WHEREAS SEPTEMBER IS KNOWN GLOBALLY AS SUICIDE PREVENTION AWARENESS MONTH, FOUNDATION TWO CRISIS SERVICES AND THE LINN COUNTY MENTAL HEALTH ACCESS CENTER ENCOURAGE PROMINENT VISIBILITY OF MENTAL HEALTH CONCERNS AND SUICIDE PREVENTION SERVICES IN OUR COMMUNITY TO DESTIGMATIZE THE CONVERSATION AND CONNECT PEOPLE WITH THE APPROPRIATE SUPPORT SERVICES AND WHEREAS, ACCORDING TO THE AMERICAN FOUNDATION FOR SUICIDE PREVENTION, SUICIDE IS THE SECOND LEADING CAUSE OF DEATH AMONG INDIVIDUALS FROM THE AGES OF TEN AND 24 IN THE US AND WHEREAS EVERY SUICIDE DEATH HAS A WIDESPREAD EFFECT IN OUR COMMUNITY, IMPACTING COUNTLESS FAMILY, FRIENDS, COWORKERS, NEIGHBORS, AND COMMUNITY MEMBERS AND WHEREAS EACH BUSINESS SCHOOL, GOVERNMENT AGENCY, HEALTH CARE PROVIDER, ORGANIZATION, AND CITIZEN SHARE THE BURDEN OF SUICIDE PREVENTION AND HAS A RESPONSIBILITY TO PROMOTE MENTAL WELLNESS AND WHEREAS, WE ENCOURAGE ALL CITIZENS TO TAKE THE TIME TO UNDERSTAND THE IMPORTANCE OF SUICIDE PREVENTION EDUCATION AND RECOGNIZE THAT TAKING CARE OF OURSELVES AND OTHERS INCLUDES TAKING CARE OF OUR MENTAL HEALTH.
NOW, THEREFORE, I, TIFFANY O'DONNELL, MAYOR OF CEDAR RAPIDS, IOWA, DO HEREBY RECOGNIZE SEPTEMBER 2024 AS SUICIDE PREVENTION AWARENESS MONTH AND ENCOURAGE RESIDENTS TO RECOGNIZE THE IMPORTANCE OF SUICIDE PREVENTION AS IT CONTINUES TO CHANGE AND SAVE LIVES.
WE CONTINUE TO GET THOUSANDS OF CALLS EVERY MONTH, ABOUT 12,000 AND AT THE LINN COUNTY ACCESS CENTER, ABOUT 52% OF ADULTS THAT WALK THROUGH THE DOORS ARE ACTIVELY HAVING SUICIDAL IDEATION AT THAT TIME.
SO IT IS SOMETHING THAT IS HAPPENING IN OUR COMMUNITY.
WE'RE GETTING READY FOR A LIGHT THE NIGHT TO HONOR PEOPLE WHO HAVE DIED BY SUICIDE AND TO HAVE THAT LIST IS REALLY IMPACTFUL BECAUSE THOSE ARE ALL INDIVIDUALS THAT MEAN A LOT TO OUR COMMUNITY. SO THANK YOU FOR THE SUPPORT.
WE APPRECIATE IT. THANKS FOR ALL YOU DO.
WHEREAS WOMEN IN THE UNITED STATES HAVE CONTINUOUSLY WORKED TO GAIN FULL RIGHTS AND PRIVILEGES, PUBLIC OR PRIVATE, LEGAL OR INSTITUTIONAL, AS CITIZENS OF THE UNITED STATES AND WHEREAS WOMEN IN EVERY STATE AND EVERY CULTURAL AND RELIGIOUS GROUP WORK TO SECURE THE WOMEN'S RIGHT TO VOTE.

IN TERMS OF REZONING CRITERIA, STAFF FINDS IT'S CONSISTENT WITH THE PLAN, WHICH IS TO ENCOURAGE RESIDENTIAL AND MIXED USE INFILL WITHIN THE CZECH VILLAGE AREA AND ADJACENT NEIGHBORHOODS. THERE ARE NO CONCERNS WITH THE CITY, WITH SERVICEABILITY OR THEIR ABILITY TO SUITABILITY FOR THE PROJECT.

PARTICULARLY BECAUSE THIS IS THE IMPETUS FOR ALL THE OTHER THINGS THAT ARE COMING BEHIND IT AS WE WORK ON THE PROMENADE, AS WE WORK ON THE IMPROVEMENTS WITH THE CZECH MUSEUM, AS WE WORK ON THE IMPROVEMENTS ALL THE WAY UP TO MOUNT TRASHMORE.
WHAT YOU CAN SEE IN THESE PICTURES TOO, IS THAT THE BUILDER HAS ALSO BEEN VERY INTENTIONAL THAT I APPRECIATE, AND MAKING IT VERY IT ROLLS NICELY INTO THE NEIGHBORHOOD BECAUSE THEY'VE BUILT THOSE GARDENS IN AND THOSE GARDENS ARE VERY NICE AND I'VE SEEN THE NEIGHBORS TENDING TO THEM.

I WOULD AGREE WITH THOSE COMMENTS AND YOU KNOW, IT'S HARD AT TIMES WHEN WE GO INTO AN OLDER RESIDENTIAL NEIGHBORHOOD TO DO A 1 OR 2 OR 3 STORY TOWNHOME TYPE DEVELOPMENT.
I WAS WHEN I FIRST SAW THE FOUNDATIONS, THE DENSITY LOOKED HEAVY DUTY AND SO IN LOOKING AT THE FINISHED PRODUCT, THEY ARE IT IS A DENSE DEVELOPMENT, BUT NICELY DONE IN THE DESIGN, LANDSCAPING AND AS YOU CAN SEE FROM THE UPPER PICTURE, NOW OUR STREETS ALONG THERE LOOK KIND OF CRUMMY AND SO THEY LOOK SO MUCH BETTER.
WE GOT YOU KNOW WHAT I'M SAYING? IT MEANS THAT SOME WORK IN THERE ON SOME OF THE STREETS NEEDS TO BE DONE AND EVENTUALLY, HOPEFULLY, THAT'LL BE IN OUR MASTER PAVING FOR PROGRESS PLAN SOMEDAY.
BUT I THINK THAT THE DENSITY WITH THE COMMERCIAL BUILDING THAT USED TO BE A BANK FITS VERY NICELY AND I'VE TALKED TO PEOPLE THAT ARE THAT HAVE MOVED, WERE IN THE ORIGINAL ONES AND THEY LOVE IT.
THE NEIGHBORHOOD AND HOW PEOPLE WORK TOGETHER AND PEOPLE TAKE PRIDE IN THIS TYPE OF HOME BECAUSE THE RENTS ARE NOT CHEAP, AND MY ASSUMPTION IS THIS WOULD ALLOW THEM TO EVENTUALLY SELL THEM AS CONDOS, I ASSUME WHY THEY WANT TO PUT THEM ON SEPARATE PARCELS.
BUT I THINK THAT'S A GREAT ADDITION AND PROVES THAT IF YOU DO IT NICELY, A MORE DENSE DEVELOPMENT CAN OCCUR IN AN OLDER NEIGHBORHOOD AND RAISES THE VALUES OF ALL THE PROPERTIES AROUND IT BECAUSE OF THE LANDSCAPING AND DESIGN.

AGAIN, THE INDOOR WALKING TRACK WAS THE HIGHEST RANKED AMENITY FOR OLDER ADULTS IN A RECENT CITY RECREATIONAL SURVEY AND AGAIN, THIS PROVIDES AN OPPORTUNITY FOR INCREASED COORDINATION WITH THE YMCA.
WE DO WANT TO WORK WITH THE YMCA ON REGULARLY SCHEDULED MEETINGS, BECAUSE WE HAVE THIS FACILITY AS WELL AS OUR DOWNTOWN FACILITY, AND IT REALLY IS IMPORTANT THAT WE MAXIMIZE OUR RESOURCES, MAKE SURE THAT WE HAVE ENHANCED PROGRAMING EXPERIENCES AND PROVIDE CONSISTENT PRICING FOR JOINT RECREATIONAL PROGRAMING, AND REALLY WANT TO OPTIMIZE THE RECREATIONAL SPACE TO MEET OUR COMMUNITY NEEDS.
SO FOR THIS PROPOSAL, THE CITY'S PARTICIPATION WOULD BE CONSTRUCTION OF A ROUNDABOUT ON 76TH STREET SOUTHWEST, THE SEWER EXTENSION FOR THE BUILDING, AS WELL AS WALKING TRACK NAMING RIGHTS OF 500,000.
IN CONSIDERATION FOR THIS, THE COLLEGE COMMUNITY SCHOOL DISTRICT HAS OFFERED THE CITY LOGO AND NAME ON THE EXTERIOR OF THE BUILDING, AS WELL AS A CITY OF CEDAR RAPIDS WALKING TRACK SIGNAGE FOR THE INDOOR TRACK.
WE WILL AGAIN WORK ON COORDINATION WITH THE YMCA, ON YOUTH PROGRAMING AND PROMOTING MEMBERSHIP RESOURCES, AND THE PROJECT IS EXPECTED TO START THIS FALL WITH COMPLETION IN EARLY 2026.
SO WITH THAT, I'LL TURN IT BACK TO THE MAYOR.
I AM VERY EXCITED FOR ANY OF THE COLLEGE COMMUNITY STUDENTS, THOUGH, BECAUSE IT'S WHEN WE TALK ABOUT WHAT'S GOING TO GROW CEDAR RAPIDS, WHAT WE HEAR ABOUT SOME OF THE MORE URBAN NEIGHBORHOODS AROUND THE DES MOINES AREA, FOR EXAMPLE, AND OTHER REGIONAL.
COMPETITIVE AREAS AS WELL IS THAT THEY HAVE DIVING TOWERS.
THEY HAVE POOLS. THIS IS WHY, WHEN WE HAD THAT CONVERSATION, TALKING ABOUT HOW WE MIGHT LOOK AT THE SENIOR FACILITY OR THE INTERGENERATIONAL CENTER, WHY IT WAS SO IMPORTANT TO CAPITALIZE ON THAT, BECAUSE THE SUCCESS OF OUR SCHOOLS REALLY MATTERS TO BUILD THE GREAT FOUNDATIONAL BASE FOR THE HEALTH OF CEDAR RAPIDS.
SO I'M REALLY EXCITED ABOUT THIS.
I KNOW THAT PARTICULARLY WITH THE AMERICAN PRAIRIE DEVELOPMENT YOU KNOW, UP AND COMING, THERE'S GOING TO BE A SIGNIFICANT AMOUNT OF DENSITY IN THIS AREA AND THEY NEED AN OUTSTANDING FACILITY LIKE THIS, BUT SO DOES COLLEGE COMMUNITY.

SO THE COLLEGE COMMUNITY SCHOOL DISTRICT JUST RECENTLY COMPLETED THEIR BOND VOTE, WHICH WAS SUCCESSFUL AND MY THOUGHT IS THAT IF THAT FUNDING WAS NEEDED FOR THE FACILITY THEY SHOULD HAVE INCLUDED IT IN THEIR BOND VOTE, WHICH PASSED OVERWHELMINGLY 64%. THIS $250,000 FOR FISCAL YEAR 25 AND 26 IS NOT IN OUR BUDGET,

IT'S NOT GOING TO MAKE THIS WALKING TRACK ANYMORE YOU KNOW, BEST IN CLASS. I WOULD ALSO SAY TO THE CITY HAS MULTIPLE WALKING TRACKS ACROSS ALL QUADRANTS, INCLUDING THE YMCA, DOWNTOWN, COLE COLLEGE, KIRKWOOD, MERCY COLLINS.
NOW, SOME OF THOSE AREN'T AVAILABLE FOR PUBLIC USE AT THIS TIME, BUT WHEN WE HAVE SCHOOLS LIKE KIRKWOOD THAT ARE PUBLICLY FUNDED SCHOOLS, I THINK THERE COULD BE SOME OPPORTUNITY THERE TO ALLOW INDIVIDUALS IN THE COMMUNITY TO USE THAT SPACE AND I WOULD JUST AND I WITH REGARDS TO YMCA, WHEN I MOVED HERE WITH MY HUSBAND, OUR COMBINED HOUSEHOLD INCOME WAS $60,000. WE DID NOT QUALIFY FOR A REDUCED MEMBERSHIP AT THE YMCA.

RIGHT. BECAUSE TODAY IS NOT A DAY WHEN PEOPLE WOULD BE USING RUNNING OUTDOORS.
WHEN I WENT THERE AT EIGHT IN THE MORNING, THERE WERE BETWEEN.
I WAS THERE FOR PROBABLY ABOUT 20 MINUTES.
THERE WERE BETWEEN 3 AND 7 PEOPLE ON THE TRACK.
I WENT TODAY AT NOON AND I WAS ON THE TRACK FOR AN HOUR.
THERE WERE BETWEEN INCLUDING MYSELF, ONE AND SIX PEOPLE.
SO CLEARLY WE'RE NOT IN AN OVERCAPACITY SITUATION WHEN IT COMES TO TRACKS.
I WOULD ALSO SAY TOO, I WAS ALSO A MEMBERSHIP OF COE COLLEGE.
WHEN MY HUSBAND AND I FIRST MOVED TO CEDAR RAPIDS.
WE LOOKED AT JOINING THE CEDAR RAPIDS COUNTRY CLUB PRIMARILY FOR USE OF THEIR FITNESS FACILITY, AND WE WERE TOLD THAT THEY HAVE A PARTNERSHIP WITH COE COLLEGE. SO THAT'S, YOU KNOW, THERE'S OBVIOUSLY AMAZING AMENITIES AT THE CLUB, AT THE CLUB, BUT NOT NOT WORKOUT FACILITIES AND SO I DID HAVE A MEMBERSHIP AT AT COE COLLEGE, WHICH IS CHEAPER THAN THE YMCA, MUCH BETTER TRACK.
IT WAS ACTUALLY I DIDN'T STAY AT COE BECAUSE IT WAS EERIE.
THERE WERE SO FEW PEOPLE THERE ON THE TRACK AND IT'S AROUND THEIR TENNIS COURT, SO IT'S HUGE.
I SPEND A LOT OF TIME AROUND THE COMMUNITY ALL DIFFERENT QUADRANTS.
I HAVE IN THE PAST YEAR I'VE CONNECTED WITH MANY PEOPLE.
THE QUESTION WAS IF WE WERE TO BUILD THIS NEW MULTI GENERATIONAL FACILITY, WHAT ARE THE AMENITIES THAT YOU WANT AND THAT WAS BY FAR THE NUMBER ONE AMENITY.
BUT EVEN YOU KNOW WHEN I ATTENDED SEVERAL 55 AND OVER THEMED EVENTS NEVER IS WALKING OR A TRACK LISTED AS A PRIORITY AND SO, YOU KNOW IN SUMMARY, THIS IS A NON-ESSENTIAL EXPENDITURE.
I THINK IT'S A WASTE OF MONEY AND I THINK THAT THERE ARE MUCH OTHER HIGHER NEEDS THAT WE HAVE IN THE COMMUNITY AND TO SPEND THIS KIND OF MONEY WHEN IT'S NOT IN BUDGET IS IS UNNECESSARY AND FRIVOLOUS, IN MY OPINION AND AGAIN I WANT TO BE CLEAR, OF COURSE WE WOULD NEED TO DO THE INFRASTRUCTURE IMPROVEMENTS, RIGHT.

THE PARK AND REC MASTER PLAN IDENTIFIED THE NEED CITYWIDE TO BUILD REC CENTERS OF VARYING DEGREES, AND I WOULD QUANTIFY THAT BY SAYING THAT STUDY WAS DONE WAY BEFORE ALL THE DEVELOPMENT OCCURRED OUT THERE.
AND SO I HAVE TO COMPLIMENT THEM.

IF THERE IS NO PROGRAMING AND LEADERSHIP TO GO HAND IN HAND WITH THE PROMOTION OF THAT AMENITY, YOU WON'T SEE ANYBODY ON WHETHER IT'S THE HANDBALL COURTS OR IN THE POOL OR ON THE TRACK AND SO I'M NOT GOING TO HOLD THAT NECESSARILY AGAINST THE Y PER SE.
I THINK IF THEY SEE FURTHER DOWN THE ROAD THAT IT'S NOT BEING OPERATED PROPERLY.
SO IN THIS CASE, I WOULD BE SUPPORTIVE AND I HAVE TO COMPLIMENT JENNIFER AND JONATHAN AND THE TEAM, THE MAYOR FOR THEIR WORK ON SEEING THIS HAPPEN, I'D LOVE TO SEE IT HAPPEN IN OTHER QUADRANTS AS LONG AS WE'RE TALKING COUNCIL MEMBER OLSON. THANK YOU MAYOR.

OBVIOUSLY, THE NORTHWEST REC CENTER COMES TO MIND AT A COST TO THE CITY OF WELL IN EXCESS OF THIS AND SO, YOU KNOW, TO ME IT'S OBVIOUSLY THERE'S A PHYSICAL FACILITY THAT COMES WITH IT, BUT IT'S THE INVESTMENT IN THE PARTNERSHIP WITH THE COLLEGE COMMUNITY SCHOOL DISTRICT THAT BRINGS NOT JUST THE PHYSICAL AMENITY, BUT YOU LAID OUT ALL THE OTHER COORDINATION THAT WILL OCCUR WITH THE PARKS AND REC DEPARTMENT AND

THE OTHER ENTITIES THAT ARE INVOLVED HERE TO MAKE SURE THAT WE'RE MAXIMIZING YOUTH PROGRAMING, ADULT PROGRAMING AND REALLY MAXIMIZING RECREATIONAL OPPORTUNITIES FOR THE COMMUNITY AS A WHOLE.I JUST WANT TO ADD, I, YOU KNOW, I'VE BEEN INVOLVED IN A LOT OF PROJECTS WHERE THERE ARE NAMING OPPORTUNITIES AND A LOT OF TIMES YOU PICK ONE THAT YOU LIKE AND IT DOESN'T NECESSARILY RELATE TO SAY THAT IT'S NOT LOOKING AT THE OVERALL PROJECT.
SO MY ASSUMPTION IS WE DIDN'T INVEST JUST FOR A TRACK.
I MEAN, WE INVESTED IN THE CONCEPT AND SO AND THE TRACK APPARENTLY WAS THE ONE ITEM THAT SEEMED TO BE A GOOD FIT, YOU KNOW, FOR A NAMING OPPORTUNITY. YOU KNOW, I THINK, YOU KNOW, I'VE WATCHED THE STUDIES COME UP AND AND WHAT PEOPLE DON'T REALIZE IS, I THINK IN TODAY'S WORLD, THE COST OF WHAT'S CHARGED AT A FACILITY LIKE THIS, THERE'S IT'S VERY DIFFICULT TO MAKE MONEY UNLESS IT BECOMES PUBLIC SUPPORTED AND, YOU KNOW, I WAS NERVOUS ABOUT THE CONCEPTS WE'VE HAD OVER THE YEARS THAT WERE 50, 60, $80 MILLION, THAT PEOPLE REALIZE HOW MUCH IT COSTS TO RUN SOMETHING LIKE THAT AND THAT YOU GOT TO CHARGE FOR IT.
IT ALLOWS US TO ENHANCE AN IMPORTANT PART OF OUR CITY WHERE WE'RE SEEING A LOT OF GROWTH THAT'S INSIDE THE CITY LIMITS AND ALLOWS THE SCHOOL DISTRICT TO HAVE A GOOD INDOOR FACILITY FOR THEIR ATHLETES AND OTHER PEOPLE AND FOR THEIR STUDENTS AND SO I THINK FOR US THAT'S WHY I ASKED THE QUESTION ABOUT, ARE WE RUNNING THIS THING? AND I THINK THE POINT BEING IS, YOU KNOW, I'VE HAD, YOU KNOW, WE'VE HAD WISE AROUND THE COMMUNITY AND OTHERS AND IT'S A TOUGH JOB ANYMORE TO MAKE THINGS WORK.
AND SO I SUPPORT THE EFFORT AND I THINK THAT IN MY OPINION, HAVING BEEN INVOLVED IN DIFFERENT FUNDRAISING ACTIVITIES WHERE YOU GET TO NAME A FACILITY, YOU GET TO PICK SOMETHING, YOU PICK SOMETHING THAT, YOU KNOW, SORT OF FUNKY THAT PEOPLE MIGHT SAY, WELL, WE SUPPORTED THE TRACK.
WELL, YOU'RE REALLY SUPPORTING THE PROJECT AND YOU JUST HAPPEN TO HAVE YOUR NAME ON THE TRACK AND SO, YOU KNOW, I THINK I JUST WANT TO MAKE THAT POINT OF WHAT HAPPENS IN THESE KIND OF FACILITIES AND I HAVE BEEN ENOUGH THINGS I'VE CONTRIBUTED TO.
I PICK A CONFERENCE ROOM HERE OR I PICK SOMETHING THAT I LIKE TO DO.
IT DOESN'T NECESSARILY MEAN THAT'S WORTH THE COST.
THAT'S JUST I JUST WANT TO MAKE THAT POINT AND SO BUT I THINK IT'S EXCITING AND I THINK THAT WHAT WE HAVE TO DO IS THIS MAY BE SOMETHING THAT PROVES THAT PROBABLY THE WAY SOMEDAY THAT THE CITY BUILDS ANOTHER REC FACILITY, WE'RE GOING TO BE TEAMING.
THAT'S WHAT I JUST DON'T THINK IN TODAY'S WORLD, WE AS A CITY CAN AFFORD TO DO THE WORLD'S BIGGEST REC CENTER JUST BECAUSE IT'S JUST SO EXPENSIVE TO OPERATE.
SO I THINK THE TEAMING IS A GOOD OPPORTUNITY FOR US TO ENHANCE AN AREA OF THE COMMUNITY THAT IS GROWING AND BE A PART OF IT, AND WHETHER IT'S THE TRACK OR WHATEVER YOU WANT TO ON THAT WE'RE CONTINUING TO SUPPORT THE GROWTH OF THE AREA.
ON NAMING OPPORTUNITIES JUST AS A COMMENT [INAUDIBLE] NO, AND I APPRECIATE THAT.
FOR TAXPAYERS, THIS REALLY DELIVERS ON A PROMISE OF RECREATION IN EVERY, IN EVERY QUADRANT AND WE HAVE HAD FEASIBILITY STUDIES ON YOU KNOW, WHAT PEOPLE DO WANT AND THE SENIORS THAT I SPEAK TO DO ACTUALLY WANT TRACKS.
THE SILVER SNEAKERS WILL BE ABLE TO UTILIZE THIS SPACE OUT.
YOU KNOW, IT'S NOT REALLY CLOSE TO THE WHY WHEN THE DOWNTOWN WHY IS YOUR ONLY OPTION.
IT'S GOING TO BE REALLY GREAT FOR THOSE 7000 HOMES WE KNOW ARE OUT THERE AND NOT JUST OUT THERE, BUT THE OTHER CITIES THAT ARE OUT IN COLLEGE COMMUNITY THAT WILL BE ABLE TO TO USE THIS FACILITY.
YOU KNOW, MY KIDS WERE WERE INDIVIDUAL MEMBERS OF THE Y WHEN THEY WERE YOUNGER, IN MIDDLE SCHOOL AND HIGH SCHOOL AND THAT WAS WE HAD TO BE MEMBERS OF IT AS STUDENTS AND COLLEGE COMMUNITY.
WE WERE ABLE TO BENEFIT FROM THIS FACILITY AT LARGE.
AT NO COST, WHICH I THINK IS AGAIN, A HUGE DELIVERING ON OUR PROMISE FOR AMENITIES, AND ALSO IN TERMS OF THE DOLLARS SPENT ON THIS PROJECT.
