WELCOME TO THE CEDAR RAPIDS CITY COUNCIL MEETING FOR TUESDAY, APRIL 9TH, 2024.

I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY, AND THANK YOU AS ALWAYS TO CITY STAFF FOR ATTENDING TODAY AND AGREEING TO BE AVAILABLE SHOULD ANY MEMBERS HERE HAVE QUESTIONS AFTER.

A REMINDER TO TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT US FROM OUR PROCEEDINGS TODAY.

JUST A REMINDER THAT ALL CITY COUNCIL MEETING AGENDAS, MINUTES, AND VIDEOS ARE AVAILABLE ON OUR CITY'S WEBSITE, AND REGULAR SESSIONS ARE ALSO AVAILABLE TO WATCH LIVE THROUGH FACEBOOK LIVE ON REPLAY AS WELL.

GOD, WE THANK YOU FOR THIS OPPORTUNITY TO COME TOGETHER AS COUNCIL, AS STAFF, AND HIS CITY TO COMBINE THE EFFORTS TO MAKE THE BEST CHOICES AND BEST DECISIONS IN THE DIRECTION OF THIS INCREDIBLE COMMUNITY THAT WE LIVE IN.

I PRAY YOUR HAND OVER ALL THE DECISIONS AND ALL THE DISCUSSIONS THAT WILL BE MADE TODAY.

OUR FIRST TODAY IS A TRANSGENDER DAY OF VISIBILITY, SO I'D LIKE TO INVITE ALL WHO ARE HERE FOR THAT PROCLAMATION TO JOIN COUNCIL MEMBER ASHLEY VAN ORNE HERE AT THE DIOS.

>> WHEREAS, MARCH 31ST MARKS INTERNATIONAL TRANSGENDER DAY OF VISIBILITY SINCE 2009, I MIGHT ADD, A DAY TO CELEBRATE AND ELEVATE THE VOICES AND CONTRIBUTIONS OF OUR GENDER EXPANSIVE COMMUNITY HERE IN CEDAR RAPIDS.

WHEREAS IN CEDAR RAPIDS WELCOME IS OUR LANGUAGE, AND UPHOLDING THE DIGNITY AND RIGHTS OF EVERY INDIVIDUAL, REGARDLESS OF THEIR GENDER IDENTITY IS FUNDAMENTAL TO THE PRINCIPLES OF INCLUSION AND BELONGING.

WHEREAS DESPITE LEGAL PROTECTIONS FOR TRANSGENDER AND GENDER DIVERSE INDIVIDUALS, MANY STILL ENCOUNTER ONGOING DISPARITIES AND OBSTACLES.

MEMBERS OF THE GENDER EXPANSIVE COMMUNITY CONTINUE TO EXPERIENCE DISCRIMINATION, HARASSMENT, VIOLENCE, AND MARGINALIZATION AT HIGHER RATES THAN OTHER COMMUNITIES.

BECAUSE OF THESE CHALLENGES, TRANSGENDER AND GENDER DIVERSE PEOPLE EXPERIENCE ELEVATED MENTAL HEALTH CONCERNS.

40% OF TRANSGENDER ADULTS HAVE ATTEMPTED SUICIDE DURING THEIR LIFETIME AND 50% OF TRANSGENDER AND NON BINARY YOUNG PEOPLE SERIOUSLY CONSIDERED ATTEMPTING SUICIDE.

WHEREAS WE RECOGNIZE THE STRENGTH AND COURAGE OF TRANSGENDER AND GENDER DIVERSE INDIVIDUALS IN THE FACE OF ADVERSITY, HOWEVER, NO ONE SHOULD NEED TO BE BRAVE JUST TO BE WHO THEY ARE.

WHEREAS TRANSGENDER DAY OF VISIBILITY SERVES AS AN OPPORTUNITY TO AMPLIFY THE VOICES AND EXPERIENCES OF OUR GENDER DIVERSE, EXPANSIVE COMMUNITY, AN ADVOCATE FOR A MEANINGFUL CHANGE TO DISMANTLE PREJUDICE, DISCRIMINATION, AND STIGMA.

WHEREAS OUR WORK DOES NOT STOP WHEN MARCH 31ST ENDS, WE MUST CONTINUE TO DO OUR PART TO ENSURE A MORE INCLUSIVE AND EQUITABLE SOCIETY WHERE ALL INDIVIDUALS, REGARDLESS OF OUR GENDER IDENTITY CAN THRIVE AND LIVE WITH DIGNITY.

NOW, THEREFORE, I, ASHLEY VAN ORNE ON BEHALF OF MAYOR TIFFANY O'DONNELL OF CEDAR RAPIDS, DO HEREBY RECOGNIZE MARCH 31ST AS TRANSGENDER DAY OF VISIBILITY AND ENCOURAGE RESIDENTS TO JOIN IN RECOGNIZING AND CELEBRATING THE DIVERSITY AND CONTRIBUTIONS OF TRANSGENDER AND GENDER DIVERSE INDIVIDUALS AND TO STAND IN SOLIDARITY IN THE PURSUIT OF EQUALITY, JUSTICE, AND DIGNITY FOR ALL.

[APPLAUSE] I JUST WANT TO SAY ONE OF THE BIGGEST THINGS THAT WE DO HERE AS A COUNCIL AND AS A CITY GOVERNMENT IS PROVIDE PUBLIC SAFETY.

I WOULD NOT BE DOING MY JOB IF I DID NOT KEEP MY OWN TRANS FAMILY MEMBER SAFE.

THIS IS PERSONAL, THIS IS IMPORTANT TO ME, AND THIS WILL BE SOMETHING THAT YOU WILL ALWAYS HAVE MY COMMITMENT ON.

IT'S BEEN A COMMUNITY THAT'S BEEN UNDER ATTACK FOR QUITE SOME TIME LEGISLATIVELY, AND THEY DESERVE TO BE VISIBLE, THEY DESERVE TO BE AMPLIFIED, AND THEY DESERVE TO BE LOVED.

THERE ARE A LOT OF MEMBERS OF MY COMMUNITY WHO HAVE BEEN VERY WELCOMING.

MY MESSAGE FOR TRANS AND GENDER EXPANSIVE PEOPLE IN THIS ROOM WATCHING IS THAT, IT GETS BETTER, IT GETS REALLY GOOD.

LIFE IS GREAT, AND THERE ARE SO MANY MEMBERS OF THIS COMMUNITY, SO MANY PEOPLE IN CEDAR RAPIDS WHO ARE WELCOMING US AND WHO LOVE US FOR WHO WE ARE.

FOR EVERYONE ELSE IN THE BROADER CEDAR RAPIDS COMMUNITY, I ENCOURAGE US TO BE A PART OF THAT WELCOME, BE A PART OF WHAT HAS MADE LIFE SO GOOD FOR ME AND SO MANY OF MY FRIENDS AND PEOPLE DEAR TO ME. THANK YOU.

A PROCLAMATION, THE CITY OF CEDAR RAPIDS.

WHEREAS, THE FAIR HOUSING ACT ENACTED ON APRIL 11TH, 1968, WAS ENSHRINED INTO FEDERAL LAW TO PROHIBIT DISCRIMINATORY HOUSING PRACTICES, UNDO RACIAL SEGREGATION PATTERNS, AND PROVIDE EQUITABLE ACCESS TO HOUSING FOR ALL.

WHEREAS THE FAIR HOUSING MONTH PROVIDES AN OPPORTUNITY TO REFLECT ON OUR PROGRESS AND ACKNOWLEDGE THE REMAINING CHALLENGES.

WHEREAS, DESPITE EXISTING FAIR HOUSING PROTECTIONS, BARRIERS TO HOUSING STILL EXIST, AND WE CONTINUE TO FIGHT AGAINST DISCRIMINATION IN HOUSING.

THE JOURNEY TOWARD MORE FAIR HOUSING AND EQUITABLE OPPORTUNITIES WILL CONTINUE.

WHEREAS WE RECOGNIZE ACCESS TO FAIR AND EQUITABLE HOUSING CAN BE TRANSFORMATIONAL, CREATING NEW PROMISES FOR FUTURE GENERATIONS.

HOUSING IS NOT JUST A BUILDING, BUT A FOUNDATION ON WHICH WE BUILD LIVELIHOODS, NURTURE FAMILIES, ACCESS QUALITY EDUCATION, IMPROVE HEALTH OUTCOMES, AND INCREASE ECONOMIC OPPORTUNITIES.

WHEREAS, THE CITY OF CEDAR RAPIDS IS COMMITTED TO SECURING FREEDOM FROM DISCRIMINATION BASED UPON AGE, COLOR, CREED, FAMILIAL STATUS, GENDER IDENTITY, MARITAL STATUS, MENTAL DISABILITY, NATIONAL ORIGIN, RACE, RELIGION, PHYSICAL DISABILITY, SEX, SEXUAL ORIENTATION, RETALIATION, OR ASSOCIATION.

WHEREAS, WE CELEBRATE THE PASSAGE OF THE FAIR HOUSING ACT AND ARE COMMITTED TO ADVANCING EQUITY, FAIRNESS, INCLUSION, AND JUSTICE IN HOUSING.

THEREFORE, I ANN POE, ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CEDAR RAPID CITY COUNCIL HEREBY RECOGNIZE APRIL 24TH AS FAIR HOUSING MONTH AND ENCOURAGE RESIDENTS TO OBSERVE THIS MONTH BY JOINING CITY WIDE EFFORTS TO REALIZE THE EQUAL HOUSING OPPORTUNITY FOR ALL AND COMMIT TO BEING A COMMUNITY IN WHICH EVERYONE FEELS THEY BELONG. CONGRATULATIONS.

AT THE CEDAR RAPID CIVIL RIGHTS COMMISSION, WE FIRSTLY BELIEVE THAT ALL INDIVIDUALS DESERVE TO LIVE FREE OF DISCRIMINATION, AND PREJUDICE, AND BIAS, AND WE ARE STRONGLY COMMITTED TO CONTINUE OUR WORK ON THAT. THANK YOU.

[1. A public hearing will be held to consider amending Chapter 9 of the Municipal Code, Streets, Alleys and Sidewalks, by enacting paragraphs relating to sidewalk, parking and driveway maintenance and repair (Ken DeKeyser). (Council Priority) CIP/DID #41-08-018]

WHICH IS A PUBLIC HEARING TO CONSIDER AMENDING CHAPTER 9 OF THE MUNICIPAL CODE, STREETS, ALLEYS, AND SIDEWALKS, BY ENACTING PARAGRAPHS RELATING TO SIDEWALK, PARKING, AND DRIVEWAY MAINTENANCE AND REPAIR.

KEN DEKEYSER IS HERE.

KEN, I RECOGNIZE YOU.

>> GOOD AFTERNOON. KEN DEKEYSER WITH PUBLIC WORKS, PROVIDING SOME BACKGROUND FOR THE COUNCIL.

WE HAVE AN IOWA CODE SECTION THAT STATES THAT ABUTTING PROPERTY OWNERS MAY BE REQUIRED BY ORDINANCE TO MAINTAIN THE PROPERTY OUTSIDE OF THEIR LOT AND THE PROPERTY LINES BETWEEN THE CURB AND THE STREET.

THIS IS SOMETHING THAT I HAVE GOTTEN A NUMBER OF QUESTIONS OVER THE YEARS ABOUT THIS FOR PROPERTY OWNERS.

MY SIDEWALK IS CRACKED, WHO MAINTAINS IT? WHO MOWS THE PARKWAY? WHO PULLS WEEDS IN THE PARKWAY? THOSE SORTS OF THINGS.

WE'VE ALWAYS MAINTAINED FROM STAFF THAT HAS BEEN A PROPERTY OWNER RESPONSIBILITY, AND WE RELIED ON THE IOWA CODE FOR THAT SUPPORT.

HOWEVER, AS YOU NOTE HERE, IT SAYS IT MAY BE REQUIRED BY ORDINANCE, SO WHILE WE'RE NOT REALLY PROVIDING ANYTHING NEW HERE, WE'RE TRYING TO CODIFY THE PRACTICE THAT WE HAVE ALWAYS PRACTICED.

THIS IS A PROPOSAL AMENDED TO THE CODE TO REQUIRE THIS MAINTENANCE NOW, AND WE DID GET SOME ASSISTANCE FROM CITY ATTORNEY'S OFFICE IN REVIEWING THE PROPOSED AMENDMENTS AS WELL AS THE LEGAL OPINION THAT HAD STARTED THIS TO GET THE AMENDMENT GOING HERE.

CURRENT REGULATIONS, WE DO HAVE SOME THAT ARE SPECIFIC TO RIGHTS OF WAY.

WE HAVE CHAPTER 9 THAT CURRENTLY REQUIRES SNOW AND ICE REMOVAL FROM THE SIDEWALKS.

WE ALSO HAVE NUISANCE PROPERTY REGULATIONS FOR MOWING.

THEN THE IOWA CODE IS VERY SPECIFIC THAT THE CITY IS ALREADY RESPONSIBLE FOR MOVING DEAD AND DISEASED TREES IN THE RIGHT OF WAY.

THIS IS THE FIRST PARAGRAPH WHERE WE'RE PROPOSING THE MAINTENANCE RESPONSIBILITY FOR THE SIDEWALKS TO BE ON THE PROPERTY OWNER AND THE TYPICAL ISSUES THAT WOULD BE ENCOUNTERED HERE ARE NOTED, THE CRACKED OR HEAVED SIDEWALK PANELS OR TREE ROOT DAMAGE.

THE SECOND PARAGRAPH RELATES TO THE STREET LAWNS OR PARKINGS, WHICH IS AN OLDER TERM.

WE TYPICALLY SAY PARKWAY NOW, AND THE TYPICAL ISSUES WOULD BE THE MOWING, AND WEEDING, AND BARE PATCHES, AND SUCH.

UNEVEN SERVICES, I MENTIONED WITHIN REASON.

IF THERE'S A UTILITY THAT MAY HAVE CAUSED SOME UNDERMINING OF THE PARKWAY, THAT WOULD NOT BE A PROPERTY OWNER RESPONSIBILITY, THAT WOULD BE EITHER THE CITY OR THE UTILITY COMPANY RESPONSIBLE FOR THAT.

THEN FINALLY, ANY DRIVEWAY SURFACES, JOINTS, AND EDGES.

IT'S VERY POSSIBLE THAT YOU HAVE A DRIVEWAY THAT CAN HAVE A HIGHER OR LOWER ELEVATION THAN THE SURROUNDING AREA, AND THAT COULD BE A HAZARD FOR A CYCLIST OR A PEDESTRIAN, SO WE WANT TO MAKE SURE THAT PROPERTY OWNERS ARE CLEAR ON THEIR RESPONSIBILITIES TO MAINTAIN THE SURFACES AND HAVE A GOOD LEVEL SURFACE BETWEEN DRIVEWAYS AND THE ADJACENT GRASS AND OTHER SURFACES.

THAT CONCLUDES THE AMENDMENTS.

PUBLIC WORKS DEPARTMENT RECOMMENDS APPROVAL OF THE FIRST READING OF THE ORDINANCE. THANK YOU.

USUALLY, YOU WOULD SEE A SIDEWALK, YOU'D SEE THE GREEN SPACE BETWEEN THE SIDEWALK AND THE CURB, AND THAT'S THE PARKWAY THERE, THE GREEN SPACE.

>> IT'S WITHIN THE RIGHT OF WAY.

IT IS AN ELEMENT OF THE RIGHT OF WAY, THE PARKWAY.

>> I KNOW THIS IS ABOVE AND BEYOND WHAT YOU'RE SPEAKING DIRECTLY ABOUT TODAY, BUT WHAT IS THE PROCESS IF A RESIDENT HAS A CONCERN WITH THE CONDITION OF A SIDEWALK IN FRONT OF THEIR HOUSE, AND WHAT FINANCIAL RESPONSIBILITY DO THEY SHARE WITH THE CITY TO HAVE THAT REPAIRED?

>> IF THE RESIDENT HAS A CONCERN ABOUT THE SIDEWALK CONDITION, THEY CAN CONTACT US, THE PUBLIC WORKS DEPARTMENT.

WE DO HAVE A SIDEWALK REPAIR PROGRAM.

THE RESIDENT CAN USE THE MY CR APPLICATION ONLINE OR THEY CAN CALL US, AND WE HAVE A COST SHARING PROGRAM WHERE EITHER THE RESIDENT CAN HAVE THE WORK DONE BY A CONTRACTOR, AND BE REIMBURSED FOR PART OF THAT WORK, OR THEY CAN WAIT FOR THE CITY TO DO ONE OF OUR SIDEWALK REPAIR PROJECTS THAT'S BID, AND THEN WE WOULD COMPLETE THE WORK AND ASSESS THE PROPERTY OWNER FOR THAT WORK.

THIS PROJECT, MAJORITY OF THE WORK IS RAISING THE PARKING LOT AND REPLACING STORMS TO ADJUSTING MANHOLES AND RESTRIPING.

AGAIN, WHAT DOES THAT HAVE TO DO WITH FLOOD CONTROL SYSTEM? WELL, THERE'S A PUMP STATION BUILT ACROSS THE STREET BY THE ARMY CORPS OF ENGINEERS, AND THERE IS NO DETENTION BASIN ASSOCIATED WITH THIS PUMP STATION LIKE THERE ARE WITH A LOT OF THEM.

IN THIS CASE, THERE WOULD BE A PONDING THAT COULD OCCUR AT A LOW SPOT, AND THAT WOULD BE IN THE CEDAR RIVER TOWER PARKING LOT.

WHAT THIS WILL DO IS RAISE THAT PARKING LOT AND ELIMINATE POTENTIAL PONDING AS THE WATER WORKS ITS WAY INTO THE PUMP STATION THAT'S UNDER CONSTRUCTION.

WE WILL MAINTAIN ACCESS TO CEDAR RIVER TOWER'S PARKING RAMP AT ALL TIMES DURING CONSTRUCTION.

AS THE MAYOR MENTIONED IT'S $160,000.

OUR WORK IS SCHEDULED BETWEEN AUGUST OF THIS YEAR AND SEPTEMBER 30.

WE RECEIVED EIGHT BIDS ON MARCH 27, THE LOW BID WITH EASTERN IOWA EXCAVATING AND CONCRETE OF CASCADE, $137,305.95, AND THE HIGH BID RANGE TO $197 464, EXCUSE ME EVEN.

DURING THEIR 2023 PLANNING SESSION IN OCTOBER OF 2022, THE MEDICAL SMID COMMISSION EXPRESSED THE DESIRE TO UPDATE THE MED QUARTERS EXISTING MASTER DEVELOPMENT PLAN.

IT WAS FELT THAT WE HAD ACCOMPLISHED MANY OF THE FORMATIVE INITIATIVES DURING THE COURSE OF THE PREVIOUS 10 YEARS AND THAT MUCH HAD CHANGED THAT CALLED FOR THE PLAN TO BE REFRESHED.

SHORTLY THEREAFTER, IT WAS DECIDED THAT WE WANTED SCOTT FERRIS AND THE LAKOTA GROUP TO BE THE CONSULTANTS

THAT'S WHAT WE'RE TALKING ABOUT TODAY, BUT IT'S REALLY A STORY OF ECONOMIC DEVELOPMENT IN A GREATER DOWNTOWN AND REALLY UNDERSTANDING THE BENEFITS THAT HEALTH AND WELLNESS IN THIS PARTICULAR INSTANCE PLAY A PART OF THE COMMUNITY, AND THAT'S WHAT WE WANT TO TALK ABOUT.

BUT IT'S A BIGGER WHOLE.

THAT'S WHY WE WANTED TO START A LITTLE BIT AHEAD OF THE CURVE, TALKING ABOUT WHAT HAPPENED BACK IN 2014.

2014, A MASTER PLAN SET A COURSE FOR THE SSMID'S DIRECTION OVER THE NEXT 10 YEARS.

IT FOCUSED ON CORE PRINCIPLES OF MARKETING THE DISTRICT, OF IMPROVING THE APPEARANCE OF THE DISTRICT, OF THINKING ABOUT ECONOMIC DEVELOPMENT WITHIN THE DISTRICT, AND IMPROVING THE ECONOMIC VIABILITY OF HEALTH AND WELLNESS IN THE COMMUNITY AND THE INSTITUTIONS THAT IT HAD SERVED.

THE STORY FURTHER GOES ON TO REALLY CAPTURE PUBLIC PRIVATE INVESTMENT AT ITS FINEST.

THIS IS WHERE IT REALLY WORKS.

THIS IS TAKING THE SMALL ECONOMY OF A SSMID AND THEN PACKAGING IT WITH THE BIGGER ECONOMY OF WHAT'S GOING ON IN THE CITY AND EXTRAPOLATING BIGGER BENEFITS FOR THE COMMUNITY.

WE HAD A NUMBER OF OPEN HOUSE EVENTS ENGAGING THE COMMUNITY, ENGAGING THE STAKEHOLDERS, OUR NEIGHBORS, CERTAINLY THE CITY AND LEADERSHIP AND STAFF, AND MAKING SURE THAT WE WERE UNDERSTANDING WHAT WAS HAPPENING IN THE BROADER SENSE OF THE DISTRICT AND ON OUR EDGES.

IT WASN'T JUST ABOUT THERE'S A DEFINED LINE.

IT'S THE WHOLE CITY AND SO WHAT'S GOING ON, AND HOW DO WE FIT INTO THAT? WHAT CAN WE DO TO MAKE THINGS BETTER?

THESE ARE THE GROUPS THAT WE TALKED TO; THE ECONOMIC ALLIANCE, THE DOWNTOWN DISTRICT, FIRST LUTHERAN CHURCH, CRAFT'D COFFEE.

I PUT THAT ON THERE BECAUSE I THINK THAT'S A REALLY GREAT STORY OF FINDING EVEN THE SMALLEST TIDBITS OF BENEFIT THAT COME OUT OF HERE AND WE'LL SHOW YOU A LITTLE EXAMPLE OF THAT IN A GRAPHIC IN JUST A MINUTE.

TALKED TO THE HISTORY CENTER, OBVIOUSLY, THE CITY LEADERSHIP, OWNER OF THE 411 MEDICAL BUILDING, GREAT STORY THAT CAME OUT OF THAT.

CERTAINLY THE POLICE DEPARTMENT, TO UNDERSTAND HOW SAFETY AND SECURITY, AND THE PERCEPTIONS THAT ARE AROUND NEED TO BE COMPENSATED AND ADDRESSED AS PART OF THIS PLANNING PROCESS.

WE ALSO HEARD FROM THE COMMUNITY.

THE CORE THINGS THAT THEY SAW IMPORTANT TO THEM WERE PUBLIC SPACE, PUBLIC SPACE DESIGN, CHARACTER OF THOSE OUTDOOR AREAS, AND REALLY, FRANKLY, MORE PRONOUNCED THAN BACK IN 2012, '13, AND '14 BECAUSE OF COVID.

PEOPLE SAW THE OUTSIDE AS A COMPLETELY DIFFERENT SPACE AND HOW IMPORTANT THOSE PUBLIC SPACES, HOW IMPORTANT WALKING AND ACCESSIBILITY AND CONNECTIVITY WERE.

WE USED THE IDEA OF CREATING ILLUSTRATIONS AND GRAPHICS THROUGHOUT THIS PROCESS TO IDENTIFY OPPORTUNITIES WITHIN THE DISTRICT.

THIS IS A LITTLE CORNER POCKET PARK ON THIRD THAT REPRESENTS SOME OF THE IDEAS OF PROVIDING PLACES FOR PEOPLE TO LINGER, TO HANG, TO ENJOY OUTDOOR SPACES.

WHEN I MENTIONED CRAFT'D COFFEE, CRAFT'D COFFEE OPERATES A NICE LITTLE COFFEE SHOP IN THE DOWNTOWN WE KNOW, AND THEN LEVERAGES THAT TO OPERATE A COFFEE SHOP INSIDE THE PHYSICIAN'S CLINIC.

THEY SAID, IT WOULD BE REALLY GREAT IF WE COULD JUST PUT SOMETHING OUT ON THE STREET AND HAVE A COUPLE OF TABLES AND CHAIRS OUT THERE WITH THE IDEA OF ACTIVATING THE STREET, BRINGING PEOPLE OUT THERE AGAIN.

THIS IS ECONOMIC DEVELOPMENT ONE ON ONE.

BUT I THINK DALE'S RIGHT ON THE QUESTION.

THE PART I DIDN'T HEAR ABOUT WAS, THERE'S BEEN, I KNOW, SEVERAL EFFORTS TO PUT A HOTEL THERE FOR PEOPLE COMING TO THE HOSPITAL, AND THAT'S NOT HAPPENED YET, AND I KNOW THERE'S BEEN REASONS WHY, SOME MORE CHILDCARE, SOME OF THESE OTHER THINGS.

WHAT HAPPENS IS, WHAT'S HAPPENING DOWNTOWN, AS MORE PEOPLE LIVE THERE, IT CHANGES THE VIBE.

THERE'S GETTING HOUSING, BUT IT'S REALLY GOT TO OCCUR BETWEEN 10TH STREET ON DOWN TOWARD DOWNTOWN SSMID, BECAUSE IT'S GOING TO BE HARDER TO GO INTO THOSE OLDER NEIGHBORHOODS AND TEAR OUT AFFORDABLE HOUSING AND OTHER TYPES OF THINGS.

I DIDN'T SEE ANYTHING THERE RELATING TO THAT TYPE OF DEVELOPMENT, AND REALLY DALE HIT IT ON THE HEAD.

IT'S NOT SOMETHING THAT THE HOSPITALS NEED TO DO, IT'S SOMETHING THAT PRIVATE SECTOR CAN TEAM WITH THE HOSPITALS TO PROVIDE HOUSING AND HOTEL, OTHER TYPES OF ACTIVITIES.

BECAUSE IN ESSENCE, THE HOSPITALS PRETTY MUCH OWN EVERYTHING, AND SO REALLY IT IS IN THEIR CONTROL, AND SO IT IS THEIR DECISION HOW THEY USE THEIR PROPERTY.

BUT I THINK IT'S IMPORTANT FOR OTHER BUSINESSES, BECAUSE AS THAT CHANGES, WE'VE LOST BUSINESSES, WHAT USED TO BE THAT AREA, A LOT OF THE SMALL BUSINESSES ARE NOW GONE, AND SO IT'S HARDER TO CREATE THAT VIBE WHEN YOU HAVE AN AREA.

BUT DALE HIT IT, IF YOU GO TO THE MAJOR CITIES AROUND MOST HOSPITALS, THAT HAS GROWN UP AROUND MOST HOSPITALS, THAT TYPE OF DEVELOPMENT, BECAUSE PEOPLE WANT TO COME AND STAY RIGHT NEXT TO IT, AND WHETHER YOU TAKE MAYO OR YOU TAKE ANY OF THEM, IT'S UNBELIEVABLE.

BUT I WAS JUST TALKING ABOUT THE IMPORTANCE OF HEALTHCARE AND OUR RANKING SHEETS THAT I ALWAYS HAND AROUND.

WORLD-CLASS HEALTHCARE, MERCY MEDICAL CENTER IS LISTED AS A PINC AL AND FORTUNE 500 BEST CARDIOVASCULAR HOSPITAL LIST IN 2023, UNITYPOINT HEALTH, ST. LUKE'S RECOGNIZED AS ONE OF NEWSWEEK WORLD'S BEST HOSPITALS IN 2023.

YOU ADD PCI INTO THAT AND ALL THE OTHER SERVICES, WE HAVE A NATIONAL RANKING.

THAT'S NOT THE ISSUE, WE JUST NEED TO MAKE SURE THAT WHEN SOMEBODY COMES FROM TWO HOURS, THEY HAVE A GOOD EXPERIENCE.

EASE OF FINDING A PLACE, FEELING SAFE, STAY AT A HOTEL SOMEWHERE CLOSE SO THEY DON'T HAVE TO DRIVE TO GET THEIR MEDICAL CARE.

I THINK IT'S GETTING CLOSE, BUT I THINK IT'S EXTRA PUSH NOW TO FILL IN THOSE SERVICES THAT WILL TAKE IT TO AN EXPERIENCE THAT EVERYBODY FEELS COMFORTABLE WITH.

IT'S EXCITING, THE PROGRESS, AND WHAT'S HAPPENED AND STREETSCAPE AND DECORATIONS AND ALL OF THAT KIND OF THING.

BUT IT'S, ALSO, I THINK, TO MOVE IT TO THE NEXT LEVEL, THE NEXT 10 YEARS, IS TO FINISH THOSE LAST PIECES.

THE HATCH PROJECT IS VERY CLOSE TO THAT.

I THINK THAT'S IN THIS, IS IT IN THE MED?

ALL OF OUR MEDICAL FACILITY OPERATORS ARE GREAT TO WORK WITH, THEY'RE PROGRESSIVE, THEY'RE DOING GOOD THINGS, THEY HAVE GREAT FACILITIES, AND SO WE JUST NEED TO FIND THAT RIGHT THING AND MAYBE FIND A PARTNER THAT'LL DO THE OTHER THINGS THAT A HOSPITAL NORMALLY DOESN'T DO.

THE MAYOR DID THIS MORNING, THE COMMISSION, AND TALKED ABOUT AGAIN, ALL THE PROJECTS WE'RE WORKING ON IN CEDAR RAPIDS, BUT A NUMBER OF REGIONAL PROJECTS, AS WELL.

IN ADDITION TO THANKING THE COMMISSION FOR ITS TREMENDOUS SUPPORT FOR OUR WRIGHT BROTHERS INTERCHANGE, WE ALSO HAD THE OPPORTUNITY TO STAND WITH OUR FRIENDS IN THE CITY OF HIAWATHA AND MARION AND OTHERS AND SUPPORT THEM IN THEIR CONTINUED EFFORTS TO RAISE DOLLARS FROM THE STATE, AS WELL AS THE FEDERAL GOVERNMENT FOR THE TOWER TERRACE INTERCHANGE.

THAT WAS REALLY A GOOD EXPERIENCE THIS MORNING.

I JUST WANTED TO ACKNOWLEDGE AND THERE'S BEEN A LOT SAID ON THIS.

I DON'T WANT TO SPEND TOO MUCH TIME, BUT JUST A TREMENDOUS AMOUNT OF EFFORT THAT WENT INTO RECEIVING THE OVER $55 MILLION FOR THE 8TH AVENUE BRIDGE, THE ARCH OF JUSTICE BRIDGE.

THAT'S JUST A TREMENDOUS ACHIEVEMENT FOR THIS COMMUNITY AND THOSE THAT SUPPORT US.

IT'S A LOT MORE THAN A BRIDGE.

IT'S NOT JUST ANOTHER WAY OUT OF THE CITY OR INTO THE CITY DURING CHALLENGING FLOOD TIMES, BUT IT'S A BRIDGE THAT NEEDED TO BE REPLACED, AS WELL.

FOR THOSE THAT HAVE VENTURED ACROSS THAT BRIDGE, AS MANY OF YOU HAVE AND HAVE SEEN THE DECAY OF THAT BRIDGE, FOR US TO BE ABLE TO AFFORD THAT OURSELVES WOULD HAVE BEEN VERY DIFFICULT.

THE FEDERAL GOVERNMENT STEPPED IN, ALONG WITH SUPPORT OF THE STATE, BUT IT TOOK A LOT OF EFFORT OVER A LONG PERIOD OF TIME BY A LOT OF DIFFERENT PEOPLE TO SUPPORT THAT PROJECT.

AFTER SUBMITTING THE APPLICATION FIVE TIMES, I GUESS FIVE TIMES IS A CHARM IN THIS PARTICULAR CASE, WE'RE, I THINK, VERY APPRECIATIVE.

WE'RE WELL REPRESENTED IN WASHINGTON, DC, AND IN THE STATE OF IOWA ON THESE KINDS OF INFRASTRUCTURE PROJECTS, AND I'M JUST EXTREMELY EXCITED BY THE SUPPORT WE'RE GOING TO GET FOR THIS BIG PROJECT IN CEDAR RAPIDS.
