AND THANKS, AS ALWAYS, TO CITY STAFF FOR BEING HERE TODAY AND AVAILABLE TO ANSWER QUESTIONS THAT YOU MAY HAVE AFTER OUR MEETING.

AND I KNOW COUNCIL MEMBER SCOTT OLSON, YOU'VE BEEN HERE FROM THE BEGINNING HERE TO CELEBRATE.

SO COME ON UP, OUR FRIENDS FROM FOUR OAKS.

I'D LIKE TO. YOU KNOW.

YEAH. NO, I'LL TALK ABOUT IT.

I'LL TALK ABOUT IT. WELL, IT'S QUITE AN HONOR FOR THE MAYOR TO ALLOW ME TO READ THIS PROCLAMATION AS WE TALK ABOUT.

I HAVE THE PRIVILEGE OF BEING ONE OF THE FOUNDERS 50 YEARS AGO, AND I'VE BEEN ON THE BOARD FOR 50 YEARS.

AND SO WE'VE HAD LOTS OF GOOD CELEBRATIONS.

AND SO IT'S VERY DESERVING THAT AN AGENCY AND WE'LL HEAR ABOUT THAT IN THE PROCLAMATION HAS COME THIS FAR FOR 50 YEARS.

IT'S MADE A DIFFERENCE TO THOUSANDS AND THOUSANDS AND THOUSANDS OF FAMILIES AND KIDS THROUGHOUT THE STATE OF IOWA.

SO WITH THAT CITY OF CEDAR RAPIDS, IOWA PROCLAMATION.

WHEREAS FOUR OAKS FAMILY AND CHILDREN'S SERVICES HAS A BROAD BASE OF SERVICES IN CHILD WELFARE, BEHAVIORAL HEALTH, MENTAL HEALTH AND JUVENILE JUSTICE.

AND WHEREAS NOVEMBER 2023 MARKS 50 YEARS OF FOUR OAKS SERVICES TO CHILDREN AND FAMILIES.

AND WHEREAS IN 1973 FOUR OAKS, THEN CALLED BOYS ACRES, BEGAN IN A RED BRICK FARMHOUSE IN RURAL BERTRAM, IOWA, PROVIDING A HOME LIKE SETTING FOR TEN BOYS WHO HAD NOWHERE ELSE TO GO.

AND WHEREAS TODAY THE FOUR OAKS NONPROFIT ENTERPRISES PROVIDE SERVICES TO MORE THAN 27,000 CHILDREN AND FAMILIES A YEAR. TO WHO RESIDE IN ALL OF IOWA'S 99 COUNTIES.

WHEREAS THE FOUR OAKS MISSION TO ASSURE CHILDREN BECOME SUCCESSFUL ADULTS IS A DAILY FOCUS ACHIEVED BY HELPING EMPOWER CHILDREN AND FAMILIES TO ACHIEVE STABILITY, INDEPENDENCE, SELF SUFFICIENCY, WELL-BEING AND PERMANENCY. AND WHEREAS, FOUR OAKS LOCATIONS, PROGRAMS AND THE GREATER FIELD OF WORK HAVE CHANGED OVER FIVE DECADES.

THE MISSION OF THE AGENCY HAS STAYED THE SAME, SHAPING OUR LEGACY OF COMPASSION, RESILIENCE, AND LASTING CHANGE.

WE SOLD BONDS ASSOCIATED WITH ADA AND CIP PROJECTS AT USHER'S FERRY CITY, GOLF COURSES, AQUATICS AND THE LIBRARY.

WE HAVE A TOTAL OF JUST UNDER $93,000 REMAINING, AND WOULD LIKE TO REALLOCATE THOSE FUNDS TO SPEND ON ADDITIONAL ADA PROJECTS, INCLUDING THE CURB RAMPS PROJECT. I'D BE HAPPY TO TAKE ANY QUESTIONS THAT YOU MAY HAVE.

ONE WE SHOULD BE REALLY PROUD HERE IN CEDAR RAPIDS OF THE ADA IMPROVEMENTS THAT WE'VE MADE AND THE WAY THAT WE'VE BEEN ABLE TO TAKE THAT KNOWLEDGE AND RIPPLE IT OUTWARD, BECAUSE WE REALLY DID DEVELOP A LEVEL OF EXPERTISE IN ADA ACCOMMODATIONS THAT WE'VE BEEN ABLE TO HELP SHARE WITH OTHER CITIES AS WELL.

BUT THIS COMMITMENT TO THAT, ALSO, IF YOU DO NOT NEED THESE, IT'S REALLY EASY TO BYPASS THEM AND NOT SEE THEM IN YOUR EVERYDAY.

BUT IF YOU DO NEED THEM TO GET AROUND IN CEDAR RAPIDS, KNOWING THAT YOUR CITY SEES YOU AND WANTS TO MAKE THIS A WELCOMING PLACE FOR YOU TO ACCESS ANY OF OUR FACILITIES IS REALLY IMPORTANT. SO I'M GLAD THAT WE'RE REALLOCATING THESE AS AS SPECIFIED.

SOME GENERAL BACKGROUND INFORMATION.

THIS IS A REQUEST FOR A REZONING FROM GENERAL INDUSTRIAL TO TRADITIONAL MIXED USE INDUSTRIAL.

THE PROPOSAL INCLUDES A QUARTER ACRE PROPOSED LAND USE.

THERE IS AN EXISTING STRUCTURE THERE WHICH I WILL SHOW ON THE SCREEN HERE IN A MINUTE.

IT IS CURRENTLY BEING USED AS AN AUTO REPAIR SHOP, WHICH IS CONSISTENT WITH BOTH THE LAND USE PLAN AND THE ZONING CODE.

THE PROPOSAL IS TO ADD AN ADDITIONAL USE AND AN UPPER LEVEL RESIDENTIAL UNIT FOR THE THE OWNER.

NO OTHER SITE IMPROVEMENTS IN ADDITION TO THAT ARE PROPOSED, AND THE APPLICANT HAS INFORMED THE NEIGHBORS AND DID NOT RECEIVE ANY NEGATIVE FEEDBACK.

THE LOCATION IS IN THE NORTHEAST CORNER OF THE INTERSECTION OF I-380 AND HIGHWAY 30.

FUTURE LAND USE MAP DESIGNATION IS URBAN HIGH INTENSITY ZONING MAP, CURRENTLY GENERAL INDUSTRIAL AND AGAIN PROPOSED TO GO TO TRADITIONAL INDUSTRIAL MIXED USE.

AND HERE IN THE AERIAL PHOTOGRAPH YOU CAN SEE THE EXISTING STRUCTURE.

AND AGAIN THERE ARE SOME OTHER RESIDENCES IN CLOSE PROXIMITY THAT ARE KIND OF REMNANTS OF THE ORIGINAL NEIGHBORHOOD.

AND AS THIS HAS REDEVELOPED TO COMMERCIAL AND LIGHT INDUSTRIAL, SOME OF THESE ARE STARTING TO SEE ADAPTIVE REUSE, SUCH AS THIS PROPERTY.

IN TERMS OF THE REZONING CRITERIA, IT IS CONSISTENT WITH THE COMP PLAN THAT PUBLIC SERVICES ARE IN PLACE AND ABLE TO SERVE THE SITE AND THE PROPOSED USE.

AND IN TERMS OF CHARACTER, IT DOES ALIGN WITH THE EXISTING CHARACTER.

IT DOES CLEAN UP AN EXISTING NONCONFORMITY IN THE CURRENT ZONING DISTRICT.

THE LOT SIZE FOR GENERAL INDUSTRIAL THE MINIMUM IS ONE ACRE.

THIS CORRECTS THAT ISSUE IN ADDITION TO PERMITTING THE REQUESTED USE.

SO THE INVESTMENT AGAIN FOR THE RESIDENTIAL UPPER STORY IS PERMITTED IN THE PROPOSED ZONING DISTRICT, AND CPC UNANIMOUSLY RECOMMENDED APPROVAL DURING THEIR MEETING ON NOVEMBER 2ND, AND STAFF RECOMMENDS APPROVAL AS IT CONFORMS WITH THE STANDARDS FOR APPROVAL, CLEANS UP THE NONCONFORMITY AND PERMITS THE RESIDENTIAL USE.

AND I'LL TURN IT BACK TO THE MAYOR.

IT'S THE SIGNIFICANT FIRST ELEMENT OF THE CONNECT CR PROJECT THERE THAT WE'VE DEEMED BID PACKAGE ONE.

AND IT'S SHOWN IN ORANGE ON THE MAP THERE.

INCLUDES SOME SHORELINE CONSTRUCTION, TRAIL PAVING ALONG THE NEW SHORELINE, AND CONSTRUCTION OF AN ACCESSIBLE FISHING JETTY SHOWN THERE TOWARDS THE BOTTOM OF THE IMAGE. AGAIN, THIS IS PART OF THE PUBLIC PRIVATE PARTNERSHIP THAT IS CONNECT CR, AND WE DO BELIEVE THIS WILL BE TRANSFORMATIVE TO THAT AREA. THE FIRST OF MANY PACKAGES TO COME TO GET THOSE IMPROVEMENTS STARTED.

TO NOTE, THE THE TRAIL ALIGNMENT AROUND CEDAR LAKE WILL BE MAINTAINED THROUGHOUT CONSTRUCTION.

THIS PROJECT IS COORDINATED WITH THE FLOOD CONTROL SYSTEM PROJECT THAT'S ALSO OCCURRING ON THE OTHER SIDE OF THE LAKE.

THE CEDAR RIVER TRAIL RUNS ALONG THE LAKE, AND SO WITH EITHER THE FLOOD CONTROL SYSTEM PROJECT OR THIS ONE, WE WILL BE SURE TO MAINTAIN A CONTINUOUS TRAIL ROUTE ALONG THERE.

LET'S SEE. THE BID OPENING IS SCHEDULED FOR TOMORROW.

WE DO ANTICIPATE THE PROJECT TO START IN THE MARCH TIME FRAME AND THEN WE'LL COMPLETE NEXT SUMMER.

WITH THAT, THE PUBLIC WORKS DEPARTMENT RECOMMENDS APPROVAL OF THE RESOLUTION.

ALSO, AT THE SAME TIME THIS WEEK, WE'RE STARTING DEMOLITION ON THE BRIDGE.

AND SO IT'S BEEN A BIG WEEK, BUT A LOT OF THE PUBLIC AND WE'RE GOING TO DO SOME MORE OUTREACH TO THE PUBLIC BECAUSE THERE'S BEEN A SIGNIFICANT AMOUNT OF CONSTRUCTION BETWEEN MCLEOD RUN, SHAVER ROAD AND THE CONSTRUCTION OF THE LEVEE.

AND SO ACTUALLY PART OF THE LAKE IS ACTUALLY EMPTY RIGHT NOW.

THE PUBLIC WOULDN'T REALLY KNOW THAT, BUT THERE'S A SIGNIFICANT AMOUNT OF WORK THAT'S BEING DONE.

AND SO THANK YOU FOR ALL YOUR HELP ON THIS.

COUNCIL MEMBER TODD, SINCE I HAVE YOU, DO YOU WANT TO JUST CLARIFY WHEN WE TALK ABOUT PUBLIC AND PRIVATE, THIS IS PRETTY IMPRESSIVE SHOW BY THE PRIVATE SECTOR AS WELL.

IT'S A SIGNIFICANT SHOW BY A LONG HOST OF PEOPLE.

COUNCIL MEMBERS AND STAFF, INCLUDING THE CITY MANAGER.

BUT THE WORK THAT CONNECTS CR DID, MIKE MCGRATH AND OTHERS IN TERMS OF RAISING PRIVATE FUNDS HAS BEEN THE LARGEST PUBLIC PRIVATE PARTNERSHIP IN THE HISTORY OF THE CITY, AND WE'RE STILL LOOKING FOR WE'VE GOT ONE LAST PIECE OF THAT PUZZLE, AND THAT'S THE FEDERAL GOVERNMENT.

AND WE ARE KNOCKING ON THEIR DOOR.

WHILE THE HIGH SERVICE PUMP STATION HOUSES THE PUMPING EQUIPMENT NEEDED TO DISTRIBUTE THAT FINISHED WATER.

THE CHLORINE CONTACT BASIN AND ADJOINING PUMP STATION WERE PLACED IN SERVICE IN 1995, AND ARE NOW IN NEED OF REPAIR.

THIS PROJECT WILL ADDRESS FALLING AND CRACKED CONCRETE, EXPANSION CONTROL JOINTS, AGING SEALANTS, MOISTURE CONTROL MEASURES, AND THE HIGH SERVICE PUMP STATION AND MISCELLANEOUS COATING AND HARDWARE REPAIRS.

THE EXISTING BRIDGE WAS A PRE-FAB STRUCTURE WITH A WOOD DECKING, AND IT CURRENTLY BRIDGE STARTED TO RUST THROUGH IN SOME AREAS AND WAS RECOMMENDED TO BE CLOSED IN MARCH OF 2018.

THEN THIS IS A PICTURES OF THE EXISTING BRIDGE AND ITS LOCATION.

THE PROPOSED BRIDGE WILL ALSO BE A PREFAB STEEL PEDESTRIAN BRIDGE, WILL BE 60FT IN LENGTH, WITH AN EIGHT FOOT WIDE CONCRETE DECK.

IT WILL HAVE NEW ENGINEERED CONCRETE ABUTMENTS.

IT HAS BEEN APPLIED FOR AND RECEIVED ALL THE NECESSARY PERMITS FOR CONSTRUCTION.

IT ALSO INCLUDES THE REPLACEMENT OF EXISTING GRANULAR PATH FROM THE BRIDGE TO THE SCHOOL, WITH AN EIGHT FOOT WIDE CONCRETE SIDEWALK THAT WILL MEET ALL CURRENT ADA SPECIFICATIONS.

PART OF THE PROJECT IS IN THE CEDAR RAPIDS SCHOOL PROPERTY, AND WE'RE LOOKING AT A 2080 AGREEMENT AND COST SHARE TO CONSTRUCT THEIR PORTION OF THE SIDEWALK PROJECT.

ESTIMATED COST OF THE PROJECT IS 260,000, WITH THE CITY PORTION BEING APPROXIMATELY 228,000 AND THE SCHOOL DISTRICTS APPROXIMATELY 32,000.

WE HAD A REVIEW COMMITTEE THAT LOOKED AT ALL OF THOSE PROPOSALS, WHICH CONSISTED OF A LOCAL LENDER, A PROPERTY MANAGER EXPERIENCED IN AFFORDABLE HOUSING WITH FEDERAL GRANTS, A CODE ENFORCEMENT OFFICIAL AND GRANT COMPLIANCE SPECIALISTS.

THE EVALUATION CRITERIA THAT WE USED LOOKING AT OWNER CAPACITY AND FINANCIAL FEASIBILITY.

SO JUST REALLY THAT MANAGEMENT EXPERIENCE WITH AFFORDABLE HOUSING, SPECIFICALLY THE FINANCIAL FEASIBILITY, LOOKING AT THAT 15 YEAR PROFORMA AND MAKING SURE THERE WERE ADEQUATE RESERVES AND IN PLACES THAT IT NEEDED TO BE TO ENSURE COMPLIANCE, AND THEN THE COMMUNITY BENEFIT, WHICH WAS SERVING A HIGHER NEED POPULATION POTENTIALLY, AND PROVIDING ADDITIONAL AMENITIES OR SERVICES TO THE TENANTS, WHICH WERE NOT REQUIRED.

BUT WE THOUGHT, YOU KNOW, FOR $6.9 MILLION, WE WOULD LIKE A LITTLE EXTRAS IF WE COULD GET THEM.

SO THE PROPOSAL EVALUATION, WE THE COMMITTEE SELECTED THE HAWKEYE AREA COMMUNITY ACTION PLAN PROGRAM KNOWN AS HACAP.

THEY DID RECEIVE THE HIGHEST SCORE OVERALL, ESPECIALLY IN THOSE LAST TWO CATEGORIES THAT I JUST TALKED ABOUT.

THEY DO HAVE EXTENSIVE EXPERIENCE WITH THESE TYPES OF FUNDING SOURCES AND WITH THE POPULATIONS THAT ARE SERVED BY THESE GRANTS.

THE PROFORMA, THE LOCAL LENDER HAD SEEDED, THIS WAS REALLY THE ONLY PERFORMER THAT REALLY WAS 100% REALISTIC LOOKING AT RESERVES AND MAINTENANCE COSTS AND THOSE TYPES OF THINGS.

SO THE PERFORMER DID SHOW SIGNIFICANT COSTS ALLOCATED TO THE REPLACEMENT RESERVES, MAINTENANCE, STAFFING COSTS FOR THAT LONG TERM COMPLIANCE, WHICH IS REALLY ESSENTIALLY WHAT WE ARE WANTING TO MAKE SURE THAT THIS IS A LONGER AFFORDABILITY PERIOD.

WE WANT TO MAKE SURE THAT IT'S STILL IN GOOD CONDITION AND MEETING ALL OF, CHECKING ALL OF THOSE BOXES.

AND THEN THEY ARE ALSO LEVERAGING OTHER FUNDING SOURCES TO PROVIDE THOSE WRAPAROUND SERVICES TO TENANTS, WHICH REALLY GOT THEM SOME ADDITIONAL SCORING IN THE END THERE.

SO THE RECOMMENDATION IS THAT STAFF RECOMMENDS THE APPROVAL OF THE RESOLUTION TO ACCEPT THE PROPOSAL AND AUTHORIZE THAT NEGOTIATION OF A DEVELOPMENT AGREEMENT WITH HACAP FOR THE DISPOSITION OF CITY OWNED PROPERTY LOCATED AT 1500 SECOND AVENUE SOUTHEAST.

THIS WILL COME BACK BEFORE COUNCIL.

THIS WILL HAPPEN AGAIN IN THE WINTER OR SPRING OF NEXT YEAR, BEFORE THAT MARCH DATE, WE CAN ACTUALLY TURN THE PROPERTY OVER UNTIL WE GET 100% COMPLETED WITH THE RECONSTRUCTION.

AND THEN WE TRACK THESE GOALS AND MAKE SURE THAT THE WORK THAT'S BEING DONE WITHIN OUR ORGANIZATION AND COMMUNITY MEETS THE GOALS OF THE MAYOR AND CITY COUNCIL.

AND SO THIS IS A REPORT THAT WILL BE PRESENTING QUARTERLY THAT SHOWS PROGRESS ON THE MAYOR AND COUNCIL'S GOALS.

THIS IS THE RESULT OF THE ENTIRE DIRECTOR TEAM AND THEIR PERSONNEL THAT HAVE COME TOGETHER AND AUTHORED THIS DOCUMENT.
