WELCOME, EVERYBODY TO THE CEDAR RAPIDS CITY COUNCIL MEETING FOR TUESDAY, OCTOBER 22ND, 2024.

ABSENT TODAY, COUNCIL MEMBER ANN POE AND WE HAVE ANGIE CHARIPAR AS ACTING CITY MANAGER IN TODAY FOR JEFF POMERANZ.

I'D LIKE TO WELCOME ALL OUR ACTING CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY AND AS ALWAYS, THANKS TO CITY STAFF FOR ATTENDING TODAY AND BEING AVAILABLE AFTER THE MEETING SHOULD WE HAVE ANY QUESTIONS FROM THE GALLERY TODAY.

AND A REMINDER TO PLEASE TURN OFF ANY CELL PHONES, ELECTRONIC DEVICES THAT MIGHT DISTRACT US FROM OUR PROCEEDINGS TODAY, AND NOTE THAT ALL OF OUR AGENDAS, MINUTES, VIDEOS ARE AVAILABLE ON OUR CITY'S WEBSITE.

GOD, WE THANK YOU FOR ANOTHER OPPORTUNITY TO COME TOGETHER TO COMBINE OUR THOUGHTS AND THE DECISIONS THAT WILL BE MADE FOR THE BETTERMENT OF OUR COMMUNITY. I PRAY THAT YOU GUIDE ALL THE CONVERSATIONS AND THE LEADERSHIP THAT IS INVOLVED HERE, AND BLESS EACH AND EVERY ONE OF THEM INDIVIDUALLY.

THIS IS MY LUCKY DAY.

GEEZ, ISN'T THIS A GOOD LOOKING GROUP HERE THAT WE HAVE LEADING THAT THESE GUYS GET IT DONE.

WELL, TODAY IT'S MY PRIVILEGE TO READ THE CITY OF CEDAR RAPIDS PROCLAMATION.

WHEREAS CHANGE IS CONSTANT AND AFFECTS ALL CITIES, TOWNS, SUBURBS, COUNTIES, BOROUGHS, TOWNSHIPS, RURAL AREAS, AND OTHER PLACES.

AND WHEREAS, COMMUNITY PLANNING AND PLANS HELP MANAGE THIS CHANGE IN A WAY THAT PROVIDES BETTER CHOICES FOR HOW PEOPLE LIVE, WORK AND PLAY. AND WHEREAS COMMUNITY PLANNING PROVIDES AN OPPORTUNITY FOR ALL RESIDENTS TO BE MEANINGFULLY INVOLVED IN MAKING CHOICES THAT DETERMINE THE FUTURE OF OUR COMMUNITY. AND WHEREAS THE FULL BENEFITS OF PLANNING REQUIRES PUBLIC OFFICIALS AND COMMUNITY MEMBER WHO UNDERSTAND, SUPPORT AND DEMAND EXCELLENCE IN PLANNING AND PLAN IMPLEMENTATION.

AND WHEREAS COMMUNITY PLANNING MONTH IS AN OPPORTUNITY TO HIGHLIGHT HOW PLANNING IS ESSENTIAL FOR GROWTH, REVITALIZATION AND RECOVERY AND HOW PLANNERS CAN LEAD COMMUNITIES TO MORE SAFE, RESILIENT, EQUITABLE AND PROSPEROUS OUTCOMES.

AND WHEREAS, THE CELEBRATION OF COMMUNITY PLANNING MONTH GIVES US THE OPPORTUNITY TO PUBLICLY RECOGNIZE THE PARTICIPATION AND DEDICATION OF THE MEMBERS OF PLANNING COMMISSIONS AND OTHER RESIDENT PLANNERS WHO HAVE CONTRIBUTED THEIR TIME AND EXPERTISE TO IMPROVE THE CITY.

NOW, THEREFORE, I, SCOTT OLSEN, ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CITY COUNCIL, DO HEREBY RECOGNIZE OCTOBER 2024 AS COMMUNITY PLANNING MONTH AND ENCOURAGE RESIDENTS TO RECOGNIZE THE VALUABLE CONTRIBUTIONS MADE BY THE PLANNERS OF CITY OF CEDAR RAPIDS AND EXTEND OUR HEARTFELT THANKS FOR THE CONTINUED COMMITMENT TO PUBLIC SERVICE BY THESE GREAT PROFESSIONALS.

AND I JUST WANT TO ACTUALLY ACKNOWLEDGE COUNCIL AND THE LEADERSHIP THAT WE GET FROM OUR CITY MANAGER'S OFFICE AS WELL, TO REALLY SEE THE IMPORTANCE OF PLANNING, ENGAGING OUR COMMUNITY AND MOVING US FORWARD INTO THE FUTURE TOGETHER.

THANK YOU MAYOR COUNCIL HALEY SEVENING WITH COMMUNITY DEVELOPMENT AND I AM JOINED THIS AFTERNOON BY ARTHUR KIM, WHO IS OUR CITIZEN REVIEW BOARD CHAIR.

AND I WILL ACTUALLY LET HIM GIVE THE PRESENTATION THIS AFTERNOON.

OH, WELL, WE'RE BACK AGAIN.

FIRST OFF, I WANT TO THANK CITY STAFF AND THE COUNCIL FOR YOUR GENEROUS SUPPORT AND JUST WHAT YOU DO FOR THE CITY EVERY DAY.

THE CITIZEN REVIEW BOARD HAS FINISHED THEIR ANNUAL REPORT FOR THE FY 2023-24 FISCAL YEAR.

AND WE'RE HAPPY TO REPORT OUT EVERYTHING THAT WE'VE BEEN DOING.

I WILL JUST TAKE THE CONTROLS HERE.

I'M NOT GOING TO BORE EVERYBODY WITH READING OFF EVERY SINGLE SLIDE, WORD FOR WORD, BUT I'LL JUST POINT OUT A COUPLE OF HIGHLIGHTS.

ON THIS FIRST SLIDE, YOU'LL SEE THAT THE SECOND BULLET POINT HERE, THE FIRST CRB MEETING WAS HELD IN JULY OF 2021.

SO WE ARE GOING ON JUST PAST THREE YEARS, IF MY MATH IS CORRECT.

AND WE ARE REALLY JUST STARTING TO HIT OUR STRIDE NOW.

IT'S TAKEN A LONG TIME TO GET OUR FEET UNDER US, WORKING AND BUILDING SOMETHING FROM SCRATCH; WORKING WITH THE POLICE, WORKING WITH MEMBERS OF THE COMMUNITY. IT'S BEEN IT'S BEEN A LONG TIME COMING, AND WE'RE JUST STARTING TO HIT OUR STRIDE AND YOU'LL SEE A LOT COMING FROM US MOVING FORWARD AS WELL.

THESE ARE OUR CURRENT MEMBERS, MYSELF AS CHAIR HAROLD WALEHWA.

AS VICE CHAIR I BELIEVE MYSELF AND MONICA VALLEJO ARE THE ONLY ORIGINAL CRB MEMBERS REMAINING RIGHT NOW, WE'VE HAD SOME TURNOVER, AS YOU CAN SEE, FORMER MEMBERS FROM LAST YEAR FINISHED OUT THEIR TERMS. AND WE'VE GOT ALMOST A FULL NUMBER RIGHT NOW, WE'RE STILL LOOKING FOR ONE MORE MEMBER.

BUT IT IS A GREAT GROUP AND OUR SUBCOMMITTEES ARE DIVIDED HERE, SO WE HAVE AN OPERATIONS COMMITTEE, A POLICY COMMITTEE, AND A COMMUNITY ENGAGEMENT COMMITTEE, WHICH WILL BE KIND OF DIVING IN DEEPER AND DEEPER INTO EACH SPECIFIC SUBCOMMITTEES PURPOSE MOVING FORWARD.

SO THE PAST YEAR, WHAT HAVE WE BEEN DOING? A LOT OF WHAT WE HAVE BEEN DOING HAS BEEN A LOT OF THE CORE WORK THAT THE CRB WAS PUT TOGETHER FOR.

WE'VE DONE A LOT OF CHIEFS REVIEWS, YOU'LL SEE LATER SOME INFORMATION ON THAT.

REVIEW OF JUST A LOT OF POLICE DATA.

WE'VE WORKED VERY CLOSELY WITH THE POLICE FORCE TO REFINE THE TYPES OF DATA THAT WE'RE LOOKING AT, WHAT THE GROUP IS LOOKING FOR, WHAT THE PUBLIC IS LOOKING FOR AND TRYING TO MANAGE HOW TO MAKE THAT DATA BOTH USEFUL AND DIGESTIBLE, FOR LACK OF A BETTER WORD.

IT'S A LOT OF INFORMATION, AND WE WANT TO MAKE SURE THAT EVERYONE CAN GET THEIR HANDS ON IT AND THEN EVERYBODY CAN UNDERSTAND IT.

WE'VE DONE A LOT OF TRAINING.

YOU SAW WITH THE NEW MEMBERS THAT WE HAVE ON THE BOARD, THE INITIAL TRAINING FOR CRB IS INTENSIVE.

AND THAT WE WERE HAPPY TO SAY THAT WE ARE DOING VERY WELL WITH CREATING TRAINING SCHEDULES AND GETTING EVERYBODY UP TO SPEED VERY QUICKLY.

TENANTS AND COMMUNITY EVENTS AND GETTING OUT IN THE PUBLIC IS ALWAYS A PRIORITY AND YOU'LL SEE THAT CONTINUE.

AND ONE OF THE MOST IMPORTANT PARTS THAT WE DID LAST YEAR WAS PART PLAY A ROLE IN THE POLICE CHIEF'S SEARCH, SO WELCOMING CHIEF DOSTAL ON.

THE CRB WAS ONE OF THE FIVE PERSON POLICE CHIEFS SEARCH COMMITTEE.

WE ALSO HAD MEMBERS, AS AN ASIDE ON CRB THAT WERE IN A SEPARATE ROLE ON VARIOUS OTHER SEARCH COMMITTEES FOR THE CHIEF.

SO WE HAD A VERY HIGH PRESENCE IN SELECTING THE POLICE CHIEF, AND WE TOOK THAT VERY SERIOUSLY.

COMMUNITY EVENTS.

WE ATTENDED THE BLACK BUSINESS EXPO, INTERCULTURAL FESTIVAL, FESTIVAL LATINO, ASIAN FEST, RESIDENT APPRECIATION DAY.

WE'VE SCALED BACK A LITTLE BIT ON ATTENDING COMMUNITY EVENTS IN PREPARATION TO LOOK AT OTHER WAYS TO ENGAGE THE COMMUNITY.

NOT TO SAY THAT THESE AREN'T IMPORTANT AND WE WON'T CONTINUE TO DO THESE, BUT WE WANT TO MAKE SURE THAT WE'RE USING EVERYONE'S TIME AS EFFECTIVELY AS POSSIBLE.

ONE OF THE THINGS THAT WE DO AT COMMUNITY EVENTS AND RESIDENT APPRECIATION DAY IS JUST ONE EXAMPLE OF THIS, WE DO HAVE A BOARD WHERE WE COLLECT COMMUNITY INPUT ON WHAT THEY ARE LOOKING FOR WITH THE CRB.

YOU'LL SEE HERE SUPPORT WITH INCREASED DIVERSITY, TRACKING DATA, COMMUNITY AWARENESS.

THESE ARE THE THINGS THAT WE'VE REALLY BEEN FOCUSING ON AS A GROUP.

AND YOU'LL SEE THOSE THINGS REALLY BE PART OF THE CORE OF WHAT THE CRB DOES, ALONG WITH POLICE CHIEF REVIEWS AND THOSE TYPES OF THINGS THAT WE CONTINUE TO DO.

FOR EACH OF THOSE EVENTS, WE USE THE SAME BOARD AND WE TRACK WHAT THAT BOARD LOOKS LIKE BEFORE THE EVENT AND AFTER THE EVENT, SO WE CAN ACTUALLY TRACK WHAT THE VOTING IS LIKE OVERALL AND FOR EACH OF THOSE SEPARATE EVENTS, CRB TRAINING.

WE MENTIONED A LITTLE WHILE AGO THAT IT IS INTENSIVE.

WE'VE GOT 30 HOURS WITHIN THE FIRST YEAR, TEN ADDITIONAL HOURS FOR CRB MEMBERS AND 16 HOURS OF RIDE ALONGS.

THIS IS IN ADDITION TO ANY COMMITTEE AND OUR COUNCIL AND SUBCOMMITTEE MEETINGS.

AND THEN WE ALSO HAVE TRAININGS FOR NACOLE, AND PART OF THOSE TEN HOURS WAS CRPD DEFENSIVE TACTICS AND SCENARIO TRAINING IN THE SIMULATOR, WHICH IS PHENOMENAL.

COMPLAINTS. THIS IS ONE OF THE CORE THINGS THAT WE DO WITH THE CRB.

YOU'LL SEE, FOR THE LAST YEAR WE'VE HAD 25 REPORTS REVIEWED WITH NO COMMENTS OR QUESTIONS.

THREE THAT WE DID HAVE COMMENTS, QUESTIONS OR REQUESTS.

WE DID HAVE TO REVISIT A FEW OF THEM.

ALL OF THEM WERE EVENTUALLY APPROVED WITHOUT ANY FURTHER COMMENTS.

THIS IS UP FROM LAST YEAR, I BELIEVE LAST YEAR WE HAD A TOTAL OF 22 ISH COMPLAINTS THAT WE REVIEWED.

I DON'T NECESSARILY SEE THIS AS A BAD THING.

THE NUMBER OF REPORTS THAT WERE WHERE WE ASKED FOR MORE INFORMATION, WHERE WE HAD QUESTIONS, ACTUALLY WENT DOWN.

IT SHOWS ME THAT THE PUBLIC IS MORE AWARE THAT THEY CAN MAKE COMPLAINTS THAT THEY ARE ENGAGING WITH THE POLICE MORE AND THAT THOSE QUESTIONS ARE ARISING, WHICH IS NOT NECESSARILY A BAD THING.

LOOKING AT THE CHIEF'S REPORTS THEMSELVES, YOU'LL SEE THAT MOST OF THE CHIEF'S REPORTS WERE FOUND UNFOUNDED, EXONERATED OR UNSUBSTANTIATED.

I WILL ACTUALLY POINT OUT THAT THE ONE SLICE OF THAT PIE THAT YOU ARE NOT SEEING IS POLICY FAILURE.

SO WE'RE STILL LOOKING AT POLICY, BUT WE ARE NOT SEEING MAJOR POLICY FAILURES AT ALL IN OUR REVIEWS.

AND THAT IS ACTUALLY A VERY GOOD THING.

THE TYPES OF CHIEFS REPORTS WE'RE TRACKING.

AND LOOKING FORWARD, YOU'LL SEE CONTINUED COMMUNITY ENGAGEMENT.

YOU'LL SEE THAT CORE WORK THAT WE'RE DOING WITH COMPLAINT REVIEWS, ENGAGEMENT, POLICY REVIEW, THAT TYPE OF THING CONTINUING.

WE HAVE A STRATEGIC PLANNING SESSION COMING UP IN THE NEXT TWO WEEKS ISH.

AND FROM THERE, YOU'LL SEE A COUPLE OF WORK PLANS COMING FORWARD FROM THE GROUP OVERALL AND FROM THE SUBCOMMITTEES.

AND IN THE COMING YEARS YEAR, WE SHOULD BE SEEING A LOT MORE OF THE SAME WORK THAT YOU HAVE BEEN SEEING FROM THE CRB.

BUT JUST DIGGING IN OUR HEELS A LITTLE BIT MORE AND GETTING A LITTLE DEEPER INTO WHAT WE ARE DOING WITH IT.

AND I THINK IT'S IMPORTANT, IT'S CRITICALLY IMPORTANT TO DO IT WITHOUT COUNCIL INTERFERENCE.

AND WE DO LIKE TO GET INVOLVED IN A LOT OF THINGS.

THIS IS ONE THAT WE HAVE NOT GOTTEN INVOLVED IN.

AND YOU'VE WORKED ORGANICALLY TO TO SORT OF DEVELOP YOUR OWN STANDARDS, BUT I HAVE TO COMMEND YOU, YOU'RE OUT IN THE PUBLIC, YOU'RE OUT THERE AT THE IN THE HEAT TELLING THE STORY, AND YOU ARE DOING EXACTLY WHAT I THINK IT WAS WE INTENDED FOR IT TO DO WHEN WE DEVELOPED IT.

AND SO THANK YOU FOR YOUR YOUR SERVICE THERE.

AND FROM THE CRB SIDE, JUST KNOW THAT WE SEE THAT WE RECOGNIZE THAT AND THANK YOU FOR IT.

AND WE DO STILL KNOW THAT IF WE EVER NEED TO REACH OUT TO CHIEF DOSTAL, IF WE EVER DO NEED TO REACH OUT TO THE COUNCIL, WE KNOW THAT WE CAN.

SO WE APPRECIATE THAT FREEDOM TO DO THAT.

I THINK THIS IS TELLS A LOT ABOUT OUR POLICE DEPARTMENT IN A POSITIVE SENSE, OF COURSE, BUT BUT I THINK IT'S IMPORTANT THAT, YOU KNOW, THERE'S ALWAYS ISSUES.

I DON'T CARE WHAT YOU DO THERE'S ALWAYS ISSUES THAT YOU HAVE TO ADDRESS DURING THAT.

IF YOU WERE TO LOOK BACK NOW DO YOU, DO YOU FEEL THAT YOUR YOU HAVE A NICE CROSS SECTION THAT ARE BEING APPOINTED TO THE BOARDS? HOW DO YOU FIND MEMBERS? BECAUSE I THINK IT'S IMPORTANT THAT ALL THE WE HAVE A CROSS SECTION OF THE COMMUNITY THAT THAT CAN BRING ISSUES FORWARD AND FEEL COMFORTABLE DOING THAT.

SO HOW DO YOU THINK THAT MIX IS GONE AND HOW DO YOU FIND A NEW BOARD MEMBER? RIGHT NOW I THINK WE HAVE A GOOD MIX OF BOARD MEMBERS.

I THINK THAT LOOKING FOR ANY GOOD GROUP OF BOARD MEMBERS IS DIFFICULT FOR THIS GROUP, ESPECIALLY, I THINK IT'S ESPECIALLY CHALLENGING BOTH BECAUSE OF THE TIME REQUIREMENTS THAT IT TAKES THE SUBJECT MATTER.

IT'S A HARD BOARD TO BE ON.

BUT IT'S NECESSARY AND IT'S AN IMPORTANT ONE.

AND I FEEL LIKE PEOPLE FEEL THAT WE HAVE LOST SOME MEMBERS BECAUSE IT WAS MORE THAN THEY EXPECTED IT TO BE.

BUT AT THE SAME TIME, WE'VE HAD SOME REALLY FANTASTIC MEMBERS JOIN ON, AND I THINK WE'VE GOT A GOOD MIX OF FOLKS RIGHT NOW THAT ARE GOING TO DO SOME GREAT WORK MOVING FORWARD.

ARTHUR, THANKS FOR YOUR LEADERSHIP TOO.

AND I'LL JUST REMIND COUNCIL MEMBER OLSON, IT IS A MAYOR APPOINTED BOARD POSITION.

SO IT IS I WOULD ECHO WHAT MR. KIM IS SAYING IN TERMS OF IT IS A ENGAGED BOARD.

IT REQUIRES ENGAGEMENT, WHICH ALWAYS REQUIRES A CERTAIN PERSON.

AND I THINK THE PEOPLE THAT ARE ON THE BOARD FEEL CALLED TO BE THERE SO.

COUNCIL MEMBER VANORNY.

YEAH. THANKS MAYOR.

MR. KIM, THANK YOU FOR YOUR SERVICE ON THIS.

I CERTAINLY UNDERSTAND WHY YOU NEED TO GO THROUGH THE PACES THAT YOU ARE TO BE ABLE TO WEIGH IN ON THIS.

DO YOU FEEL LIKE YOU'RE EMPOWERED TO MAKE SUBSTANTIAL CHANGE? I THINK WE ARE.

THERE'S ALWAYS GOING TO BE LIMITATIONS JUST BY BEING THE NATURE OF A CITY COMMISSION.

WITH ANY SITUATION THAT YOU FIND A GROUP LIKE THIS IN, THERE ARE GOING TO BE LIMITATIONS AND THERE ARE GOING TO BE OPPORTUNITIES.

I THINK AS LONG AS WE AS A GROUP CAN RECOGNIZE AND FOR LACK OF A BETTER TERM, EXPLOIT THOSE LIMITATIONS AND OPPORTUNITIES, I THINK THERE'S OPPORTUNITY FOR REAL CHANGE.

YEAH. THIS BOARD REALLY WASN'T CREATED, YOU KNOW, TO CHASE A PROBLEM THAT DIDN'T EXIST.

BUT I REALLY APPRECIATE YOU AND THE OTHER BOARD MEMBERS, YOU KNOW, HAVING THAT OVERSIGHT.

WHERE I'D LOVE TO SEE YOUR DIRECTION COMING BACK TO US IN THE YEARS TO COME, IS HOW WE CAN TRANSLATE THAT OUT, TO CONTINUE BUILDING PUBLIC TRUST WITH OUR WITH OUR RESIDENTS. SO ANYTHING THAT YOU ALL CAN DO WHEN YOU'RE TAKING THIS AND YOU'RE SEEING THAT AND YOU DON'T HAVE ANY FEEDBACK ABOUT HOW SOMETHING COULD HAVE BEEN DONE DIFFERENTLY IF YOU CAN HELP US WITH THAT, BECAUSE THAT'S PROBABLY ONE OF THE BIGGEST THINGS.

YOU KNOW, I THINK WE HAVE A HECK OF A POLICE DEPARTMENT, BUT WE REALLY HAVE TO STILL BUILD THAT PUBLIC TRUST WITH ALL PEOPLE OF ALL LANGUAGES AND BACKGROUNDS AND, YOU KNOW, MAKEUPS JUST SO THAT THEY UNDERSTAND THAT THESE ARE THE PEOPLE THAT ARE COMING TO HELP THEM.

SO APPRECIATE YOUR HELP.

WE DO NEED TO BE MINDFUL ABOUT HOW WE'RE SPENDING ANY OF OUR INCENTIVIZING CAPACITIES, BUT WE ARE IN A GREAT NEED FOR MARKET RATE HOUSING AS WELL.

AND I DO THINK THAT IT HELPS, AS WE'RE LOOKING FOR, TO ACTIVATE OUR DOWNTOWN.

SO I THINK OUR ONE BEDROOM UNITS RENT OUT TO $900, AND THEY WOULD RENT OUT TO $966 FOR ONE, $1164 FOR A TWO BEDROOM AND THEN $1349 FOR A THREE BEDROOM UNIT.

IT'S GOING TO BE FULLY MONETIZED.

WE HAVE A PLAYGROUND, BUSINESS COMPUTER CENTER, DOG PARK, CONNECTIVITY, THERE'S PROPER BUFFERING, LANDSCAPING.

THIS INCLUDES THE BLOCKS BETWEEN 1ST AVENUE AND 3RD AVENUE.

THE RIVER WALL REPAIR AND BALUSTRADE REPLACEMENT IS IS OUTLINED IN BLUE.

THAT'S THE EAST BANK OF THE CEDAR RIVER, RUNNING FROM 1ST AVENUE TO 3RD AVENUE, ALONG CITY HALL AND ALONG THE CRST SITE.

AND THEN THE AREA ABOUNDED IN RED AND HIGHLIGHTED IN YELLOW, THAT'S WHERE THE STORM SEWER PROJECT IS.

BASICALLY, WE'RE SEPARATING AND CREATING A CORRIDOR WHERE THE FLOOD CONTROL SYSTEM CAN GO AND MAKING SURE WE REPAIR THE WALLS BEFORE THAT GETS IN THERE. THE ARMY CORPS WOULD HOPEFULLY BE IN THERE AT THIS TIME NEXT YEAR.

SO LET'S TALK ABOUT THE RIVER WALL FIRST.

THERE'S SOME PICTURES HERE ON THE RIGHT SHOWING THE DETERIORATION OF THE OF THE WALL AND RAILING.

THIS WALL WAS BUILT IN 1930, SO IT'S ALMOST 100 YEARS OLD.

THERE ARE SPALLED CONCRETE AND DETERIORATION.

THAT WHITE SALT RESIDUE IS CALLED EFFLORESCENCE.

I WON'T GIVE YOU A CHEMISTRY LESSON TODAY, BUT IT CAN DETERIORATE THE SHOW A SIGN OF DETERIORATION AND WEAKENING OF THE STRUCTURAL STRENGTH OF THE CONCRETE.

YOU CAN SEE AT THE TOP THE RAILING IS BROKEN.

SOME OTHER THINGS ARE A LITTLE MORE ESTHETIC, BUT THERE'S MISMATCHED LIGHT FIXTURES AND LIGHT POLES.

GENERALLY SPEAKING, IT'S SHOWING ITS AGE FOR THE EXPOSURE OF NEAR-CENTURY TO THE ELEMENTS.

SO THE UPGRADED SCOPE, WE WILL REPLACE THE BALUSTRADE RAILING ENTIRELY.

WE WILL PATCH AND REPAIR THE RIVER WALL.

THERE WILL BE NEW CONDUIT, A NEW CONCRETE LIGHT POLES AND NEW FIXTURES.

THE CONCRETE LIGHT POLES WILL BE SIMILAR TO WHAT'S OUT THERE TODAY, AND THE FIXTURES WILL ALL BE THE SAME, THEY WILL NOT BE MISMATCHED AND THEY WILL MATCH THE DOWNTOWN LUMINAIRES THAT WE USE. AND THEN YOU MAY HAVE NOTICED THAT THE ENDS OF THE BRIDGES, THERE'S MONUMENTS THAT HAVE PLAQUES ON THEM AND THEY THEY GET HIT EVERY ONCE IN A WHILE AND THEN THEY'RE DISLOCATED.

THAT'S BECAUSE THEY'RE ACTUALLY NOT ATTACHED TO ANYTHING.

THEY'RE SITTING LOOSE. SO WE'RE GOING TO TAKE THOSE OFF AND WE WILL ACTUALLY POUR A NEW MONUMENT IN.

AND THAT WILL BE SECURED TO THE THE FOUNDATION THERE.

SO THOSE WON'T MOVE.

AND THEN WE'LL REPLACE THE BRIDGE PLAQUES ON THOSE.

SO AT THE END OF THIS WE'LL ACTUALLY HAVE THE PROPER REPAIRS OF ALL THE THINGS THAT ARE TO LOOK LIKE.

THERE'S BEEN SOME PREVIOUS DISCUSSION ABOUT THAT.

THERE'S SOME CODE CHALLENGES, FIRST OFF THAT THE THE RAILING IS TOO SHORT.

SO WE'RE TALKING ABOUT FALL PROTECTION.

THEY'RE ONLY 32IN HIGH AND THEY SHOULD BE TALLER THAN THAT.

AND THEN THE PILLAR OPENINGS THEY'RE THEY'RE WIDER THAN THE STANDARD FOUR INCHES.

SO YOU HAVE A PASS THROUGH CONCERN WHERE LET'S JUST SAY A SMALLER INDIVIDUAL OR A CHILD COULD POSSIBLY GET THROUGH THAT OPENING.

SO, YOU KNOW, OUR CHALLENGE IS WE WANT TO HAVE A STANDARD, STANDARD COMPLIANCE WITH THE CODE.

BUT WHAT THAT IS IS TYPICALLY A RAILING, YOU KNOW, WITH THE FOUR INCH CENTER POSTS.

AND THAT'S NOT CONSISTENT WITH THE CHARACTER OF THE NEIGHBORHOOD.

YOU MAY RECALL WE'VE DISCUSSED THIS PREVIOUSLY, SO I THINK THE TEAM HAS COME UP WITH A REALLY GOOD SOLUTION.

THERE ARE NEW PILLARS.

EVERY ONE WILL BE NEW PILLARS.

THEY'LL BE THE SAME SHAPE, BUT THEY WILL BE FOUR FOOT TALL.

SO THEY WILL MEET THE FALL PROTECTION.

ON THE RIVER SIDE OF THOSE PILLARS, THERE WILL BE SIX EQUALLY SPACED CABLES.

THOSE CABLES ARE VERY SMALL.

THEY'RE 5/32 OF AN INCH, SO THEY REALLY KIND OF BLEND IN TO THE BACKGROUND.

THIS WILL MEET THE HISTORIC STANDARDS THAT ARE SET BY THE SECRETARY OF INTERIOR.

THIS PICTURE TO THE RIGHT WOULD SHOW A TYPICAL PANEL.

NOW, IT MAY BE A LITTLE DARKER HERE, BUT YOU CAN SEE THAT THERE ARE SIX LINES HORIZONTALLY THAT THEY'RE NOT ATTACHED TO THE PILLAR OR TO THE SPINDLES THERE.

WE DON'T WANT AND SHOULDN'T HAVE ANY CONNECTIONS TO THE RIVER THAT CROSS UNDER THE FLOOD CONTROL SYSTEM.

SO WE BASICALLY NEED TO BUILD A NEW STORM SEWER SYSTEM ON THE WEST SIDE OF THE FLOODWALL.

ON THE LOWER LEFT THIS IS A DEPICTION OF THE, FROM OUR MASTER PLAN OF THE FLOODWALL.

THERE'LL BE A STORM SEWER SYSTEM ON THE WEST SIDE OF THAT FLOODWALL, AND THAT WILL LEAD DIRECTLY TO THE RIVER.

AND THEN WE'LL CREATE ANOTHER STORM SEWER SYSTEM ON THE PROTECTED SIDE OF THE FLOODWALL.

AND THAT WILL DRAIN THE AREA OF THE CITY HALL GROUNDS.

AND THOSE WILL GO TO THE 3RD AVENUE AND CRST PUMP STATION, WHICH IS, I WOULD SAY THAT IS THE ALLOWABLE CROSSING OF THE FLOOD CONTROL SYSTEM, BECAUSE THERE'S A PROPER GATE ON THAT THAT WILL PREVENT BACKUP FROM THE RIVER.

THIS WILL ALL ACCOMMODATE WORK BY THE ARMY CORPS OF ENGINEERS, WHO ARE STARTING TO GEAR UP FOR THAT WORK LIKE I SAID AT THE START OF THIS,

WE'RE WORKING ON FIRST TO THIRD, GETTING THOSE UTILITIES READY.

WE'VE DONE A LOT OF WORK.

YOU MAY RECALL STORM SEWER WORK, SAY, BETWEEN 5TH AND 7TH AVENUES.

AND WE'VE ALSO DONE SOME AT 4TH AVENUE.

THERE'S BEEN A LOT OF STORM SEWER WORK PREPPING FOR THIS FLOOD CONTROL SYSTEM DOWNTOWN.

THERE WILL BE NEW PAVEMENT AND RIVERWALK REPLACEMENT IN THIS LOWER RIGHT.

I DON'T EXPECT YOU TO SEE ALL THE STORM SEWER LINES, BUT WANTED TO JUST HIGHLIGHT THERE WILL BE NEW CONCRETE THERE FOR THE RIVERWALK WHEN ALL THAT STORM SEWERS WERE REPLACED.

I DID ALSO WANT TO LET YOU KNOW OF ONE ITEM THAT IS NOT CURRENTLY IN THE DOCUMENTS PLAN TO BE ADDED TOMORROW, THE ADDENDUM.

ALSO A FLOOD CONTROL SYSTEM ITEM.

THIS IS A PICTURE OF THE SHAVER ROAD BRIDGE OVER THE MCLEOD RUN THAT WAS BUILT FOR FLOOD CONTROL.

YOU CAN SEE THERE'S ABOUT A 65 FOOT SECTION THAT'S BEEN GOUGED OUT BY A SEMI.

THAT SHOULD NOT NORMALLY HAPPEN.

THIS HAPPENED DURING CONSTRUCTION WHEN THERE WAS A LANE CLOSURE AND WE NEED TO HAVE THAT REPAIRED.

WE WILL REPAIR.

IT'S VERY SIMILAR WORK TO THE RIVER WALL, WHICH IS WHY WE'RE TALKING ABOUT ADDING IT TO THIS CONTRACT.

THAT WILL PATCH THAT BARRIER RAIL AND RETAIN THAT, TRAFFIC WILL REMAIN OPEN WHILE WE DO THAT.

SO THIS IS ONE ADD THAT WE'RE LOOKING AT ADDING BY AN ADDENDUM TOMORROW.

SOME OF THE BENEFITS TO COMBINING THE PROJECTS AT CITY HALL WERE WOULD BE REDUCED RIVER WALK CLOSURE DURATION.

THERE'S ENOUGH CHALLENGES WITH CLOSURES FOR SAY FOR THE FLOODGATE AT 2ND AVENUE ALREADY, WE WANT TO KEEP PEDESTRIANS GOING, BEING ABLE TO WALK AS MUCH AS POSSIBLE.

THIS SHOULD ACCELERATE CONSTRUCTION.

IT SHOULD ALSO BE EFFICIENCY OF OUR USE OF SHARED WORK AREAS.

AND IF WE CAN GET THE STORM SEWER PUT IN THE SAME TIME AS THEY'RE DOING THE NEW BALUSTRADE RAILING, IT SHOULD NOT CAUSE ANY DAMAGE TO THE RAILING VERSUS IF WE HAD DONE IT LATER.

ALSO BENEFIT OF ADDING THE SHAVER ROAD BRIDGE RAIL WOULD BE EFFICIENCY LIKE I SAID BEFORE, SAME TYPE OF WORK AS THE RIVER WALL.

AND WE DID LOOK AT TRYING TO HAVE THE CONTRACTOR REPAIR THAT DAMAGE THAT WAS DONE.

HOWEVER, FOR WHATEVER REASONS, THAT WASN'T A WE WERE CONCERNED WITH THE PRICE.

IT WASN'T A PARTICULARLY COMPETITIVE PRICE.

SO WE WANTED TO GO BACK AND FOR THE PUBLIC, TAKE COMPETITIVE BIDS ON REPAIRING THE SHAVER ROAD.

SO THAT'S WHY WE WANT TO ADD THAT TO THIS CONTRACT.

SOME KEY FACTS ABOUT THIS PROJECT.

AS THE MAYOR SAID, THE PROBABLE OPINION OF PROBABLE CAUSE IS $1,020,000.

THAT'S BROKEN OUT TO $440,000 FOR THE RIVER WALL AND BALUSTRADE REPLACEMENT AND $580,000 FOR THE FLOOD CONTROL SYSTEM WITH THE CITY HALL STORM SEWER.

I WOULD NOTE THAT WE ESTIMATE THE WORK OF THE SHAVER ROAD REPAIRS THAT ARE NEEDED, MAYBE IN THE RANGE OF $50,000 THAT'S NOT INCLUDED IN THE PUBLISHED COST OPINION.

SO THE COST COULD COME IN A LITTLE BIT HIGHER BECAUSE OF THIS ADD.

AGAIN, IT'S IMPORTANT THAT IT BE DONE THOUGH.

THE BID OPENING IS ON OCTOBER 30TH OF THIS YEAR.

CONSTRUCTION WOULD BE REQUIRED, SUBJECT TO ACCEPTABLE BIDS TO BEGIN BY APRIL 1ST OF 2025, WITH CONSTRUCTION TO BE COMPLETE IN THE END OF JUNE OF 2025. AND WITH THAT, PUBLIC WORKS RECOMMENDS APPROVAL OF THIS CONTRACT.

AND SO THAT LITTLE DESIGN THING YOU SEE ON TOP, I DESIGNED THAT AND GAVE IT TO THE ENGINEER, AND MAYOR KENNEY BLESSED IT.

AND SO THE ONES THAT ARE SLOPED WERE THERE SO NOBODY COULD SIT AND FALL IN THE RIVER.

BUT IT'S NOT HISTORIC.

ADVOCATES FOR SOCIAL JUSTICE, OR ASJ, ONCE AGAIN ACKNOWLEDGES THE IMPORTANCE OF THE CITIZEN REVIEW BOARD, OR CRB, AND THE WORK IT TOOK BETWEEN ASJ AND THE CITY COUNCIL TOGETHER TO ESTABLISH THE CRB ORDINANCE.

CITIZEN OVERSIGHT OF BOTH INDIVIDUAL POLICE ACTIONS AND SYSTEMIC PATTERNS IN POLICING IS A KEY FEATURE OF ASJ'S ORIGINAL AGENDA FOR CEDAR RAPIDS, INCLUDING THE IMPORTANCE OF AMPLIFYING AND UPLIFTING THE VOICES OF THOSE WHO HAVE BEEN UNDERREPRESENTED OR OTHERWISE MARGINALIZED. ASJ STANDS READY TO CONTINUE MONITORING STATE ACTION IN THE NEXT YEAR'S LEGISLATIVE SESSION ON BEHALF OF EVERY COMMUNITY THAT IS HOPING TO ESTABLISH OR HAS ESTABLISHED A CITIZEN REVIEW BOARD.

WE HAVE ALSO BEEN FOLLOWING THE WORK OF THE CEDAR RAPIDS CRB THIS YEAR, AND APPRECIATED HEARING THEIR ANNUAL REPORT TODAY.

WE LOOK FORWARD TO ANALYZING IT IN MORE DEPTH IN THE COMING WEEKS ONCE WE ACTUALLY GET TO SEE THE THE FULL REPORT.

BUT HAVING NOT SEEN THE REPORT YET, BUT KNOWING THEY WERE ON THE AGENDA, I CAME PREPARED JUST TO HIGHLIGHT A COUPLE OF QUICK ISSUES THAT WE THINK ARE REALLY INDICATIVE OF THE CRITICALITY OF THE INSTITUTION.

FOR EXAMPLE, YOU HEARD THAT THE CRB HAS BEEN DOING A LOT OF WORK AROUND DATA COLLECTION AND USE, WHICH IS CRITICAL FOR ANY MISSION DRIVEN AND DATA INFORMED INSTITUTION.

I'D LIKE TO POINT OUT THAT THE CRB SPECIFICALLY HAS BEEN LOOKING AT DISPROPORTIONALITY IN THE DATA WE HAVE ON CITATIONS, ARRESTS, USE OF FORCE AND OTHER POLICE ACTIONS. AND IN FULFILLING THIS ROLE, THE CRB NOTED THAT THE POLICE DEPARTMENT'S DATA SYSTEM SHOULD INCLUDE ETHNICITY IN ADDITION TO RACE, WHICH WOULD ALLOW FOR BETTER DATA COLLECTION, IN PARTICULAR ON THE LATINO OR LATINX EXPERIENCES WITH LAW ENFORCEMENT IN CEDAR RAPIDS.

COLLECTING THESE KINDS OF DATA IS KEY TO THE POLICE DEPARTMENT'S ABILITY TO ANALYZE THE COMBINATION OF INCIDENTS, LOCATIONS, AND SOCIAL IDENTITIES IMPACTED BY POLICING.

AND WE UNDERSTAND THAT THE CEDAR RAPIDS POLICE DEPARTMENT RESPONDED TO THAT INSIGHT, AND THEY ARE WORKING TO IMPROVE THEIR DATA COLLECTION PROCEDURES TO ADD ETHNICITY TO THE RECORDED DATA.

WHICH IS ALL JUST TO REITERATE THAT THE ANALYSIS OF SYSTEMIC PATTERNS IS ONE OF THE VERY MOST IMPORTANT ROLES FOR THE CRB TO PLAY, AND THAT BY FULFILLING THEIR COMMITMENTS THIS PAST YEAR AND ANALYZING THE AVAILABLE DATA, THEY WERE ABLE TO IDENTIFY THIS KEY AREA FOR IMPROVEMENT.

THAT SAID, WHILE DEVELOPMENTS IN THE COLLECTION AND ANALYSIS OF DATA ARE INCREDIBLY VALUABLE, WE ARE LOOKING FORWARD TO MORE IN-DEPTH ANALYSIS OF WHAT TO DO ABOUT DISPARITIES THAT WE DISCOVER IN THE TYPES AND AMOUNTS OF POLICE INTERACTION IN OUR COMMUNITY THAT WE SEE AS WE LOOK AT THE DATA.

WE ARE COMFORTABLE IN SAYING THAT THE CRB STILL HAS A MEANINGFUL ROLE TO PLAY, AND THAT THEIR ROLE REALLY MUST BE EXPANDED.

THE DECANT SYSTEM OPERATES UNDER HIGH TEMPERATURES AND ATMOSPHERES WITH HIGH LEVELS OF HYDROGEN SULFIDE GAS, WHICH IS VERY CORROSIVE TO CONCRETE AND METAL SURFACES. THIS IMPROVEMENTS PROJECT INCLUDES THE REMOVAL AND REPLACEMENT OF ODOR CONTROL SYSTEMS AND ASSOCIATED PIPELINES.

FIRST, I WANTED TO MENTION ONE OF THE MAIN SOURCES OF THE STATISTICS FROM THE WALLETHUB.COM ARTICLE WAS THE FBI.

AND AS YOU KNOW, THE FBI WAS IN THE NEWS LAST WEEK BECAUSE THEY WERE REPORTING FALSE CRIME RATE DATA.

THEY PREVIOUSLY GAVE STATS SHOWING THAT OVERALL CRIME WAS FALLING WHEN IT WAS ACTUALLY RISING SEVERAL TIMES OVER.

SO THE ACCURACY OF THAT STUDY IS VERY QUESTIONABLE AT THIS POINT.

ALSO, THEY HAVE NO MENTION OF THE SAFETY OF OUR DRINKING WATER.

ON THE WEBSITE TAPSAFE.ORG IT RANKED CEDAR RAPIDS TAP WATER SAFETY AS NUMBER 345 OUT OF 406 US CITIES, AND THIS DOESN'T INCLUDE THE FACT THAT YOU INTENTIONALLY POISON OUR WATER WITH FLUORIDE.

THAT SHOULD BE LISTED AS A CRIME ON THAT REPORT, BY THE WAY.

LAST MONTH, THERE WAS A FEDERAL COURT RULING AGAINST THE EPA, THIS WAS SEVEN YEARS IN THE MAKING DUE TO EVIDENCE WHICH PROVED THAT FLUORIDE PRODUCES AN UNREASONABLE RISK TO CHILDREN BY LOWERING THEIR IQ.

SO THE EPA IS NOW FORCED TO REGULATE FLUORIDE AND CONSIDER THIS UNNECESSARY DANGER AND OTHER HEALTH RISKS.

AS OF SEPTEMBER THIS YEAR, YORKTOWN, NEW YORK AND SOMERS, NEW YORK POSSIBLY MORE CITIES AND STATES BY NOW THEY HAVE HALTED THEIR FLUORIDATION.

SO THE MASS POISONING OF AMERICA'S WATER SUPPLY IS BEGINNING TO BE STOPPED, EXCEPT IN THIS CITY.

I EMAILED YOUR UTILITIES DIRECTORY, ROY HESSEMANN, TO INQUIRE ABOUT THIS, AND HE STATED THAT THE CITY HAS NO INTENTIONS OF DISCONTINUING THE ADDITION OF FLUORIDE TO THE WATER.

THIS IS AN ACT OF TERRORISM.

SO YOU OWE US AN EXPLANATION AS TO WHY YOU INSIST ON INFLICTING BRAIN DAMAGE TO THE CHILDREN OF THIS CITY.

IT'S NOW SCIENTIFICALLY PROVEN THAT FLUORIDE CAUSES BRAIN DAMAGE, SOME MORE THAN OTHERS, DEPENDING ON HOW MUCH THEY CONSUME ON A DAILY BASIS.

EVEN A PREGNANT WOMAN DRINKING THE CITY TAP WATER IS DECREASING HER CHILD'S IQ BY A MINIMUM OF 1%, IF NOT MORE.

SO THEY'RE POISONED BEFORE BIRTH AND WE ALL KNOW SOMEBODY WHO'S PREGNANT AND YOUR NEGLIGENCE IS DESTROYING FUTURE GENERATIONS.

THE CITY MANAGER, MAYOR, ALL OF YOU HAVE PARROTED THE QUOTE, SAFETY IS OUR NUMBER ONE PRIORITY AND MENTAL HEALTH IS OUR NUMBER ONE PRIORITY, ALL WHILE POISONING US, LYING TO US, AND OF COURSE, YOU SIT UNDER THE MURAL OF A DEMON.

OVERALL, MAYOR, I FEEL MORE UNSAFE IN THE CITY NOW THAN I HAVE IN THE LAST 20 YEARS LIVING HERE.

SO I URGE YOU TO TAKE ACTION, BECAUSE I'LL WARN YOU, THE LAWSUITS ARE COMING NATIONALLY AND LOCALLY.
