WELCOME, EVERYBODY, TO THE CEDAR RAPIDS CITY COUNCIL MEETING FOR TUESDAY, SEPTEMBER 24TH, 2024.

I'D LIKE TO WELCOME OUR ACTING CITY MANAGER, CHIEF SMITH, OUR CITY CLERK, AND OUR CITY ATTORNEY.

AND AS A REMINDER, THANK YOU TO STAFF ONCE AGAIN FOR ATTENDING AND BEING AVAILABLE TO THE CONSTITUENTS HERE BEFORE AND AFTER THE MEETINGS.

A REMINDER TO TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT FROM OUR PROCEEDINGS TODAY.

AND NOTE THAT ALL OF OUR CITY COUNCIL MEETING AGENDAS, MINUTES, AND VIDEOS ARE AVAILABLE ON OUR CITY'S WEBSITE, AND REGULAR SESSIONS ARE ALSO AVAILABLE TO WATCH LIVE AND ON REPLAY THROUGH FACEBOOK LIVE.

THANK YOU ALL. WE'LL BEGIN OUR BUSINESS OF THE DAY WITH A PRESENTATION OF A DOWNTOWN VISION AND ACTION PLAN UPDATE.

COMMUNITY DEVELOPMENT DIRECTOR JENNIFER PRATT IS HERE.

JENNIFER, I'LL RECOGNIZE YOU AND ANY GUESTS THAT YOU'LL BE BRINGING ALONG.

I'M HERE TODAY WITH JENNIFER BASSETT.

WE HAVE THE TWO JENNIFERS.

JENNIFER BASSETT IS THE DOWNTOWN SSMIDS DISTRICT PROGRAM MANAGER, AND WE ARE SO GLAD TO BE HERE TODAY TO PROVIDE THE FIRST UPDATE ON THE DOWNTOWN VISION AND ACTION PLAN IMPLEMENTATION.

ALL RIGHT, SO AGAIN, JUST A QUICK BACKGROUND.

THE MOST RECENT UPDATE BEFORE THIS CURRENT PLAN WAS IN 2017.

AGAIN, IT IS, AS WE ALWAYS SAY, SO IMPORTANT TO KNOW THAT THIS IS A KEY PRIORITY FOR THE MAYOR AND CITY COUNCIL.

THIS IS CERTAINLY IN THE RECREATIONAL AND CULTURAL AMENITIES.

IT'S SO IMPORTANT IN THE HEART OF OUR CITY.

AGAIN, THIS IS A COLLABORATIVE EFFORT BETWEEN THE CITY, THE DOWNTOWN SSMID AND THE CEDAR RAPIDS METRO ECONOMIC ALLIANCE, ITS BUILDING ON THE PAST PLAN RECOMMENDATIONS, EVERYTHING THAT THE CITY IS DOING WITH FLOOD CONTROL, AS WELL AS OVERCOMING THE ONGOING PANDEMIC RECOVERY.

SO, AGAIN, WORKING THROUGH THIS NEW VISION PLAN AND THEN CITY COUNCIL ADOPTED THAT IN DECEMBER OF 20 OF 2023.

CONTINUING ON WITH THAT, THE A BIG PROPONENT OF THE DOWNTOWN VISION PLAN WAS COMMUNITY OUTREACH.

WE DID HAVE OVER 1600 INPUTS FROM THE COMMUNITY THAT CAME FROM DOWNTOWN STAKEHOLDERS HOLDING OPEN HOUSE MEETINGS, ALONG WITH AN ONLINE SURVEY.

THANK YOU. CONTINUING ON THE THREE COMPONENTS OF THE VISION PLAN, THE THREE GOALS OF THAT ARE EMBRACING THE RIVER, ENSURING THAT DOWNTOWN IS ACTIVATED AND VIBRANT, ALONG WITH IMPROVING CONNECTIVITY WITHIN THE DOWNTOWN CORE DISTRICTS.

CONTINUING ON WITH THAT, OUR CATALYTIC PROJECTS, THERE WERE THREE CATALYTIC PROJECTS EMBRACING THE RIVER, ACTIVATING DOWNTOWN, MAKING THIRD STREET MORE FOR FESTIVALS, ACTIVATING THE STOREFRONTS ALONG WITH CONNECT DOWNTOWN, WHICH IS TRAIL CONNECTION.

GREAT. AND SINCE THE PLAN WAS ADOPTED, THERE'S BEEN A LOT OF WORK.

SO WE HAVE A BIG IMPLEMENTATION TEAM THAT'S BEEN MEETING EVERY MONTH.

THIS INCLUDES JAMES KLEIN, THE CHAIR OF THE DOWNTOWN SSMID, ALONG WITH JENNIFER, AS WELL AS MANY CITY OF CEDAR RAPIDS REPRESENTATIVES, AS YOU CAN SEE ON THIS LIST, THESE ARE DEPARTMENT DIRECTORS BECAUSE THESE ARE IMPORTANT, CRITICAL PIECES THAT NEED TO BE MOVED FORWARD.

SO BRENNA FALL FROM PUBLIC WORKS, BILL, MICHAEL, AND THEN ALSO SCOTT MATHER.

SO WE GET THAT ECONOMIC DEVELOPMENT AND DEVELOPMENT SERVICES PIECE, AS WELL AS HASHIM TAYLOR, OUR DIRECTOR OF PARKS AND RECREATION.

WE ALSO HAVE HAD ACTIVE PARTICIPATION BY CR TOURISM.

SO SEAN MOLLOY IN THAT ROLE AS WELL AS PARK CR, BECAUSE PARKING IS ALWAYS A BIG ISSUE IN OUR DOWNTOWN.

SO JOHN ROUSE HAS BEEN THERE AT THE TABLE WITH US.

AND AGAIN, THESE ARE THE LEADS OR THE SUPPORT ON THE MAJOR INITIATIVES THAT ARE OUTLINED IN THE PLAN.

AGAIN, WE'RE USING A REPORTING DASHBOARD TO STAY UP TO DATE ON ALL OF THESE DETAILS.

SO AGAIN, A LOT OF MOVING PIECES.

BUT THIS HAS BEEN A GREAT TEAM TO NOT ONLY MAKE SURE THAT WE ARE REPORTING OUT AND WE ALL SEE WHERE THE PROGRESS IS, BUT IT ALSO IS AN OPPORTUNITY WHERE WE CAN MAXIMIZE OUR OPPORTUNITIES.

SO WHEN ONE PERSON IS DOING A PROJECT, WE CAN SEE IF THERE ARE WAYS THAT WE CAN BE LEVERAGING IT.

SO AGAIN, ONE OF THE GOALS WAS EMBRACE THE CEDAR RIVER.

A COUPLE OF THINGS I JUST WANTED TO POINT OUT.

WE ARE WORKING ON THE TREE OF FIVE SEASONS PLAZA AND THAT ADJACENT RIVERFRONT.

SO BOTH ACROSS THE RIVER FROM THAT AS WELL AS BEHIND CITY HALL.

WE ARE MOVING FORWARD WITH A CONSULTANT, SO WE ANTICIPATE THOSE NEW DESIGNS.

SO TAKING THESE KIND OF CONCEPTS WE'VE HAD AND REALLY GETTING INTO THE DETAILS OF WHAT THAT LOOKS LIKE, ONE OF THE KEY FEATURES AT THE TREE OF FIVE SEASONS IS MAKING SURE WE HAVE A WALKWAY TO GIVE PEOPLE ACCESS DOWN TO THE RIVER.

BECAUSE AGAIN, AS YOU KNOW, AS WE'RE DOING FLOOD CONTROL, ONE OF THE MAIN PIECES IS MAKING SURE WE'RE NOT WALLING OURSELVES OFF FROM THE RIVER.

SO WE ANTICIPATE THOSE INITIAL DESIGNS TO BE READY FOR REVIEW BY NOVEMBER OR DECEMBER.

WE'RE ALSO LOOKING AT SOME IMMEDIATE OPPORTUNITIES AROUND MAYS ISLAND.

A COUPLE OF THINGS THAT HAVE COME UP ARE USING TREES TO ACCENTUATE THE OPEN SPACE ON MAYS ISLAND, AS WELL AS USING TREES OR SOME CREATIVE DELINEATION ON THE THIRD AVENUE BRIDGE AS WELL.

SO WE HAVE THOSE PROTECTED BIKE LANES, AND WE HAVE SOME REALLY GOOD OPPORTUNITIES TO MAKE THAT A FEATURE AS WELL.

LEADING INTO GOAL TWO, WHICH IS ENSURING THAT DOWNTOWN IS ACTIVATED AND VIBRANT.

ONE OF THE THINGS THAT'S HAPPENING RIGHT NOW IS A CIVIC LED MUSIC CENSUS.

THAT IS A COLLABORATION OR INITIATIVE WITH THE CITY.

THE ECONOMIC ALLIANCE, A VENUE, WORKS TOURISM TO REALLY IDENTIFY AREAS OF OPPORTUNITY REGARDING LIVE MUSIC, MUSIC EVENTS IN CEDAR RAPIDS.

THAT BEING SAID, IN THE INTERIM, THERE ARE SOME LIVE MUSIC OPPORTUNITIES GOING ON RIGHT NOW.

OBVIOUSLY, BLOCKTOBERFEST IS COMING UP ON THE 27TH.

THAT'S THIS WEEK.

SO MAKE SURE YOU BUY YOUR TICKETS.

WE ALSO HAVE OKTOBERFEST, WHICH IS BEING HOSTED BY KINGSTON YARD, AND THAT IS A COLLABORATION WITH KINGSTON YARD IN THE DOWNTOWN SSMID AS WELL.

WE'VE ALSO CREATED A CONCERT SERIES AT KINGSTON YARD THAT KICKED OFF IN AUGUST, AND THAT'S GOING TO CONTINUE THROUGH THE END OF OCTOBER.

IN ADDITION TO THAT, THERE'S ADDITIONAL COLLABORATION BETWEEN THE DOWNTOWN SSMID AND THE FESTIVAL OF LIGHTS.

MOVING ON.

WE DO HAVE OUR FACADE IMPROVEMENT GRANT.

WE HAVE EXECUTED TWO PROJECTS THIS YEAR.

THE SOKOL BUILDING ON THIRD STREET, AND THEY PUT IN UPLIGHTING AS WELL AS FOUNDATION TWO.

WE ALSO HAVE THE GREATER CEDAR RAPIDS COMMUNITY FOUNDATION MURAL PROJECT THAT HAPPENED THIS THIS SUMMER.

THEIR LOVE FOR HUMANITY MURAL WENT UP ON THE BACK OF THEIR BUILDING, AND WE WILL ALSO BE ADDING UPLIGHTING TO THAT AS WELL.

FROM AN OPERATIONAL STANDPOINT, WE'VE DONE A GOOD JOB WITH SOME EFFICIENCIES, WHICH HAS LED TO US DECREASING OUR CARBON FOOTPRINT, IF YOU WILL.

ADDING 24 SELF-WATERING PLANTERS IN ADDITION TO INCREASING OUR BIG BELLY TRASH RECEPTACLES, ADDING AN ADDITIONAL TEN.

SO WE DO NOW HAVE 50.

AND JUST A LITTLE SIDE NOTE, THOSE DO HOLD ABOUT 3 TO 4 TIMES MORE IN WEIGHT THAN OUR CAST IRONS DO.

YES. AND THIS IS A PROJECT THAT WE IS ONGOING RIGHT NOW IN THE SPIRIT OF ACTIVATING MAYS ISLAND.

THERE IS A INITIATIVE TO PUT A SCULPTURE.

THERE'S A COUPLE OF DIFFERENT PHOTOS HERE OF DIFFERENT SCULPTURES IN OTHER CITIES.

I AM THE DOWNTOWN SSMID IS CURRENTLY WORKING WITH OPN ON A RENDERING.

AND YOU CAN SEE HERE ON THE SCREEN IN THE BOTTOM RIGHT CORNER, THEY ARE IN THEIR FIRST ITERATION.

THIS HAS BEEN PUT IN FRONT OF A NUMBER OF PEOPLE JUST TO VET TO GET SOME FEEDBACK, AND THAT HAS BEEN CARRIED BACK.

AND THEY'LL BE COMING OUT WITH THE SECOND ITERATION OF THAT.

ALL RIGHT. AND GOAL THREE TO IMPROVE CONNECTIVITY.

I WANTED TO POINT OUT THE FOURTH STREET CORRIDOR IMPROVEMENTS.

SO CURRENTLY UNDERWAY NOW ARE SOME QUIET ZONE UPGRADES THAT ARE HAPPENING AT THE INTERSECTION.

AND THOSE SHOULD BE COMPLETED AROUND MID-NOVEMBER.

BUT YOU MAY NOTICE THAT WORK GOING ON RIGHT NOW.

THIS IS LEADING UP TO NEXT SPRING WHERE THERE WILL BE TRAIL IMPROVEMENTS.

SO REPLACING THE EXISTING TRAIL THAT'S THERE.

AGAIN, BOTH SOME NEW TRAIL SEGMENTS AS WELL AS IMPROVING THE SAFETY WITH THOSE RAILROAD CROSSINGS AS WELL.

SO AGAIN NEXT STEPS.

SOME THINGS I JUST DID WANT TO POINT OUT, IN ADDITION TO THESE CATALYTIC PROJECTS AND A LOT OF AMAZING RECOMMENDATIONS ON PROJECTS.

THE, THE VISION PLAN ALSO TALKED ABOUT MAKING SURE THAT THE DOWNTOWN SSMID OPERATIONALLY WAS, YOU KNOW, MAXIMIZING ITS EFFICIENCY AND EFFECTIVENESS.

ONE OF THOSE RECOMMENDATIONS WAS TO HIRE AN EXECUTIVE DIRECTOR.

AND THAT PROCESS IS WELL ON ITS WAY.

AND THERE SHOULD BE SOME NEWS ON THAT VERY SOON.

AS WELL AS ESTABLISHING A SEPARATE STOREFRONT FOR THE DOWNTOWN SSMID.

AND AGAIN WE ARE WORKING IN COLLABORATION WITH THE DOWNTOWN SSMID TO MAKE THAT HAPPEN.

I DID ALSO WANT TO NOTE THAT COUNCIL WILL BE SEEING SOME PROPOSALS TO UPDATE OUR MEMORANDUM OF AGREEMENT WITH THE DOWNTOWN SSMID.

AND WHILE SOMETIMES THAT SEEMS LIKE A VERY TECHNICAL, DETAILED THING, THERE ARE SOME BIG INITIATIVES THAT NEED TO BE UNDERTAKEN, SUCH AS SIDEWALK IMPROVEMENTS AND DIFFERENT THINGS THAT WE REALLY NEED TO MAKE SURE THAT WE HAVE A GOOD PLAN MOVING FORWARD.

BECAUSE, AGAIN, AS MUCH AS WE WANT TO FOCUS ON THESE LONG-TERM VISION PROJECTS, IT'S THE DAY TO DAY THAT WE HAVE TO MAKE SURE GETS DONE AS WELL SO THAT THOSE WILL BE COMING TO COUNCIL SOON.

AGAIN, OUR IMPLEMENTATION TEAM CONTINUES TO MEET MONTHLY, AND WE WILL BE BACK BEFORE YOU IN JANUARY FOR AN UPDATE AND PROGRESS REPORT ON ADDITIONAL PROJECTS UNDER WAY.

AND WITH THAT, I'LL TURN IT BACK TO THE MAYOR.

I DON'T WANT TO SOUND LIKE I'M BEATING A BROKEN DRUM, BUT I AND I APPRECIATE THE UPDATE, BUT IT'S JUST MY FEELING, MY SENSE THAT THERE ARE THINGS THAT ARE GETTING LEFT OUT THAT ARE BEING MISSED IN THIS ENTIRE PROCESS.

I'VE ASKED FOR WHAT THE OPERATING AGREEMENT IS.

I DON'T KNOW IF I HAVE TO DO A FREEDOM OF INFORMATION REQUEST FOR IT.

I MEAN, I WOULD DO IT, BUT THERE ARE THERE ARE DAY TO DAY ISSUES THAT COME UP EVERY DAY, WHETHER IT'S THE CRIME ISSUE, WHETHER IT'S THE HOMELESS ISSUE, WHETHER IT'S YOU KNOW, THOSE KIND OF THINGS THAT END UP ON OUR PLATE THAT I THINK ARE SLIPPING THROUGH THE CRACKS.

AND I APPRECIATE THE ATTENTION THAT STAFF HAS GIVEN TO THE PLAN AND THE IMPLEMENTATION PLAN OF IT.

BUT I FEEL, AND I COULD BE WRONG, THAT THE COUNCIL IS BEING LEFT OUT OF THIS MIX.

SOMETIMES THERE'S A REASON FOR IT, SOMETIMES IT MAKES SENSE.

BUT WITH ALL THESE MOVING PIECES THAT WE'VE GOT CITY WIDE, I THINK IT'S CRITICAL TO PUT SOME TIMELINESS ON THIS THING AND GET IT DONE.

AND SO I APPRECIATE THE PRESENTATION TODAY, BUT AT LEAST WHERE I COME FROM, THERE'S A SENSE OF IMMEDIATE NEED TO GET SOME OF THIS STUFF DONE INSTEAD OF GOING ON FOR ALMOST COMING UP ON A YEAR HERE SOON. SO THANK YOU FOR LISTENING.

YOU KNOW, THIS IS SOMETHING THAT WE HAVE TO GET RIGHT.

CEDAR RAPIDS HAS AN INCREDIBLE AMOUNT OF MOMENTUM HAPPENING FOR IT.

BUT UNLESS WE ACCOMPLISH HAVING A VIBRANT DOWNTOWN, IT DOESN'T MATTER, RIGHT? IT'S THAT MISSING PIECE, AND WE HAVE SO MANY GREAT PARTS THAT WE NEED TO JUST FINALIZE THE PLAN AND REALLY, YOU KNOW, CARRY IT FORWARD.

IT'S INTERESTING TOO, BECAUSE THE ONUS IS REALLY ON CEDAR RAPIDS TO CARRY A LOT OF EASTERN IOWA.

YOU KNOW, WE DON'T HAVE MARION HAS UPTOWN, THEY DON'T HAVE A DOWNTOWN.

THEY DON'T HAVE A DOWNTOWN BECAUSE THEY CONSIDER CEDAR RAPIDS THEIR DOWNTOWN.

SAME THING WITH HIAWATHA.

THEY'RE CONSIDERING, YOU KNOW, NAMING THEIR DOWNTOWN, SO TO SPEAK, MIDTOWN, BECAUSE THEY CONSIDER OURS THEIR DOWNTOWN.

SO IT'S NOT JUST SOMETHING THAT WE HAVE TO DO.

AND WE'RE USED TO HAVING 20 AGREEMENTS AND DIFFERENT THINGS LIKE THAT.

BUT, YOU KNOW, REALLY THE SUCCESS OF THIS IS THE SUCCESS OF ALL THE REGIONAL WORK THAT, YOU KNOW, PEOPLE LIKE MAYOR O'DONNELL ARE WORKING ON WITH THE OTHER REGIONAL MAYORS AS WELL. AND SO I'M EXCITED ABOUT WHAT THIS THE OPPORTUNITY THIS PLAN HAS.

I KNOW THAT IN THE CONVERSATION OF HOW DO WE ATTRACT THE NEXT GENERATIONS? THEN YOU COULD GO TO CZECH VILLAGE AND THINK ABOUT WHAT THAT MEANS IN TERMS OF, OF PARKING.

YOU PARK ONCE AND THEN YOU DON'T NEED PARKING SPOTS ALL OVER EVERY DISTRICT, BUT YOU'RE MOVING PEOPLE.

AND I THINK IT WOULD REALLY, REALLY HELP ACTIVATE DOWNTOWN AND GET PEOPLE MOVING THROUGHOUT OUR COMMUNITY.

THE PROJECT DOES QUALIFY UNDER THE CITY'S LOCAL MATCH ECONOMIC DEVELOPMENT PROGRAM.

IT PROVIDES A TEN YEAR, 100% EXEMPTION OF THE INCREASED VALUE.

AND SO TODAY, WE ARE HERE TO CONSIDER ESTABLISHMENT OF THE URBAN REVITALIZATION AREA, WHICH PROVIDES THE MECHANISM FOR THE FINANCIAL INCENTIVE.

SO PROJECT OVERVIEW THIS IS A $16 MILLION INVESTMENT.

THIS IS AN EXCERPT FROM THE MASTER PLAN, SHOWING A HEAT MAP OF AREAS THAT WITH PUBLIC INPUT INDICATED A DESIRABLE AREA TO WALK AND A NEED TO WALK IN THOSE AREAS. SO THREE OF THE LOCATIONS HERE ARE, ARE WITHIN.

AND THEN WE GOT ONE THAT'S FAIRLY CLOSE TO, TO AN AREA DESIRABLE FOR WALKING.

WE HAVE A PRELIMINARY SPECIAL ASSESSMENT.

THAT'S WHAT THE COUNCIL IS TO CONSIDER TONIGHT.

WITHIN THE OVERALL PROJECT THERE ARE THREE PARCELS SUBJECT TO A SPECIAL ASSESSMENT TO AT COTTAGE RIDGE COURT NORTHEAST AND ONE AT EAST MAIN STREET NORTHEAST. THE REASON WHY THESE ARE BEING ASSESSED IS BECAUSE THEY ARE MORE RECENT SUBDIVISIONS.

AFTER 1998, SIDEWALKS WERE CODIFIED INTO THE CHAPTER 31 SUBDIVISION CODE, AND BECAUSE THESE LOTS WERE LEFT VACANT OR WITH A SIDEWALK GAP FOR MORE THAN FIVE YEARS, PER THAT THAT SUBDIVISION CODE, WE ARE ALLOWED TO GO IN AND DO A SPECIAL ASSESSMENT AND COMPLETE THOSE GAPS.

SO IN THE PROJECT HERE, THE TOTAL ACCESSIBLE COST IS $17,200 OUT OF AN ESTIMATED $376,000 PROJECT.

THE PRELIMINARY ASSESSMENTS HAVE BEEN FILED WITH THE CITY CLERK, AND NOTICE IS ALREADY SENT TO PROPERTY OWNERS.

AND THEN, WHEN THE CONSTRUCTION IS COMPLETE, TO FINAL ASSESSMENTS WILL BE LEVIED.

SO THIS IS THE RESOLUTION OF NECESSITY THAT THE COUNCIL WOULD CONSIDER THIS FOUR DIFFERENT OPTIONS FOR YOU.

WE HAVE SOME BRICK WORK THAT'S GOING TO BE REMOVED AND REPLACED TO FIT THE NEW ELEVATIONS OF THE RAMPS, AND WE WILL BE REMOVING THE CROSSWALKS THROUGH THE STREETS AND RECONSTRUCTING THOSE.

AND THEN AS I MENTIONED, RELOCATING PUSH BUTTONS.

AND THIS WILL ALL BE STAGED APPROPRIATELY.

WE WILL KEEP THE INTERSECTION UNDER, YOU KNOW, UNDER STREET TRAFFIC WHILE WE GET THE RAMPS AND THE WORK ALONG THE SIDES THERE COMPLETE.

HOWEVER, THERE WILL BE SOME CLOSURES IN ORDER TO GET THE CROSSWALKS COMPLETE.

THE DECANT TANKS AND ASSOCIATED PIPELINES, WHOOPS, CIRCLED HERE IN RED, WERE ORIGINALLY CONSTRUCTED IN 1978 AND WERE REHABILITATED IN 2007. FOLLOWING THE DESTRUCTION OF THE MICROORGANISMS IN THE LOW PRESSURE OXIDATION PROCESS, THE DECANT TANKS THICKEN THE BIOLOGICAL SLUDGE BY REMOVING THE LIQUID STORED WITHIN THE CELLULAR WALLS OF THE MICROORGANISMS. THE DECANT SYSTEM OPERATES UNDER HIGH TEMPERATURES IN ATMOSPHERES WITH HIGH LEVELS OF HYDROGEN SULFIDE GASES, WHICH ARE VERY CORROSIVE TO METAL AND CONCRETE SURFACES.

THIS IMPROVEMENT PROJECT INCLUDES THE REMOVAL AND REPLACEMENT OF THE ODOR CONTROL SYSTEM AND ASSOCIATED PIPELINES, INCLUDING SLUDGE LINES, INFLUENT LINES, EFFLUENT LINES FOR BOTH DECANT TANKS THAT HAVE EXPERIENCED HIGH LEVELS OF CORROSION.

THE ENGINEER'S ESTIMATED OPINION OF PROBABLE CONSTRUCTION COST, WHICH INCLUDES $100,000 ALLOWANCE, IS $1,800,000.

BIDS WILL BE OPENED ON OCTOBER 9TH, WITH CONSTRUCTION EXPECTED TO BEGIN THIS NOVEMBER THROUGH SEPTEMBER OF 2025.

PROPERTY TAXES ARE COLLECTED BY THE CITY AND THEN TRANSFERRED TO THE SSMID MONTHLY BASED ON THE PROJECTED BUDGET REVENUE, WITH A RECONCILIATION TO ACTUAL OCCURRING AFTER THE FISCAL YEAR END.

REMAINING FUND BALANCE IS THEN AMENDED INTO THE CURRENT OR THE BUDGET OF THE CURRENT FISCAL YEAR FOR PAYMENT BACK TO THE SSMID.

THE CURRENT ZONING ALLOWS FOR MIXED USE UP TO SIX STORIES, HAS ALL ACCESS TO CITY INFRASTRUCTURE, AND THE PROPERTY WOULD NEED TO MAINTAIN SETBACKS FROM

THE CITY HAS RECEIVED ONE PROPOSAL FROM CONLON CONSTRUCTION FOR THE CONSTRUCTION OF 106 136 ROOM HOTEL THAT INCLUDES MEETING AND OUTDOOR SPACES, FITNESS CENTER, AN INDOOR POOL AND BAR.

THEY ARE ALSO CONTEMPLATING PUBLIC PARKING AS A PART OF THEIR CONCEPT, AND IT DOES ALIGN WITH THE NEW BOHEMIA CZECH VILLAGE AREA ACTION PLAN THAT WAS COMPLETED IN 2019 TO INCORPORATE A HOTEL INTO THE STUDY AREA.

SOME RENDERINGS. SO THIS IS FROM SECOND STREET AND 12TH AVENUE LOOKING TOWARDS WHAT WOULD BE THE RIVER RIGHT NOW.

THIS IS THE REAR LOOKING FROM THE RIVER TOWARDS WHERE WE WERE JUST LOOKING.

WHAT'S THE PLAN MOVING FORWARD SO THAT WE CAN ACCOMMODATE ALL OF THE USES DOWN THERE? AND SO WE TOOK A LOOK AT CURRENT STATE.

YOU KNOW HOW MANY PARKING SPACES ARE IN LOT 44 TODAY AND THEN CREATED WHAT I CALL A SORT OF A VISUAL TIMELINE OF ALL THE PROJECTS THAT ARE IN THAT AREA MOVING THROUGH 2027 ALL THE WAY OUT TO 2031, SO THAT WE UNDERSTAND HOW MANY PUBLIC PARKING SPACES WILL BE AVAILABLE IN THAT AREA.

JUST A FEW QUICK HIGHLIGHTS, AND THEN I'LL GET INTO A LITTLE BIT MORE DETAIL THROUGHOUT CONSTRUCTION OF THE FLOOD CONTROL SYSTEM, THE EIGHTH AVENUE BRIDGE, THE HOTEL PROJECT, AND SOME OF THESE DO OVERLAP.

AT A MINIMUM, THERE WILL BE 145 SPACES AVAILABLE IN LOT 44, AND THAT THAT LOW POINT IS PROJECTED TO BE IN 2027.

AND THAT DOES NOT INCLUDE ON STREET PARKING ON SECOND STREET OR THE ADDITIONAL LOTS THAT I'LL SHOW YOU HERE IN A MINUTE.

AND THEN AFTER 20, 31 AFTER ALL THOSE PROJECTS ARE COMPLETE, WE'RE ESTIMATED TO HAVE ABOUT 477 SPACES AVAILABLE IN LOT 44 OR SO.

SO THIS IS WHAT WE HAVE TODAY.

AND ALSO, AS JEFF MENTIONED, THE POTENTIAL IS THERE FOR A SHARED PARKING AGREEMENT ON THE HOTEL PROPERTY.

AND THAT AREA IN YELLOW AMOUNTS TO 68 SPACES.

AND THEN TO THE NORTH ALONG EIGHTH AVENUE SOUTHWEST, YOU'VE GOT FLOODWALL CONSTRUCTION HAPPENING BETWEEN JUNE 2025 AND APRIL 27TH, AND THEN EIGHTH AVENUE BRIDGE CONSTRUCTION.

IF YOU RECALL, WE RECEIVED A LARGE FEDERAL GRANT THROUGH THE PROTECT PROGRAM FOR THAT PROJECT, THE ARC OF JUSTICE BRIDGE STARTING CONSTRUCTION 27 THROUGH 2030.

SO AGAIN, I'LL MOVE THROUGH THESE RELATIVELY QUICKLY, BUT I SIMPLY WANT TO DEMONSTRATE THAT THERE HAS BEEN THOUGHT PUT INTO ENSURING THAT PUBLIC PARKING IS AVAILABLE IN LOT 44 AS WE MOVE THROUGH THESE CONSTRUCTION PHASES.

WITH THAT, STAFF WOULD RECOMMEND ACCEPTING THE PROPOSAL FROM CONLON CONSTRUCTION AND AUTHORIZING STAFF TO NEGOTIATE A DEVELOPMENT AGREEMENT.

AND THE, THE HOTEL ITSELF THEY INDICATED THAT IT'S MORE OF A STYLE OF A BOUTIQUE HOTEL AND THAT THEIR GOAL IS REALLY TO BRING VISITORS FOR AN OVERNIGHT STAY INTO NEW BOHEMIA AND CZECH VILLAGE, BUT THEY REALLY WANT THEM TO GET OUT INTO THE DISTRICT AND ENJOY THE SHOPS AND ENJOY THE RESTAURANTS AND THE BARS IN THE AREA, AND THAT THAT'S NOT THEIR THING, THAT THEIR THING IS REALLY MORE ABOUT THE OVERNIGHT STAY.

AND SO I REALLY APPRECIATED THEM WORKING WITH THE CITY TEAM AND REALLY BEING SENSITIVE TO THE PARKING ISSUES.

AND I REALLY LIKE THE IDEA OF THAT TEMPORARY LOT TURNING INTO A HARD SURFACE.

I THINK WE'RE GOING TO NEED IT ONCE THE LIGHT LINE BRIDGE IS FULLY FUNCTIONAL, WHICH IS WE'RE ON THE WAY.

SO I'M I'M REALLY EXCITED ABOUT THIS PROJECT.

SO AN ESTIMATED 1 BILLION IN TOTAL PROPERTY TAXES WOULD BE GENERATED OVER THOSE APPLICABLE REBATE PERIODS, WITH A ROUGHLY 529 MILLION BEING REBATED BACK TO THE COMPANY, INCLUDING A 20 YEAR OR 75% ECONOMIC DEVELOPMENT REBATE OF FRANCHISE FEES, ALSO PER DATA CENTER.

AND THEN LASTLY, THE COMMUNITY BETTERMENT FUND, WHERE THE COMPANY WOULD PROVIDE ANNUAL COMMUNITY BETTERMENT PAYMENTS TO THE CITY.

YOU KNOW, FOR PURPOSES OF INCREASING ECONOMIC DEVELOPMENT ACTIVITIES TO INCLUDE TO INCLUDE GROWTH OF AMENITIES AND INFRASTRUCTURE.

THESE PAYMENTS WOULD BE IN THE AMOUNT OF 300,000 PER PROJECT PHASE FOR 20 YEARS EACH FOR A MAXIMUM OF 6 MILLION PER PHASE AND 18 MILLION IN TOTAL.

AND HERE IS AN AERIAL SHOWING WHERE THE PROJECT LOCATION IS HERE ALONG 76TH AVENUE AND WEST OF EDGEWOOD ROAD.

AND JUST I KNOW THAT WE'VE WON SOME AWARDS PREVIOUSLY AS FAR AS, LIKE HAVING AN UP AND COMING TECH CENTER.

JUST A COUPLE OF PROJECTS THAT I THINK WE ALL ARE AWARE OF THAT THEY WERE VERY MUCH A PART OF MCGRATH AMPHITHEATER, VETERANS MEMORIAL STADIUM BY AND THE PCI MEDICAL PAVILION. SO THIS PROJECT QUALIFIES UNDER THE COMMUNITY BENEFIT.

COMMUNITY BENEFIT ECONOMIC DEVELOPMENT PROGRAM AS IT'S A RELOCATION OF CORPORATE HEADQUARTERS FROM RURAL LINN COUNTY TO CEDAR RAPIDS.

THIS IS A $4 MILLION INVESTMENT.

CONSTRUCTION OF A 20000 SQUARE FOOT BUILDING, MIXED USE OFFICE AND SHOP SPACE, BRINGING 11 JOBS TO CEDAR RAPIDS.

CONSTRUCTION WOULD COMMENCE LATER THIS WINTER AND COMPLETE BY THE END OF NEXT YEAR.

THE STANDARD INCENTIVE IS A TEN YEAR DECLINING SCALE EXEMPTION OF THE INCREASED VALUE.

WE EXPECT ROUGHLY 1.4 MILLION IN TAXES WOULD BE GENERATED OVER TEN YEARS, OF WHICH AROUND 500,000 WOULD BE EXEMPTED.

SO HERE IS AN AERIAL INDICATING WHERE THE LOCATION OF THE PROJECT.

WE HAVE HIGHWAY 30 HERE TO THE SOUTH AND KIRKWOOD BOULEVARD OVER HERE TO THE WEST.

PHASE ONE INVOLVES A 45,000 SQUARE FOOT EXPO CENTER WITH SUITES OVERLOOKING THE TRACK, IN ADDITION TO A 42,000 SQUARE FOOT FLEX SPACE, NEW GO KART TRACK, AND A 900 SQUARE FOOT TECH BARN.

PHASE TWO WOULD INCLUDE AN 88 ROOM HOTEL.

WE DO NOT HAVE A FLAGSHIP YET, BUT IT IS LOOKING TO BE UPPER MID SCALE.

IN ADDITION, A 2500 SQUARE FOOT RESTAURANT AND ADDITIONAL FLEX SPACE BUILDING EMPLOYMENT CONSERVATIVELY LOOKING AT 32 JOBS CREATED WHILE MAINTAINING SIX JOBS.

COMMENCEMENT WOULD OCCUR LATER THIS YEAR AND THEN COMPLETE BY ALL PHASES, WOULD BE COMPLETE BY THE END OF 2027.

STANDARD INCENTIVES ARE A TEN YEAR, 50% REBATE OF TAXES.

WE'RE EXPECTING AROUND 6.7 MILLION IN TOTAL TAXES GENERATED OVER A TEN YEAR PERIOD, OF WHICH 2.5 MILLION WOULD BE REBATED BACK TO THE COMPANY.

SO HERE IS AN AERIAL ALONG SIXTH STREET.

I THINK WE'RE ALL PRETTY FAMILIAR WITH HAWKEYE DOWNS HERE, BUT THE FRONT SIDE FACING SIXTH STREET, IT WOULD BE THE LOCATION OF THE TWO PHASES.

SO SIXTH STREET OVER HERE ON THE EAST SIDE, WITH PHASE ONE ON THE NORTH AND PHASE TWO HERE ON THE SOUTH.

I THINK IN THE PRESS OR IN THE MEDIA, BUT IN TERMS OF DEVELOPMENT FOR THAT SOUTHWEST QUADRANT, IT'S HUGE, AND I DID NOT THINK I'D SEE IT IN MY LIFETIME.

AND MOST DAYS WE WALK.

HE RIDES HIS BIKE TO SCHOOL BEHIND ME.

WHEN I FIRST WANTED TO COME TO THIS MEETING, I WANTED TO SPEAK ABOUT THE ROADS THAT CONNECT OUR NEIGHBORHOODS TO THAT ELEMENTARY SCHOOL, AS I BELIEVE THEY'RE COMPLETELY UNACCEPTABLE. I DIDN'T KNOW IT WAS A DON'T DRIVE WEEK IN CEDAR RAPIDS.

SO IN THAT SPIRIT, I WOULD OFFER ANYONE ON THE COUNCIL THE OPPORTUNITY TO JOIN ME ON A WALK FROM MY HOME TO THE SCHOOL.

YOU CAN USE MY BACKUP WHEELCHAIR, WHICH I THINK WOULD GIVE YOU A GREAT OPPORTUNITY TO EXPERIENCE MANY OF YOUR CONSTITUENTS WITH DISABILITIES EXPERIENCE WALKING ON THE ROADS HERE INSTEAD OF COMPLAINING ABOUT THE ROADS.

I WANT TO TALK ABOUT WHY WE HAVE TO TAKE THE ROADS TO BEGIN WITH.

IT WOULD SEEM LOGICAL TO ME TO CONSIDER BUILDING SIDEWALKS WHEN YOU'RE BUILDING A NEW ELEMENTARY SCHOOL, AT LEAST FROM THE MAIN ROADS, LIKE FIRST AVENUE TO THAT SCHOOL.

IF YOU JOIN ME ON OUR WALK, YOU WOULD FIND BUSY CORNERS WITH NO SIDEWALKS, PATCHES OF SIDEWALKS THAT ARE SO BUMPY MY CHAIR CAN'T GO OVER THEM.

RIGHT ANGLE. TALL CURVES THAT WE CAN'T GO AROUND, AND PATCHES WHERE THERE'S JUST NO SIDEWALKS AND WE CUT ACROSS PEOPLE'S LAWNS.

FOR CHILDREN WITH PARENTS WITH CHILDREN OR PARENTS WITH DISABILITIES LIKE ME IT'S A CHALLENGE.

BUT ALSO FOR KIDS WHO RIDE BIKES, PARENTS WHO USE STROLLERS, AND OTHERS WALKING.

I BELIEVE THAT AS A CITY, WE'RE FALLING SHORT IN OUR OBLIGATION TO PROVIDE SAFE AND ACCESSIBLE ROUTES TO PEOPLE WHO NEED IT.

AND JUST AS A FINAL NOTE, AS A CITIZEN WITH A DISABILITY, I'M AWARE THAT THESE ISSUES DON'T END AT MY NEIGHBORHOOD OR MY KIDS SCHOOL ALL OVER THE CITY, THERE'S EXAMPLES WHERE A LACK OF ACCESSIBILITY IS ALMOST COMICAL.

THERE'S ELECTRONIC DOOR BUTTONS TO STAIRWELLS, BUT NOT TO RAMPS.

THERE'S ACCESSIBLE PARKING SPOTS AT PARKS ON SUCH STEEP HILLS THAT ACCESSIBLE VANS CAN'T USE THEM.

MY LIST COULD GO ON AND ON, PARTICULARLY IN THE WINTER REGARDING SNOW REMOVAL, BUT IT JUST SEEMS TO ME THAT ENOUGH NOT ENOUGH THOUGHT IS BEING PUT INTO THESE PROJECTS AHEAD OF TIME.

LIKE SIDEWALKS, HEADING TO A NEW ELEMENTARY SCHOOL.

I'D HAPPILY MAKE MYSELF AVAILABLE FOR ANY QUESTIONS OR COMMENTS AFTER THIS.
