AND WHEREAS PARKS AND RECREATION FACILITIES PROVIDE SPACES FOR PHYSICAL ACTIVITIES, INCLUDING POPULAR SPORTS, HIKING TRAILS, SWIMMING POOLS, AND OTHER AMENITIES THAT ENCOURAGE ACTIVE LIFESTYLES.
AND WHEREAS, PARK AND RECREATION PROGRAMS SUCH AS OUT OF SCHOOL ACTIVITIES, YOUTH SPORTS, ENVIRONMENTAL EDUCATION AND NUTRITION SERVICES ARE ESSENTIAL FOR CHILDHOOD DEVELOPMENT. AND WHEREAS, PARKS AND RECREATION CONTRIBUTES SIGNIFICANTLY TO THE ENVIRONMENTAL WELL-BEING OF OUR COMMUNITY.
WHEREAS PARKS AND RECREATION CONTRIBUTE TO ENHANCE ECONOMIC PROSPERITY BY INCREASING PROPERTY VALUES, EXPANDING OUR LOCAL TAX BASE, ATTRACTING TOURISM, RETAINING BUSINESSES AND REDUCING CRIME.

SO, JULY HAS BEEN RECOGNIZED AS PARKS AND RECREATION MONTH FOR NEARLY 4040 YEARS NOW.
THIS MONTH IS DEDICATED TO RECOGNIZING AND CELEBRATING ALL OF OUR FULL-TIME RECREATION PROFESSIONALS, ALONG WITH THE HUNDREDS OF SEASONAL, PART TIME AND VOLUNTEERS WHO WORK TIRELESSLY TO HELP MAINTAIN OUR CITY PARKS AND RECREATION FACILITIES AND PROVIDE ACCESS TO A HIGHER QUALITY OF LIFE FOR ALL OF OUR RESIDENTS.
THIS YEAR'S NRP THEME, WHERE YOU BELONG, CELEBRATES THE MANY WAYS IN WHICH PARKS AND RECREATION PROFESSIONALS FOSTER A SENSE OF BELONGING IN COMMUNITIES BY PROVIDING ENRICHING AND INCLUSIVE PROGRAMS, ESSENTIAL SERVICES FOR ALL AGES AND ABILITIES, AND SAFE, ACCESSIBLE SPACES TO BUILD AND MAINTAIN MEANINGFUL CONNECTIONS.

THIS IS THE BOOK IN ITS ENTIRETY.
WHAT WE DO THEN IS WE MAKE LOCAL AMENDMENTS, BECAUSE THERE ARE SOME UNIQUE CHARACTERISTICS THAT WE HAVE IN CEDAR RAPIDS, FOR EXAMPLE, A RENTAL HOUSING PROGRAM AND A VACANT AND NEGLECTED REGISTRATION PROGRAM AND THE APPROPRIATE ENFORCEMENT METHODOLOGIES.
WE ADOPTED THE 2015 CODE IN JULY OF 2015, THE 21 CODE AUGUST 9TH OF 2022.
AND I WANT TO THANK THE COUNCIL.
THERE WERE SEVERAL CHANGES WE MADE BACK THEN THAT HAVE BEEN BASICALLY SOMETHING THAT HAVE, I BELIEVE, CHANGED LIVES AND SAVED LIVES, LIKE REQUIRING INTERIOR NUMBERS ON MULTIPLE UNIT COMPLEXES MEANS THE POLICE AND FIRE DEPARTMENT DON'T HAVE TO GUESS BEHIND WHICH DOOR A PATIENT MIGHT BE.
SO THAT WAS AN EXCELLENT ADDITION THAT WAS BROUGHT FORTH BY THE PUBLIC AND OUR STAFF.
WE'RE RECOMMENDING THE 2024 WAS JUST PUBLISHED.
WE WOULD RECOMMEND THE PUBLIC HEARING TODAY AND THEN UP ON COUNCIL APPROVAL.
IF WE HAVE A SECOND AND THIRD READING, IT WOULD GO INTO EFFECT ON JULY 23RD.
AS THE COUNCIL IS AWARE OF AND MANY MEMBERS OF THE PUBLIC, THE CITY OF CEDAR RAPIDS CODE ENFORCEMENT DIVISION RECEIVED AGENCY ACCREDITATION FROM THE AMERICAN ASSOCIATION OF CODE ENFORCEMENT. THIS IS A BIG DEAL BECAUSE PART OF ACCREDITATION BECOMING THE NINTH ONE IN THE UNITED STATES AND ALSO HAVING ONE OF THE TOP SCORES OR TYING FOR THE TOP SCORE IN THE UNITED STATES MEANS THAT WE MEET AND EXCEED NATIONAL STANDARDS.
IT INCORPORATES TECHNOLOGY AND BEST PRACTICES IN MAINTAINING PROPERTIES IN YOUR COMMUNITY.
SO I'M PROUD THAT WE ARE THE SIXTH DEPARTMENT.
WE ARE AN ELITE GROUP AS THE CITY OF CEDAR RAPIDS, AND I KNOW THE COUNCIL IS VERY PROUD OF OUR ORGANIZATION AND OTHERS THAT HAVE ACHIEVED ACCREDITATION, BUT ADOPTING CODES AND YOUR PASSAGE OF THESE IS AN INTEGRAL PART IN MAINTAINING THAT.
HERE ARE SOME OF THE KEY UPDATES.
I'M GOING TO GO THROUGH THOSE BRIEFLY.
THIS IS IN OUR ZONING CODE, BUT IT WILL ACTUALLY HELP US WITH A LAYER OF ENFORCEMENT AND SPEED UP THE PROCESS AS FAR AS NOTICE OF VIOLATIONS, SO THAT WE CAN GET VEHICLES REMOVED FROM UNAUTHORIZED SURFACES, NONE PARKED ON THE GRASS, AND CERTAIN VEHICLES NEED TO BE PARKED BEHIND THE FRONT PLANE OF THE HOME.
WE ALSO ADDED A CLARIFICATION FOR ROOFS AND DRAINAGE IN THE INTERNATIONAL PROPERTY MAINTENANCE CODE.
YOU CANNOT FIND SOFFIT AND FASCIA FOUND IN THERE.

WE ALSO SEE ROOFS AND DETERIORATION LIKE THIS.THIS IS ONE OF THE KEY HIGHLIGHTS OF THE LAST TWO AND A HALF YEARS THAT I'M IMMENSELY PROUD OF.
OUR STAFF. WE HAVE REDOUBLED OUR EFFORTS THAT WINDOWS MUST BE MAINTAINED IN GOOD REPAIR.
BOARDING IS ONLY A TEMPORARY MEASURE UNTIL YOU CAN GET THE WINDOW FIXED.
BUT TO LEAVE BOARDS UP LEADS TO NEIGHBORHOOD BLIGHT.
IT ALSO EXPONENTIALLY INCREASES THE LIKELIHOOD OF CRIMINAL MISCHIEF AND ARSON.
SO, WE HAVE REDOUBLED OUR EFFORTS.
AND I JUST WANT TO SHOW YOU A PHOTOGRAPH.
LOOK AT THE BEFORE AND THE AFTER.
WHEN THEY REMOVED THOSE BOARDED WINDOWS, IT ALMOST LOOKS LIKE A DIFFERENT HOME AND IT'S CODE COMPLIANT SO IT CAN BE DONE, AND WE APPRECIATE THE SUPPORT OF THE COUNCIL AND THE NEIGHBORHOOD ASSOCIATION OTHERS, AS WE'VE REDOUBLED THESE EFFORTS ALSO IN THE CODE WE MADE THE INTERNATIONAL PROPERTY MAINTENANCE CODE ADDED AN ACCESSIBILITY SECTION SO OUR CODE ENFORCEMENT STAFF WILL BE ABLE TO ENFORCE ACCESSIBILITY COMPONENTS, FOR EXAMPLE.
SO THOSE CITIZENS THAT NEED THOSE SERVICES WILL BE ABLE TO PROPERLY ACCESS THEM.
ALSO, WE MADE A CLARIFICATION TO OUR RENTAL PROPERTY REGISTRATION.
RENTAL PROPERTIES MUST BE REGISTERED BEFORE THEY'RE OCCUPIED.
OUR GOAL IS TO TRY TO INSPECT IT AS SOON AS POSSIBLE, SO THAT WE MAKE SURE IT'S A SAFE PLACE.
THE OTHER BIG THING THAT WE'RE REDOUBLING OUR EFFORTS WITH THE SUPPORT OF OUR BUILDING SERVICES MANAGER AND DIRECTOR, IS WE ARE WANTING TO SEE PROPERTIES REGISTERED WITHIN 35 DAYS OF NOTICE OF VIOLATION IF THEY ARE VACANT AND THEY HAVE VIOLATIONS ON THE EXTERIOR.
IT IS NOT ILLEGAL TO HAVE A VACANT HOME.
HOWEVER, IF YOUR HOME IS VACANT AND HAS VIOLATIONS THAT IT NEEDS TO BE REGISTERED, WE GIVE THEM UP TO ONE YEAR TO GIVE US A PLAN OR ONE YEAR TO MAKE THE CHANGES, BUT THEY ALSO HAVE TO SUBMIT AN ABATEMENT PLAN SHOWING US WHAT THEY'RE GOING TO DO TO BRING IT UP TO CODE.
IN SOME CASES, IT'S MOTIVATED PEOPLE TO SELL.
THEY SAID, HEY, IT WAS A PROJECT.
IF I'M GOING TO HAVE VIOLATIONS, I'M GOING TO HAVE TO GO TO COURT.
AND I SAID, THAT'S A BUSINESS DECISION THAT YOU CAN MAKE.
BUT WE WANT PROPERTIES OCCUPIED AND WE WANT THEM CODE COMPLIANT.
FEEDBACK WE'VE RECEIVED SO FAR.

AND THEY HELPED US GET MORE SPECIFIC LANGUAGE IN HERE, LIKE THE RENTAL INSPECTIONS ABOUT THE SOFFIT, FASCIA, THOSE THINGS THAT MAKE IT PERFECTLY CLEAR WHAT OUR EXPECTATIONS ARE SO THAT YOU CAN HAVE A CO COMPLIANT PROPERTY.
AND THROUGH THEIR FEEDBACK, WHERE A LOT OF THE REASONS FOR THE AMENDMENTS AND INTERACTING WITH THE NEIGHBORHOOD GROUPS, INTERACTING WITH THE LANDLORDS OF LINN COUNTY, I THINK WE PUT TOGETHER A PRETTY SOLID PACKAGE OF AMENDMENTS THAT WILL HELP THE SAFETY AND ALSO THE BEAUTY AND THE LIVABILITY OF NEIGHBORHOODS.
WE WANT TO MAKE SURE WE ARE AFFORDING DUE PROCESS AND DOING THINGS LEGALLY.

WHAT IS THE PROCESS THAT YOU'RE DEVELOPING NOW BETWEEN WHEN THERE IS A NUISANCE? SHOULD THEY BE CALLING YOUR DIVISION, THE BUILDING DEPARTMENT? WHO SHOULD THEY BE CONTACTING AGAIN, SINCE THIS IS BEING RECORDED, I THINK THAT'S AN IMPORTANT THING BECAUSE MOST PEOPLE GET CONFUSED.

AND WE PLAN ON DOING THAT TO GET COMPLIANCE BECAUSE LEAVING INOPERABLE VEHICLES PARKED ON THE GRASS OR ON PRIVATE PROPERTY CONTRIBUTES TO, QUITE FRANKLY, NOT THE BROKEN WINDOWS THEORY, BUT THE BROKEN DOWN CAR THEORY, WHERE IF COUNCILMAN OLSON PLEASE TELL ME YOU DON'T HAVE ONE ON YOUR YARD, BUT IF COUNCILMAN OLSON HAS A DISABLED VEHICLE OR INOPERABLE VEHICLE ON HIS YARD AND THEY'RE LIKE, WELL, THEY'RE NOT DOING ANYTHING ABOUT HIS.
SO, WE THINK IT'S A VERY IMPORTANT ONE AND IT'S ONE OF THE TOP THREE VIOLATIONS OUR STAFF RECEIVED.

I DON'T HAVE ANY PROBLEM WITH THIS BEING THE PROJECT THAT IT IS, BUT WHILE WE'RE THERE, WE DO NEED TO BE MINDFUL OF THE FACT THAT THERE IS NOT ENOUGH PEDESTRIAN WALKWAYS ALONG WILSON, AND WE NEED TO START BEARING A LOT OF THOSE LINES AS MUCH AS WE CAN, AS MUCH AS WE CAN.
