CITY OF CEDAR RAPIDS PROCLAMATION.

WHEREAS VALOR, INC., IN PARTNERSHIP WITH THE CEDAR RAPIDS METRO AREA VETERANS COUNCIL, THE IOWA CITY VA MEDICAL CENTER AND THE LINN COUNTY CONSORTIUM OF CARE WILL HOLD LINN COUNTY 17TH ANNUAL STAND DOWN FOR HOMELESS AND NEAR HOMELESS VETERANS AND NONVETERANS.

AND WHEREAS, STAND DOWN IS A TERM USED IN TIMES OF WAR IN WHICH EXHAUSTED COMBAT UNITS COME OFF THE BATTLEFIELD TO REST AND RECOVER IN A PLACE OF SAFETY.

AND WHEREAS, ACCORDING TO THE US DEPARTMENT OF VETERAN AFFAIRS, THE FIRST STAND DOWN WAS ORGANIZED IN 1988 BY A GROUP OF VIETNAM VETERANS IN SAN DIEGO. AND.

WHEREAS, TODAY STAND DOWN ALSO REFERS TO A COMMUNITY BASED PROGRAM THAT ASSISTS HOMELESS AND NEAR HOMELESS VETERANS, TRANSITION TO COMMUNITY LIVING BY PROVIDING ACCESS TO THE VERY IMPORTANT HUMAN SERVICE AGENCIES, INCLUDING BENEFIT COUNSELING THROUGH THE SOCIAL SECURITY AND OTHER VETERANS EMPLOYMENT AND TRAINING ASSISTANCE, EYE EXAMS, HEALTH CARE SCREENINGS, HOUSING SERVICES, LEGAL ASSISTANCE, MENTAL HEALTH TREATMENT AND SUBSTANCE ABUSE COUNSELING.

AND. WHEREAS, STAND DOWN HAS BEEN USED AS AN EFFECTIVE TOOL IN REACHING OUT TO HOMELESS VETERANS NATIONALLY REACHING MORE THAN 200,000 VETERANS AND THEIR FAMILY MEMBERS.

NOW, THEREFORE, I.

WHEREAS THE PROFESSIONALS WHO BRING MORE THAN 140,000 RESIDENTS, BUSINESSES AND MAJOR INDUSTRIES, AN AVERAGE OF 39 MILLION GALLONS OF WATER PER DAY AND THEN SAFELY RETURN THE WATER TO THE ENVIRONMENT ARE ESSENTIAL TO THE QUALITY OF LIFE, ENVIRONMENT AND ECONOMIC VITALITY OF THE CITY OF CEDAR RAPIDS.

AND. WHEREAS, WATER IS THE LIFELINE OF OUR COMMUNITY AND IS NECESSARY FOR A THRIVING ECONOMY.

AND. WHEREAS, THE WATER AND WASTEWATER WORKFORCE OF IOWA HAVE DEDICATED THEMSELVES TO APPLYING ENVIRONMENTAL PASSION AND SCIENCE TO ENHANCE THE DRINKING AND RECREATIONAL WATERS OF IOWA.

AND WHEREAS, THEIR APPLIED ENVIRONMENTALISM CONTINUES TO BE A VITAL ELEMENT IN IMPROVING THE QUALITY OF LIFE AND PRESERVING AND PROTECTING PUBLIC HEALTH IN OUR STATE AND PROMOTING SUSTAINABILITY IN OUR WAY OF LIVING.

THE OVERALL SITE IS KNOWN AS THE FORMER LOFTUS LUMBER SITE WITHIN NEWBO.

THE REZONING IS PART OF AN OVERALL PROJECT WHICH IS A PROPOSED CONSTRUCTION OF A FIVE STORY MIXED USE COMPLEX, WITH APPROXIMATELY 180

RESIDENTIAL UNITS AND OVER 10,000FT² OF LEASABLE RETAIL SPACE ALONG THIRD STREET SOUTHEAST.

LAST YEAR, TWO APPROVALS WERE GRANTED RELATED TO THIS PROJECT.

THE FIRST WAS A SIMILAR REZONING REMOVING URBAN FORM STANDARDS TO GRANT RELIEF ON NINTH AVENUE ON THE OTHER SIDE OF THE PROJECT, AND THE SECOND WAS A DESIGN EXCEPTION FOR UNIQUE BUILDING DESIGN FOR ELEMENTS ON THE CORNER OF THIRD STREET AND 10TH AVENUE.

THE REQUEST TODAY IS TO REMOVE THE URBAN FORM DISTRICT DESIGNATION FROM 10TH AVENUE, AND THE NATURE OF THIS REQUEST IS TO PERMIT THE FIRST FLOOR OF THAT BUILDING TO BE USED AS PARKING ALONG THE FRONT OF THE BUILDING ALONG THE ENTIRE STRETCH OF THE BUILDING FACING 10TH AVENUE.

CITY PLANNING COMMISSION REVIEWED THIS AND RECOMMENDED APPROVAL ON AUGUST 3RD.

THIS IS THE CITY'S FUTURE LAND USE MAP SHOWING THE AREA IN QUESTION.

THE CITY MARKET IS A LITTLE BIT OFF SCREEN HERE ON THE LOWER RIGHT.

THIS WOULD BE THE CHERRY BUILDING BOTTLEWORKS AND WATER TOWER ACROSS THE STREET.

THE PINK COLOR INDICATES URBAN HIGH INTENSITY LAND USE TYPOLOGY AREA.

THIS IS AN AERIAL OF THE SITE.

THE STRUCTURES SHOWN IN THE AERIAL HAVE SINCE BEEN DEMOLISHED BY THE APPLICANT IN ANTICIPATION OF DEVELOPING THE PROJECT.

AGAIN, BOTTLEWORKS IS LOCATED TO THE LEFT HERE ON THE WEST OF THE PROPERTY TO THE SOUTH IS THE CHERRY BUILDING WITH THE NEW NEWBO MARKET OFF SCREEN FURTHER TO THE SOUTH. THIS IS A STREET VIEW OF THE SITE TAKEN FROM 10TH AVENUE, FROM NEAR THE INTERSECTION OF THIRD STREET, SHOWING THE EXISTING CLEARED SITE ALONG 10TH AVENUE.

AND HERE'S A STREET VIEW TAKEN FROM THE OPPOSITE END.

THIS IS FROM THE VICINITY OF THE RAILROAD TRACKS, LOOKING BACK TOWARDS THIRD STREET WITH THE CHERRY BUILDING TO THE LEFT AND BOTTLEWORKS AND WATERTOWER BUILDINGS ACROSS THE STREET. AND FINALLY, HERE'S THE ZONING MAP SHOWING THE PROPERTY OUTLINED IN RED.

THE ORANGE COLOR IN THE STREET IS THE URBAN NEIGHBORHOOD GENERAL ZONE DISTRICT.

THIS ZONE DISTRICT GENERALLY PERMITS UP TO SIX STORY MIXED USE DEVELOPMENTS, EITHER RESIDENTIAL OR COMMERCIAL DEVELOPMENT.

AND THE AREA OF THE MAP TO BE AMENDED IS OUTLINED HERE IN THE YELLOW DOTTED AREA.

SO OVERALL, WITH THE INTENT OF THE CODE AND A LITTLE BIT OF A BACKGROUND ON THE REQUEST IN THE URBAN ZONE DISTRICTS, WHICH IS WHAT WE USE IN THE DOWNTOWN AND NEWBO, CZECH VILLAGE AND IN OTHER CORE NEIGHBORHOODS.

THE ZONE DISTRICT REQUIRES AN ACTIVE FIRST FLOOR USE ALONG ALL STREET FACING EDGES OF BUILDINGS.

THE CODE HAS THREE PRIMARY REQUIREMENTS THAT BASICALLY DRIVE THIS REQUIREMENT.

THERE'S A LOT OF FLEXIBILITY IN HOW APPLICANTS ACTUALLY ACHIEVE THIS, BUT THE THREE PRIMARY REQUIREMENTS ARE PARKING SETBACK, WHERE VEHICLES ALONG STREET FACING SIDES OF THE BUILDING HAVE TO BE SET BACK AT LEAST 25FT, MAKING ROOM FOR SOME SORT OF ACTIVE USE ALONG THE STREET WHERE THERE'S A STREET ENTRANCE REQUIREMENT, WHICH IS TYPICALLY AT LEAST EVERY 75FT.

THERE SHOULD BE A STREET FACING DOOR AND FENESTRATION REQUIREMENT, WHICH IS AT LEAST 33% OF THE GROUND FLOOR OF BUILDINGS IN THE ZONE DISTRICT HAVE TO BE COMPRISED OF WINDOWS OR DOORS.

THE OUTCOMES FROM THESE ZONING, FROM THESE ZONING STANDARDS CAN VARY.

THIS HELPS CREATE RETAIL STOREFRONTS, MAIN ENTRANCES FOR APARTMENT BUILDINGS WHERE PEOPLE ARE COMING AND GOING.

IT COULD BE INDIVIDUAL WALK UP UNITS SUCH AS TOWNHOMES, ROW HOMES, THAT SORT OF THING, OR SECONDARY USES WITHIN A LARGER BUILDING, I SHOULD SAY, SECONDARY ENTRANCES.

THE REASON FOR THE APPLICATION IS THE APPLICANTS REQUESTING RELIEF FROM THE CODE REQUIREMENTS TO PROVIDE ONLY PARKING ON THE FIRST FLOOR ALONG 10TH AVENUE.

THE APPLICANT STATES IT'S NECESSARY DUE TO FINANCING COSTS FOR THE STRUCTURE AND TO SERVE HIGHER VALUE RESIDENTIAL UNITS ON THE UPPER FLOORS.

AND THE PRACTICAL EFFECT OF THE REZONING IS IT'LL REPLACE THREE APARTMENT UNITS ON THE FIRST FLOOR FACING 10TH AVENUE.

BECAUSE OF THE NATURE OF THE APPROVAL, IT REQUIRES A CHANGE IN THE ZONING MAP, WHICH IS A REZONING TO BE CONSIDERED BY THE CITY COUNCIL.

HERE'S A VIEW OF THE PROPOSED PROJECT.

THIS IS FROM ACTUALLY THE CORNER OF NINTH AVENUE AND THIRD STREET AND BOTTLEWORKS SHOWING THE OVERALL PROJECT AND HOW THE APPLICANT IS BREAKING IT UP INTO VISUALLY DISTINCT ELEMENTS.

THIS IS THE, I GUESS, EXISTING OR PREVIOUSLY PROPOSED DEVELOPMENT ALONG 10TH AVENUE SOUTHEAST SHOWING.

YOU CAN NOTE HERE THERE ARE THREE ENTRANCES TO THREE GROUND FLOOR RESIDENTIAL APARTMENTS ALONG 10TH AVENUE.

AND HERE'S THE CURRENT SITE PLAN.

AND WHAT I'VE DONE IS I'VE HIGHLIGHTED FROM THE PREVIOUSLY SUBMITTED SITE PLAN, I SHOULD SAY, THE STREET FACING USE WITH RETAIL AND PEDESTRIAN PLAZAS OR CORRIDORS ALONG THIRD STREET AND THEN RESIDENTIAL IN FRONT OF INDOOR PARKING ALONG 10TH AVENUE.

THE REZONING REQUEST TODAY IS ESSENTIALLY TO ALLOW ALONG 10TH AVENUE THAT RESIDENTIAL USE TO BE REPLACED BY INDOOR PARKING UP TO THE FRONT OF THE

BUILDING. IN DISCUSSING THIS WITH THE APPLICANT, THE PROPOSED ALTERNATIVE, WHICH I'LL GO INTO A LITTLE BIT MORE IN NEXT SLIDES, IS FOR DEVELOPMENT OF AN ART WALK ALONG 10TH AVENUE, WHICH ADDRESSES AN ELEMENT THAT WAS CALLED OUT IN THE CZECH VILLAGE NEWBO AREA ACTION PLAN.

THE APPLICANT'S PROPOSAL IS IN LIEU OF HAVING APARTMENTS ON THE FIRST FLOOR, IS TO HELP DEVELOP AN ACTION STEP THAT WAS CALLED OUT IN THE CZECH VILLAGE NEWBO AREA ACTION PLAN, WHICH WAS TO CREATE AN ARTS CORRIDOR ALONG 10TH AVENUE, GOING FROM THE CHERRY BUILDING TO THE RIVER.

SPECIFICALLY, THE PROPOSAL FROM THE APPLICANT, WHICH I'LL ALLOW THE APPLICANT TO EXPLAIN IN A LITTLE BIT MORE DETAIL DURING THEIR COMMENT PERIOD WOULD BE A MINIMUM OF THREE SCULPTURES AND AT LEAST THREE WALL ART PIECES ALONG 10TH AVENUE ALONG THE SIDEWALK.

HERE ARE A FEW RENDERINGS SHOWING THE PROPOSED LAYOUT.

I WILL NOTE THAT THESE ARE JUST CONCEPTUAL IMAGES OF WHAT SCULPTURES MIGHT LOOK LIKE OR WHERE ART COULD GO.

THE ACTUAL ART WILL BE DETERMINED AT A FUTURE DATE BY THE APPLICANT AND REVIEWED BY THE CITY PRIOR TO INSTALLATION.

THEN HERE'S ANOTHER RENDERING SHOWING THE VIEW UP NEAR THE SIDEWALK.

IN TERMS OF APPROVAL CRITERIA FOR THE REZONING.

WHAT WE LOOK AT IS CONSISTENCY WITH PLANS.

AS NOTED, WHAT THE APPLICANT IS PROPOSING DOES MEET A SPECIFIC ELEMENT THAT WAS CALLED OUT WITHIN A PLAN THAT THE CITY COUNCIL HAS ADOPTED.

SERVICES AND SUITABILITY.

THE PROPOSED REZONING DOES NOT IMPACT FACILITIES, SERVICES OR SITE SUITABILITY.

WE'RE NOTING THAT THIS REQUEST FACILITATES WHAT'S OVERALL A VERY SIGNIFICANT, THOUGHTFULLY DESIGNED INFILL PROJECT IN THE NEWBO NEIGHBORHOOD OR DISTRICT AND WITHIN OAK HILL. JACKSON AND IT ACCOMPLISHES A GOAL SPECIFICALLY IDENTIFIED AND ADOPTED PLAN.

SO THAT'S SOMETHING THAT WAS BROUGHT FORWARD REALLY BY THE APPLICANT.

AFTER TALKING ABOUT OPTIONS WITH THEM IN CONSIDERATION OF THE CHANGE WITHIN THE OVERALL ZONING MAP.

THE APPLICANT HAS REACHED OUT TO THE CZECH VILLAGE, NEWBO SCHMID, THE OAK HILL JACKSON NEIGHBORHOOD ASSOCIATION AND ADJACENT PROPERTY OWNERS ACROSS 10TH AVENUE AND HAS REPORTED SUPPORT FOR THE PROJECT FROM THOSE STAFF, RECOMMENDS OVERALL APPROVAL OF THE REZONING REQUEST WITH A FEW CONDITIONS WHICH ARE OUTLINED ON THIS SLIDE.

AND THIS IS SUMMARIZING FROM WHAT IS WITHIN THE ORDINANCE BEFORE COUNCIL.

THE RECOMMENDED CONDITIONS ARE THAT PUBLIC SIDEWALKS ALONG 10TH AVENUE WILL MEET CITY DESIGN AND LANDSCAPING STANDARDS.

THE UPPER FLOORS OF THE BUILDING WILL MEET THE DESIGN REQUIREMENTS WITHIN THE ZONE DISTRICT THAT THEY'RE IN, WHICH THE RENDERINGS APPEAR TO MEET.

SO MAKING SURE THAT HIGH QUALITY DESIGN WINDOWS FACING THE STREET AND ALL THAT WILL BE PART OF THE UPPER FLOORS.

THE APPLICANT WILL PROVIDE AN EXHIBIT DEMONSTRATING THE POSSIBLE FUTURE CONVERSION OF THE FIRST FLOOR FOR ACTIVE USES AT SOME POINT IN THE FUTURE.

THIS IS A SIMILAR CONDITION THAT WE USED ON THE NINTH AVENUE SIDE OF THIS PROJECT AND SPECIFICALLY FOR THE ART PIECE, THE APPLICANT WILL PROVIDE A MINIMUM OF THREE SCULPTURES AND THREE MURAL STYLE PIECES ALONG THE WALL PRIOR TO INSTALLATION.

THIS CONNECTION WILL ALSO PROVIDE A ROUTE AROUND THE THE WRIGHT BROTHERS BOULEVARD INTERSECTION INTERCHANGE PROJECT THAT'S SCHEDULED TO START IN 2024. EARHART LANE WILL NOT BE A DESIGNATED DETOUR ROUTE, BUT PEOPLE WILL BE ABLE TO USE THAT LOCAL TRAFFIC TO GET AROUND THE INTERSTATE

AND THEN HE WAS REACHING OUT TO PEOPLE TO GET HELP WITH TNR TO KEEP THEM FROM REPRODUCING.

THAT'S WHERE I CAME IN.

I'VE BEEN DOING TNR FOR OVER 25 YEARS.

I HELPED WITH THE FLOOD CATS.

I'VE BEEN COMING HERE TRYING TO GET THIS LANGUAGE PUT IN THE ORDINANCE FOR THAT MANY YEARS.

SO WE LAST SUMMER WE TRAPPED CLOSE TO 40 CATS AND GOT THEM ALL SPAYED NEUTERED, ALL THE FRIENDLIES, ALL THE KITTENS I PLACED IN HOMES GOT IN RESCUES, SO THAT REDUCED THE NUMBERS SIGNIFICANTLY.

WE TERMINATED SEVERAL CATS THAT WERE PREGNANCIES THAT WERE PREGNANT BY DOING SO, WE PREVENTED 60 CATS FROM BEING BORN LAST SUMMER ALONE.

NOW WE ARE WORKING ON DOING THE REMAINING FEW.

AND LAST WEEK HE GOT FINED OVER $1,400 FOR PROVIDING FOOD.

NOT ONCE DID ANYONE FROM THE CLUB OFFER TO HELP.

OSHA AND THE IOWA DEPARTMENT OF NATURAL RESOURCES SHUT DOWN THE CLUB'S DEMOLITION OF ITS FOUR HOUSES DUE TO ASBESTOS, WHICH EXPLODES EXPOSED THE DEMOLITION CREW NEARBY, CONSTRUCTION CREWS, PREGNANT NEIGHBORS AND EVEN THE CLUB'S OWN MEMBERS.

CHILDREN WHO ARE PARTICIPATING IN A TENNIS CLINIC RIGHT ACROSS THE STREET.

THE CLUB WAS THEN FORCED NOT WILLINGLY TO BAG THE DEBRIS IN ORDER TO ABATE THE ASBESTOS.

IT ENCOURAGES EVENT PARKING ON PUBLIC RIGHT OF WAYS.

IT PERMITS PERMITS AFTER HOURS, NUISANCE NOISE.

IT DID NOTHING TO STOP OPEN GUN THREATS AND DRUG USE BY ITS EMPLOYEES.

CLUB MEMBERS DRIVE OVER OUR LAWNS TO SNEAK AROUND ROADWORK BARRICADES TO HURRY UP TO THE CLUB.

CLUB MEMBERS SPEED RECKLESSLY UP AND DOWN OUR NARROW STREETS, WHICH IS A WALKING NEIGHBORHOOD FULL OF KIDS PLAYING STUDENTS WALKING TO SCHOOL RUNNERS, JOGGERS AND WALKERS AND NEW MOMS PUSHING THEIR BABIES IN STROLLERS.

THE CLUB BULLIED A NEIGHBOR WHO REFUSED TO SELL HER HOME TO IT SO BADLY SHE WAS FORCED TO SEND THE CLUB AN OFFICIAL CEASE AND DESIST LETTER.

CLUB BOARD EXECUTIVE LANDIS WYLIE ACCUSED US NEIGHBORS AT THE NEIGHBORHOOD MEETING OF DRIVING OUR CARS ALL OVER THE GOLF COURSE AND DOG OWNERS OF PUTTING OUR DOGS AND OURSELVES IN MORTAL DANGER BY WALKING IN FRONT OF GOLFERS TEEING OFF.

BOTH WERE LIES WE OPPOSE.

WE WHO OPPOSE THE CLUB HAVE RECEIVED PHONE CALLS FROM CLUB MEMBERS ASKING US TO EXPLAIN OURSELVES AND UNSOLICITED MENTAL HEALTH BROCHURES IN THE MAIL.

THE HOUSES THE CLUB OWNED WERE NEVER UNFIXABLE.

THE CITY SOLD FAIRWAY TERRACE, A CITY STREET TO THE CLUB AND I HOPE IT DOESN'T FALL ON DEAF EARS THAT YOU COULD USE EXISTING STREETS AS PARKING AND ANGLED PARKING, SAVING THE CLUBS TENS OF THOUSANDS OF DOLLARS.

INSTEAD OF PUTTING THE PARKING FEET AWAY FROM MY HOME, THEY BUY A STREET, CLOSE IT, MAKE IT UNACCESSIBLE TO THE PUBLIC, AND THEN THEY SHOVE ALL THE PARKING AND THE STREET ACCESS NEXT TO THE LOW DENSITY PROPERTY.

THAT IS A WIN FOR THE NEIGHBORHOOD AND THE CLUB.

THERE IS A RIGHT OF WAY ALONG 27TH STREET DRIVE, FAIRWAY TERRACE THAT SHOULD BE USED INSTEAD OF TEN FEET AWAY FROM NOT JUST ME, BUT ALL THE NEIGHBORS.

A BIGGER BUFFER FROM LIGHT NOISE AND TRAFFIC NEEDS TO BE IN PLACE AS WELL.

I STRONGLY FEEL THOSE ISSUES ALONG WITH THE BUBBLE.

PUTS THE COUNTRY CLUB AND THE CITY LEGALLY AT RISK OF NOT FOLLOWING ITS OWN ZONING RULES AND GUIDELINES ON THE ZONING IN REGARDS TO THIS PROJECT FITTING IN THE SURROUNDING TRADITIONAL ZONING.

THE CITY'S OWN ZONING BOARD DID NOT RECOMMEND THIS PROJECT GOING FORWARD, AND THE CITY COUNCIL HAS DECIDED TO IGNORE THE RECOMMENDATIONS AND ALLOW THE PROJECT TO GO AHEAD WHEN THE BUBBLE DOES NOT FIT INTO THE CHARACTER OF THE NEIGHBORHOOD.

FROM THE SAFETY STANDPOINT, I'M CONCERNED ABOUT IT.

THE BUBBLE IS ALLOWED THE SPACE UP AGAINST THE FENCE BETWEEN THE BUBBLE FENCING BEING A PLACE TO HIDE AND HANG OUT.

OVER THE YEARS I HAVE FOUND DRUGS, LIQUOR BOTTLES AND OTHER ITEMS I WON'T COMMENT ON, ALONG WITH TRASH ON THE COUNTRY CLUB PROPERTY.

AT LEAST THE PARKING LOT WAS A FOOTBALL FIELD AWAY WHEN THOSE THINGS WERE HAPPENING.

NOW YOU'RE BRINGING IT TO MY DOORSTEP TEN FEET AWAY.

NO ONE WANTS TO LIVE NEXT TO THAT AND IT WILL HAPPEN.

AND IT DOES HAPPEN.

WE ALREADY HAVE CONCERNS WITH NOISE AND LIGHT POLLUTION COMING FROM THE PROPOSED BUBBLE AND ADDING IN THIS ACCESS ROAD AND PARKING SPOTS ALONG THE NEIGHBORHOOD WILL MAKE THESE

ISSUES EVEN MORE PROBLEMATIC.

THERE HAVE BEEN A NOTICEABLE INCREASE IN THE SOUND AND LIGHT POLLUTION SINCE THEY DEMOLISHED THE HOUSES ON FAIRWAY TERRACE WHILE IN MY YARD.

NOW I HEAR CONVERSATIONS COMING FROM THE COURT AS WELL AS SOUNDS OF TENNIS AND PICKLEBALL BEING PLAYED AT A HIGHER VOLUME.

I BELIEVE THE NOISE LEVEL AT TIMES THERE'S GOING TO EXCEED WHAT THE CITY ALLOWS AND AGAIN, RUINING THE ONCE PEACEFUL NEIGHBORHOOD.

PLUS THE LIGHT POLLUTION IS MUCH MORE NOTICEABLE TO THE COUNTRY.

CLUB IS LANDLOCKED AND THEY ARE TRYING TO SQUEEZE IN SOMETHING THEY DON'T HAVE SPACE FOR.

THE CLUB PLAN HAS JUST GOTTEN BIGGER AND SQUEEZED EVERYTHING IN AT THE EXPENSE OF THE NEIGHBORHOOD.

THE PROJECT IS AND DOESN'T HAVE ANY BREATHING ROOM AND DOESN'T CONFORM TO THE CITY'S OWN ZONING LAWS.

LAST LAST YEAR WITH THE CITY COUNCIL VOTED TO GIVE PERMISSION TO THE CLUB, MOVE FORWARD ON THEIR PLAN, AN INDOOR TENNIS FACILITY.

THE PROXIMITY TO MY PROPERTY LINE WAS TO BE ABOUT 28FT, AND I'M ASKING THAT IT BE REINSTATED TO THAT.

THIS PROJECT HAS BEEN FULLY VETTED AND WE HAVE BEEN TRANSPARENT AT EVERY STEP OF THE WAY, NO LEADING INTO A BROAD BASED SUPPORT AT THE LAST MEETING.

WE HAVE WORKED WITH THE CITY AND NEIGHBORS AND THERE HAVE BEEN LOTS OF CHANGES BECAUSE WE HAVE DONE EVERYTHING WE CAN WITH CONCERNS FROM BOTH THE CITY AND NEIGHBORS TO BE AS ACCOMMODATING AS POSSIBLE.

THEY WE HAD AN ADDITIONAL NEIGHBORHOOD MEETING IN WHICH THE ACCESS DRIVE ALONG 27TH STREET WAS REMOVED FURTHER TO THE IMMEDIATE NEXT DOOR NEIGHBOR WHO SPOKE.

WE'VE MOVED THE TENNIS COURTS AND THE FACILITY AS FAR AWAY POSSIBLE AS WE CAN.

THAT WAS IN DIRECT RESPONSE TO HIM AND SOME OF THE OTHER IMMEDIATE NEIGHBORS.

NOW, THERE IS ONLY ONE IMMEDIATE NEIGHBOR OBJECTING.

THE REST ARE NOT OBJECTING.

AND I WOULD ADD THAT SOME, LIKE DAVE AND CAROL MCFARLAND, ARE HUGE SUPPORTERS OF THIS PROJECT AND WHAT IT MEANS NOT JUST FOR THEM, BUT THE SURROUNDING AREA. WE HAVE REDUCED VISIBILITY WITH EXCAVATING.

AS MENTIONED PREVIOUSLY, THE TENNIS BUILDING FURTHER SHIELDS THE BUBBLE.

WE HAVE A SIX FOOT SOLID FENCE AND VEGETATIVE VEGETATIVE SCREENING.

AND THEN ADDITIONALLY, THIS WILL ONLY BE TEMPORARY AND YOU WON'T SEE THIS MOST OF THE YEAR OVER SEVEN MONTHS, DEPENDING ON WEATHER.

WE HAVE BEEN FULLY TRANSPARENT WITH THE CHANGES.

THEY'RE INDICATED ON THE SITE PLAN.

WE HAVE BEEN VERY ACCOMMODATIVE TO PEOPLE THAT HAVE OBJECTED IN THE IMMEDIATE NEIGHBORHOOD.

I WOULD ALSO REMIND THE COUNCIL THAT THERE ARE APPROXIMATELY 1800 MEMBER FAMILIES AND OVER 200 FULL AND PART TIME STAFF THAT OVERWHELMINGLY SUPPORT THIS PROJECT.

THEY OPERATE IN ATMOSPHERES WITH VERY HIGH LEVELS OF HYDROGEN SULFIDE GAS, WHICH IS VERY CORROSIVE TO METAL AND CONCRETE SURFACES.

THIS IMPROVEMENT PROJECT INCLUDES REPLACEMENT OF THE EXISTING DAFT A AND B EQUIPMENT, WALKWAYS AND CONCRETE REPAIRS TO ASSOCIATED STRUCTURES AND WET WELLS. BIDS WERE RECEIVED ON AUGUST 9TH FROM TWO BIDDERS.

EACH BID WAS ACCOMPANIED BY TWO BID ALTERNATES.

INCREASES IN CARBON DIOXIDE OVER THE PAST TWO CENTURIES, SINCE THE INDUSTRIAL REVOLUTION, FROM ABOUT 280 PARTS PER MILLION TO 420 PARTS PER MILLION CAUSED AN APPROXIMATE 20% INCREASE IN THE FOOD AVAILABLE TO PEOPLE WORLDWIDE, AS WELL AS AN INCREASED GREENING OF THE PLANET AND A BENIGN WARMING IN TEMPERATURE.
