I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK AND CITY ATTORNEY.

AND AS ALWAYS, THANK YOU TO OUR CITY STAFF FOR ATTENDING TODAY AND BEING AVAILABLE TO ANSWER QUESTIONS BEFORE AND AFTER THE MEETINGS.

I'D LIKE TO ACKNOWLEDGE THAT MAYOR PRO TEM ANN POE IS ABSENT FROM TODAY'S MEETING.

WHEN WORLDS COLLIDE.

RIGHT HERE. I'LL EXPLAIN WHY IN A SECOND.

WHEREAS WOMEN'S HISTORY MONTH PROVIDES AN OPPORTUNITY TO CELEBRATE THE EXTRAORDINARY ACCOMPLISHMENTS OF WOMEN AND GIRLS AND HONOR THEIR ROLE IN SHAPING AND ENRICHING OUR NATION. WHEREAS THROUGHOUT OUR HISTORY, WOMEN FOUGHT TO GAIN RIGHTS NOT SIMPLY FOR THEMSELVES, BUT ALSO FOR OTHER UNDERREPRESENTED AND DISENFRANCHIZED GROUPS IN AMERICA.

WHEREAS AS WE CELEBRATE THE CONTRIBUTIONS OF PROGRESS OF WOMEN AND GIRLS, WE MUST ALSO REFLECT ON THE UNEQUAL BURDENS THEY CONTINUE TO BEAR TODAY.

WOMEN CONTINUE TO FACE DISCRIMINATION, A HIGHER RISK OF SEXUAL ASSAULT, AND AN EARNINGS GAP THAT WILL COST THE AVERAGE WOMAN HUNDREDS OF THOUSANDS OF DOLLARS OVER THE COURSE OF HER WORKING LIFETIME.

WHEREAS IN HONOR OF THE COURAGEOUS WOMEN WHO CAME BEFORE US, AND IN RECOGNITION OF THOSE WHO WILL COME AFTER US, WE REAFFIRM OUR COMMITMENT TO ERASING INEQUITIES FACING WOMEN.

WHEREAS WE SHINE A LIGHT ON THE UNSUNG AND OVERLOOKED ACCOMPLISHMENTS OF WOMEN AND PAY TRIBUTE TO THE TRAILBLAZERS WHO CONTINUOUSLY DRIVE US FORWARD AND ON THE PATH TO MORE EQUAL AND JUST SOCIETY.

AND WHEREAS WE WILL CONTINUE TO BUILD ON THE LEGACY OF WOMEN WHO CONTRIBUTED TO THE STRENGTH AND CHARACTER OF OUR HISTORY, AND WE HONOR THE WOMEN WHO BUILD, SHAPE AND SUSTAIN OUR FUTURE. WHEREAS WE ENCOURAGE ALL RESIDENTS AND COMMUNITY ORGANIZATIONS TO CELEBRATE THE REMARKABLE WOMEN IN OUR COMMUNITY AND BEYOND.

NOW, THEREFORE, I, TIFFANY O'DONNELL, MAYOR OF CEDAR RAPIDS, IOWA, AND ON BEHALF OF OUR CITY COUNCIL, DO HEREBY PROCLAIM MARCH 2024 AS WOMEN'S HISTORY MONTH AND BEGIN A MONTH LONG COMMEMORATION OF WOMEN'S HISTORY IN CEDAR RAPIDS, AND DO COMMEND THE CEDAR RAPIDS CIVIL RIGHTS COMMISSION FOR ENSURING EQUAL RIGHTS FOR WOMEN. EMERGED VICTORIOUS IN THE IOWA ACADEMIC DECATHLON 2024 STATE CHAMPIONSHIP, SHOWCASING OUTSTANDING ACADEMIC EXCELLENCE BY EARNING 59 OF THE 90 INDIVIDUAL MEDALS AND EIGHT OF THE OVERALL INDIVIDUAL AWARDS.

AND WHEREAS THEIR TRIUMPH BRINGS HONOR TO THE CEDAR RAPIDS COMMUNITY, HIGHLIGHTING INDIVIDUAL STUDENT ACHIEVEMENT WHILE EMPHASIZING THE COLLECTIVE SPIRIT OF TEAMWORK, COLLABORATION, PERSEVERANCE, AND INTELLECTUAL ACHIEVEMENT.

THIS IS THE FIRST TIME WE'VE BEEN INVITED IN OUR 24 YEARS OF WINNING STATE CHAMPIONSHIPS IN A ROW, SO WE LOVE THE OPPORTUNITY TO SHOW OFF OUR WONDERFULLY SMART STUDENTS.

SECOND, WANT TO SAY THANK YOU TO THESE STUDENTS FOR PUTTING IN LITERALLY HUNDREDS OF HOURS OF WORK TO STUDY AND TO HAVE ONE OF THE HIGHEST SCORES IN THE NATION GOING INTO OUR NATIONAL COMPETITION.

AND THEN FINALLY, I JUST WANT TO SAY, THIS IS ALL THANKS TO A WONDERFUL PUBLIC EDUCATION SYSTEM THAT WE HAVE HERE IN CEDAR RAPIDS THAT HAS.

OUR STUDENT BODY IS ABOUT 60% FREE AND REDUCED.

AND THESE STUDENTS WORK MULTIPLE JOBS, ARE IN EVERY ACTIVITY AND STILL THRIVE AT A NATIONAL LEVEL, COMPETING AGAINST CHARTER AND MAGNET SCHOOLS THAT ARE 6000 STUDENTS LARGE. AND LITTLE HUMBLE CEDAR RAPIDS JEFFERSON PUNCHES WITH THEIR WEIGHT CLASS AND ABOVE.

SO I JUST WANT TO SAY THANK YOU VERY MUCH FOR EVERYONE FOR HONORING THEM TODAY.

SO EVERY YEAR, OUR DEPARTMENT AND PARTNERSHIP WITH DEVELOPMENT SERVICES AND OTHERS COMPLETES ANNUAL UPDATES TO OUR ZONING CODE.

THIS IS TO MAKE THE CODE EASIER TO READ AND UNDERSTAND.

CORRECT UNINTENDED ERRORS OR CONFUSION, ENSURE CONSISTENCY WITH ADOPTED CITY POLICIES AND PLANS AND THEN AS NEEDED, PROACTIVELY RESPOND TO ISSUES AND TRENDS THAT WERE SEEN THROUGHOUT THE YEAR.

SO IN TERMS OF ZONING CODE AMENDMENTS, WE TYPICALLY BREAK IT UP INTO TWO DIFFERENT CATEGORIES CLEANUP AND CLARIFICATION AND THEN UPDATES.

SO THE CLEANUP AND CLARIFICATION IS PRETTY MUCH LIKE IT SOUNDS IF WE SEE THROUGHOUT THE YEAR TYPOS, OUTDATED REFERENCES, OPPORTUNITIES TO CLARIFY OR SIMPLIFY THE LANGUAGE, WE LOOK TO DO THAT BECAUSE THIS IS A BIG DOCUMENT AND A LOT OF PEOPLE ARE READING IT.

SO I WANT TO MAKE SURE THAT IS AS SIMPLE AND ACCESSIBLE AS POSSIBLE AND THEN THE SECOND TYPE OF UPDATE, WHICH WE CALL AN UPDATE, REALLY DOES CHANGE THE

PROVISIONS OR REQUIREMENTS OF THE CODE.

SO THESE ARE MORE SUBSTANTIAL CHANGES THAT MAY IMPACT THE CHARACTER OR FORM OF HOW THE COMMUNITY OR NEIGHBORHOOD DEVELOPS, OR HOW A USE COULD OCCUR IN CEDAR RAPIDS.

SO THROUGH THIS PRESENTATION TODAY, I'M GOING TO FOCUS ON SIX UPDATES THAT ARE PROPOSED IN THE DRAFT ORDINANCE.

ACCESSORY DWELLING UNITS, BICYCLE PARKING STANDARDS.

FENCES, PARKING LOT SCREENING, MURAL WALL SIGNS, AND NON-CONFORMING USES.

SO FIRST WITH ACCESSORY DWELLING UNITS.

THE REASON FOR THE IMPETUS FOR THESE PROPOSED AMENDMENTS ARE REALLY TO CLARIFY THE CODE REQUIREMENTS RELATED TO SIZE RESTRICTIONS OF ADUS, AND THEN MAKE SURE THAT THROUGH THE REQUIREMENTS, WE'RE MAINTAINING THE CHARACTER OF OUR SINGLE FAMILY NEIGHBORHOODS IN CEDAR RAPIDS.

SO THE PROPOSED AMENDMENTS ARE TO DEFINE ADUS AND CLARIFY THE INTENT, REALLY EXPLICITLY STATE THAT THESE ARE ACCESSORY AND SUBORDINATE.

SO THEY ARE SMALLER THAN THAT PRINCIPAL UNIT.

CLARIFY THAT THEY'RE PERMITTED ONLY ON LOTS WITH SINGLE UNITS.

RIGHT NOW, OUR CODE STATES THAT THEY ARE PERMITTED IN ANY RESIDENTIAL ZONE DISTRICT, WHICH IN THEORY SOUNDS GREAT, BUT THAT INCLUDES OUR MULTI UNIT ZONE DISTRICTS.

SO IF YOU HAVE AN EIGHT PLEX APARTMENT UNIT FOR EXAMPLE, IT DOESN'T REALLY MAKE SENSE TO HAVE AN ADU.

YOU CAN ALREADY HAVE THE MULTIPLE UNITS.

SO CLARIFYING THAT.

ALSO CLARIFYING LANGUAGE RELATED TO THE MAXIMUM SIZE WHICH IS 1000FT².

THE EXCEPTION TO THAT IS FOR STACKED INTERNAL ADUS, THOSE ATTIC OR BASEMENT UNITS, WHICH THROUGH A MINOR DESIGN ADJUSTMENT, CAN GO UP TO THE SQUARE FOOTAGE OF THE FOOTPRINT OF THE STRUCTURE.

BASICALLY, WE WANT TO ELIMINATE UNUSED SQUARE FOOTAGE IN THAT ATTIC OR THAT BASEMENT, IF YOU HAVE A 1200 FOOT, 1200 SQUARE FOOT HOME, FOR EXAMPLE. 200 COULD, IN THEORY, BE UNUSABLE.

AND THEN ALSO IN SUPPORT OF MAINTAINING THE CHARACTER OF SINGLE FAMILY HOMES REQUIRING THAT ADUS ARE LIMITED TO ONE DOOR PER STREET FACING FACADE UNLESS OTHERWISE DESIGNED TO DE-EMPHASIZE THAT PRESENCE AND THE IMAGE HERE IS A GOOD EXAMPLE OF THAT.

THERE IS KIND OF AN ENTRY INTO THE PORCH AREA, BUT IT'S VERY CLEAR IN THIS EXAMPLE IN THE IMAGE THAT THE SECOND UNIT IS ACCESSORY, IT BLENDS INTO THAT SINGLE FAMILY HOME CHARACTER. IN ADDITION, WE ARE ALSO ADDING GRAPHICS TO THE CODE TO VISUALLY DEPICT WHAT THESE ADUS ARE AND THE DIFFERENT TYPES.

SO I JUST WANT TO CALL ATTENTION ON THE LEFT HAND SIDE OF THE SCREEN TO THE INTERNAL ADUS.

THE STACKED THERE ON THE LEFT IS REPRESENTING THOSE ATTIC AND BASEMENT UNITS VERSUS A SIDE BY SIDE, WHICH WE SEE MORE NEW CONSTRUCTION.

THE NEXT UPDATE IS RELATED TO BIKE PARKING STANDARDS, AND THIS ONE IS FAIRLY MINOR BUT QUITE IMPACTFUL.

SO THE ISSUE OR THE REASON BEHIND THIS ONE IS THAT AS OF RIGHT NOW, YOU CAN SEE KIND OF CIRCLED IN RED IN THAT TABLE.

THERE IS A ROW THAT CALLS OUT ALL OTHER USES.

SO SOME USES ARE SPECIFICALLY IDENTIFIED, OTHERS ARE NOT.

THOSE THAT ARE NOT ARE LARGELY INDUSTRIAL.

AND SO THERE'S NO BIKE PARKING REQUIRED IN THOSE PROJECTS RIGHT NOW.

BUT LOOKING TO CHANGE THAT STATEMENT OF ENCOURAGED BASICALLY TO A REQUIREMENT OF TWO SHORT TERM BIKE PARKING SPOTS.

WE DON'T WANT TO MAKE IT OVERLY BURDENSOME, BUT IF THERE IS A VISITOR OR AN EMPLOYEE OF THESE INDUSTRIAL USES THAT WANTS TO BE ABLE TO BIKE TO WORK PROVIDING THAT BIKE PARKING TO DO SO.

THE NEXT TOPIC IS ON FENCES.

AND I WOULD SAY OVERALL THIS IS ACTUALLY A PRETTY BIG CLEANUP OR CLARIFICATION, BUT THERE ARE SOME MINOR UPDATES AS WELL.

SO AS OF RIGHT NOW THERE ARE TWO SECTIONS IN THE CITY CODE RELATED TO FENCES.

ONE IS WITHIN CHAPTER 32 WHICH IS ZONING, AND THE OTHER IS CHAPTER 33, WHICH IS A SUB CHAPTER OF OUR BUILDING CODE.

AND RIGHT NOW OUR ZONING DEPARTMENT IS REALLY THE DEPARTMENT THAT ADMINISTERS REQUIREMENTS RELATED TO FENCES AND DOES CODE ENFORCEMENT RELATED TO FENCES.

SO LOOKING TO COMBINE THOSE TWO CHAPTERS ELIMINATE ANY CONTRADICTIONS OR DUPLICATIONS AND REQUIREMENTS AND HAVE IT ALL LOCATED IN CHAPTER 32 ZONING.

SO IN ADDITION TO INTEGRATING THE LANGUAGE, LOOKING AT SOME CLEANUP RELATED TO CLARIFICATION ON WHEN PERMITS ARE REQUIRED, SPECIFICALLY INCLUDING A PROVISION IF YOU'RE DOING GENERAL MAINTENANCE, JUST REPLACING A PANEL, NOT CHANGING THE LAYOUT OR THE FOOTPRINT OF THE FENCE.

YOU DON'T NEED A PERMIT TO DO THAT.

AND ALSO ADDING SOME CLARIFICATION ON TYPES OF FENCING, SPECIFICALLY THE DISTINCTION BETWEEN PERMANENT AND TEMPORARY FENCING, AS WELL AS ADDING SOME EXEMPTIONS FOR TEMPORARY TYPES OF FENCES, SUCH AS SEASONAL GARDEN FENCING OR SNOW FENCING.

AND THEN FINALLY, IN TERMS OF TEMPORARY FENCING BEING PERMISSIVE OF ELECTRIC FENCES ASSOCIATED WITH ANIMAL GRAZING ACTIVITIES SIMILAR TO ADUS.

WE ARE ALSO LOOKING TO ADD SOME GRAPHICS TO VISUALLY DEPICT OUR REQUIREMENTS RIGHT NOW.

IN TERMS OF HEIGHT LIMITATIONS, IT'S FORMATTED IN A SIMPLE PARAGRAPH TEXT, SO LOOKING TO FORMAT THAT INTO A TABLE AND THEN ADD THOSE GRAPHICS TO VISUALLY DEPICT THE REQUIREMENTS. AND THEN FINALLY, IN TERMS OF AN UPDATE, THERE IS ONE PROPOSED CHANGE IN TERMS OF HEIGHT LIMITATIONS.

THIS IS SPECIFIC TO DOUBLE FRONTED LOTS WHICH YOU SEE AN EXAMPLE ON THE IMAGE HERE.

SO BOTH THE FRONT YARD AND THE REAR YARD ARE STREET FACING.

AND THE PROPOSED AMENDMENT IS TO REMOVE THAT YELLOW 12.5FT SETBACK REQUIREMENT FOR A SEVEN FOOT TALL FENCE.

BASICALLY, WANT TO CREATE THE OPPORTUNITY OR GIVE RESIDENTS THE OPPORTUNITY IF THAT'S THE ONLY OPPORTUNITY THEY HAVE FOR A PRIVATE YARD GIVING THEM THE ABILITY TO DO THAT.

SO RIGHT NOW, WITHIN THAT YELLOW AREA, THEY'D BE LIMITED TO A FOUR FOOT TALL FENCE.

SO LOOKING TO EXPAND WHERE THESE TYPES OF SIGNS WOULD BE PERMITTED.

SO LOOKING AT MIXED USE DISTRICTS, URBAN FORM, INDUSTRIAL OR PUBLIC ZONE DISTRICTS, AND THEN ALSO CLARIFYING WHAT PORTIONS OF THIS MURAL WALL SIGN ARE SIGNAGE AND WHAT IS JUST ART.

SO ANYTHING THAT HAS REFERENCE TO THE BUSINESS LOGO, A COPYRIGHTED LOGO, A BUSINESS NAME AND ENTITY THAT WOULD GO TOWARDS THEIR SIGN CALCULATION AND EVERYTHING ELSE WOULD JUST BE CONSIDERED A MURAL OR ART.

SO IN THIS EXAMPLE, MOST OF THIS WOULD BE SIGNAGE.

AND THE EXAMPLE THAT I LIKE TO GIVE IN COMPARISON IS IF THEY WERE TO DO A MURAL OF A HAMBURGER, THAT WOULD JUST BE ART.

AND THE ISSUE IN TERMS OF LENDING IS THAT WE AS A CITY, CANNOT WRITE A REBUILD LETTER TO THESE AGENCIES BECAUSE OUR CODE DOES NOT ALLOW FOR THESE STRUCTURES OR USES TO BE REBUILT IN THE CASE OF CASUALTY.

AND SO IT CAN BE DIFFICULT FOR OWNERS, PROPERTY OWNERS OR POTENTIAL BUYERS TO GET LENDING OR GET THAT APPROVAL FOR THAT LEGAL NONCONFORMING USE.

SO THE PROPOSED AMENDMENT IS BASICALLY TO PROVIDE THESE SINGLE UNIT RESIDENTIAL HOMES THAT ARE LEGAL, NON-CONFORMING, THE ABILITY TO REBUILD.

AGAIN, ONLY IN THE CASE OF CASUALTY AND SPECIFICALLY FOR THE PURPOSE OF CONTINUING THAT RESIDENTIAL USE.

THERE WOULD BE A CAVEAT THAT THE STRUCTURE TO BE REBUILT IS THE SAME VOLUME AND FOOTPRINT.

WE WOULDN'T WANT TO EXPAND THAT NONCONFORMITY AND THEN MAKING SURE THAT IN TERMS OF REBUILDING THERE, IN CONFORMANCE WITH ALL OTHER CODE REQUIREMENTS, IN TERMS OF BUILDING AND FIRE AS WELL.

IN TERMS OF TIMELINE, THESE PROPOSED ZONING ORDINANCE AMENDMENTS WERE PRESENTED AND REVIEWED BY THE ZONING ADVISORY GROUP IN JANUARY.

THEY WERE THEN PRESENTED TO THE PLANNING COMMISSION IN FEBRUARY, WHERE THE PLANNING COMMISSION UNANIMOUSLY RECOMMENDED APPROVAL.

IN FEBRUARY, THESE WERE ALSO REVIEWED AND PRESENTED TO THE DEVELOPMENT COMMITTEE.

AND SO IT REALLY DOES GIVE SOMEBODY THEY'RE NOT LIVING IN, YOU KNOW, A GARAGE PER SE, THAT CONCEPT, THIS IS A PRETTY SUBSTANTIAL HOME THAT IS JUST SMALLER THAN A LOT OF THEM THAT ARE BEING BUILT TODAY.

BUT ADDITIONALLY, THE IMAGING AND VISUALS THAT YOU PUT TOGETHER TO HELP BETTER EXPLAIN THE DIFFERENT COMPONENTS ARE REALLY IMPORTANT TO THIS BECAUSE IT JUST CLARIFIES A LOT OF THAT POLICY. AND I KNOW THAT THE STAFF WERE GETTING QUESTIONS ABOUT IT SO REALLY JUST APPRECIATE THE GREAT WORK ON THIS.

AND SO THIS DEFINES A LOT OF THINGS.

AND I AGREE, THE GRAPHICS MAKE A BIG DIFFERENCE BECAUSE A LOT OF TIMES THERE'S ALL KINDS OF HOUSES, AND WE WANT TO PRESERVE THE CHARACTER OF THOSE HOMES WITHOUT MODIFYING THEM. WITH THE NEW MAPS WE ARE REQUIRED FOR PARTICIPATION IN THE NATIONAL FLOOD INSURANCE PROGRAM TO ADOPT NEW MAPS FROM FEMA BY FEMA'S DEADLINE, WHICH IS MAY 22ND APPROXIMATELY 209 PROPERTIES WILL SEE AN INCREASE IN FLOODPLAIN.

ABOUT HALF OF THOSE ARE CATEGORIZED BY THE ASSESSOR AND OUR GIS AS EITHER CITY OWNED LOTS, VACANT LOTS, OR NONRESIDENTIAL DEVELOPED LOTS.

SOME OF THESE INCREASES IN FLOODPLAIN ARE WHERE THE BOUNDARIES ARE TOUCHING THE PROPERTIES WHERE THEY HISTORICALLY HADN'T, OR ENCROACHING ONTO YARDS OR PARKING LOTS.

SOME ARE WHERE HOMES OR BUILDINGS ARE BEING ADDED TO THE FLOODPLAIN AS PART OF THAT.

RELATED TO THAT WE HAD OUR FIVE YEAR COMMUNITY RATING SYSTEM UPDATE IN NOVEMBER, IN WHICH IT'S A PROGRAM THAT WE PARTICIPATE IN THAT GENERATES A AUTOMATIC DISCOUNT FOR OUR RESIDENTS ON FLOOD INSURANCE.

CURRENTLY, WE ARE NETTING OUR RESIDENTS 20% DISCOUNT AUTOMATICALLY ON ANY NFIP POLICY.

WE ARE CLOSE TO ACHIEVING THE 25% CLASS, WHICH WOULD BE A CLASS FIVE IN THE PROGRAM.

THIS WOULD MAKE US ONE OF THREE COMMUNITIES PARTICIPATING WITHIN THE STATE THAT WOULD BE AT THIS LEVEL.

AS PART OF THAT, OUR PROPOSED ORDINANCE UPDATE, AS WELL AS INCREASING PROTECTION STANDARDS, WOULD INCREASE OUR CREDIT TO THAT THRESHOLD AS WELL.

JUST GOING TO COVER THE WATERWAYS THAT ARE BEING AFFECTED BY THE MAP CHANGES REAL QUICK BEFORE WE GET INTO THE ORDINANCE UPDATES.

COLD STREAM, DRY CREEK AND INDIAN CREEK.

COLD STREAM ON THE RIGHT HAND SIDE.

AND THEN IN THE MIDDLE WE HAVE INDIAN CREEK AND THEN DRY CREEK ON THE LEFT HAND SIDE.

THESE ARE THE PRELIMINARY MAPS AND THEN AS WELL.

PRAIRIE CREEK AND ITS TRIBUTARY, AS WELL AS VINTON DITCH ARE BEING AFFECTED BY THE MAP CHANGES AND GAIN INTO THE BULK OF THE TEXT, SO TO SPEAK.

FOR THE PROPOSED CHANGES, I HAVE A TABLE HERE THAT GOES OVER THE EXISTING LANGUAGE, WHICH IS TAKEN FROM IOWA DNR'S MODEL FLOODPLAIN ORDINANCE.

ALONGSIDE OUR PROPOSED CHANGES.

I'LL TRY AND KEEP IT BRIEF ON THE DETAILS, BECAUSE A LOT OF TEXT ONE OF THE MAIN CHANGES IS WE ARE PROPOSING TO INCREASE OUR ELEVATION STANDARDS FROM ONE FOOT ABOVE BASE FLOOD ELEVATION FOR PROTECTION STANDARDS TO 1.5FT ABOVE BASE FLOOD ELEVATION.

THESE BASE FLOODS ARE TAKEN DIRECTLY FROM FEMA'S MAPS TO DETERMINE WHAT ELEVATION IS DETERMINED FOR THAT PROTECTION LINE.

WE'RE ALSO PROPOSING HIGHER STANDARDS FOR THE FLOODWAY AS WELL, AND AUTOMATIC PLUS ONE TO ANY STRUCTURE THAT COULD BE ADEQUATELY APPROVED IN THE FLOODWAY. IT IS OUR AREA OF GREATEST RISK, HIGHEST VELOCITY AND SO HAVING THESE HIGHER STANDARDS AND HIGHER ELEVATIONS HELPS MITIGATE POTENTIAL RISK TO PROPERTY AND LIFE.

WE'RE ALSO PROPOSING THAT IN THESE AREAS THAT THE IF A STRUCTURE CAN BE APPROVED, THAT IT CANNOT BE BUILT UPON, FILL IN THE FLOODWAY, AND THAT THERE ARE HIGHER ENGINEERING STANDARDS AND PROTECTION LEVELS AS WELL.

AND THEN WE'RE PROPOSING TO PROHIBIT THE STORAGE OF ANY MATERIALS IN THE FLOODWAY TO MINIMIZE ADDITIONAL MATERIAL BEING ADDED TO A MAJOR FLOOD EVENT THAT WOULD BUILD UP AND DRIFT AWAY AND CAUSE POTENTIAL DAMAGE.

WE'RE PROPOSING CHANGES TO SUBSTANTIAL IMPROVEMENT REQUIREMENTS AND SUBSTANTIAL DAMAGE REQUIREMENTS.

SUBSTANTIAL IMPROVEMENT APPLIES TO BUILDINGS THAT ARE OLDER THAN THE EXISTING MAPS AND EXISTING CODE, BUILT AT A TIME WHERE THEY WERE COMPLIANT OR THERE WERE NO REGULATIONS IN EFFECT. THE CURRENT CODE, BASED OFF OF THE STATE'S MODEL ORDINANCE, SAYS IF YOU ARE PROPOSING WORK ON A BUILDING, WE LOOK AT THE LAST FIVE YEARS OF PERMIT HISTORY PLUS THE COST OF THIS WORK.

IF THAT HITS 50% OR MORE, THE MARKET VALUE OF THE BUILDING, IT IS DEEMED SUBSTANTIALLY IMPROVED AND THE WHOLE THING HAS TO BE UPGRADED.

THAT'S WHAT THE CURRENT RULE IS WE'RE PROPOSING TO CHANGE THAT THRESHOLD FROM 50% OVER FIVE YEARS TO 40% OVER TEN YEARS TO ENSURE THAT OUR OLDER BUILDINGS ARE UPGRADED AND BETTER PROTECTED.

THERE'S A HANDFUL OF BUILDINGS THROUGHOUT THE CITY THAT WE'VE GONE THROUGH THAT PROCESS WITH RECENTLY TO GET THEM BETTER PROTECTED WITH FLOOD SHIELDS AND ELEVATING AND IT'S BEEN FAIRLY SUCCESSFUL SO FAR.

ADDITIONALLY, WE ARE PROPOSING THAT STANDARDS FOR ADDITIONS FOR THESE OLDER BUILDINGS THAT THE ADDITIONS WOULD NEED TO BE BUILT TO CURRENT STANDARDS AS WELL, SO THEY WOULD HAVE TO BE ELEVATED OR FLOOD PROOFED AS ALLOWED BY THE CODE.

AND THIS IS ADDED TO ENSURE THAT THE NEW ADDITION IS OBVIOUSLY TO A HIGHER STANDARD.

BUT AS WELL AS WHEN THE REST OF THE BUILDING NEEDS TO BE UPGRADED, IT WILL REDUCE HOW MUCH OF THE TOTAL BUILDING HAS TO BE INVESTED IN FOR UPGRADES.

AND THEN LASTLY, WE'RE CLARIFYING SOME PIECES FOR HISTORIC EXEMPTION REQUIREMENTS.

SUBSTANTIAL IMPROVEMENT HAS AN EXEMPTION FOR HISTORIC PRESERVATION, BUT IT WAS NEVER CLEARLY SPECIFIED AND CREATE A LOT OF HEADACHES.

AND SO WE'VE DEVELOPED SOME STANDARDS BASED ON COMMUNICATIONS WITH THE STATE HISTORIC PRESERVATION OFFICE, AS WELL AS RESEARCH INTO FEDERAL STANDARDS AROUND THAT, SPECIFICALLY STATING THAT IF YOU'RE LOOKING FOR HISTORIC EXEMPTION, GETTING A LETTER FROM THE STATE HISTORIC PRESERVATION OFFICE OR FROM A FEDERALLY COMPLIANT SPECIALIST IN HISTORIC PRESERVATION, THAT THE WORK WILL NOT PRECLUDE THE BUILDING'S ABILITY TO BE HISTORIC.

SUBSTANTIAL DAMAGE IS AN AREA OF A LITTLE BIT UNIQUE RULES.

IT STATES THAT DAMAGE FROM ANY SOURCE TO A BUILDING, IF THE COST TO RESTORE THAT BUILDING TO ITS PRE DAMAGED CONDITION IS 50% OR MORE, THE COST OF THE BUILDING, THEN IT IS DEEMED SUBSTANTIALLY DAMAGED.

OR IF IT IS MULTIPLE FLOOD DAMAGE TO A BUILDING IN A TEN YEAR PERIOD HITS 25% OF THE VALUE, THEN IT'S SUBSTANTIALLY DAMAGED.

WE'RE PROPOSING DROPPING THOSE THRESHOLDS FROM 50% TO 40% FOR THE STANDARD SUBSTANTIAL DAMAGE LANGUAGE, AND THEN FOR THE FLOOD RELATED ONE FROM 25% TO 20%.

WE'RE ALSO LOOKING AT MAXIMUM DAMAGE.

POTENTIAL IS A NICHE SECTION FOR OUR CRITICAL INFRASTRUCTURE.

POLICE FIRE 911 SUBSTATIONS FACILITIES THAT THE CITY WOULD RELY UPON IN ITS DISASTER SCENARIO TO BE OPERATIONAL.

OUR CURRENT CODE STATES, IF YOU'RE IN THE HUNDRED YEAR FLOODPLAIN, THAT HAS TO BE PROTECTED TO ONE FOOT ABOVE THE 500 YEAR FLOODPLAIN, WE'RE PROPOSING EXPANDING THAT AREA TO THE SHADED X ZONE OR THE MAPPED 500 YEAR FLOODPLAIN, TO ENSURE THAT ANY NEW FACILITY THAT IS DEVELOPED IS BUILT TO A HIGH STANDARD TO BE ABLE TO RESIST WHATEVER DISASTER MIGHT BE THROWN AT IT FROM FLOOD AND STORM TYPE EVENTS.

LASTLY, A CHANGE THAT WE STUMBLED UPON WAS CAUSING SOME TECHNICAL DIFFICULTIES FOR DEVELOPMENT OF OUR SMALLER LOTS THROUGHOUT THE CITY.

AND IT WAS IMPACTING SOME OF OUR INFILL.

AND SO WE COORDINATE WITH THE STATE TO TRY AND UNDERSTAND WHERE THAT CAME FROM AND WHAT WOULD BE ACCEPTABLE AND THEY CONCURRED WITH US.

REDUCING DOWN TO FIVE FEET IN ALL DIRECTIONS WOULD BE ACCEPTABLE.

THE BASIS OF THIS IS THAT HAVING THIS FILL EXTEND OUT PROTECTS A FOUNDATION FROM EROSION.

SO WHILE 18FT WAS THE ORIGINAL INTENT FROM THE STATE'S MODEL, ORDINANCE, FIVE FEET IS STILL ACCEPTABLE TO ENSURE THAT EROSION IS NOT GOING TO BE AS PREVALENT FOR THESE FOUNDATIONS THAT ARE BUILT FOR THESE NEW STRUCTURES.

I KNOW A LOT OF TECHNICAL INFO WITH THAT.

I APOLOGIZE, BUT THERE'S NO EASY WAY AROUND IT WITH FLOODPLAIN.

STAFF RECEIVED FAIRLY POSITIVE FEEDBACK ON IT AND NO NEGATIVE FEEDBACK ON THESE PROPOSED CHANGES.

WITH THAT STAFF DOES RECOMMEND ADOPTING REPEALING CHAPTER 32 B AND ADOPTING THE NEW CHAPTER 32 B THE REQUIREMENTS FOR NFIP PARTICIPATION.

THE HIGHER STANDARDS TO MEET THE PROTECT CR GOAL ONE, AND THE BENEFITS OF THE COMMUNITY RATING SYSTEM TO LOWER THE COST OF FLOOD INSURANCE FOR OUR RESIDENTS, ALL ALIGNED WITH THE COMP PLAN AND VARIOUS OTHER GOALS OF THE CITY.

AS PART OF THE BIPARTISAN INFRASTRUCTURE LAW EMERGING CONTAMINANTS FUNDING.

THAT'S A MOUTHFUL.

THIS FUNDING WILL PAY FOR A STUDY BEING CONDUCTED AT OUR WASTEWATER TREATMENT FACILITY TO INVESTIGATE PFAS SUBSTANCES AT VARIOUS STAGES AT THE FACILITY.

THIS INCLUDES THE INFLUENT INTERNAL PROCESSES AND FINAL EFFLUENT.

PFAS ARE VERY PERSISTENT COMPOUNDS AND ARE OFTEN REFERRED TO AS FOREVER CHEMICALS.

THEY HAVE BEEN WIDELY USED IN A VARIETY OF PRODUCTS OVER THE LAST SEVERAL DECADES, SUCH AS NONSTICK COOKING SURFACES, WATERPROOFING, GREASE RESISTANT COATINGS, STAIN RESISTANT COATINGS, AND FIREFIGHTING FOAMS. THE MOST RECENT TEST RESULTS OF CEDAR RAPIDS WASTEWATER HAVE SHOWN THAT SMALL AMOUNTS OF PFAS CHEMICALS HAVE BEEN DETECTED IN THE WASTEWATER ENTERING THE FACILITY.

THERE AREN'T REQUIREMENTS FOR US NOW, BUT SHOULD DISCHARGE LIMITS BE IMPLEMENTED BY EPA IN THE FUTURE? WE WANT TO HAVE A BETTER UNDERSTANDING OF THE AMOUNT OF CHEMICALS COMING INTO THE PLANT.

AND THE MOST VIABLE OPTIONS FOR REMOVING AND DESTROYING THESE CHEMICALS.

THIS WILL BE A THREE YEAR STUDY TOTALING $3.1 MILLION, AND IT BUILDS UPON PREVIOUS SIMILAR RESEARCH CONDUCTED BY EPA AT OUR FACILITY.

WE'D LIKE TO MAKE SPECIAL NOTE THAT WE ARE THE ONLY RECIPIENT IN THE STATE FOR THIS FORGIVABLE LOAN ON THE WASTEWATER SIDE OF THINGS.

BECAUSE THE FUNDING MECHANISM IS COMING THROUGH THE SRF PROGRAM, A PUBLIC HEARING IS REQUIRED.

THIS PROJECT WILL ACTUALLY MAKE AN ACCESSIBLE ROUTE THAT GOES ALL THE WAY THROUGH THE ENTIRE VENUE, AND IT ALSO ADDS THREE DIFFERENT LEVELS OF SEATING FOR FOLKS THAT USE ACCESSIBILITY DEVICES AT EACH PRICE LEVEL.

SO IT'S ACTUALLY GOING TO OPEN IT UP.

WE'RE GOING TO, TAKE THE FOOD COURT AREA.

THAT'S ALWAYS BEEN GRASS.

AND OF COURSE, IT ALWAYS LIKES TO RAIN WHEN WE HAVE A GOOD CONCERT.

SO AN EXAMPLE OF THAT WOULD BE PERSONS RIDING BICYCLES OR MICROMOBILITY DEVICES, WHICH I THINK ARE THE SCOOTERS.

SO MARION'S IS THAT THE OPERATORS HAVE TO BE 18 YEARS OR OLDER AND POSSESS A DRIVER'S LICENSE.

THEY'RE ONLY ALLOWED TO OPERATE BETWEEN 7 A.M.

AT THE MAXIMUM SPEED OF 35MPH.

THEY MUST BE EQUIPPED WITH THE TURN SIGNALS, SPEEDOMETERS, HEADLIGHTS, TAILLIGHTS, BRAKE LIGHTS AND REAR FACING MIRRORS.

THEY HAVE TO FOLLOW THE NOISE ORDINANCE, WHICH MAKES SENSE.

SEATBELTS, INFANT CAR SEATS, SEAT AND CHILD SEATS WOULD BE USED IN THE UTV.

SO THOSE ARE JUST SOME OF THE EXAMPLES WHERE I THINK IF YOU THINK OF IT JUST AS YOU DO A MOTORCYCLE AND THE RULES THAT THEY HAVE TO FOLLOW, IT WOULD BE THE SAME THING FOR THE UTVS. BUT WHEN YOU'RE CRUISING THROUGH THE NEIGHBORHOOD WITH THE UTV, IT JUST ALLOWS FOR MORE OPPORTUNITIES OF TALKING TO YOUR NEIGHBORS AND SOCIALIZING WITH YOUR NEIGHBORS.

AND WHAT WE FOUND IS THAT A LOT OF TIMES COUNCIL MEMBERS ARE EDUCATED ON THE DANGERS, BUT THEY AREN'T EDUCATED ON THE BENEFITS.

THE PLAN SETS IS A GUIDE FOR POLICY AND FUNDING DECISIONS RELATED TO CITY SERVICES, AND RECOMMENDATIONS FOR FUTURE LAND USE.

THE BULK OF IT IS ORGANIZED IN THE CHAPTERS WE CALL ELEMENTS AND EACH ELEMENT HAS 3 TO 4 GOALS, WHICH ARE REALLY HIGH LEVEL DESCRIPTIONS OF WHAT SUCCESS LOOKS LIKE IN CEDAR RAPIDS.

AND TO HELP ACCOMPLISH THAT, ACTIONABLE STEPS HAVE BEEN IDENTIFIED, CALLED INITIATIVES THAT HELP US MEET THOSE GOALS.

AND THERE ARE DEPARTMENTS IDENTIFIED AS LEADS AND TIMELINES FOR WHEN THOSE INITIATIVES WOULD START.

THE FIRST COMPONENT IS UPDATING AND REVIEWING THE ACTUAL INITIATIVES, THOSE ACTION STEPS, AND WE UPDATE THE TIMELINE, THE STATUS AND THE COMMENTS. THE SECOND COMPONENT IS UPDATING THE NARRATIVE AND WE UPDATE TWO NARRATIVES EVERY YEAR.

THIS YEAR THEY ARE STRENGTHEN AND INVEST.

AND THEN IN ADDITION TO ENVISION KR, WE ALSO UPDATED THE INITIATIVES AND ACTION STEPS FOR 12 OTHER PLANS.

AND I WOULD LIKE TO HIGHLIGHT THAT WE UPDATED A 429 INITIATIVES IN THIS PROCESS.

SO WE I'M NOT GOING TO GO THROUGH ALL OF THEM THAT WE COMPLETED.

BUT HERE ARE SOME HIGHLIGHTS OF SOME OF THE INITIATIVES THAT WE COMPLETED.

THE FIRE STATION ASSESSMENT AND RELOCATION PLAN WAS COMPLETED, AND AMERICAN PUBLIC WORKS ASSOCIATION ACCREDITATION IS NOW NATIONALLY ACCREDITED, ALONG WITH MANY OTHER DEPARTMENTS IN OUR CITY.

I LIVE IN THE NORTHEAST SIDE, AND I'M SPEAKING TODAY AS A REPRESENTATIVE OF THE ADVOCATES FOR SOCIAL JUSTICE TO IMPLORE OUR CITY COUNCIL TO STAND FIRMLY AGAINST SENATE FILE 2325, THE BILL THAT WOULD BAN CITIZEN REVIEW BOARDS IN OUR STATE.

FOR THE PUBLIC.

I WOULD LIKE TO PROVIDE SOME CONTEXT AND A REMINDER FOR CITY COUNCIL IN THE SUMMER OF 2020, THE ADVOCATES FOR SOCIAL JUSTICE, OTHERWISE KNOWN AS SJ, LED THOUSANDS OF BLACK LIVES MATTER PROTESTERS IN THE CALL FOR INCREASED POLICE REFORM IN OUR CITY.

ONE OF THESE REFORMS WAS TO ESTABLISH A CITIZEN'S REVIEW BOARD, AN ENTITY THAT WOULD REVIEW POLICE INVESTIGATIONS OF POTENTIAL MISCONDUCT, EXCESSIVE USE OF FORCE, ETC.

CRB'S ARE A NECESSARY TOOL TO ADD ANOTHER LAYER OF ACCOUNTABILITY AND TRANSPARENCY FOR OUR POLICE, AND WORK TO REPAIR THE TRUST THAT IS VIRTUALLY NONEXISTENT BETWEEN MARGINALIZED COMMUNITIES AND LAW ENFORCEMENT.

CITY COUNCIL VOTED UNANIMOUSLY IN FAVOR OF THE CRB, AND THE FORMER AND CURRENT CHIEF OF POLICE HAVE ALL EXPRESSED IN FAVOR SUPPORT OF THE CRB.

EVEN WHEN CITY COUNCIL FACED A PRELIMINARY INJUNCTION IN OCTOBER OF 2022, THEY RESPONDED BY REVISING THE ORDINANCE LANGUAGE TO KEEP THE CRB INTACT.

COUNCIL MEMBERS HAVE AFFIRMED THE CRITICAL ROLE OF THE CRB TO ADVANCE COMMUNITY RELATIONS AND SUPPORT LAW ENFORCEMENT ACCOUNTABILITY AND THE IOWA STATE LEGISLATURE.

THERE'S A BILL CURRENTLY BEING PUSHED QUICKLY THROUGH THAT WOULD BAN CITIZEN REVIEW BOARDS ACROSS THE STATE.

TO AJ'S DISMAY AND SURPRISE, THE CITY OF CEDAR RAPIDS REGISTERED AS UNDECIDED AGAINST THE BILL.

THE EXCUSE THAT WE RECEIVED WAS THAT THE CITY GENERALLY REGISTERS AS UNDECIDED TO GIVE THEM, QUOTE UNQUOTE, A SEAT AT THE TABLE IN DEVELOPING LEGISLATION.

THERE IS A LONG HISTORY OF CEDAR RAPIDS REGISTERING AGAINST BILLS, INCLUDING THE TRAFFIC CAMERA BILL AND AS THIS IS A FUNNEL WEEK, WHAT SEAT AT THE TABLE ARE YOU HAVING WHEN THE BILL IS PROJECTED TO BE VOTED ON BY THE END OF THE DAY? SENATE FILE 2325 IS YET ANOTHER EXAMPLE OF OUR STATE LEGISLATURE.

LEGISLATURE TRYING TO SILENCE BLACK, BROWN AND OTHER MARGINALIZED VOICES OF THE CITIZENS OF IOWA.

POLICE MISCONDUCT DISPROPORTIONATELY AFFECTS PEOPLE OF COLOR, PEOPLE WITH DISABILITIES, AND PEOPLE OF LOWER INCOME STATUSES.

SO I HAVE TO ASK, HAVE YOU BEEN LYING ABOUT YOUR COMMITMENT TO PEOPLE OF COLOR IN THIS COMMUNITY, ABOUT YOUR COMMITMENT TO SUPPORT LAW ENFORCEMENT ACCOUNTABILITY, AND HELPING BUILD RELATIONSHIPS BETWEEN DISENFRANCHIZED COMMUNITIES AND THE POLICE? THAT WOULD NOT CAUSE US TO USE OUR VOICE AND SAY THAT WE BELIEVE IN CRB'S, THAT WE BELIEVE OUR CRB IS RIGHT FOR THIS COMMUNITY.

WHAT HAS CHANGED IN THREE YEARS? CLEARLY, THE LEGISLATURE HAS CHANGED IN DES MOINES, AND I'VE ALREADY LEARNED THE LESSON THAT THERE ARE CERTAIN THINGS THAT THE LEGISLATURE DOES THAT ARE NOT GERMANE TO THIS JURISDICTION. AND SO COUNCIL WILL NOT ADDRESS THOSE MATTERS.

THE CITY'S LACK OF ACTION AND DECISION NOT TO USE OUR RESOURCES TO STOP THIS BILL DOES NOT MAKE ME FEEL THAT THE CITY SEES THE CRB AS A PRIORITY, ESPECIALLY WHEN OTHER CITIES DID TAKE A STANCE.

SO ISAAC DAVIS OAKLAND ROAD HADN'T PLANNED ON TALKING ABOUT THIS IN MY COMMENTS ARE A BIT EXTEMPORANEOUS.

THE CEDAR CITY OF CEDAR RAPIDS WE RECENTLY WENT THROUGH OUR NEW POLICE CHIEF SELECTION PROCESS, AND OUR CRB WAS A WAS A STAKEHOLDER IN THAT PROCESS.

AS A CITY, OBVIOUSLY, WE ARE VERY PROUD TO HAVE BEEN ABLE TO SELECT A CHIEF FROM OUR OWN RANKS WHEN THE COMPETITION WAS AT THE NATIONAL SCALE.

I, LIKE MOST RESIDENTS, HAD AN OPPORTUNITY TO TALK TO THE POLICE CHIEF BRIEFLY, AND HE MENTIONED BEING VERY EXCITED TO WORK WITH THE CRB AND VERY ALIGNED WITH THE VISION THAT THE CRB HAS.

I WANT TO DISPEL ANY NARRATIVE OF, YOU KNOW, CRBS, AS YOU KNOW, THESE THESE MEDIA FRENZY MACHINES THAT ARE OUT TO GET POLICE IN TROUBLE WHEN POLICE ARE TRYING TO PERFORM THEIR DUTIES.

I FOUND OUR CRB TO BE VERY RESPONSIBLE AND DELIBERATE.

THEY ARE VERY MINDFUL OF WHEN TO COMMUNICATE WITH THE PUBLIC AND THE MEDIA AND WORK VERY CLOSELY WITH CITY STAFF TO DRAFT RESPONSIBLE AND INTENTIONAL COMMUNICATIONS.

THEY DO NOT JUMP AT ANY OPPORTUNITY TO GET IN THE LIMELIGHT.

OUR CRB IS ALSO RESPONSIBLE AND DELIBERATE, AND THAT OUR CITY ATTORNEY'S OFFICE IS CURRENTLY POLISHING THE ORDINANCE THAT CREATED THEIR EXISTENCE AND OUR CRB. AS A FLEDGING BOARD IS MAKING SURE THAT THEY DON'T GET AHEAD OF THEMSELVES.

THEY'VE SET UP COMMITTEES.

THEY'RE IDENTIFYING THEIR ACTION PLAN IN ACCORDANCE WITH OUR CITY'S ORDINANCE.

THE CRB MEMBERS GO THROUGH EXTENSIVE TRAINING.

THEY DO POLICE OFFICER RIDE ALONGS AND, AS THEY'VE DISCUSSED THE OUTCOMES OF THEIR TRAINING AND RIDE ALONGS, THEY'VE TALKED ABOUT GAINING PERSPECTIVE ON WHAT THE REALITY OF POLICE OFFICERS ON DUTY IS.

IT IS NOT NECESSARILY WHAT, YOU KNOW, WE SEE FROM WATCHING THE NEWS OR WATCHING TV SHOWS.

THEY GOT TO ACTUALLY SEE WHAT THAT REAL LIFE EXPERIENCE IS.

AND IT INFORMED THE WAY THAT THEY OPERATE AS A BOARD.

THE CRB ALSO HELPS WITH OUR COMMUNITY'S TRUST BUILDING, AND THIS IS VERY IMPORTANT.

THROUGH ATTENDING CRB MEETINGS, I'VE BEEN ABLE TO SEE THE THOROUGHNESS OF INVESTIGATIONS OF EACH ONE OF OUR FORMAL COMPLAINTS, SEE THE PROCESS, SEE THE DISPOSITIONS, SEE THE INTERVIEWS ON EVERY SIDE OF THE STORY, AND THE BODY WORN CAMERA FOOTAGE REVIEWED THAT THE REPORT OF REVIEWING THE BODY WORN CAMERA FOOTAGE AND NOTING THE DISPOSITION OF EVERY SINGLE ONE OF OUR COMPLAINTS.

AND IT'S ALSO BEEN ABLE TO BUILD TRUST IN THAT THE CRB RECEIVED VERY DETAILED PRESENTATIONS ON THINGS LIKE CRIME STATS ON K-9 AND USE OF FORCE POLICIES.

THESE DETAILED PRESENTATIONS WERE, FRANKLY, MORE DETAILED THAN WHAT YOU SAW IN YOUR YOUTH AND PUBLIC SAFETY SUBCOMMITTEE, AND THE CRB WAS ABLE TO ASK DIRECT QUESTIONS TO OUR CRIME STATS ANALYSTS AND TO THE DIFFERENT OFFICERS PRESENTING THOSE THAT DATA.

AND THEY'RE VERY COGENT QUESTIONS.

AND A LOT OF REALLY GOOD INFORMATION WAS AVAILABLE TO THE COMMUNITY.

I WOULD NOTE THAT A LOT OF THESE REMARKS I'M MAKING WOULD PROBABLY BE BEST MADE IN DES MOINES.

AND, YOU KNOW, UNLIKE THE CITY OF CEDAR RAPIDS, THE DES MOINES LEGISLATURE CAN BE A LITTLE BIT DIFFICULT TO ACCESS.

AS A RESIDENT, I KNOW THAT IT IS OPEN, BUT YOU ALSO HAVE TO KNOW WHEN THEY'RE VOTING ON THINGS AND TALKING ABOUT THINGS.

I APPRECIATE OUR CITY HAVING A LOT OF THOSE THINGS ON OUR WEBSITE, AND I WOULD ENCOURAGE US TO BE VERY CONSISTENT WITH THAT BECAUSE IT HELPS.

THEY HAVE A LOT OF PERSPECTIVE AND HISTORY THERE, AND IT SOUNDS LIKE THE CALL TO ACTION THAT THEY HAVE IS VERY RELEVANT TO THIS ISSUE. I WOULD CERTAINLY ENCOURAGE YOU TO LISTEN TO THEM.

AND THEN FINALLY, I WANTED TO SAY THAT IF THIS ACT WERE TO PASS I WOULD REALLY MISS THE OPPORTUNITY TO REGULARLY HAVE CONVERSATIONS WITH THE SERGEANTS AND THE LIEUTENANTS WHO ATTEND EVERY CRB MEETING.

IT'S BEEN AN EXCELLENT OPPORTUNITY AS A RESIDENT TO BE ABLE TO CONNECT WITH OUR POLICE DEPARTMENT, TO HAVE CONVERSATIONS ABOUT POLICING AND ABOUT OUR COMMUNITY, AND TO REALLY UNDERSTAND WHERE THEY'RE COMING FROM.

I THINK THIS BOARD HAS BEEN REALLY GOOD FOR OUR COMMUNITY IN THAT REGARD [INAUDIBLE].
