OF OUR COMMUNITY.

I PRAY THAT YOU WOULD LEAD AND GUIDE THE DISCUSSIONS THAT ARE GOING TO TAKE PLACE HERE TODAY, AND WE THANK YOU FOR THE LEADERSHIP THAT IS REPRESENTED IN THIS ROOM.

WE'LL BEGIN TODAY WITH A PRESENTATION ON THE ALLIANCE FOR EQUITABLE HOUSING.

I'LL INVITE SARA BUCK.

SARAH. I'LL RECOGNIZE YOU.

GOOD AFTERNOON, MAYOR AND CITY COUNCIL SARA BUCK WITH COMMUNITY DEVELOPMENT AND I HAVE WITH ME TODAY ASHLEY BAYLESS WITH LINN COUNTY.

WE'LL GO AHEAD AND LET ASHLEY START IT OFF.

GOOD AFTERNOON.

I APPRECIATE THE OPPORTUNITY TO BE HERE TODAY.

SO EARLIER THIS JUST THIS LAST FALL, I CAME TO YOU ALL INITIALLY PRESENTING ON THE IDEA OF THE ALLIANCE FOR EQUITABLE HOUSING AND ALL OF THE WORK THAT HAD BEEN DONE AT THAT POINT. AT THAT TIME, I'D COMMITTED TO YOU THAT I WOULD COME BACK WITH REGULAR UPDATES AS WE HAD THEM, AND THAT'S WHY I'M HERE.

SO JUMPING RIGHT IN, I THOUGHT I MIGHT START WITH JUST A BIG OVERVIEW OF THE ALLIANCE AGAIN AND REMINDERS OF WHY WE EXIST.

SO THE ALLIANCE FOR EQUITABLE HOUSING CAME OUT OF DISASTER RESPONSE AND THE ACKNOWLEDGMENT DURING BOTH THE COVID 19 PANDEMIC, AS WELL AS THE AUGUST 2020 DERECHO, THAT HOUSING WAS A REALLY BIG ISSUE THAT CAME UP AS A RESULT OF THOSE TWO EVENTS.

AND SO A GROUP OF LEADERS WERE BROUGHT TOGETHER IN THE COMMUNITY TO TRY TO IDENTIFY EXACTLY WHAT THOSE ISSUES WERE AND SOLUTIONS TO SOLVE THEM.

WHAT THIS GROUP QUICKLY IDENTIFIED WAS THAT WE DIDN'T HAVE A GREAT SENSE EITHER BECAUSE SO MUCH WAS CHANGING AND SO RAPIDLY AS A RESULT OF THOSE DISASTERS.

AND SO WE WENT OUT AND HAD COMMUNITY CONVERSATIONS, CONDUCTED A SWOT ANALYSIS AS WELL AS UNDERSTOOD OR GOT A BETTER UNDERSTANDING ABOUT WHAT THOSE CENTRAL ISSUES WERE FACING OUR COMMUNITY. SO AS A RESULT OF THAT SWOT ANALYSIS, WE LEARNED THAT THERE WAS A REALLY HIGH DEGREE OF CONFIDENCE WITHIN THIS COMMUNITY THAT WE COULD OVERCOME THE CHALLENGES WE HAD IN FRONT OF US, BUT THAT WE WERE GOING TO HAVE TO BE REALLY COGNIZANT OF STAFF CAPACITY AND FATIGUE AS THOSE THINGS WERE AT A REALLY ALL TIME, I GUESS I SHOULD SAY, LOW AND HIGH AS A RESULT OF DISASTER RESPONSE.

AND SO WE CREATED A FRAMEWORK TO REFLECT THAT.

SO WHAT YOU SEE BEFORE YOU IS THE FRAMEWORK THAT WE HAVE CREATED, AND IT'S BASED OFF OF THE ISSUES THAT WE HAD HEARD AND AGAIN, REALLY REFLECTING THE EFFICIENCIES THAT WE KNEW WE WOULD NEED TO PUT INTO THIS SYSTEM TO ADDRESS THE STAFF CAPACITY ISSUE.

SO YOU'LL SEE THERE'S FOUR COLORFUL LOGOS ON THE SIDE AND THEY REFLECT BOTH ISSUES THAT WERE IDENTIFIED OR CENTRAL ISSUES THAT WERE IDENTIFIED, AS WELL AS ACTION PLANNING GROUPS THAT WE HAVE FORMED MOVING FORWARD.

SO WE HAVE ISSUES AROUND HOUSING, QUALITY, HOUSING, SCARCITY, ACCESS TO HOUSING AND HOMELESSNESS AND THEN EQUITY.

SO THE WAY THAT THIS FRAMEWORK IS INTENDED TO WORK IS THAT THESE ACTION PLANNING GROUPS ARE MADE UP OF EXPERTS IN THE FIELD THAT ARE IDENTIFYING EXACTLY WHAT WITH COMMUNITY FEEDBACK, OF COURSE, IDENTIFYING WHAT THOSE CHALLENGES WERE AND HOW WE WERE GOING TO PRIORITIZE AND MOVE FORWARD.

AND AS THEY DO THAT, WE KNOW THAT THEY WILL INEVITABLY ENCOUNTER BARRIERS AROUND POLICY OR FUNDING OR COMMUNICATION.

SO AS THEY DO THAT AND THEY ENCOUNTER THOSE BARRIERS, THEY HAVE THE ABILITY TO GO BACK TO WHAT WE ARE CALLING THE STEERING COMMITTEE, MADE UP OF ALL THOSE LEADERS AT THE BEGINNING TO HELP THEM OVERCOME THOSE CHALLENGES.

SO THE IDEA HERE IS TO REALLY KEEP IT EFFICIENT AND KEEP PEOPLE WORKING WHERE THEY ARE GOOD AND WHERE THEY HAVE EXPERTISE AND NOT ASKING THEM TO DO MORE.

SO JUMPING INTO THE UPDATES THEN, THE STEERING COMMITTEE HAS BEEN WORKING ON ESTABLISHING A GOVERNANCE STRUCTURE, RECOGNIZING THAT THIS IS HERE AND SOMETHING THAT WE REALLY

DO NEED TO HAVE SOME BETTER STRUCTURES AROUND.

SO THAT'S SOMETHING THAT WE'RE WORKING ON AT THE MOMENT.

ADDITIONALLY, WE ARE ALSO WORKING ON DEVELOPING A COMMUNICATIONS PLAN TO ENSURE THAT THERE IS CONSISTENT COMMUNICATION GOING OUT TO COMMUNITY WITHIN PARTNERS AND ALL OF THAT.

SO THEN JUMPING INTO THE ACTION PLANNING GROUPS AND THE UPDATE THAT I'D LIKE TO SHARE WITH YOU ALL AGAIN, WHEN I WAS HERE IN THE FALL, I SORT OF GAVE YOU THE BIG THE BIG OVERVIEW OF ALL OF THESE AREAS AND THE ISSUES THAT WERE IDENTIFIED.

WHAT I'D LIKE TO SHARE TODAY IS WHERE WE ARE FOCUSING AND PRIORITIZING WITHIN THESE GROUPS.

SO LOOKING FIRST AT HOUSING QUALITY, RENTAL QUALITY WAS IDENTIFIED AS ONE OF THE MORE PRESSING ISSUES IDENTIFIED BY COMMUNITY.

AND SO THIS GROUP IS TRYING TO IDENTIFY WHAT ARE THOSE, WHAT ARE THOSE DIFFERENT LEVERS THAT WE CAN PULL TO TRY TO IMPACT AND IMPROVE RENTAL QUALITY WITHIN OUR COMMUNITY, WITHIN HOUSING DEVELOPMENT. WE ARE SO BLESSED AND SO FORTUNATE TO HAVE THE CEDAR RAPIDS AFFORDABLE HOUSING COMMISSION TO LEVERAGE A LOT OF EXPERTISE, AND WHICH WE'RE FOCUSING ON BOTH DEVELOPER DEVELOPER ENGAGEMENT IN DIFFERENT POLICIES THAT WE COULD USE AND BEST PRACTICES FROM ACROSS THE COUNTRY THAT WE CAN LEVERAGE AND USE WITHIN THIS COMMUNITY IN THE HOMELESSNESS AND ACCESS TO HOUSING ARENA.

THAT IS SURE TO CHANGE AND SURE TO MODIFY, AS SARAH WILL TALK ABOUT FROM THE NATIONAL ALLIANCE TO END HOMELESSNESS COMING TO OUR COMMUNITY.

BUT WHAT WILL REMAIN TRUE IS THAT WE WANT TO FOCUS ON THOSE SOLUTIONS FOR THOSE HIGHEST NEED, HIGHEST BARRIER WITHIN OUR COMMUNITY AND REALLY PRIORITIZE THEM.

ADDITIONALLY, AS IT RELATES TO ACCESS TO HOUSING, ONE OF THE THINGS THAT WE'VE IDENTIFIED IS A NEED TO REALLY FOCUS ON WHAT THE ROOT CAUSES OF HOUSING INSTABILITY IS AND NOT NECESSARILY THE SYMPTOM.

SO LIKE WITH RENT ASSISTANCE IS A GOOD EXAMPLE OF THAT.

INSTEAD OF REALLY FOCUSING ON HOW WE GET FINANCIAL ASSISTANCE OUT TO THE COMMUNITY, HOW ARE WE DOING THAT? BUT THEN ALSO ENSURING THAT WE ARE HAVING PROBLEM SOLVING SOLUTIONS WITH THEM AND FOCUSING ON HOUSING STABILITY.

THE LAST THEN IS THE ACTION PLANNING GROUP AROUND EQUITY, WHERE THEY HAVE FOCUSED ON TENANT AND LANDLORD ENGAGEMENT.

AND THIS ONE IS REALLY EXCITING TO ME BECAUSE IT SORT OF ENCAPSULATES ALL OF THEM AND LIKE WE HAD INTENDED IS PUT EQUITY AT THE FOREFRONT.

SO WHAT THIS GROUP IS FOCUSING ON IS DEVELOPING GREAT RELATIONSHIPS WITH TENANTS, ESPECIALLY THOSE THAT ARE TYPICALLY UNDERSERVED AND UNDERREPRESENTED TO ENSURE THAT WE HAVE THIS GROUP THAT WE CAN CONSTANTLY GO BACK TO TO SAY, DO THESE SOLUTIONS REALLY MEET YOUR NEEDS? DO THEY REALLY ADDRESS THE ISSUES THAT YOU'VE IDENTIFIED OR NOT? WHAT FEEDBACK DO YOU HAVE ON THIS? UM, WITH LANDLORD ENGAGEMENT.

WHAT'S REALLY EXCITING ABOUT THIS IS IT'S IT'S MORE THAN JUST BUILDING A NETWORK OF LANDLORDS.

IT'S ALSO GOING TO THEM TO SAY, WHAT CHALLENGES DO YOU HAVE, WHAT BARRIERS DO YOU HAVE, WHAT ISSUES HAVE YOU ALSO EXPERIENCED OVER THE LAST COUPLE OF YEARS AND TRYING TO BUILD A SYSTEM OF SUPPORT AROUND THEM? BECAUSE THEY'RE ALSO VERY MUCH A PART OF THIS COMMUNITY AND WE WANT THEM TO ALSO BE WELL IN THIS COMMUNITY? SO SOME OF THE NEXT STEPS THAT WE HAVE, ONE IS WE WILL BE RELEASING A PROGRESS REPORT FOR THE ALLIANCE FOR EQUITABLE HOUSING THAT GOES THROUGH EVERYTHING I JUST SAID, BUT IN MUCH GREATER DETAIL. WE ARE ALSO WORKING ON DEVELOPING A WEBSITE THAT WILL BE LIVE BY THE END OF JULY WHERE REGULAR UPDATES CAN BE FOUND ABOUT THE ALLIANCE AND PROGRESS THAT WE ARE MAKING. WE'VE ALSO IDENTIFIED A NEED TO HAVE A UNIQUE LOGO AND BRANDING TO GO ALONG WITH THE ALLIANCE FOR EQUITABLE HOUSING.

SO THAT WAY IT REALLY SHOWS THE COLLABORATIVE EFFORT OF THIS.

AND THEN LAST BUT DEFINITELY NOT LEAST, I'M SO VERY GRATEFUL THAT THE CITY OF CEDAR RAPIDS, WITH THEIR LEADERSHIP AND BRINGING THE NATIONAL ALLIANCE AND HOMELESSNESS TO THIS COMMUNITY, WE WERE JUST TALKING ABOUT IT BEFORE THE MEETING AND HOW IMPACTFUL THAT WAS.

BUT THE ALLIANCE IS CERTAINLY GOING TO MAKE SURE THAT WE FOCUS ON THOSE RECOMMENDATIONS AND SUPPORT THEM IN WHATEVER WAY THAT WE POSSIBLY CAN.

SO AND WITH THAT, I CAN TURN IT OVER TO MY GOOD FRIEND SARAH.

AND NOW WE'LL TALK ABOUT THE NATIONAL ALLIANCE TO END HOMELESSNESS.

SO THE NATIONAL ALLIANCE TO END HOMELESSNESS IS A LEADING NATIONAL VOICE ON THE ISSUE OF HOMELESSNESS.

THEY WORK COLLABORATIVELY THROUGH THE PUBLIC, PRIVATE AND NONPROFIT SECTORS.

THEY ANALYZE LOCAL DATA AND TRENDS AND PROVIDE DATA AND RESEARCH TO AGENCIES AND POLICYMAKERS TO MAKE INFORMED DECISIONS LEADING TO A STRONGER PROGRAMS AND POLICIES AND HELP COMMUNITIES ACHIEVE THEIR GOAL OF ENDING HOMELESSNESS.

SO WHY DID WE BRING THEM INTO OUR COMMUNITY? MAINLY BECAUSE INDIVIDUALS EXPERIENCING HOMELESSNESS ARE PART OF THIS COMMUNITY.

THEY'RE OUR NEIGHBORS, OUR FRIENDS, OUR FAMILY.

WE NEED TO MAKE SURE THAT THEY HAVE THEIR NEEDS MET AS WELL.

AND THE CITY OF CEDAR RAPIDS CITY COUNCIL, AS WELL AS LYNN COUNTY BOARD OF SUPERVISORS, HAD IDENTIFIED THIS AS A HIGH NEED TO FIND THESE SOLUTIONS.

AND THEN WE PRIORITIZE THIS THROUGH OUR ARPA FUNDING THROUGH THE CITY TO ENTER INTO A CONTRACT WITH THE NATIONAL ALLIANCE TO END HOMELESSNESS, TO COMPLETE THAT SYSTEMS DESIGN CLINIC FOR ALL OF COUNTY, NOT JUST THE CITY OF CEDAR RAPIDS.

SO WE HAD A TWO DAY EVENT THAT WAS HELD LAST WEEK.

I KNOW MANY OF YOU WERE IN ATTENDANCE, BUT IT SHOWS THERE WHO ELSE WAS IN ATTENDANCE? SHELTER. SO SOCIAL SERVICE PROVIDERS, MEDICAL PROVIDERS, LAW ENFORCEMENT, LOCAL CHURCHES, FUNDING AGENCIES, OBVIOUSLY BOARD OF SUPERVISORS, CITY COUNCIL AND CITY AND COUNTY STAFF WERE THERE AS WELL.

AND I WILL SAY THAT JOSH JOHNSON WITH THE NATIONAL ALLIANCE WAS IN TOWN IN MAY.

HE WAS HERE FOR TWO DAYS.

HE MET WITH PROVIDERS, PEOPLE WORKING ON THE FRONT LINES, HAVING THOSE CONVERSATIONS WITH THEM, AS WELL AS GOING DIRECTLY TO WHERE SERVICES WERE BEING PROVIDED, INTERVIEWING PEOPLE

WITH LIVED EXPERIENCE, WHICH IS VERY IMPORTANT TO HAVE THAT FEEDBACK.

AND SINCE SOME OF THE DISCUSSION TAKEAWAYS, WE STOLE THIS FROM THEIR SLIDES, WHICH I THINK IS JUST REALLY IMPACTFUL.

JUST LOOKING AT THIS, I THINK, YOU KNOW, WE IN OUR COMMUNITY HAVE A GREAT CLOCK SHOP, RIGHT? SO ALL OF THE INDIVIDUAL AGENCIES WORKING ON INDIVIDUAL PROGRAMS WORK GREAT IN THEIR INDIVIDUAL PROGRAMS AS THEIR OWN CLOCK.

BUT REALLY WHAT WE NEED TO DO IS MOVE TOWARDS MORE OF A WORKING AS ONE CLOCK WHERE EACH AGENCY IS A GEAR IN THE CLOCK.

SO GETTING TOGETHER AS A GROUP AND HAVING THESE CONVERSATIONS ABOUT FUNDING OPPORTUNITIES, WHO'S DOING WHAT, WELL, WHERE CAN WE MAYBE PULL FROM ONE PROGRAM AND INVEST IN ANOTHER PROGRAM? WE REALLY NEED TO MOVE TO A SYSTEM OF ONE CLOCK RATHER THAN INDIVIDUAL CLOCKS IN A CLOCK SHOP.

SO SOME ADDITIONAL TAKEAWAYS.

ALIGNING ALL ACTIVITIES AND INTERVENTIONS OF THE SYSTEM AROUND A COMMON GOAL OF HOUSING PEOPLE QUICKLY AND THEN STABILIZING THEM.

AND SO WHAT THAT MEANS IS HAVING THAT HOUSING FIRST APPROACH, WHICH IS A PHILOSOPHY AND NOT A PROGRAM.

SO REALLY JUST UNDERSTANDING THAT EVERYONE IS HOUSING READY.

AND WHILE THIS DOESN'T MEAN THAT WE WILL COMPLETELY GET RID OF SHELTER BECAUSE THAT IS DEFINITELY A NEED ON A DAILY BASIS, BUT IT'S REALLY MOVING PEOPLE OUT OF THAT SHELTER QUICKLY AND INTO HOUSING IS THAT PHILOSOPHY.

AND THEN ONCE THEY'RE IN HOUSING, WE DON'T JUST PLACE THEM IN HOUSING AND LEAVE THEM THERE.

WE HAVE TO HAVE THOSE WRAPAROUND SERVICES, WHICH IS KEY TO STABILIZING THEM IN THAT HOUSING, WORKING TOGETHER TO TRACK DATA AND REPRIORITIZE THE RESOURCES AND INTERVENTIONS AS NECESSARY.

I THINK AS WE FOUND OUT WITH COVID AND DERECHO, THOSE THINGS CONTINUE TO CHANGE.

SO WE CAN'T JUST GO IN TOGETHER AND FIGURE OUT A SOLUTION.

THOSE SOLUTIONS MAY CHANGE SIX MONTHS A YEAR DOWN THE ROAD, AND WE JUST NEED TO CONTINUE TO LOOK AT THAT DATA.

FUND EFFECTIVE ACTIVITIES AND INTERVENTIONS THAT REACH THE SCHOOL.

SO RESOURCES SHOULD BE FOCUSED ON OUTCOMES AND NOT SPECIFIC PROGRAMS OR INDIVIDUAL AGENCIES.

DEVELOP STRATEGIC RESOURCE COLLABORATION AND COORDINATION ACROSS ALL HOMELESS HOUSING AND HUMAN SERVICES PROVIDERS TO IMPROVE OUTCOMES AND FILL GAPS.

FOR INSTANCE, HAVING THREE RAPID REHOUSING PROVIDERS ENSURING THE POLICIES ACROSS THOSE PROVIDERS ARE ALL THE SAME SO THAT SOMEONE'S NOT PICKING AND CHOOSING WHERE THEY'RE ABLE TO GO BECAUSE THEY MAY GET SOME KIND OF DIFFERENT SERVICE OR MAYBE MORE TIME FOR RENTAL ASSISTANCE.

AND AGAIN, BELIEVING THAT ALL PEOPLE EXPERIENCING HOMELESSNESS CAN ACHIEVE HOUSING STABILITY, WE ALL NEED TO HAVE THAT BELIEF IN OUR COMMUNITY.

SO THE TOP THREE RECOMMENDATIONS, WHICH I JUST WANT TO MENTION, THAT WHEN THE ALLIANCE PROVIDED SOME OF THIS INFORMATION, WE AS A GROUP GOT TO PRIORITIZE WHAT WE THOUGHT THE TOP THREE RECOMMENDATIONS WERE AND WE WERE ALL IN ALIGNMENT WITH THESE TOP THREE RECOMMENDATIONS HERE.

SO I'LL TALK A LITTLE BIT MORE ABOUT EACH ONE.

SO ESTABLISHING A LOCAL OVERSIGHT BOARD.

THIS OVERSIGHT BOARD, WHICH WILL ANALYZE THE DATA AND SET TARGET GOALS, DEVELOP CONSISTENT POLICIES AND PROCEDURES, AND STRATEGIC COORDINATED FUNDING STRATEGIES. REIMAGINING THE COORDINATED ENTRY SYSTEM, ENSURING THAT ALL SIDE DOORS ARE CLOSED SO NO ONE'S MOVING THROUGH THE SYSTEM WITHOUT GOING THROUGH THAT COORDINATED ENTRY SYSTEM. SO JUST BECAUSE I KNOW SUCH AND SUCH OVER AT THIS PROGRAM, I'M NOT GETTING HOUSING FIRST VERSUS SOMEONE THAT HAS A HIGHER PRIORITY.

AND THEN AGAIN, THAT CONSISTENT POLICIES AND PROCEDURES ACROSS ALL THE AGENCIES PROVIDING THOSE SERVICES AND THEN INVEST IN DIVERSION PROBLEM SOLVING ACROSS THE SYSTEM.

AND THIS IS REALLY THE NUMBER ONE PRIORITY.

SO HAVING THOSE CONVERSATIONS, THOSE DIVERSION CONVERSATIONS ACROSS ALL OF OUR AGENCIES TO ENSURE THAT PEOPLE DON'T END UP ENTERING THE SYSTEM IN THE FIRST PLACE.

SO HOW CAN WE HAVE THOSE CONVERSATIONS UP FRONT SO THAT THEY'RE NOT ENTERING INTO THE HOMELESS SYSTEM AND THEN PRIORITIZING THOSE THAT HAVE NO OTHER OPTIONS? I HAD THE OPPORTUNITY TO ATTEND ON WEDNESDAY AND I LEARNED SO VERY MUCH AND I WAS REALLY GRATEFUL TO HAVE AND I KNOW COUNCIL MEMBER TODD WAS THERE AS WELL, BUT I WAS I WAS HAPPY TO HAVE THE OPPORTUNITY TO FLIP MY THINKING.

I ORIGINALLY HAD THOUGHT THAT ALL WE HAD TO DO WAS JUST, YOU KNOW, PROVIDE SERVICES, MENTAL HEALTH SERVICES, PROBABLY INTERVENTION WITH DRUG AND ALCOHOL AND AND SUBSTANCE ABUSE.

AND I DIDN'T THINK THAT JUST BY PROVIDING HOUSING, WE COULD FIX THIS PROBLEM.

AND BY THE END OF THE DAY, MY ENTIRE THINKING HAD FLIPPED ON ITS HEAD.

AND IT WAS SO CLEAR THAT WE HAVE TO STABILIZE OUR OUR OUR COMMUNITY, OUR PEOPLE, OUR FRIENDS, AS YOU MENTIONED, OUR NEIGHBORS GET THEM INTO HOUSING AND THEN PUT THOSE WRAPAROUND SERVICES AROUND THEM.

BUT I THINK THERE WAS JUST ONE THING I REALLY LIKED, THE FACT THAT THEY TALKED A LOT ABOUT DATA AND USING

THAT DATA TO ALIGN IT WITH WHAT'S GOING ON NOW AND WHAT'S HAPPENING AT THAT VERY MOMENT AND THAT WE HAVE TO GO WHERE THE PEOPLE ARE RATHER THAN HAVING THEM COME TO US.

AND I THINK WE'VE KIND OF STARTED SOME OF THAT WITH OUR AMBASSADOR PROGRAM, AND I THOUGHT THAT WAS REALLY A GOOD PROGRAM.

AND BUT WE HAVE SO MUCH MORE WORK TO DO.

AND I LEFT THAT DAY FEELING HOPEFUL, VERY HOPEFUL THAT WE'RE GOING TO PUT TOGETHER A PLAN TO ADDRESS THIS ISSUE.

I WAS ALSO SURPRISED TO KNOW HOW MANY SINGLE PEOPLE ARE HOMELESS.

I THINK IT WAS LIKE 187 LAST YEAR WHEN THEY WHEN WHENEVER THIS COUNT WAS TAKEN.

BUT 170, 178 INDIVIDUAL PEOPLE WERE HOMELESS AND MORE SO THAN FAMILIES.

SO TALKING ABOUT ALIGNMENT, HOW WE COULD SWITCH PROGRAMS TO ADDRESS IT MORE FOR INDIVIDUALS RATHER THAN FAMILIES.

THE WHOLE DAY WAS ABSOLUTELY WONDERFUL.

AND THANK YOU BOTH FOR MAKING SURE WE GOT THE ALLIANCE IN AND THAT WE WERE ABLE TO SHARE THAT INFORMATION AND THESE RECOMMENDATIONS.

YOU ALL HAVE MY FULL SUPPORT FOR THAT AND HOPEFULLY WE CAN WORK TOGETHER AS A COUNCIL.

IT WAS A FULL COUNCIL INITIATIVE THAT WE LOOKED AT DURING OUR PLANNING SESSIONS, SO I KNOW IT'S IMPORTANT TO MYSELF, BUT WE HEARD FROM OUR COUNCIL TOO, THAT IT'S AN IMPORTANT ISSUE FOR ALL OF US.

AND, YOU KNOW, THIS WAS SOMETHING THAT WAS ON OUR RADAR PRIOR TO THE LAST THREE YEARS THAT HAVE BEEN, YOU KNOW, INSURMOUNTABLY CHALLENGING FOR OUR COMMUNITY AND FOR MANY. SO I JUST REALLY APPRECIATE THE WORK THAT YOU'RE DOING.

I KNOW THAT IT MATTERS TO SO MANY.

I MEAN, THEY CAN'T DO ANYTHING ELSE BEFORE THEY HAVE A ROOF OVER THEIR HEADS AND IT ISN'T EASY.

IT DOESN'T FIT INTO A LOT OF MOLDS.

IT BREAKS A LOT OF OUR CONVENTIONAL NOTIONS ABOUT WHAT THAT ACTUALLY LOOKS LIKE.

AND WHAT DOES THAT MEAN IF WE'RE SUPPORTING THEM OR ENABLING THEM.

BUT IT'S GOING TO SAVE LIVES AND IT'S GOING TO GOING TO CONTINUE TO NOT JUST MAKE CEDAR RAPIDS SAFER FOR PEOPLE, BUT MORE WELCOME.

AND I JUST REALLY APPRECIATE THE WORK THAT YOU HAVE FROM THE BOTTOM OF MY HEART.

IT ALSO GAVE US A FRAMEWORK FOR WHERE WE'RE AT, AND IT WAS VERY HELPFUL TO HEAR IN COMPARISON TO OTHER COMMUNITIES THAT THEY REALLY THOUGHT THAT OUR CHALLENGE HERE IS MANAGEABLE, ESPECIALLY IN COMPARISON TO SOME OTHER COMMUNITIES.

IT WAS INTERESTING ALSO TO SEE.

THAT IN TERMS OF ALL THE SERVICE PROVIDERS, THERE WERE DIFFERENT PERCEPTIONS.

AMONGST THEM IN TERMS OF WHAT THE ISSUE WAS.

AND SO, A, IT GAVE US THE DATA THAT YOU SPOKE ABOUT, WHICH WE HAVE THE ANNUAL COUNT DATA, BUT WE DIDN'T HAVE A GOOD FEEL FOR BEDS AND WHO WAS GETTING SERVED. IT ALSO SORT OF GAVE US A ROADMAP.

COUNCIL HAS IDENTIFIED IT AS A PRIORITY.

BUT HERE'S WHERE IT MIGHT IN TERMS OF THE RECOMMENDATIONS.

THE TOP THREE IS TO ESTABLISH A LOCAL OVERSIGHT BOARD.

BUT WHAT'S YOU KNOW, I THINK OUR CHALLENGE HERE.

ESPECIALLY IN TERMS OF THE CITY.

WE'RE SPENDING 60% OF OUR TIME NOW IN POLICE AND FIRE ON HOMELESS ISSUES, HOMELESS CALLS FOR SERVICE. AND SO WE SEE OURSELVES SLOWLY EVOLVING INTO THIS ROLE MORE AND MORE SIMPLY BECAUSE OF THIS IS WHAT

WE DO NOW. THIS IS THE NATURE OF THE BEAST.

THE LOCAL OVERSIGHT BOARD IS GREAT, BUT YOU NEED SOMEBODY TO DRIVE IT.

AND SO WHEN IT COMES TO THE CITY AND ESPECIALLY THE COUNTY, I THINK WE REALLY NEED TO DEFINE.

WHAT WE'RE GOING TO DO AND NOT JUST PROVIDE OVERSIGHT, BUT ACTUALLY GET A PLAN AND DRIVE IT AND GET SOME STUFF DONE HERE.

AND SO BUT A VERY BENEFICIAL EXERCISE.

PD WAS INVOLVED.

COMMUNITY DEVELOPMENT WAS INVOLVED HOUSING.

IT WAS GOOD TO SEE ALL THE OTHER SERVICE PROVIDERS AND ASHLEY, YOUR TIME WAS VERY, VERY MUCH APPRECIATED, BUT A GOOD PLACE TO START. THANK YOU SO MUCH TO BOTH OF YOU.

MINE DID THE SAME THING.

AND I THOUGHT, WELL, HOW INTERESTING.

THESE PEOPLE MUST LIVE IN A BUBBLE SOMEWHERE ELSE, AWAY FROM DOWNTOWN OR CERTAINLY, UNFORTUNATELY, AWAY FROM OUR BIKE TRAILS.

THE NUMBERS MIGHT NOT SOUND IMMENSE.

I MEAN, I CAN'T IMAGINE WHAT THESE THESE FOLKS, THE ALLIANCE, THOUGHT WHEN THEY SAW OUR RELATIVELY LOW NUMBERS.

PEOPLE WILL COMPARE US TO THESE OTHER METROPOLITAN AREAS.

AND I KNOW THE PEOPLE THAT I TALK TO, EVERYBODY DESERVES A GOOD QUALITY OF LIFE IN THIS CITY, EVERY SINGLE PERSON.

AND IF WE HAVE 75 AND THAT SOUNDS LIKE A LOW NUMBER THAT THE ALLIANCE SAYS THAT'S 75 TOO MANY.

SO I APPRECIATE THIS AS A FIRST STEP, BECAUSE WE DON'T WANT TO LEAVE PEOPLE BEHIND.

AND WE'VE SEEN IT HAPPEN IN OTHER METRO AREAS THAT WEREN'T AS FORTUNATE AS WE ARE TO BE AT THIS POSITION EARLY ENOUGH IN THE GAME WHERE WE CAN HOPEFULLY GET TO MORE PEOPLE. SO MY APPRECIATION GOES OUT TO YOU.

THIS WOULD REMOVE THE REQUIREMENT TO HAVE UNITS AND FRONT DOORS FACING THOSE STREETS.

AS NOTED ALONG ESPECIALLY ALONG BARBER, THAT WOULD ESSENTIALLY REQUIRE THERE TO BE BUILDINGS WITH FRONT DOORS FACING DIRECTLY ONTO ALLEYS IN THE BACK WITH THE APPLICANT IS PROPOSING IS FOR THREE UNIT RESIDENTIAL UNITS BUILDINGS SO 12 UNITS IN TOTAL WITH A DRIVEWAY GOING THROUGH THE SITE AND.

ACCESS OR WITH BUILDINGS FACING HAMILTON AND THEN SOME PRIVATE GREEN SPACE AS A BUFFER ALONG BARBER STREET ON THE EAST SIDE OF THE SITE. THE APPLICANTS PROVIDE THESE CONCEPTUAL RENDERINGS OF THE STRUCTURES THEY'RE WANTING TO BUILD.

THE STAFF BELIEVES THERE IS SOME JUSTIFICATION TO REZONE IN TERMS OF IT BEING A TECHNICAL CORRECTION TO THE MAP BECAUSE WE DON'T BELIEVE BARBARA STREET AS IT'S DEVELOPED IS REALLY CONDUCIVE TO THE REQUIREMENTS OF THE URBAN FORM BASED ZONING DISTRICT ALONG THAT STREET.

WE BELIEVE THIS IS CONSISTENT WITH THE GOALS OF THE COMPREHENSIVE PLAN AND THE CZECH VILLAGE NEWBO AREA ACTION PLAN STAFFS IDENTIFIED NO ISSUES WITH THE ABILITY TO SERVE THE AREA, AND THIS WOULD IN EFFECT BE A DOWN ZONING TO SOME DEGREE.

THIS IS SIMILAR CHARACTER TYPE.

WE'RE GOING FROM AN URBAN DISTRICT TO AN URBAN DISTRICT, AND THE END RESULT WOULD BE TO PERMIT DEVELOPMENT MORE IN LINE WITH THE ADJACENT NEIGHBORHOOD.

WE HAD PREVIOUSLY PUT IN WOOD POLES AND SPAN WIRES SO WE COULD MOVE THE SIGNAL HEADS AROUND WHILE BUILDING THE FLOODGATE WITH THE ARMY CORPS OF ENGINEERS.

THE ENGINEERS ESTIMATE OF PROBABLE COST FOR THIS CONTRACT IS $140,000.

THERE'S AN EXTRA ZERO ON THAT.

FUNDING SPLIT IS EVENLY BETWEEN THE FLOOD CONTROL SYSTEM AND THE TRAFFIC CONTROL ENGINEERING BUDGETS, AS TWO OF THE FOUR SIGNALS WERE REQUIRED TO BE MOVED FOR THE FLOOD SYSTEM. AND THEN THE OTHER TWO ARE TAKING THE OPPORTUNITY TO UPGRADE AT THE SAME TIME.

THE BUDGET FOR THIS PROJECT WAS 270,000.

THE PARKS AND RECREATION DEPARTMENT RECOMMENDS AWARDING THE BASE BID TO THE LOW BIDDER ACME ELECTRIC COMPANY AT $201,585.

THE PROJECT WILL BE COMPLETED ON OCTOBER 31ST OF 2023.

THIS ITEM IS THE CONTINUATION OF THE CITY'S SUPPORT FOR A PROPOSED DOWNTOWN CASINO THAT'S BEING PROPOSED BY THE CEDAR RAPIDS DEVELOPMENT AGREEMENT OR, EXCUSE ME, CEDAR RAPIDS DEVELOPMENT GROUP, LLC.

AS YOU ARE AWARE, THE CITY AND CRG, AS WELL AS LINN COUNTY GAMING ASSOCIATION, HAS BEEN UNDER A MEMORANDUM OF UNDERSTANDING SINCE 2012 THAT WAS RECENTLY EXTENDED IN 2017 TO PROVIDE EXCLUSIVE SUPPORT OF A CASINO BY THIS DEVELOPER EXTENDING THROUGH OCTOBER OF 2029.

THE DEVELOPER HAS REQUESTED THE CITY'S FURTHER SUPPORT IN IDENTIFYING A PROPOSED LOCATION FOR A DOWNTOWN CASINO SHOULD THE LINN COUNTY GAMING ASSOCIATION OPEN A LICENSE OPPORTUNITY FOR GAMING.

WHAT'S BEFORE YOU TODAY IS A PROPOSED TERMS FOR AN OPTION AGREEMENT WHICH IDENTIFIES POTENTIAL PURCHASE TERMS AS WELL AS A DEVELOPMENT AGREEMENT TERM SHEET, WHICH IS PART OF THAT OPTION AGREEMENT.

THIS MAP SHOWS THE LOCATION, WHICH INCORPORATES MOSTLY CITY OWNED PROPERTY AND A FEW PRIVATE PROPERTIES ON THE NORTHWEST SIDE BETWEEN FIRST STREET, NORTHWEST FOURTH STREET, NORTHWEST F AVENUE AND I AVENUE TO THE NORTH.

A PORTION OF THE PROPERTY WOULD BE RETAINED FOR FLOOD CONTROL PURPOSES ON THE EAST SIDE.

SO THE OPTION AGREEMENT TERMS THIS PROVIDES A FORM OF SITE CONTROL TO THIS DEVELOPER UNDER THE FOLLOWING CONDITIONS AND A POTENTIAL PATH TO PURCHASE.

THERE WOULD BE AN OPTION FEE OF $165,000, WHICH THE DEVELOPER WOULD PAY TO THE CITY FOR AN OPTION TERM WHICH EXTENDS THROUGH DECEMBER 31ST OF 2025.

IN THE EVENT THAT THE DEVELOPER IS ENGAGED WITH THE RACING AND GAMING COMMISSION, WHO WOULD BE ACTIVELY CONSIDERING AN APPLICATION FOR A CASINO LICENSE, THAT OPTION TERM COULD BE EXTENDED AN ADDITIONAL YEAR AND THE DEVELOPER WOULD PAY AN ADDITIONAL $55,000 TO THE CITY TO EXTEND. THE CONDITIONS PRECEDENT TO THE DEVELOPERS ABILITY TO EXERCISE THE OPTION WOULD BE FIRST, THE RECEIPT OF A GAMING LICENSE.

SECOND WOULD BE THE EXECUTION OF A FINAL DEVELOPMENT AGREEMENT, WHICH INCORPORATES THE TERMS OF A TERM SHEET, WHICH I'M GOING TO EXPLAIN HERE

SHORTLY. THEY WOULD HAVE TO OBTAIN THE CONTRACTUAL RIGHTS TO PURCHASE ANY PRIVATE PROPERTY NECESSARY TO COMPLETE THE PROJECT AND EXECUTE A MINIMUM ASSESSMENT AGREEMENT THAT ACCORDS WITH IOWA CODE 403.8.

SO ATTACHED TO THE OPTION TO PURCHASE, AS I MENTIONED, IS A TERM SHEET.

THIS OUTLINES THE DETAILS OF A DEVELOPMENT AGREEMENT, WHICH AGAIN WOULD BE A CONDITION TO THE DEVELOPER'S ABILITY TO EXERCISE THE OPTION TO PURCHASE. THE FIRST TERM WOULD BE THAT THE PROPERTY SUBJECT OF THE OPTION WOULD BE SOLD AT ITS FAIR MARKET VALUE BASED ON AN APPRAISAL.

THEY WOULD BE REQUIRED TO INCORPORATE FLOOD MITIGATION MEASURES IN THEIR PROJECT TO SATISFY THE CURRENT DEED RESTRICTIONS ON THE PROPERTY.

IN TERMS OF CLOSING, THE FOLLOWING WOULD HAVE TO BE SATISFIED PRIOR TO CLOSING THE RECEIPT OF THE GAMING LICENSE, CONDUCTING TWO PUBLIC OPEN HOUSE MEETINGS ON THE PROPOSED PROJECT, THE CITY COUNCIL WOULD HAVE APPROVED THE MINIMUM IMPROVEMENTS, THE DESIGN, THE SITE PLAN FOR THE PROJECT, A FUNDING COST SHARE AGREEMENT FOR ANY INCREASED COSTS ASSOCIATED WITH ANY UPGRADES NECESSARY FOR OUR FLOOD CONTROL SYSTEM TO ACCOMMODATE THE PROJECT.

A FUNDING COST SHARE AGREEMENT FOR ANY OFF SITE IMPROVEMENTS SUCH AS ROAD IMPROVEMENTS THAT WOULD BE NECESSARY TO ACCOMMODATE THE PROJECT.

IN TERMS OF SOME OF THE SITE CONSIDERATIONS, THERE IS RIGHT OF WAY ALLEYS THAT WOULD NEED TO BE VACATED.

THE CITY WOULD INITIATE THAT PROCESS.

THE DEVELOPER WOULD PAY ALL THE COSTS ASSOCIATED WITH THAT AND ANY RELOCATION OF PUBLIC OR PRIVATE UTILITIES THAT WOULD BE REQUIRED TO ACCOMMODATE THEIR PROJECT.

THE DEVELOPER WOULD CONDUCT A TRAFFIC STUDY AND AS I MENTIONED EARLIER, THAT ANY THE COST SHARE AGREEMENT TO THAT THE CITY WOULD BE OBLIGATED EXCUSE ME, THE COST SHARE AGREEMENT, WHICH IDENTIFIES ANY OFF SITE IMPROVEMENTS TO SUPPORT THE PROJECT, WOULD HAVE TO BE AGREED UPON WITH THE CITY AND DEVELOPER AND THAT AGAIN IS A CONTINGENCY OF CLOSING AND THEN ANY INCREASED COST TO THE CITY FOR THE FLOOD CONTROL SYSTEM TO ACCOMMODATE THEIR PROJECT, THEY WOULD AGAIN, WE WOULD ENTER INTO AN AGREEMENT THAT IDENTIFIES THOSE SPECIFIC IMPROVEMENTS AND THE COSTS ASSOCIATED WITH THEM AND ANY TERMS FOR THEIR PAYMENT OF THOSE UPGRADES.

OF THE DEVELOPER WOULD BE OBLIGATED TO COMPLETE 125,000 SQUARE FOOT GAMING FACILITY, INCORPORATING RESTAURANT SPACE, EVENT SPACE AND A GAMING FLOOR, NO LESS THAN 1300 PARKING SPACES AND A MINIMUM INVESTMENT OF $150 MILLION.

AND THEY WOULD ENTER INTO A MINIMUM ASSESSMENT OF AGREEMENT OF NO LESS THAN $50 MILLION.

IN TERMS OF FINANCIAL CONSIDERATIONS, THE DEVELOPER WOULD MAKE COMMUNITY BETTERMENT PAYMENTS TO THE CITY COMMENCING ONE YEAR AFTER THEY OPENED THEIR FACILITY.

THE COMMUNITY BETTERMENT PAYMENTS ARE CALCULATED AS 2.25% OF THE ADJUSTED NET GAMING WIN.

SO THIS IS THEIR GROSS REVENUE LESS ANY TAXES AND THOSE COMMUNITY BETTERMENT PAYMENTS WOULD BE IN ADDITION TO ANY PROPERTY TAXES THAT THEY PAID OR ANY TAXES THAT ARE ALREADY ASSOCIATED WITH GAMING, WHICH IS CURRENTLY A HALF A PERCENT OF THE ADJUSTED GROSS REVENUE. SO AGAIN, THOSE ARE THE PRELIMINARY TERMS OF THE OPTION AND THE TERM SHEET.

IF THIS PROCEEDS, THERE WOULD BE A PUBLIC HEARING AND A FORMAL RESOLUTION APPROVING THE OPTION AND TERM SHEET.

AND THEN AS IDENTIFIED IN THE OPTION, THE OPTION PERIOD FOR THE DEVELOPER WOULD EXTEND FROM JULY THROUGH THE END OF DECEMBER OF 2025 WITH THE POTENTIAL ADDITIONAL YEAR.

THIS PROJECT DOES QUALIFY UNDER THE CITY'S GREEN BUILDING ECONOMIC DEVELOPMENT PROGRAM.

THE STANDARD INCENTIVE WITH THIS PROGRAM IS UP TO A TEN YEAR, 100% REBATE OF THE NEW VALUE AND TAXES BASED ON THEIR DEMONSTRATED INCREASE COST OF THE LEED CERTIFICATION.

SO THE ACTUAL INCENTIVE WILL BE DETERMINED BY CERTIFIED INCREMENTAL COST THAT'S ASSOCIATED WITH ACHIEVING THAT LEED CERTIFICATION DESIGNATION.

THIS IS A $6.3 MILLION INVESTMENT.

IT INVOLVES A RENOVATION OF A 16,400 SQUARE FOOT COMMERCIAL BUILDING, WHICH IS THE FORMER GAZETTE BUILDING.

IT INVOLVES RENOVATING EXTERIOR FENESTRATION, ADDING A ROOFTOP AREA CONSTRUCTION OF AN ADDITIONAL 9100 SQUARE FOOT ADDITION.

ON THE ON THE BACKSIDE OF IT, IT'S A TOTAL OF 25,500FT² POST DEVELOPMENT.

WE DID RECEIVE FOUR PROPOSALS AND WE HAD A REVIEW PANEL THAT WAS COMPRISED OF A REPRESENTATIVE OF THE DISTRICT AND CZECH VILLAGE, NEW BOHEMIA SELF-SUPPORTED MUNICIPAL IMPROVEMENT DISTRICT, A FINANCIAL LENDER AND ALSO A NON COMPETING DEVELOPER.

AND THEIR RECOMMENDATION WAS FOR HIGH PROPERTIES PROJECT, WHICH IS A TEAM THAT ALSO CONSISTS OF CONLON CONSTRUCTION AND NEWMAN MUNSON ARCHITECTS. EXCUSE ME.

SO IT IS ALMOST A $24 MILLION INVESTMENT.
