I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK AND OUR CITY ATTORNEY, AND AS ALWAYS, THANK YOU TO CITY STAFF FOR BEING HERE AND MAKING YOURSELVES AVAILABLE.

PART OF THE REASON FOR THIS COMMUNITY BEING LIKE IT IS, IS BECAUSE OF THE QUALITY AND THE INTEGRITY OF THE LEADERSHIP THAT WE HAVE.

I THANK YOU FOR THEIR THEIR WILLINGNESS TO STEP FORWARD, AND GOD CAUSE THIS CITY TO BECOME BETTER AND BETTER.

GOD, THE CITY STAFF THAT IS HERE, HOW THEY WORK DAILY TO BRING IMPROVEMENTS INTO THIS COMMUNITY.

THIS IS AN EXCITING DAY FOR US BECAUSE ALTHOUGH WE'VE BEEN ACCREDITED OFFICIALLY FOR ABOUT FOUR MONTHS, WE JUST HAD THE OPPORTUNITY TO BE PRESENT BY AN APWA NATIONAL DIRECTOR FROM THE CHICAGO AREA.

SEAN O'DELL IS HERE.

I WANTED TO JUST NOTE THAT THERE ARE SOME OTHER PRETTY, PRETTY OUTSTANDING THINGS IN SEAN'S BIO.

HE'S ALSO BEEN SOUTHWEST BRANCH PRESIDENT AND CHICAGO METRO CHAPTER PRESIDENT OF APWA, AND AS A NERD, HE'S ALSO A WATER ENGINEER.

SO I'VE HAD FUN TODAY GETTING TO MEET HIM AND TALK WITH HIM ABOUT THAT STUFF.

SEAN WOULD LIKE TO SAY A FEW WORDS ON BEHALF OF APWA AND THEN WE'LL INVITE THE MAYOR AND THE CITY MANAGER TO JOIN US FOR THE PLAQUE PRESENTATION.

AGAIN, SEAN O'DELL FROM NATIONAL BOARD OF DIRECTORS OF THE AMERICAN PUBLIC WORKS ASSOCIATION.

TODAY I'M HERE TO TALK ABOUT ACCREDITATION.

A VERY FUN TOPIC, BUT IT IS REALLY THE HIGHEST MARK OF A PUBLIC WORKS DEPARTMENT IN OUR PROFESSIONAL ORGANIZATION.

IT INDICATES THAT A PUBLIC WORKS AGENCY HAS MADE THE COMMITMENT TO CONTINUOUS IMPROVEMENT IN THE DELIVERY OF PUBLIC WORKS OPERATION SERVICES IN THE COMMUNITY AT WHICH IT SERVES.

ACCREDITATION RECOGNIZES AN AGENCY'S POLICIES, PROCEDURES AND PRACTICES WHICH HAVE BEEN EVALUATED AGAINST NATIONALLY RECOGNIZED PRACTICES DETERMINED TO BE APPROPRIATE FOR THAT AGENCY. A TEAM OF NATIONAL EVALUATORS CAME IN AND LOOKED AT OVER 322 DIFFERENT PRACTICES, WHICH THE PUBLIC WORKS STAFF DOES.

SO IT'S A PRETTY AMAZING ACCOMPLISHMENT, AND THEY FOUND THAT EACH ONE OF THOSE PRACTICES WAS FOUND TO MEET AND OR EXCEED ALL NATIONAL LEVELS.

SO I'M REALLY HAPPY TO REPORT THAT THE NATIONAL COMMITTEE CAME BACK AND REPORTED 100% FULLY COMPLIANT PUBLIC WORKS DEPARTMENT, AND FOLLOWING THAT RECOMMENDATION, BOB, THE ACCREDITATION COUNCIL OF APWA CAME BACK AND GRANTED FULL ACCREDITATION TO THE CITY OF CEDAR RAPIDS PUBLIC WORKS DEPARTMENT.

THERE ARE NOW ONLY FOUR WITHIN THE STATE OF IOWA.

SO THIS IS A VERY, VERY IMPORTANT AND SMALL GROUP, AND WITH THAT BEING SAID, WE'D LIKE TO FULLY CONGRATULATE AND PRESENT THIS PLAQUE TO THE PUBLIC WORKS DIRECTOR BOB HAMMOND AND ACCREDITATION MANAGER KYLIE.

WE KNOW IT'S A LOT OF WORK TO GET THERE, AND IT'S REALLY IMPORTANT FOR A CITY TO BE ABLE TO SAY THAT WE'RE DOING THAT, AND WE'RE ONE OF FOUR REALLY SPECTACULAR DIRECTOR AND WE KNOW YOU DON'T DO THIS ALONE.

THIS WAS A TREMENDOUS AMOUNT OF WORK THAT HAS GONE INTO THIS EFFORT, AS YOU KNOW, FOR REALLY A LONG PERIOD OF TIME AND EVEN BEYOND.

SO IT'S SOMETHING THAT OUR DEPARTMENT HAS BEEN COMMITTED TO, BUT IT REALLY TAKES THE LEADERSHIP TO ACTUALLY GET IT DONE, WORKING ON IT A LONG TIME, BUT WHEN DIRECTOR HAMMOND STARTED, I KNOW ONE OF THE THINGS THAT WE TALKED ABOUT WAS THE IMPORTANCE OF THIS , AND BOB PUT A GREAT TEAM TOGETHER.

I KNOW KYLIE HAS JUST DONE A TREMENDOUS AMOUNT OF WORK ON THIS.

BRENNA, OF COURSE. MIKE DUFFY BUT REALLY THE ENTIRE TEAM.

SO WE'RE JUST PROUD OF THE TEAM WORK, PROUD OF THE PROFESSIONALISM.

WHAT THIS MEANS IS IT'S NOT THE END, BUT IT'S A BEGINNING.

WE HAVE MET THE HIGH STANDARDS OF APWA, BUT THIS IS A CONTINUOUS IMPROVEMENT EFFORT.

SO WE CONTINUE.

THIS IS NOT THE END. IT'S SOMETHING WE CONTINUE TO GET BETTER AND BETTER AND DEVOTE OURSELVES TO PROFESSIONALISM AND CONTINUING TO MAKE THE DEPARTMENT SOMETHING WE'RE ALL VERY, VERY PROUD OF, BUT I SPECIFICALLY WANTED TO THANK DIRECTOR HAMMOND BECAUSE I KNOW HE PUSHED HARD AND AND THEN KYLIE, I KNOW HOW HARD SHE WORKED TO DELIVER, BUT IT TOOK A TEAM EFFORT.

AGAIN, REALLY WANT TO HIGHLIGHT WHY HAVING THESE CITY COUNCIL PRIORITIES IS SO IMPORTANT FOR STAFF AND FOR THE COMMUNITY.

SO AGAIN, THE PURPOSE BEHIND DOING THIS EVERY YEAR IS TO ENSURE THAT WE'RE IN CONTINUAL AND CONTINUOUS ALIGNMENT WITH ENVISION CR THE CITY'S COMPREHENSIVE PLAN.

ALSO, HAVING COUNCIL'S PRIORITIES IDENTIFIED REALLY DOES HELP IN THE TRANSPARENCY AND THE CLEAR MESSAGING TO THE PUBLIC.

IT CERTAINLY HELPS THE CITY MANAGER AND OUR EXECUTIVE TEAM BE ABLE TO BETTER PRIORITIZE RESOURCES AND THEN ALSO EMPHASIZE COMMUNICATION ON THE PROGRESS OF THESE PRIORITIES.

AGAIN, THE SPECIAL MEETING OF CITY COUNCIL WAS HELD ON APRIL 12TH AND IT DID SERVE AS A WORK SESSION FOR COUNCIL MEMBERS.

THAT WAS NOTICED AND IT WAS AN OPEN PUBLIC MEETING.

AGAIN, THE FIRST PART OF THIS SESSION IS TO REVIEW.

WE ASK COUNCIL TO IDENTIFY WHAT WERE THE TOP RECENT ACCOMPLISHMENTS OF THE CITY, TO REALLY REFLECT ON WHAT THOSE WERE.

SO SOME OF THE BIG ONES THAT COUNCIL NOTED WAS ECONOMIC DEVELOPMENT.

SO A NUMBER OF PROJECTS AS WELL AS THE FIRST AND FIRST WEST DEVELOPMENT PROJECT.

ALSO THE RENEWAL OF THE LOCAL OPTION SALES TAX, AGAIN FOR OUR PAVING FOR PROGRESS PROGRAM THAT IS SO IMPORTANT.

THESE IMAGES ARE OF MEMORIAL DRIVE AND SHOWING THE GREAT DIFFERENCE THAT MAKES IN OUR COMMUNITY.

ALSO FLOOD CONTROL PROGRESS AND IT WAS ESPECIALLY NOTED THIS YEAR THE WEST SIDE PROTECTION.

SO A COUPLE OF PROJECTS HERE WITH THE TERRACING AT THE NATIONAL CZECH AND SLOVAK MUSEUM AS WELL AS THE DETENTION AREA AND THE RELOCATION OF THE SKATE PARK ALONG C STREET

SOUTHWEST. IT WAS ALSO NOTED THE DURATION, CLEANUP AND COORDINATION, HOW IMPORTANT THAT WAS FOR THE COMMUNITY AS WELL AS THE STRONG FISCAL POSITION THE CITY IS IN.

SO HAVING THOSE RESOURCES AVAILABLE WHEN A NATURAL DISASTER HITS AND TO BE ABLE TO MOVE QUICKLY.

IT WAS ALSO NOTED THE POSITIVE OUTCOMES FROM THE SOCIAL JUSTICE MOVEMENT.

SO AGAIN, ESTABLISHMENT OF THE CITIZEN REVIEW BOARD, HIRING OF THE CITY'S DIVERSITY EQUITY AND INCLUSION MANAGER.

IT WAS ALSO NOTED THE SLIGHT DECREASE IN GUN VIOLENCE AND THEN HAVING THAT FRAMEWORK IN PLACE TO CONTINUE PROGRESS ON THAT.

ALSO SUCCESS OF THE PROJECT, WHICH IS THE CITY'S BIGGEST PRIVATE PUBLIC PARTNERSHIP, AND WE'RE GLAD TO NOTE THAT THE REMOVAL OF THE FORMER BRIDGE IS SCHEDULED FOR AUGUST 31ST.

THE KIND OF THE KICKOFF FOR THAT, THE RECYCLE EVENT.

SO, AGAIN, MOVING FORWARD.

ALSO, AS NOTED, AFFORDABLE HOUSING PROJECT.

SO EVERYTHING FROM ARPA-FUNDED PROJECTS LIKE THE HEIGHTS, WHERE THE FORMER COLONIAL BUILDING WAS TO LOW INCOME HOUSING TAX CREDIT PROJECTS SUCH AS THE CEDAR RAPIDS, BRICK STONES, AS WELL AS WORKFORCE HOUSING TAX CREDITS LIKE THE FULTON LOFTS IN NEW BOHEMIA.

SO AGAIN, THROUGH THAT SESSION, THERE WERE SEVEN PRIORITIES ESTABLISHED.

THE FIRST FOUR ARE ONES THAT HAD ARE CONTINUING.

THEY HAVE BEEN NOTED IN PREVIOUS YEARS.

SO THE FLOOD CONTROL SYSTEM IN GREENWAY, AFFORDABLE HOUSING STRENGTHEN AND STABILIZE NEIGHBORHOODS AND QUALITY OF LIFE ENHANCEMENTS, AND THEN THREE NEW ONES WERE ADDED HOMELESSNESS, CLEAN AND SAFE, CITY AND BUSINESS FRIENDLY.

SO I WILL JUST GO THROUGH THESE VERY QUICKLY.

AGAIN, FLOOD CONTROL SYSTEM AND GREENWAY IS ONGOING.

THE IMPORTANCE OF SECURING THE REMAINING FUNDING FOR THE SYSTEM AS WELL AS FUNDING FOR THE GREENWAY AMENITIES.

WHAT WILL BE COMING TO COUNCIL SOON ARE UPDATES TO THE GREENWAY PARKWAY PLAN SO THAT PUBLIC OUTREACH ON THAT WILL BE STARTING THIS FALL.

AFFORDABLE HOUSING CONTINUES TO BE A FOCUS.

SO AGAIN, INCREASING PUBLIC AWARENESS AND SEEKING THOSE RESOURCES.

JUST NOTING THAT WE'LL BE IMPLEMENTING THE CDBG DISASTER RECOVERY FUND.

SO $9 MILLION IN MULTIFAMILY NEW CONSTRUCTION, $15 MILLION IN THAT SINGLE FAMILY, OR WHAT WE CALL THE ROOTS PROGRAM AND 2.5 IN REHAB, AS WELL AS THE LEADERSHIP THE CITY IS TAKING ON ALLIANCE FOR EQUITABLE HOUSING AND THAT COMMITMENT TO END HOMELESSNESS.

IN STRENGTHENING AND STABILIZING NEIGHBORHOODS.

AGAIN, THERE ARE MANY NEW TRAILS THAT WILL BE BEING COMPLETE, AND HERE WE SEE THE TRAIL GOING THROUGH DANIELS PARK AND HOW IMPORTANT THOSE CONNECTIONS ARE.

ALSO, HISTORIC PRESERVATION.

THERE'S GOING TO BE SOME UPDATES TO OUR ORDINANCE AND OUR DESIGN GUIDELINES, AS WELL AS NEIGHBORHOOD ART INITIATIVES.

THIS ONE HERE IS ACTUALLY A BASKETBALL COURT THAT HAS AN ART MURAL ON IT.

AGAIN. QUALITY OF LIFE ENHANCEMENTS HAVE BEEN NOTED BY COUNCIL.

AGAIN, CRITICAL TO ATTRACTING AND RETAINING WORKFORCE AND ALSO THE FOCUS TO SERVE ALL AGES AND ABILITIES THROUGHOUT THE COMMUNITY.

SO AGAIN, SOME OF THE THINGS YOU ARE SEEING ARE THE JONES PARK ENHANCEMENTS WITH THE PICKLEBALL COURTS AND THE DOG PARK, AND THOSE ARE ALWAYS THE TWO TOP THINGS WE HEAR FROM THE PUBLIC WHEN WE TALK ABOUT AMENITIES AND PARKS AS WELL AS PUBLIC ART.

WE HAVE A NEW MURAL WALK WITH AUDIO, SO IT REALLY IS A SELF-GUIDED TOUR THAT STARTS WITH TOGETHER WE BLOOM.

ANOTHER NEW ONE IS HOMELESSNESS.

AGAIN, INDIVIDUALS EXPERIENCING HOMELESSNESS ARE OUR FRIENDS, NEIGHBORS AND OUR FAMILY.

SO REALLY THAT HOUSING FIRST WITH WRAPAROUND SERVICES AND REALLY BEING OUTCOME DRIVEN IS IMPORTANT.

THIS IS ALSO THE MOMENTUM WE HAVE BEEN BUILDING FROM THE SYSTEM DESIGN CLINIC THAT WAS HELD IN JUNE AND AGAIN, ESTABLISHING THAT PATH TO ACHIEVE THOSE TOP THREE RECOMMENDATIONS AND KEEP THAT MOVING FORWARD.

CLEAN AND SAFE.

AGAIN, THIS IS TO REALLY BUILD ON COMMUNITY PRIDE.

PROVIDE WAYS FOR OUR RESIDENTS TO PARTICIPATE AND REALLY INVEST IN ONGOING OPERATIONS AND MAINTENANCE TO KEEP THE CITY LOOKING GOOD.

AGAIN, SOME OF THE THINGS THAT YOU ARE SEEING ARE EXPANSION OF THE GREEN SQUARE AMBASSADORS PROGRAM AS WELL AS LEVERAGING WITH OUR PARTNERS.

SO WHAT THE DOWNTOWN MED, [INAUDIBLE] AND CZECH VILLAGE, NEWBO SSMID'S ARE DOING AS WELL AS DOT, AND THEN FINALLY BUSINESS FRIENDLY. SO REALLY PROMOTING CEDAR RAPIDS, USING OUR ECONOMIC DEVELOPMENT STRATEGY TO REALLY FOCUS ON PROMOTING THE COMMUNITY.

PROVIDING CLEARLY DEFINED GOALS AND A PROCESS FOR DEVELOPMENT.

SO NO SURPRISES FOR OUR DEVELOPERS AND THEN OPEN COMMUNICATION WITH OUR EXISTING BUSINESSES AND REALLY PARTNERING ON THOSE KEY INITIATIVES LIKE THE WORKFORCE DEVELOPMENT. AGAIN, YOU'LL BE SEEING A JOINT WORKFORCE GROWTH INITIATIVE ALSO WORKING ON A NAVIGATION TOOL FOR OUR WORKFORCE RESOURCES, AS WELL AS THE SECOND ROUND OF THE CEDAR RAPIDS COLLEGE CAREER CONNECTION FUNDING.

SO ALL OF THOSE WILL BE COMING TO COUNCIL SOON, AND THEN REALLY FOCUSED ON ENHANCING COMMUNICATION.

SO USING THESE PRIORITIES AS A FOCUS FOR A QUARTERLY UPDATE THAT WILL GO TO CITY COUNCIL.

THOSE WILL BE ON OUR WEBSITE AS WELL AS USING OUR COUNCIL AGENDA COVER SHEETS TO MAKE SURE THAT WE'RE HIGHLIGHTING JUST AS WE DO THE FLOOD WORK. WE'VE DONE THE DURATIO OR PAVING FOR PROGRESS.

THESE WILL BE IDENTIFIED UNDER THOSE ACTIVITIES THAT ARE SUPPORTING YOUR PRIORITIES.

WE ALSO.

USE SOME OF THAT MONEY FOR A LOSS RESERVE, AND THEN WITH THAT, HOMEOWNERS AND HOMEBUYERS DID OVER A HALF $1 MILLION OF RENOVATIONS TO THEIR HOMES, AND WE PROVIDED DOWN PAYMENT ASSISTANCE OF OUR OWN MONEY TO EVERY PURCHASE BORROWER.

SO IN ADDITION TO YOUR FUNDS, WE PUT IN $10,500 FOR DOWN PAYMENT ASSISTANCE TO HELP PEOPLE GET INTO HOMES.

NOT ALL NOT ALL BORROWERS GET THAT, BUT IF THEY MEET THE INCOME GUIDELINES, THEY DO, AND IT JUST IS A COINCIDENCE THAT ALL DID THE PAST YEAR IN CEDAR RAPIDS.

WE'RE VERY EXCITED THAT WE WERE ABLE THROUGH THE LAST 28 YEAR AGREEMENT TO EXPAND THE LENDING AREA.

THE ONLY DOWNSIDE IS RENTALS.

WE REALLY WOULD LOVE TO SEE MORE OWNER OCCUPIED HOMES AND TOWNHOMES BEING BUILT, BUT WE LIKED HIS PLAN.

HE'S BEEN A GOOD NEIGHBOR AS FAR AS THE PROPERTY NEXT DOOR, WHICH IS A SHORT TERM RENTAL WITH LONG TERM TENANTS, AND IT FACES 10TH AVENUE, NOT 10TH STREET.

WHY SHOULDN'T WE EXPAND IT JUST A LITTLE BIT MORE? WE HAVE A CORE RESIDENTIAL NEIGHBORHOOD.

THESE CONSTRUCTION PROJECTS DIRECT TRAFFIC THROUGH OUR NEIGHBORHOOD, AS YOU KNOW, AND ALSO BRING MORE CARS THROUGH THE NEIGHBORHOOD.

WE HAVE ISSUES WITH TRAFFIC AS IT IS NOW, AND SO THAT'S SOMETHING TO CONSIDER.

I UNDERSTAND WE CAN'T STOP COMMERCIAL DEVELOPMENT, BUT IF THIS IS MED Q CREEP, WE WOULD LIKE THAT TO BE SLOWED OR STOPPED.

OAKHILL JACKSON REALLY SUFFERED FOR A LONG TIME BECAUSE OF SPECULATORS WHO BOUGHT LOTS IN THAT AREA IN THE HOPE THAT THE MEDICAL DISTRICT WAS GOING TO EXPAND ALL THE WAY TO 12TH AVENUE, AND WHEN THAT DIDN'T HAPPEN, IN PARTICULAR, THE GUY THAT OWNED IT JUST LET THOSE PROPERTIES GO DOWNHILL, AND UNDER PAUL PATE'S ADMINISTRATION AND I SAID THAT THE CITY BOUGHT UP A LOT OF THOSE LOTS AND THAT WAS WHERE A LOT OF THE ROOTS PROGRAM'S LOTS WERE AT AND OTHER PROPERTIES, AND SO BASED ON WHAT'S GOING ON IN THE MEDICAL COMMUNITY IN THIS DAY AND AGE, I DON'T SEE THAT MUCH MORE EXPANSION GOING OVER EIGHTH AVENUE BUT IN THE EVENT THAT THERE IS YOU HAVE THAT DISCUSSION.

UTILITY EXTENSIONS WILL BE REQUIRED AS PART OF FUTURE DEVELOPMENT AND PLANS ONCE A APPLICANT OR DEVELOPER IS FOUND TO BUILD AND DESIGN ON THIS PROJECT.

THE CHARACTER ITSELF, THE DEVELOPMENT ACTIVITIES ARE ANTICIPATED TO INCLUDE LARGE INDUSTRIAL USES HERE.

STAFF DID RECEIVE SOME CONCERNS VIA TWO DIFFERENT LETTERS.

SPECIFICALLY, THERE WAS CONCERNS REGARDING THE PROCESS THAT WAS DONE REGARDING SIGNAGE.

THE ITEMS ARE POSTED TO THE GAZETTE AND THEN ADDITIONALLY CPC AGENDA AND COUNCIL AGENDA ARE POSTED TO THE CITY WEBSITE.

STAFF FEEL THAT THE POSTING REQUIREMENTS WERE INDEED MET.

STAFF WILL BE REQUIRING A TRAFFIC STUDY IF THE PROJECT GENERATES MORE THAN 100 TRIPS PER DAY AT PEAK TIMES.

IF IT'S A LARGE DEVELOPMENT COMING OUT HERE, WE'RE PRETTY MUCH ANTICIPATING THAT'S GOING TO BE A REQUIREMENT AT THIS POINT.

TRAFFIC IMPROVEMENTS WILL DEPEND A LITTLE BIT BASED ON WHAT THE SITE USERS ARE GOING TO BE, BUT THERE ARE SOME ANTICIPATED IMPROVEMENTS THAT WE'RE EXPECTING WILL HAPPEN.

CENTER TURN LANES, RIGHT AND LEFT TURN LANES.

INTERSECTIONS OR ENTRANCES BEING SPACED APPROPRIATELY FOR VARIOUS TYPES OF VEHICLES COMING AND GOING, AS WELL AS ROADWAY LIGHTING TO IMPROVE THE OVERALL ACCESS AND VISIBILITY ALONG THIS SECTION.

LASTLY TO TRAFFIC CONCERNS.

THERE WAS A SOUTHWEST SIDE TRAFFIC STUDY PREVIOUSLY CONDUCTED THAT PREDICTED AN INCREASE IN TRAFFIC DUE TO FUTURE INDUSTRIAL GROWTH IN THIS REGION.

SO IT'S SOMETHING THAT'S BEEN IDENTIFIED AND CITY IS ACKNOWLEDGING WE'LL NEED IMPROVEMENTS ALONG THE WAY.

LASTLY, THERE WERE CONCERNS REGARDING SCREENING AND BUFFERING.

DEVELOPMENT, ONCE AGAIN WILL BE REQUIRED TO MEET THE STANDARDS FOR THE ZONING ORDINANCE REGARDING BUFFERING AND LANDSCAPE.

IN JANUARY, WE RECEIVED A CONCEPTUAL PLAN.

IT'S JUST A BROAD STROKES IDEA FOR GENERATING FROM THE APPLICANT.

THEY WANTED FEEDBACK FROM US ON WHAT TYPES OF THINGS THAT THEY MIGHT WANT TO BE AWARE OF AS THEY'RE TRYING TO ATTRACT BUYERS TO THIS SITE.

THE SPEEDERS AND OTHERS WHO ARE NOT FOLLOWING THE LAW.

THE TIRE PLACE, IT'S GOT THE RECYCLING PLACE.

PROJECT WILL RECONSTRUCT THE ROADWAYS, AS YOU SEE IN RED ON THE MAP INCLUDES A NEW ROUNDABOUT AT THAT INTERSECTION, STORM, SEWER, SIDEWALKS AND ALSO REMOVAL OF THE EXISTING PEDESTRIAN OVERPASS.

THE PROJECT'S BEEN COMPLETED IN CLOSE COORDINATION WITH THE MEDICAL DISTRICT, WITH OTHER STAKEHOLDERS, INCLUDING MERCY AND THE SCHOOL DISTRICT. A HIGH LEVEL OF STREETSCAPING IS ALSO INCLUDED IN THIS PROJECT, WHICH WILL BE ALONG 10TH STREET AND 8TH AVENUE.

IF YOU DRIVE THROUGH THE CORRIDOR TODAY, YOU'LL NOTICE THAT MOUNT VERNON ROAD IS CURRENTLY UNDER CONSTRUCTION.

THAT PROJECT HAS BEEN COORDINATED WITH TO MAKE SURE THAT BETWEEN WHAT THEY'RE DOING AND WHAT THIS PROJECT WILL DO WILL BE SEAMLESS.

ENGINEER'S OPINION OF PROBABLE COST FOR THE PROJECT IS $9.9 MILLION.

WE HAVE PEOPLE BLOWING THROUGH STOP SIGNS IN THE NEIGHBORHOOD BECAUSE THEY'RE NOT SURE WHAT THEY'RE SUPPOSED TO BE DOING AS THEY'RE NAVIGATING THROUGH THAT, AND WITH THE OPENING OF THE HEART CENTER THERE, THERE ARE GOING TO BE MORE PEOPLE COMING THROUGH THE NEIGHBORHOOD FROM DIFFERENT DIRECTIONS.

IT'S JUST A CONSIDERATION, AND ALSO, THAT WHOLE PLAN SEEMS TO ME TO BE CREATING A MINI HIGHWAY, MOVING TRAFFIC THROUGH THE CITY RATHER THAN CONSIDERING THE PEOPLE WHO LIVE AND WORK IN THAT NEIGHBORHOOD AND REALLY FOCUSING ON HOW DO WE SAFELY CROSS THE STREET, WHETHER IT BE IN OUR VEHICLE FROM ONE RESIDENTIAL SIDE TO ANOTHER OR FROM ONE RESIDENTIAL SIDE TO A BUSINESS OR ON FOOT.

IT GETS A LOT OF TRAFFIC, AND YOU ADD TO THAT THE ADDITION OF CONSTRUCTION PROJECTS UP AND DOWN FIRST AVENUE, EIGHTH AVENUE, AND EVERYWHERE ELSE SINCE THE FLOOD OF 2008.

THE CITY IS IT HAS BEEN UNDER CONSTRUCTION FOR TEN YEARS, AND IT'S GOING TO CONTINUE TO BE, AND WITH THAT COMES SOME HEARTACHE.

THEY OPERATE IN ATMOSPHERES WITH VERY HIGH LEVELS OF HYDROGEN SULFIDE GAS, WHICH IS VERY CORROSIVE TO CONCRETE AND METAL SURFACES. SO THIS PROJECT INCLUDES REPLACEMENT OF THE EQUIPMENT AND BASINS A AND B REPLACEMENT OF BASIN WALKWAYS AND CONCRETE REPAIRS TO ASSOCIATED STRUCTURES AND WET WELLS.

BASIN C HAS BEEN OUT OF SERVICE FOR MANY YEARS, SO THIS PROJECT INCLUDES BID ALTERNATES FOR THE PARTIAL AND COMPLETE REMOVAL OF THAT BASIN.

THE ENGINEERS' COST OPINION FOR THE BASE BID IS 5,650,000.

THE LINN COUNTY EDGEFIELD WATER QUALITY PROJECT IS PART OF A PROGRAM KNOWN AS THE CEDAR RIVER SOURCE WATER PARTNERSHIP, LED BY THE CITY OF CEDAR RAPIDS.

THIS PROGRAM HAS BEEN AWARDED A COMBINED $15 MILLION FROM THE USDA'S NATURAL RESOURCES CONSERVATION SERVICE AND THE IOWA DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP. AS PART OF THIS PROGRAM, WE WERE INVITED TO TAKE PART IN AN INNOVATIVE PARTNERSHIP TEAMING UP WITH THE IOWA DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP AND SIX SOIL AND WATER CONSERVATION DISTRICTS TO BUILD WATER QUALITY IMPROVEMENT PRACTICES ON FARMLAND UPSTREAM OF CEDAR RAPIDS.

A 28E AGREEMENT WITH THE PARTNERS WAS AUTHORIZED BY COUNCIL ON FEBRUARY 8TH, 2022.

THE GOAL OF THIS PROJECT IS TO REDUCE NITRATE LOADING TO THE CEDAR RIVER, HELPING THE STATE MEET NUTRIENT REDUCTION STRATEGY GOALS.

THIS PROJECT IS ESPECIALLY IMPORTANT TO THE CITY OF CEDAR RAPIDS BECAUSE THESE WATER QUALITY IMPROVEMENT PRACTICES SIGNIFICANTLY REDUCE NITRATE POLLUTION FROM TILE DRAINS.

OUR SUPPORT FOR THIS PROJECT HELPS US TO ENSURE THE SAFETY AND QUALITY OF OUR DRINKING WATER SUPPLY.

THIS WATER QUALITY PROJECT UTILIZES A BATCH AND BUILD APPROACH WHICH STREAMLINES THE PROCESS FOR PROJECT DESIGN AND CONSTRUCTION, ALLOWING FOR A GREATER NUMBER OF PROJECTS TO BE BUILT AT ONE TIME INSTEAD OF WORKING ON ONE FARM FIELD AT A TIME.

THIS PROJECT GROUPS PROJECTS TOGETHER AND CONDUCTS ALL THE OUTREACH, ENGINEERING AND CONSTRUCTION IN ONE BATCH.

THEY DO NOT TAKE LAND OUT OF PRODUCTION BIOREACTORS AS SHOWN ON THE FIGURE TO THE LEFT ROUTE THE DRAINAGE WATER THROUGH AN UNDERGROUND WOODCHIP CHAMBER.

SATURATED BUFFERS AS SHOWN ON THE RIGHT ROUTE, THE DRAINAGE WATER UNDERGROUND THROUGH A STREAM BUFFER STRIP.

THE FARM FIELDS WHERE PRACTICES WILL BE BUILT ARE SHOWN IN THIS MAP, AND I'VE GOT A COUPLE OF ADDITIONAL DETAILS ON THIS PROJECT.

ROUGHLY 1200 ACRES OF FARMLAND WILL BE IMPROVED AND AN AVERAGE 40 TO 50% NITRATE REDUCTION WILL BE ACHIEVED THROUGH THE TILE DRAINS THAT ARE TREATED BY THE PROJECT.

THE ENGINEER'S OPINION OF PROBABLE CONSTRUCTION COSTS FOR THIS PROJECT IS $450,000.

BIDS WILL BE OPENED ON JULY 26TH AND CONSTRUCTION IS EXPECTED TO OCCUR BETWEEN AUGUST 2023 AND MARCH 2024.

SO ESSENTIALLY IT'S JUST PROVIDING TREATMENT FOR THAT TILE DRAINAGE WATER WITH NO IMPACT TO THEIR OPERATIONS, AND PERHAPS AS WE KEEP GOING ON, THIS IS THERE CONTINUAL OUTREACH TO ADDITIONAL LANDOWNERS TO PARTICIPATE IN THIS AND PERHAPS, AS MORE DO, OTHERS WILL FOLLOW ALONG BECAUSE IT SEEMS TO ME THAT YOU WANT TO GET THE MAJORITY OF THE LANDOWNERS THAT ARE WHERE RUNOFF IS ENDING UP ULTIMATELY IN THE WATERWAYS. MY ONLY COMMENT WITH THIS IS I DON'T KNOW FROM THE PLANS THAT I'VE SEEN AND FROM GOING BY THERE.

IT'S BEEN A FEW WEEKS SINCE I'VE WALKED IN FRONT OF NEWBO LOFTS WHEN THERE IS DEVELOPMENT, PARTICULARLY IN AREAS THAT WEREN'T PREVIOUSLY RESIDENTIAL, TO MAKE SURE THAT WE HAVE SIDEWALKS BECAUSE WALKING DOWN 16TH, WHICH I KNOW SOME OF YOU DO REGULARLY BEHIND GEONETRIC THERE, THERE ARE THERE.

IT'S JUST WEIRD. IT'S SIDEWALK GRASS, PAVEMENT.

YOU CAN'T WALK ON THE SIDE THAT'S NOT BEING DEVELOPED AND STAY ON A SIDEWALK.

THAT'S A CONSIDERATION FOR PEDESTRIANS, MOMS PUSHING STROLLERS AND PEOPLE WHO USE WHEELCHAIRS ON THE OTHER SIDE OF THE STREET WHERE THE NEWBO LOFTS ARE.

I'M NOT CLEAR IF THERE WILL BE A SIDEWALK THERE, BUT I CERTAINLY HOPE SO, AND THE SAME WITH THE SINCLAIR ON 16TH AS THEY DEVELOP THAT ANY DEVELOPMENT SHOULD HAVE STREET ON THE STREET SIDE SHOULD HAVE SIDEWALKS THAT ARE CONTINUOUS AND AND NOT BROKEN UP BY PARKING OR SOMETHING ELSE.

IF WE WANT TO HAVE WALKABLE NEIGHBORHOODS, WE HAVE TO BE ABLE TO WALK AND WE NEED TO BE ABLE TO DO IT SAFELY.

IT'S A GREAT WAY TO MEET CONSTITUENTS AND RESIDENTS AND JUST SEE WHAT'S HAPPENING IN NEIGHBORHOODS.

OURS WILL FEATURE A TACO TRUCK AND PIZZA AND SANDWICHES, ALL IN NEIGHBORHOOD VENDORS AND BOUNCY HOUSES IF YOU HAVE LITTLES, ALSO A NEIGHBORHOOD VENDOR, WHICH IS SOMETHING THAT WE TRY TO DO.

THAT'S ALSO SPORTING OUR NEW LOGO DESIGNED BY A RESIDENT, RUSS [INAUDIBLE].

I KNOW HE 20 YEARS AGO WAS INSTRUMENTAL IN THE ORIGINAL GROUP TO GET NEW BOHEMIA AS AN ARTS DISTRICT, AND SO WE HAVE OF COURSE, THE CEDAR RIVER, WHICH IS THE EDGE OF OUR NEIGHBORHOOD.

WE HAVE SINGLE FAMILY HOMES WHICH ARE TRADITIONAL PART OF OUR NEIGHBORHOOD, AND THEN THESE BUILDINGS REPRESENT THE NEW DEVELOPMENT AND BUSINESSES AND APARTMENTS IN THE NEIGHBORHOOD, AND OF COURSE, WE HAVE TO HAVE AN OAK LEAF, EVEN THOUGH WE DON'T HAVE VERY MANY TREES LEFT IN THE NEIGHBORHOOD.

WE'RE WORKING TO CHANGE THAT.

SO THAT'S WHAT OUR NEW NEIGHBORHOOD IS, AND THIS PRIDE SIGN, WHICH WE'VE BEEN KNOCKING ON DOORS AND ASKING TO PUT PEOPLE UP, ARE BECAUSE OF THE HATE MESSAGES THAT WERE TOSSED ABOUT

WE'RE INCLUSIVE.

SO THAT'S HOW WE SPEND OUR MONEY, AND SPEAKING OF, DID YOU KNOW FOR A NEIGHBORHOOD ASSOCIATION TO SPEND MONEY YOU HAVE TO WAIT TO BE IN REIMBURSED SO TO DO NATIONAL NIGHT OUT BIG, WHICH IS OUR BIGGEST EVENT OF THE YEAR.

I'M SPENDING THOUSANDS OF DOLLARS OUT OF MY OWN POCKET AND WILL WAIT SEVERAL MONTHS TO BE REIMBURSED.

SOME NEIGHBORHOOD ASSOCIATIONS LIKE WELLINGTON HEIGHTS HAVE AN ENDOWMENT SO THEY'RE ABLE TO TURN THAT MONEY OVER ON THAT QUARTERLY CYCLE WITH REIMBURSEMENTS.

WE DON'T HAVE THAT.

IT'S A LOT, AND I THINK THAT'S ONE OF THE HESITATIONS THAT NEIGHBORHOOD ASSOCIATIONS MIGHT HAVE AND NOT HAVING BIGGER EVENTS AND THAT SORT OF THING.

IF WE HAD MORE PEOPLE POWER, WE WOULD OF COURSE SOLICIT DONATIONS AND PARTNERSHIPS WITH WITH OUR BUSINESSES, BUT IT'S NOT ALWAYS POSSIBLE TO HAVE THAT TIME.

SO IT MIGHT BE SOMETHING FOR COUNCIL TO CONSIDER WITH THE NEIGHBORHOOD ASSOCIATIONS RATHER THAN HAVING US DO ALL OF IT OUT OF POCKET AND WAITING FOR UP TO FOUR MONTHS FOR REIMBURSEMENT.

THAT'S MY HUSBAND IS GRIPING AT ME ABOUT THIS, BUT MY PASSION ABOUT THE NEIGHBORHOOD ASSOCIATION.

IT'S WORTH IT TO ME TO DO THIS MAYBE HAVING A PORTION OF THE MONEY UPFRONT SO THAT WE CAN TURN THAT OVER ON A QUARTERLY BASIS RATHER THAN HAVING TO DIG INTO OUR POCKETS AND THEN WAIT.

SO IT'S A LOT.

WE HAVE CITY EMPLOYEES AT EVERY MEETING, AND I DIDN'T KNOW WHAT HAPPENED WITH NEIGHBORHOOD ASSOCIATIONS BEFORE I GOT INVOLVED.

I FIGURED SOMETIMES A LIEUTENANT POLICE LIEUTENANT WOULD SHOW UP OR SOME OFFICER WOULD STOP BY, BUT I DIDN'T KNOW WE'D HAVE BRENNA FALL FROM PUBLIC WORKS AS OUR LIAISON WHO'S USUALLY THERE.

WE USED TO HAVE JEFF WOZENCRAFT.

NOW WE HAVE BETSY BURKHART, WHO COMES TO OUR MEETINGS.

WE HAVE MATT FROM SAFE CR WHO COMES AND USUALLY OTHER PEOPLE, IF WE ASK THEM TO SHOW UP, THEY DO.

IT'S JUST SUCH A GREAT RESOURCE AND I WISH MORE PEOPLE WOULD SHOW UP FOR THE NEIGHBORHOOD MEETINGS AND HAVE THAT CONNECTION RATHER THAN WALKING AROUND THE NEIGHBORHOOD COMPLAINING ABOUT WHAT WE AREN'T DOING WHEN WE AREN'T DOING ANYTHING, WE ARE.
