AND THANKS, AS ALWAYS, TO CITY STAFF FOR BEING HERE AND WILLING TO ANSWER QUESTIONS AFTER THE MEETING.

WHEREAS HUMAN TRAFFICKING INVOLVES USING FORCE, FRAUD, OR COERCION TO EXPLOIT INDIVIDUALS FOR SEX OR LABOR, EXPLOITING MINORS FOR SEX IS HUMAN TRAFFICKING, REGARDLESS OF COERCION, AND CHILD PROSTITUTION DOES NOT EXIST.

AND WHEREAS IOWA HAS SEEN A RISE IN LABOR TRAFFICKING, PARTICULARLY AMONGST IMMIGRANT CHILDREN COERCED INTO EXPLOITATIVE WORK, OFTEN ALONGSIDE SEXUAL EXPLOITATION AND ILLEGAL ACTIVITIES SUCH AS DRUGS, DRUG, AND ARMS TRAFFICKING.

AND WHEREAS, DESPITE INCREASED ADVOCACY, FEWER THAN 5% OF TRAFFICKING CASES IN THE MIDWEST RESULTED IN CONVICTIONS IN 2023.

AND HUMAN TRAFFICKING REMAINS SEVERELY UNDERREPORTED, WITH ONLY 1% OF VICTIMS IDENTIFIED.

AND WHEREAS EVERY INDIVIDUAL, ORGANIZATION AND BUSINESS CAN HELP PROTECT THE VULNERABLE BY ADDRESSING INTERNET SEX TRAFFICKING, ESPECIALLY TARGETING IOWA'S CHILDREN, 1 IN 5 YOUTH AGED 10 TO 17 REPORT BEING APPROACHED BY ONLINE PREDATORS, WITH SOCIAL MEDIA PLATFORMS FLAGGING MILLIONS OF PIECES OF CHILD ABUSE MATERIAL IN 2023.

AND WHEREAS THE CITY OF CEDAR RAPIDS SUPPORTS CHAINS INTERRUPTED AND PROVIDING OUTREACH, EDUCATION, LEGISLATIVE ADVOCACY, TRAINING AND SERVICES FOR TRAFFICKING SURVIVORS WHILE COLLABORATING WITH LAW ENFORCEMENT. NOW, THEREFORE, I ASHLEY VANORNY ON BEHALF OF MAYOR TIFFANY O'DONNELL OF CEDAR RAPIDS, IOWA AND THE ENTIRE CITY COUNCIL DO HEREBY RECOGNIZE JANUARY AS HUMAN TRAFFICKING PREVENTION AND AWARENESS MONTH AND ENCOURAGE RESIDENTS TO STAY INFORMED, REPORT SUSPICIOUS ACTIVITY, AND WORK TOWARDS ENDING TRAFFICKING IN ALL ITS FORMS. THANK YOU SO MUCH. I'M THERESA DAVIDSON, CEO OF CHAINS, INTERRUPTED.

AND, YOU KNOW, IT'S DIFFICULT TO IMAGINE THAT HUMAN TRAFFICKING EXISTS IN IOWA COMMUNITIES, BUT IT DOES. TAKE THE CASE OF LEILA. NAME CHANGED FOR PRIVACY.

A 16-YEAR-OLD GIRL WHO GOT AWAY FROM THE TRAFFICKER THAT BROUGHT HER TO IOWA FROM ANOTHER STATE.

SHE WAS FOUND HIDING IN A BUSINESS IN CEDAR RAPIDS.

LEILA DIDN'T KNOW WHO TO TRUST AND WAS TOO SCARED TO BE FORTHCOMING ABOUT HER SITUATION.

BUT FORTUNATELY, THIS BUSINESS HAD TAKEN TRAINING BY CHAINS, INTERRUPTED, AND RECOGNIZED THE SIGNS OF TRAFFICKING FROM THE TRAINING.

THEY ALSO KNEW HOW TO TALK WITH THE TEEN IN A WAY THAT DIDN'T SCARE HER OFF OR TRAUMATIZE HER FURTHER.

THEY CALLED CHAINS, INTERRUPTED TO TALK THEM THROUGH THE NEXT STEPS, AND WE ARE HAPPY TO REPORT THE GIRL IS SAFE AND BACK WITH THE FAMILY IN THE STATE THAT SHE CAME FROM. SADLY, LEILA IS JUST ONE OF MANY VICTIMIZED BY THIS CRIME.

ENGINEER'S OPINION OF PROBABLE COST IS $2,830,000.

THE BID OPENING IS SCHEDULED FOR JANUARY 22ND, WITH CONSTRUCTION TO START IN THE SPRING OF 2025 AND COMPLETION IN THE LATE FALL OF 2025.

THIS PROJECT INCLUDES TOTAL CURB AND GUTTER REPLACEMENT, ASPHALT RESURFACING, RECONSTRUCTION OF THE EIGHTH STREET INTERSECTION ALONG WITH WATER MAIN SERVICE REPLACEMENT AND CURB RAMP REPLACEMENT FOR ADA ACCESSIBILITY. THE ENGINEER'S OPINION OF PROBABLE CAUSE FOR THIS PROJECT IS $4,390,000.

THE BID OPENING IS TOMORROW, JANUARY 15TH, 2025, AND WE EXPECT CONSTRUCTION TO START IN THE SPRING OF 2025, WITH COMPLETION IN THE LATE FALL OF 2026, SO THIS WILL BE A TWO YEAR PROJECT.

AND THERE'S SOME NEW PEOPLE IN THERE NOW. AND I WANT TO MAKE SURE THAT WE MAKE SURE ALL BUSINESS OWNERS UNDERSTAND WHAT MAY HAPPEN, BECAUSE I THINK THERE'S 4 OR 5 EASILY ALONG THAT STRETCH, JUST DOWN IN THE CORE AREA.

YES. WE DON'T EXPECT THE ROADWAY TO BE CLOSED FOR AN ENTIRE YEAR.

IT'LL BE DONE IN SECTIONS. AND THOSE PIECES HAVE ALREADY BEEN.

GOOD AFTERNOON, MAYOR AND COUNCIL. KEN DEKEYSER WITH PUBLIC WORKS DEPARTMENT. THIS PROJECT WOULD EXTEND A PCC OR CONCRETE PAVING FROM SIXTH STREET TO SOUTHWEST TO 1350 FEET WEST, REPLACING EXISTING GRAVEL SURFACE.

IT ALREADY HAD BID ON DECEMBER 18TH, AND IT WOULD HAVE A SPRING LATE START DATE.

THIS IS LOCATION MAP JUST SHOWING WEST OF SIXTH STREET.

THIS WAS DONE IN CONNECTION WITH THE STATE OF IOWA RISE GRANT THAT WAS AWARDED ALSO IN CONNECTION WITH THE FEDEX FACILITY THAT WAS RECENTLY BUILT NEAR SIXTH STREET IN WALFORD.

11 BIDS WERE RECEIVED, RANGING FROM THE LOW BID OF $1,032,823.66, UP TO $357,258.90. AND FOR NOW, WE ARE GOING TO TAKE THIS TO THE IOWA DOT AND HAVE THEM REVIEW, AND THEN WE WILL COME BACK TO THE COUNCIL WITH A SUGGESTED ACTION. THANK YOU. OKAY.

THE PROJECT IS EXPECTED TO START THIS SPRING IN 2025 AND BE COMPLETED EITHER IN LATE 2025 OR EARLY 2026.

NINE BIDS WERE RECEIVED ON JANUARY 8TH FOR THIS PROJECT, RANGING FROM $4,336,112.55 TO $5,595,021.70. THE PUBLIC WORKS DEPARTMENT RECOMMENDS APPROVAL OF THE RESOLUTION TO AWARD THE CONTRACT.

SO WE RECEIVED A REQUEST FROM SHOPS AT CEDAR RAPIDS LLC FOR ABOVE STANDARD CITY FINANCIAL INCENTIVES.

THE PROJECT DOES QUALIFY UNDER THE BROWNFIELD GRAYFIELD ECONOMIC DEVELOPMENT PROGRAM. THIS BUILDING HAS REQUIRED SIGNIFICANT REMEDIATION OF CONTAMINANTS TO ALLOW FOR REDEVELOPMENT.

THE INCENTIVE WOULD PROVIDE A TEN YEAR, 100% REBATE OF THE INCREASED TAXES GENERATED BY THE PROJECT.

THIS IS A $25 MILLION CAPITAL INVESTMENT PROJECT FOR THE RENOVATION OF THE FORMER SEARS BUILDING.

ROUGHLY 120,000 SQUARE FOOT OF BUILDING. THE TENANT IS A NATIONAL RETAILER, AND PART OF THE PROJECT WOULD INVOLVE A YEAR-ROUND MULTI-PURPOSE OUTDOOR FIELD.

CONSTRUCTION WOULD COMMENCE HERE IN AUGUST OF 25 AND COMPLETE BY MARCH OF 26.

EMPLOYMENT IS EXPECTED TO HAVE A TOTAL OF 110 TOTAL RETAINED AND NEW FULL-TIME JOBS.

YOU'LL NOTICE THIS OUTDOOR FIELD WHAT THEY'RE DOING IS THEY ARE REMOVING THE AUTOMOTIVE BAYS THAT CURRENTLY EXIST OFF THAT CORNER TO ALLOW FOR THIS SPACE FOR THIS FIELD.

SO HERE IS A RENDERING OF THE ENTRANCE FROM COLLINS ROAD, WHICH WILL BE THE PRIMARY ENTRANCE.

THE FIRST AVENUE ENTRANCE WILL LOOK SIMILAR, JUST MAYBE A LITTLE SMALLER.

FACADE ON THE ON THE FRONT OF THE BUILDING. STAFF RECOMMENDS APPROVAL OF THE RESOLUTION OF SUPPORT AUTHORIZING THE TEN YEAR, 100% REBATE OF INCREASED TAXES. AN ESTIMATED $3.4 MILLION IN TAXES WOULD BE GENERATED OVER A TEN YEAR PERIOD, OF WHICH 2.1 MILLION WOULD BE REBATED. SO TODAY, WE'RE HERE TO CONSIDER THE RESOLUTION OF SUPPORT.

DO YOU REMEMBER WHAT THE BASE TAX WAS? I DIDN'T HAVE A CHANCE TO LOOK THAT UP, BUT I JUST THAT WASN'T IN THERE.

BUT I THINK PEOPLE NEED TO KNOW THEY'RE STILL GOING TO BE PAYING TAXES. IT'S JUST IT'S ONLY ON THE NEW IMPROVEMENTS.

AND THAT'S TRUE WITH MOST OF THE PROJECTS THAT ARE BROUGHT TO COUNCIL, THAT THOSE EXISTING TAXES THAT WERE BEING PAID PRIOR TO A REDEVELOPMENT OF A BUILDING CONTINUE TO BE PAID AND ARE NOT REBATED OR EXEMPTED, DEPENDING ON WHICH TOOL WE USE.

THOSE BASE VALUES THAT ARE CURRENTLY BEING PAID CONTINUE TO BE PAID.

THANK YOU COUNCILMEMBER. THANK YOU. MAYOR. SO, SCOTT IN THE DEVELOPMENT AGREEMENT, WILL WE BE GETTING RID OF ANY OF THE SURFACE PARKING SURROUNDING THAT THE FRONT OF THAT AREA ASSOCIATED ON THE ON THE FIRST AVENUE SIDE.

PASSING HAS BEEN VACANT SINCE THEN. THE STANDARD INCENTIVE PROVIDES A TEN YEAR DECLINING SCALE EXEMPTION OF THE NEW VALUE IN TAXES.

THIS IS A $1.25 MILLION INVESTMENT. CALLS FOR THE RENOVATION OF THE 62,000 SQUARE FOOT INDUSTRIAL BUILDING, WHICH WILL INVOLVE REPLACING THE ROOF, FIXING BROKEN WINDOWS, REPLACING DAMAGED SIDING, AND ALSO SOME NEW ELECTRICAL.

CONSTRUCTION WOULD BEGIN HERE IN APRIL OF 25 AND COMPLETE BY THE END OF THE YEAR 2025.

THIS IS EXPECTED TO GENERATE AROUND TEN NEW JOBS.

AND OFTEN JUST DUE TO, YOU KNOW, IT COULD BE A VARIETY OF THINGS, BUT A LOT OF TIMES IT'S JUST TIME. THEY WANT SOMETHING THAT'S AVAILABLE THAT THEY CAN MOVE INTO IN RELATIVELY SHORT ORDER AND NOT HAVE TO WAIT FOR THE CONSTRUCTION CYCLE TO OCCUR.

AND SO WE'VE HAD TO, YOU KNOW, RESPOND BACK ON, ON A FEW RECENTLY WHERE WE REALLY DON'T HAVE A LOT OF OPTIONS CURRENTLY AVAILABLE.

THIS HAPPENS TO BE ONE THAT WE'VE PROVIDED THAT WE'RE LIKE, WELL, IT SHOULD BE AVAILABLE MAYBE LATER IN 25, BEGINNING OF 26, BUT WE DON'T REALLY KNOW. AND SO HAVING SOME OF THESE IN PLACE WE FEEL WILL REALLY BE A WAY TO PROVIDE FOR GROWTH IN OUR COMMUNITY. TO PROVIDE OPPORTUNITIES WHERE COMPANIES CAN CHOOSE CEDAR RAPIDS AND GET IN RELATIVELY QUICKLY AND CHOOSE CEDAR RAPIDS.

AND HERE'S THE COMPANY COMING. IT'S CREATING THIS MANY JOBS, AND THAT'S BUILT INTO THE DEVELOPMENT AGREEMENT. SO EXPLAIN YOU AND I VISITED ABOUT THIS.

THEY DON'T HAVE TENANTS YET. THEY'RE GOING TO BUILD THE BUILDING SO THAT IT'S READY FOR TENANTS WHEN THEY APPEAR.

BUT IT HAS A JOB DESCRIPTION. SO EXPLAIN HOW YOU'RE BUILDING THAT INTO THE DEVELOPMENT AGREEMENT.

SO MOST IF NOT ALL OF THE COMMERCIAL PROJECTS THAT WE BRING TO COUNCIL HAVE AN EMPLOYMENT REQUIREMENT, A THRESHOLD THAT GETS NEGOTIATED AT THE DEVELOPMENT AGREEMENT.

AND WE HAVE A PROCESS FOR AN ANNUAL CERTIFICATION OF EMPLOYMENT THAT WE REACH OUT AND REQUIRE THE THE DEVELOPER OR COMPANY, WHOEVER WE HAVE THAT DEVELOPMENT AGREEMENT WITH, TO SHOW PROOF OF HOW MANY EMPLOYEES ON AVERAGE, THAT THEY HAVE ON A MONTHLY BASIS FOR THE PRIOR 12 MONTHS.

AND DEPENDING ON THE LANGUAGE OF THE DEVELOPMENT AGREEMENT, IF THEY DON'T HAVE THOSE, THEY DON'T MEET THAT THRESHOLD. THEY MAY NOT BE ELIGIBLE FOR THAT YEAR'S INCENTIVE. AND SO WE DON'T TACK THAT ON TO ADD ANOTHER YEAR AT THE END.

THEY JUST ARE NOT ELIGIBLE. OR PERHAPS DEPENDING ON HOW IT WAS WRITTEN, THEY MIGHT BE ELIGIBLE FOR A PORTION OF OF THE INCENTIVE.

AND SO THAT'S TRUE WITH ALL OF OUR DEVELOPMENT AGREEMENTS, WE BAKE IN A AN EMPLOYMENT THRESHOLD THAT THEY HAVE TO MEET.

AND SO THERE IS A BIT OF RISK IN THESE SITUATIONS WHERE YOU KNOW, WHEN A DEVELOPER IS LOOKING TO CHOOSE A TENANT AND IF THE TENANT DOESN'T HAVE A LOT OF EMPLOYEES NOW, IT KIND OF IT MAY AFFECT THEIR DECISION ON WHETHER OR NOT TO LEASE TO THAT COMPANY.

FIVE YEAR PLAN STILL DOESN'T ALLOCATE ANY FUNDS FOR DISC GOLF, DESPITE A 2021 SURVEY CONDUCTED BY PARKS REGARDING THE REVAMPING OF JONES PARK AFTER THE GOLF COURSE CLOSED, THEIR SURVEY SHOWED THAT 32% OF PEOPLE IDENTIFIED DISC GOLF, 20% IDENTIFIED PICKLEBALL,

AND A SMALLER NUMBER IDENTIFIED A DOG PARK AS THEIR TOP CHOICES.

THE PICKLEBALL COURTS HAVE BEEN BUILT AND $1.2 MILLION ARE ALLOCATED FOR THE JONES DOG PARK OVER THE COURSE OF 2025 TO 2026, WITH $864,500 BEING ALLOCATED IN 2025 AND $350,000 BEING ALLOCATED IN 2026. UNFORTUNATELY, DISC GOLF IS ABSENT FROM THE IMPROVEMENT PLAN DESPITE THE SURVEY RESULTS FROM 2021.

BECAUSE OF DISC GOLF'S RELATIVELY LOW INSTALLATION COSTS AND ITS POPULARITY AMONG THE CITIZENS OF CEDAR RAPIDS AND MORE BROADLY, EASTERN IOWA. WE WOULD LIKE THE COUNCIL TO CONSIDER ALLOCATING FUNDS OR TO ADVISE THE PARKS DEPARTMENT TO ALLOCATE FUNDS SPECIFICALLY FOR ONE DEVELOPING NEW DISC GOLF COURSES AND TWO FOR MAINTAINING AND IMPROVING THE EXISTING COURSES AT JONES PARK AND SCHAFER PARK.

ARMY VET. I'M ALSO THE PRESIDENT OF THE OF THE FREEDOM FOUNDATION.

AND I'M INVOLVED IN OTHER VETERAN ORGANIZATIONS IN LINN COUNTY.

SO LAST YEAR I CREATED OUR FIRST VETS DISC GOLF CLUB IN CEDAR RAPIDS.

IT'S DONE VERY WELL, AND IT'S MADE I'M HERE BECAUSE OF WHAT I'VE SEEN DISC GOLF DO FOR VETERANS, NOT JUST VETERANS, CIVILIANS. BUT MY EMPHASIS IS FOR VETERANS.

I WANT TO BRING UP THEIR NAMES BECAUSE I'LL KEEP IT PRIVATE.

BUT I'VE GOT A COUPLE OF VETERANS THAT THEY VOLUNTEERED AT THE FREEDOM FOUNDATION.

I STARTED TALKING TO THIS GUY LIKE, HEY, YOU WANT TO GET OUT? BECAUSE THE GREAT THING ABOUT DISC GOLF AND A VETERAN IS GETTING OUTSIDE.

USUALLY WHEN YOU SERVE OR WHATEVER, WHEN YOU'RE DEPLOYED, YOU'RE OUTSIDE AND YOU'RE WITH YOUR OTHER COMMODITIES, AND IT'S JUST A GOOD ENVIRONMENT. SO, WHAT I THOUGHT IS, HEY, I'LL CREATE THIS VET DISC GOLF CLUB, OF WHICH I HAD APPLIED TO. I MADE A NATIONAL TEAM OUT OF ATLANTA, GEORGIA.

IT'S CALLED VETS DISC GOLF CLUB. I ASKED HIM, I SAID, HEY, I WANT TO CREATE MY OWN CHAPTER IN CEDAR RAPIDS, IOWA. SO THEY ALLOWED ME. SO FROM THERE, THAT'S WHEN I WAS LIKE, YOU KNOW WHAT? MY GOAL IS TO EVEN IF I GET 1 OR 2 VETS, IF I'M GETTING THEM OUTSIDE AND I'M HELPING THEM BECAUSE IT HELPS WITH YOUR MENTAL STATE AND EVEN YOUR PHYSICAL STATE, BECAUSE USUALLY WHEN YOU DISC GOLF, YOU WALK BETWEEN 3 TO 4 MILES AND YOU DON'T HAVE TO WALK IT SUPER FAST.

YOU CAN TAKE IT AT YOUR OWN PACE OR WHATEVER.

AND THE THING ABOUT WHEN YOU'RE OUTSIDE, TOO, IS YOU'RE WITH NATURE.

YOU SEE BIRDS AGAIN; YOU'RE WITH VETERANS OR FAMILIES OR WHATEVER.

AND I FEEL DISC GOLF IS VERY GOOD FOR OUR VETERANS.

AND SADLY SO, WE HAVEN'T BUILT A NEW DISC GOLF COURSE IN CEDAR RAPIDS SINCE 1999.

THAT WAS SHAFFER. THE OTHER ONE BESIDES THAT IS JONES PARK, 1996.

AS AARON DISCUSSED WITH YOU GUYS, IT'S NOT A LOT OF MONEY, AND WE'RE WILLING TO DO A LOT OF THE WORK.

WE HAVE DONE A LOT OF THE WORK AT SHAFFER. I'VE BROUGHT MY OWN TRACTOR.

I'VE DONE THIS AND THAT. ANYTHING TO MAKE A DIFFERENCE BECAUSE I WANT TO SEE VETS, FAMILIES, WHATEVER, GET OUTSIDE. IT'S NOT JUST ABOUT VETS BECAUSE I DO SEE EVEN FAMILIES.

I SEE A GUY AND A GAL BRING THEIR KIDS AND GO THROW AROUND A DISC AND IT'S AMAZING.

IT'S LIKE, OH, WOW, THAT'S COOL. MY KIDS ARE GROWN, SO THEY'RE NOT BIG INTO THAT.

BUT SOMETIMES THEY'LL GO, BUT DISC GOLF. FOR ME, EVEN AS A VETERAN, IT HAS CHANGED MY LIFE A LOT BECAUSE A LOT OF VETS LIKE ME THAT DEAL WITH PTSD OR DEAL WITH LET'S SAY DEPRESSION OR ALL THE BAD THINGS THAT COME WITH PTSD. YOU WANT TO ISOLATE. SO WHEN I'M ABLE TO GET OUR VETS TO GO OUT, YOU KNOW, YOU'RE NOT ISOLATING.

YOU'RE NOT THINKING ABOUT WHEN I WAS DEPLOYED OR ALL THE BAD THINGS THAT HAVE HAPPENED TO ME.

YOU'RE THINKING ABOUT THEM NOW. YOU'RE THINKING ABOUT, OH, WOW, I JUST THREW A DISC 225FT.

THAT'S PRETTY COOL. OR I MADE A 15 FOOT PUTT AND YOU GUYS WOULD BE AMAZED.

YOU KNOW, THE THING IS, ANOTHER REASON WHY I WAS ABLE TO GET THEM DISC GOLFING, TOO, IS MY DISC GOLF CLUB.

NO ONE SAYS YOU NEED 100 FRISBEES, LIKE MY WIFE TELLS ME, BUT IT'S, YOU KNOW, YOU JUST HAVE A FEW DISCS.

AND THAT'S THE GREAT THING ABOUT THE SPORT IS IT DOESN'T TAKE A LOT OF MONEY, BUT THE BEAUTY OF IT IS YOU GET OUTSIDE.

WE HAD A GOOD TIME. AND THE BEAUTY OF IT IS, IN THEM HOURS, WE'RE NOT FOCUSING ON OUR PTSD, OUR MENTAL STATE, OUR PHYSICAL STATE. WE'RE JUST THINKING ABOUT THE NOW AND HAVING A GREAT TIME.

I DID WANT TO ACKNOWLEDGE WE SAW A TREMENDOUS AMOUNT OF SUCCESS IN ECONOMIC DEVELOPMENT THAT WAS APPROVED BY THE MAYOR AND CITY COUNCIL, AND IT'S BEEN SAID, BUT IT'S BEEN A LOT OF WORK BY A LOT OF PEOPLE.

AND CERTAINLY, OUR ECONOMIC DEVELOPMENT FUNCTION IS LARGELY TO, TO BE THANKED AND RESPONSIBLE, BUT A TREMENDOUS NUMBER OF DEPARTMENTS PARTICIPATED TO MAKE IT A SUCCESS.

SO, YOU KNOW, FOR INSTANCE, WHEN WE TALK ABOUT SOME OF THE PROJECTS, WE WANT TO MAKE SURE THEY'VE GOT ADEQUATE STREETS AND ADEQUATE UTILITIES AND ALL THE OTHER FUNCTIONS THAT ARE NECESSARY. SO A LOT OF TEAMWORK.

BUT I ALSO WANT TO ACKNOWLEDGE THE MAYOR AND CITY COUNCIL.

WE HAD HAD COUNCIL MEMBER OVERLAND MENTIONED THE UNESCO PROJECT, THE INTERNATIONAL FOOD BASED COMPANY, AND WE MET WITH THEM ABOUT SIX MONTHS AGO AND HAD DINNER.

THE MAYOR AND I WERE BOTH PRESENT AND OTHER STAFF MEMBERS, AND WE TALKED ABOUT ALL THE ADVANTAGES OF CEDAR RAPIDS.

AND REALLY WHAT WAS INSPIRING WAS THEY SAID, WE KNOW WE CAN DO THIS FOR LESS SOMEWHERE ELSE.

WE HAVE OTHER FUNCTIONS IN OTHER PARTS OF THE WORLD AND OTHER PARTS OF THE UNITED STATES WHERE THIS COULD GO.

SO WE'RE NOT NECESSARILY THE CHEAPEST, THE LESS EXPENSIVE OPTION, BUT THE COMPANY, BECAUSE OF THE PEOPLE THAT WORK AT THE COMPANY AND BECAUSE OF THE COLLABORATION WITH CITY GOVERNMENT AND THE COMMUNITY AND, AND THE STATE, THEY WANTED TO BE IN CEDAR RAPIDS, THEY MADE THAT CHOICE AGAIN, NOT NECESSARILY THE ONE OF FINANCIAL BENEFIT IN THE IN THE SHORT TERM, BUT IN THE LONG TERM IT WAS A GREAT CHOICE FOR THEM.

AND SO I JUST WANTED TO THANK THE COUNCIL AND THE MAYOR FOR THE SUPPORT THAT WE GET IN ORDER TO MAKE THESE PROJECTS HAPPEN.
