I'D LIKE TO NOTE THAT MY COLLEAGUE MARTY HAGER IS ABSENT FROM OUR MEETING TODAY.

I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR ASSISTANT CITY ATTORNEY.

AND THANKS, AS ALWAYS, TO CITY STAFF FOR BEING HERE AND WILLING TO ANSWER QUESTIONS SHOULD WE NEED YOU BEFORE OR AFTER THE MEETING.

SO I'D LIKE TO INVITE THOSE OF YOU WHO ARE HERE TO COMMEMORATE THAT, TO JOIN MAYOR PRO TEM POE AT THE DAIS.

THANK YOU FOR BEING HERE. YES. THANK YOU. THIS IS A PROCLAMATION FOR THE CITY OF CEDAR RAPIDS.

WHEREAS BIG BROTHERS, BIG SISTERS OF CEDAR RAPIDS AND EAST CENTRAL IOWA HAS BEEN A PILLAR OF MENTORSHIP IN OUR COMMUNITY FOR 50 YEARS, CREATING AND SUPPORTING 1 TO 1 MENTORING RELATIONSHIPS THAT IGNITE THE POWER AND THE PROMISE OF YOUTH.

AND WHEREAS THIS 50TH ANNIVERSARY MILESTONE MARKS A LEGACY OF DEDICATION, INNOVATION, AND AN UNWAVERING COMMITMENT TO CREATING EQUITABLE OPPORTUNITIES FOR YOUNG PEOPLE ACROSS CEDAR RAPIDS AND EAST CENTRAL IOWA.

AND WHEREAS, ON THIS INTERNATIONAL DAY OF MENTORING, WE HONOR, HONOR THE MENTORS, SUPPORTERS AND ADVOCATES WHO HAVE MADE THIS WORK POSSIBLE AND RECOGNIZE THE VITAL ROLE MENTORSHIP PLAYS IN BUILDING A STRONGER AND MORE CONNECTED COMMUNITY.

THEREFORE, I, ANN POE ON BEHALF OF MAYOR TIFFANY O'DONNELL, AND THE ENTIRE CEDAR RAPIDS CITY COUNCIL, HEREBY RECOGNIZE JANUARY 17TH AS A DAY OF MENTORING CELEBRATING 50 YEARS OF BIG BROTHERS, BIG SISTERS OF CEDAR RAPIDS AND EAST CENTRAL IOWA. BY CELEBRATING THIS DAY OF MENTORING AND RECOGNIZING BIG BROTHERS BIG SISTERS 50TH ANNIVERSARY, CEDAR RAPIDS UNDERSCORES THE VALUE OF MENTORSHIP IN BUILDING STRONGER CONNECTIONS AMONG ITS RESIDENTS, REDUCING BARRIERS TO SUCCESS AND CREATING PATHWAYS FOR FUTURE LEADERS.

THIS. THIS DECLARATION INSPIRES CONTINUED INVESTMENT IN MENTORSHIP PROGRAMS AND CALLS UPON THE ENTIRE COMMUNITY TO JOIN IN ADVANCING OPPORTUNITIES THAT ENSURES EVERY CHILD HAS THE SUPPORT THEY NEED TO THRIVE.

MAYOR AND CITY COUNCIL. IT'S AMAZING. THIS IS OUR SECOND QUARTERLY UPDATE TO COUNCIL ON IMPLEMENTATION OF THE DOWNTOWN VISION AND ACTION PLAN.

I'M JUST GOING TO DO A REALLY QUICK OVERVIEW OF THE VISION PLAN GOALS AGAIN TO EMBRACE THE CEDAR RIVER,

ENSURE DOWNTOWN IS ACTIVATED AND VIBRANT, TO IMPROVE CONNECTIVITY WITHIN THE DOWNTOWN AND TO ADJACENT DISTRICTS AND NEIGHBORHOODS.

AND AGAIN, SOME OF THOSE CATALYTIC PROJECTS THAT ARE IDENTIFIED ACTIVATING THAT SECOND AVENUE AS A LINEAR PARK AREA ACROSS THE RIVER, ACTIVATING DOWNTOWN'S THIRD STREET AS THAT FESTIVAL STREET AND ACTIVATING THOSE STOREFRONTS AND THEN CONNECTING DOWNTOWN AND THAT TRAIL CONNECTION AS A BIG FEATURE. AND AGAIN, JUST WANTING TO REMIND COUNCIL THAT THIS IS SOMETHING THAT'S GETTING WORKED ON EVERY DAY.

SO WE HAVE AN ACTIVE IMPLEMENTATION TEAM THAT MEETS ONCE A MONTH.

AND THAT HAS MEMBERS FROM THE DOWNTOWN SSMID.

THE CHAIR, JAMES KLEIN, ALONG WITH STAFF AND THEN STAFF FROM THE CITY, IS FROM MANY DEPARTMENTS, AND THESE ARE OUR DIRECTOR LEVEL FOLKS THAT ARE REALLY MAKING SURE THAT THESE ACTIVITIES ARE GETTING PROGRAMED INTO THE CITY'S PROJECTS. AND THEN CR TOURISM AND PARK CR ARE GREAT PARTNERS WITH US AS WELL.

WE HAVE A VERY DETAILED DATABASE THAT WE KEEP, TO MAKE SURE THAT WE'RE UP TO DATE AND THAT WE CAN REPORT BACK TO EACH OTHER AND MAKE SURE THAT WE ALL KNOW WHERE WE'RE AT WITH THESE INITIATIVES.

AND I WILL JUST SAY, AS WE START LOOKING OVER SOME OF THE ACCOMPLISHMENTS IN THE LAST QUARTER, THE BIGGEST ACCOMPLISHMENT THAT I JUST WANT TO NOTE IS GETTING CALEB KNUTSON HERE TO OUR COMMUNITY AS OUR EXECUTIVE DIRECTOR.

SO REALLY QUICKLY, I WOULD LIKE TO INTRODUCE CALEB AND LET HIM SAY A FEW WORDS.

I'M SUPER EXCITED TO BE HERE AS THE EXECUTIVE DIRECTOR OF DOWNTOWN. I'VE MET MOST OF YOU COUNCIL MEMBERS.

THE TWO I HAVEN'T. I'VE GOT COFFEE DATES WITH YOU BOTH SCHEDULED, SO, YOU KNOW, REALLY EXCITED TO BE HERE.

CEDAR RAPIDS, YOU'LL HEAR ME SAY IT, THROUGHOUT MY TIME THAT IT'S INNOVATIVE, IT'S CUTTING EDGE.

AND IT'S NOT JUST SAYING ITS OUTSIDE SOURCES, TOO.

YOU'VE HEARD ME SAY THIS STORY OVER AND OVER AND OVER AGAIN THAT YOU KNOW, PEOPLE IN DES MOINES, COUNCIL MEMBERS, MAYORS ARE LOOKING TO CEDAR RAPIDS. WHAT'S INNOVATIVE AND CUTTING EDGE. AND AS A PLANNER BY TRADE AND ECONOMIC DEVELOPER, THAT'S REALLY WHERE YOU WANT TO BE. SO I AM HONORED TO BE HERE.

THIS WILL BE MY FIRST OF MANY TIMES PRESENTING TO YOU ALL.

ALL RIGHT. SO, SOME OF THE ACTIVITIES IN THE LAST QUARTER A HIGHLY VISIBLE AREA IS OUR TREE OF FIVE SEASONS PLAZA.

SO AGAIN, WE REPLANTED THE TREE OF FIVE SEASONS RECENTLY TO RAISE IT AND GET IT IN ITS FINAL PLACE.

ALONG WITH ALL OF THE FLOOD CONTROL WORK THAT'S BEEN GOING ON.

AND THEN THE PLANS FOR THAT RIVERFRONT PARK THERE AND BEHIND CITY HALL AND ACROSS THE RIVER ARE THOSE PLANS ARE EXPECTED TO BE DONE SUMMER OF 25, WITH THEN CONSTRUCTION TO START FALL OF 2025.

AGAIN, WE ALSO ARE WORKING ON SOME IMMEDIATE OPPORTUNITIES AROUND MAIZE ISLAND .

SO, THE DOWNTOWN SSMID AND THE CITY ARE PARTNERING TO PUT A BID OUT FOR TREES TO ACCENTUATE THE HISTORIC NATURE OF MAIZE ISLAND , TO CREATE RECREATE THOSE CANOPIES ALONG THE SIDEWALKS.

SO THAT PLANTING WILL BE READY TO GO IN SPRING OF 25.

WE ALSO ARE STREAMLINING PLANNERS ON THIRD AVENUE BRIDGE.

AS WELL AS APPLYING TO BLOOMBERG FOR A $100,000 GRANT TO DO SOME PLACEMAKING ASPHALT ART ALONG THE SECOND AVENUE BRIDGE TO REALLY INCREASE THE VIBRANCY AND THAT PEDESTRIAN EXPERIENCE.

WE ALSO FOR ENSURING THE DOWNTOWN IS ACTIVATED AND VIBRANT, HAVE HAD A LOT OF WORK THIS LAST QUARTER TO END HOMELESSNESS IN CEDAR RAPIDS.

WE HAVE SECURED FUNDING FROM THE IOWA FINANCE AUTHORITY FOR A LIVED EXPERIENCE COUNCIL TO HELP US BETTER UNDERSTAND WHERE ARE THE GAPS IN THE PROGRAMS THAT WE ARE CURRENTLY OFFERING. WE HAVE ALSO CREATED THE LOCAL OVERSIGHT BOARD, WHICH WAS ONE OF THE RECOMMENDATIONS THAT WE HAVE RECEIVED FROM THE NATIONAL ALLIANCE TO END HOMELESSNESS. AND OUR FIRST MEETING WILL BE WEDNESDAY, WILL BE TOMORROW, WEDNESDAY, JANUARY 29TH. AND THEN IN ADDITION, WE HAVE LAUNCHED THE LANDLORD AND TENANT SUCCESS PILOT, AND THIS WAS MADE POSSIBLE FROM A $100,000 GRANT FROM THE CEDAR RAPIDS BANK AND TRUST.

SO AGAIN, WORKING WITH OUR PRIVATE SECTOR PARTNERS TO START MAKING PROGRESS.

ALL RIGHT. AND WITH THAT, I WILL TURN IT OVER TO CALEB. THANK YOU.

YOU KNOW, TO BUILD UPON THAT, YOU KNOW, TO KEEP DOWNTOWN VIBRANT, A HUGE PORTION OF THAT IS GOING TO BE MUSIC.

I THINK WE ALL UNDERSTAND THAT MUSIC IS A GREAT EQUALIZER.

IT BRINGS PEOPLE TOGETHER FROM DIFFERENT WALKS OF LIFE. SO BUILDING UPON THE MUSIC CENSUS THAT HAS BEEN COMPLETED,

YOU ALL WILL HEAR AN UPDATE ON THAT. BUT, YOU KNOW, MAKING SURE THAT WITH THAT PLAN, WITH THAT DATA, WE'RE NOT JUST SITTING ON OUR HANDS, WE'RE ACTIVELY USING IT.

WE'RE GOING TO HAVE AN ACTION PLAN. AND WE WERE INVITED TO BE A PART OF THE 2025 MUSIC CENSUS COHORT.

SO THAT'S INCREDIBLY EXCITING. YOU KNOW, SOMETHING ELSE THAT WE'RE GOING TO DO IS EXPAND FIVE SEASON LIGHTS TO ENHANCE THE VISITOR EXPERIENCE.

THAT IS A COMMUNITY KEYNOTE, AND WE WANT TO MAKE SURE THAT IT CONTINUES AND MAKES SURE THAT IT'S STILL VIBRANT.

AND ALSO WITH GUESTS, WE NEED TO MAKE SURE THAT WE'RE HAVE WE HAVE ADEQUATE HOUSING AND ADEQUATE LODGING FOR DOWNTOWN.

SO THAT SO THAT MEANS, YOU KNOW, A DOWNTOWN STUDY FOR HOTELS.

THIS IS SOMETHING THAT OUR TEAM HAS BEEN WORKING ON.

IT'S A BRANDING SIGN FOR CEDAR RAPIDS. NOW, THE FONT'S A LITTLE SMALL, BUT IT'S GOING TO BE NINE BY 25, SO IT'S GOING TO BE INTERACTIVE. YOU CAN GO UP AND TAKE A PICTURE WITH IT. THIS IS GOING TO GO ON MAIZE ISLAND .

AND THIS IS A COLOR THAT POPS. THIS IS ONE OF THE KEY PIECES FOR THE ACTIVATION.

ACTIVATION OF MAIZE ISLAND . AND THIS IS SOMETHING THAT WHEN I GOT TO TOWN ON OCTOBER 11TH THIS WAS ALREADY IN THE PROCESS.

SO, THE DOWNTOWN TROLLEY IS A HUGE PART OF DOWNTOWN VIBRANCY IS CONNECTIVITY.

AND WORKING WITH THAT AND MAKING SURE THAT OUR BUSINESSES, OUR RESIDENTS AND VISITORS ARE ABLE TO GET AROUND DOWNTOWN AND THE OTHER CORE DISTRICTS IS INCREDIBLY IMPORTANT. SO THROUGH THE TROLLEY PILOT, THIS IS THE LAST WEEKEND TO RIDE IT.

SO, COUNCIL MAYOR EVERYONE ELSE HERE. IF YOU HAVEN'T, I WOULD RECOMMEND YOU DO IT.

YOU TAKE PART OF IT. WE'VE GOT A SURVEY. WE'RE EXCITED TO SEE WHERE THIS TAKES US.

IT STOPS ABOUT EVERY 20 MINUTES. WE HAVE GREAT PARTNERS WITH HORIZONS.

THEY'VE BEEN FANTASTIC TO WORK WITH AND THAT'S BEEN PHENOMENAL TO PARTNER WITH ANOTHER COMMUNITY ORGANIZATION.

OUR HIGHEST DAY WAS THE 21ST OF DECEMBER. WE HAD 111 RIDERS.

SO THAT JUST SHOWS ON ONE DAY WHEN WE EXTENDED THE TIME THAT THERE'S DEFINITELY A NEED FOR THIS.

SO, THE NEXT STEPS ARE OUR MAIZE ISLAND IMPROVEMENTS FOR THE DOWNTOWN TO ESTABLISH A STOREFRONT, TO UPDATE THE MOA WITH THE CITY, OUR AGREEMENT AND THE IMPLEMENTATION TEAM WE CONTINUE TO MEET.

AND THAT'S BEEN FANTASTIC FOR ME AS THE NEW GUY IN TOWN COMING INTO THIS, THAT THE VISION PLAN ISN'T JUST COLLECTING DUST, THAT THERE'S A GROUP AND TEAM OF FANTASTIC PEOPLE WHO ARE ALL WORKING TOWARDS OUR GOAL.

AND YOU WILL HEAR FROM US AGAIN IN APRIL. GREAT.

SO WE DON'T TAKE CREDIT FOR THAT. ONE OF THE THINGS ABOUT THE TROLLEY, WE'VE BEEN ADVOCATING FOR A TROLLEY FOR LITERALLY YEARS.

AND SO, I'M REALLY HAPPY TO SEE THAT THERE'S AN OPPORTUNITY FOR THIS KIND OF TEST TO GIVE IT A GIVE IT A SHOT AND SEE HOW THE RIDERSHIP IS EXPANDS AND HOW IT GOES. ONE OF THE THINGS THAT I WOULD SUGGEST, SINCE WE'VE LOOKED AT THIS FOR SO MANY YEARS, NUMBER ONE, WE'VE ALWAYS I'VE ALWAYS THOUGHT THAT A TROLLEY WOULD HELP WITH PARKING BECAUSE YOU COULD GO TO PICKLE PALACE AND THEN YOU COULD RIDE THE TROLLEY TO DOWNTOWN, AND THEN YOU COULD GO DOWN TO NEW BOHEMIA AND THEN ACROSS TO CZECH VILLAGE.

BUT I'D REALLY LIKE YOU TO TAKE A LOOK AT THE ACTUAL LOOP AND, AND THINK POSSIBLY ABOUT MAKING A FULL LOOP AROUND, AND SO IT WOULD INSTEAD OF ENDING AT THE NATIONAL.

CZECHOSLOVAK MUSEUM AND LIBRARY CONTINUE ACROSS 16TH AND COME UP FIRST STREET SO THAT IT MAKES THAT CONNECTIVITY IN A FULL LOOP.

SO, I'D APPRECIATE YOU TAKING A LOOK AT THAT AS YOU MOVE FORWARD WITH THIS.

THE OTHER THING TOO, IS I LIKE THE FACT THAT IT LOOKS LIKE A TROLLEY IN THE PICTURE THAT YOU HAD SHOWN, AND THAT WOULD BE, YOU KNOW, AS A GRANDMOTHER OF SOME LITTLE PEOPLE, I THINK THEY'D GET A REAL KICK OUT OF HOPPING ON A TROLLEY AND RIDING IT AROUND.

AND THE THE LOOK OF IT AND THE AMBIANCE OF IT, I THINK WOULD REALLY GET PEOPLE TO HOP ON BOARD AND USE IT.

SO RATHER THAN JUST PUTTING PEOPLE IN A VAN, I LIKE THE IDEA OF A REAL TROLLEY.

WHAT I APPRECIATE ABOUT APPRECIATE ABOUT YOU NOT ONLY JUST RELOCATING YOURSELF, BUT ALSO YOUR FAMILY, IS THE COMMITMENT THAT YOU HAVE TO CEDAR RAPIDS AND THAT YOU HAVE HAD LONG SINCE YOU APPLIED FOR THIS ROLE. BECAUSE I KNOW PERSONALLY THAT YOU'VE COME HERE AND VISITED, HAVE TALKED ABOUT ALL THE THINGS THAT EXCITED YOU ABOUT CEDAR RAPIDS LONG SINCE.

SO THE GREAT THING IS, IS THAT I THINK WE HAVE THE RIGHT TEAM AND THE RIGHT PEOPLE WITH YOURSELF AS A HUGE PART OF THAT TO REALLY ACTIVATE OUR DOWNTOWN.

AND SO I'M JUST LOOKING FORWARD TO YOUR CONTINUED VIBRANCY IN THIS TO TO SEE IT THROUGH.

WE OFTEN FAIL TO REALIZE THAT, YOU KNOW, IN COMPARISON TO, TO THE NEXT HIGHEST POPULATED CITY IN, IN IOWA, THAT WE'VE HAD CONTINUOUS PUMMELING OF, YOU KNOW, DISASTERS THAT WE'VE BEEN RECOVERING FROM.

SO THAT TAKES A LOT OF STATE ASSISTANCE, FEDERAL ASSISTANCE FOR US TO CONTINUE THIS RECOVERY.

BUT, YOU KNOW, WE ARE 17 YEARS PAST THE THE BIG FLOOD IN 2008, AND WE'RE STILL RECOVERING A LOT OF THIS PRODUCT, THE REPLANTING, IT TAKES THAT LONG TO RECOVER FROM THESE MASSIVE, YOU KNOW, EVENTS THAT ARE HAPPENING.

SO WE'RE FINALLY GETTING WITH A LOT OF DEDICATION FROM CITY TEAMS, FROM COUNCIL PRIORITIES, GETTING THAT WORK DONE FAR ENOUGH THAT WE CAN ACTUALLY GET TO THE COOL AND THE FUN STUFF.

AND I JUST APPRECIATE YOU BEING HERE TO CARRY THAT ENERGY FORWARD SO WE CAN DO THAT. THANK YOU.

I THINK THERE, IF YOU JUST THINK OF WHERE WE WERE A YEAR AGO IN TERMS OF ACTIVATION IN CERTAIN PARTS OF DOWNTOWN, THE AREA BY THE LIBRARY, WITH THE NEW APARTMENTS.

YOU KNOW, I THINK WE'RE ENTERING A PHASE HERE WHERE YOU'RE GOING TO SEE CHANGE.

MORE QUICKER THAN WE'VE EVER SEEN IT BEFORE. AT THE SAME TIME, YOU'RE GOING TO SEE CONSTRUCTION.

ACTION. YOU HAVEN'T EVEN STARTED TO SEE SOME OF THE CONSTRUCTION THAT'S GOING TO HAPPEN HERE.

SO WE DIDN'T DO THAT ON OUR ON OUR OWN. AND SO WE QUICKLY CALLED THE DOWNTOWN DISTRICT AND RECEIVED ENTHUSIASTIC SUPPORT THERE. THE E THE CITY COUNCIL WAS HELPFUL AND MADE A CONTRIBUTION TO THE PLAN.

ON DECEMBER 17TH, THERE WAS A RESOLUTION INITIATING THE ESTABLISHMENT OF AN URBAN RENEWAL AREA AND TIF DISTRICT.

ON DECEMBER 30TH, THERE WAS A CONSULTATION WITH AFFECTED TAXING ENTITIES.

AND THEN JANUARY 2ND, WE PRESENTED AT THE CITY PLANNING COMMISSION.

AND THEN TODAY WE'RE HERE FOR THE PUBLIC HEARING AND RESOLUTION TO CONSIDER APPROVING THE URBAN RENEWAL AREA.

SO THE AREA IN GRAY IS THE ENTIRE AREA OF THE GOOGLE AURA, WHICH EXTENDS UP A BIT ON OLD BRIDGE ROAD AND THEN ALL OF 76 OVER TO

LET ME SAY THAT I KNOW THIS IS A LONG TERM PROJECT, AND I REALLY COMMEND THE COUNCIL FOR THINKING LONG TERM.

WE HAVE TO SOMETIMES THINK PRETTY FAR OUT. BUT FOR THIS MOMENT, I'M JUST GOING TO TALK ABOUT THE 20 YEAR AGREEMENT.

THE 20 YEAR AGREEMENT IS GOING TO BRING US, ACCORDING TO THE GAZETTE $1 BILLION PLUS PERHAPS ANOTHER 18 MILLION CONTRIBUTION TO A FUND FOR A TOTAL OF 1018 MILLION. IF YOU WANT TO LOOK AT IT THAT WAY.

BUT WE'RE IMMEDIATELY GOING TO GIVE BACK 529 MILLION.

SO WHAT WE ACTUALLY END UP NET IS $489 MILLION, WHICH COMES TO US FROM THIS PROJECT.

OUT OF THAT MONEY COMES THE COST OF SERVICES, THOSE KINDS OF THINGS THAT HAVE TO BE INVESTED IN TO MAKE THE PLAN WORK.

THE OTHER THING THAT WILL BE EXPERIENCED AS A COST, PROBABLY FINANCIAL, BUT IN OTHER WAYS AS WELL, IS THE AMOUNT OF THE THE STRESS IT WILL BRING TO THE WATER AND POWER RESOURCES FOR OUR CITIZENS.

BECAUSE WE KNOW THESE KINDS OF PLANTS TAKE A LOT OF POWER AND A LOT OF WATER.

SO THOSE THINGS CONSIDERED, I LOOKED AT THE FACT THAT THE PLANT IS IS PROBABLY GOING TO, AT ITS HIGHEST POINT, EMPLOY 30 PEOPLE. SO IF YOU TAKE THESE NUMBERS AND YOU DIVIDE THEM BY 30, IT COMES OUT TO $17.6 MILLION PER JOB, WHICH SEEMS LIKE KIND OF A LOT OF MONEY. SO THE OTHER THING THAT GIVES ME CONCERN THE CITY IS, IS IT'S GOING TO BE SOME COST. AND THAT'S NOT TO SAY THAT WE'RE NOT GOING TO GET SOME RETURN FOR OUR COSTS, BUT IT'S GOING TO COST. THE OTHER THING THAT I THINK ABOUT IS IT'S ALMOST A CERTAINTY.

I THINK, THAT THIS YEAR, THE LEGISLATURE WILL CONTINUE TO REDUCE THE OPPORTUNITY FOR MUNICIPALITIES TO RAISE FUNDS, THAT MORE LIMITS WILL BE PLACED ON THE OPPORTUNITY FOR A MUNICIPALITY TO INCREASE TAXES OR MEET THESE OBLIGATIONS.

WHAT I'M SAYING IS, YES, LET'S THINK LONG TERM.

YES, I UNDERSTAND THERE ARE A LOT OF NUMBERS TO DEAL WITH, BUT I AS A CITIZEN, I'M PRETTY CONCERNED ABOUT WHAT I SEE AS A VERY EXPENSIVE COST PER JOB. AND I'M ASKING YOU, AS THIS MOVES FORWARD, JUST DO EVERYTHING YOU CAN TO KEEP CITIZENS INFORMED, BECAUSE RIGHT NOW IT LOOKS LIKE A NOT VERY GOOD DEAL.

SHE FELT EXTREMELY COMFORTABLE SAYING THAT THE GRID ALREADY SUPPORTS UNQUESTIONABLY THE TWO DATA CENTERS THAT ARE COMING AND THAT THERE IS NOT ANY PLANS TO HAVE ANY CONCERNS THERE. ADDITIONALLY, ONE OF THE THINGS THAT WAS REALLY IMPORTANT ABOUT THIS SECTION OF LAND THAT THAT IS IN MY

DISTRICT IS THE FACT THAT WE WENT INTO THIS BUILDING, IT TO BE SHOVEL READY SO THAT WE COULD ATTRACT BUSINESSES LIKE THE ONES THAT WE'LL BE DISCUSSING HERE. AND THAT HAS GROWN EXPONENTIALLY AS AS A RESOURCE FOR THE DES MOINES METROPOLITAN AREA.

I FOUND IN MY RELATIONSHIP WITH QT OVER THE LAST YEAR, THEM TO BE A VERY OPEN AND FORTHRIGHT COMPANY THAT TRULY WANTS TO DEVELOP A DATA CENTER IN CEDAR RAPIDS.

CORRECT. BUT ALSO DO THE RIGHT THINGS FOR THE COMMUNITY.

SO THAT'S THAT'S NOT SOMETHING THAT HAPPENS ALL THE TIME.

AND I'VE BEEN PLEASED WITH THE REACTION AND FOR THE SUPPORT OF THE COMMUNITY AND THE KINDS OF QUESTIONS THAT THEY ASKED, NOT JUST, AGAIN, ABOUT WATER AND WASTEWATER AND ELECTRIC AND ROADS, BUT ABOUT THE COMMUNITY IN GENERAL.

I THINK IT'S VERY IMPORTANT THAT WE TALK ABOUT THE JOBS.

IT IS TRUE THAT THERE IS A RELATIVELY SMALL NUMBER OF JOBS FOR THE FIRST PHASE, BUT THIS PROJECT IS ALSO GOING TO HAVE MULTIPLE PHASES. AND MY EXPERIENCE IN WEST DES MOINES IS IT DOES START OUT SMALL AS FAR AS EMPLOYMENT, BUT IT WILL GROW. AND WE KNOW THAT THIS PROJECT HAS MULTIPLE PHASES, AND WE'RE GOING TO SEE GROWTH IN THE NUMBER OF OF JOBS, HOWEVER, IMMEDIATELY AND EVEN NOW WE'RE SEEING A LARGE NUMBER OF CONSTRUCTION JOBS THAT THAT WERE THAT WERE PLANNING FOR. IT'S GOING TO TAKE 500 PLUS CONSTRUCTION JOBS OVER A TEN YEAR PERIOD IN ORDER TO BUILD.

AND THIS IS JUST ONE BUILDING AND THEY'RE GOING TO HAVE MULTIPLE BUILDINGS. SO 500 CONSTRUCTION JOBS OVER A TEN YEAR PERIOD FOR ONE BUILDING.

AND THERE'S A REPRESENTATIVE FROM ORGANIZED LABOR HERE TODAY.

BUT I THINK THAT THAT IS A PROFOUND IMPACT ON ON THE COMMUNITY.

AND THESE ARE GOOD PAYING JOBS AND JOBS THAT WE SHOULD BE VERY PROUD TO HAVE WITHIN OUR, OUR COMMUNITY IN GENERAL.

WE ALSO YOU KNOW, WE'LL BE ATTRACTING LOCAL TALENT FOR THESE KINDS OF CONSTRUCTION JOBS, BUT ALSO FROM AROUND OUR REGION AND STATE AND PERHAPS BEYOND. SO OBVIOUSLY, OUR EMPHASIS IS ON THE ON THE AREA THAT WE KNOW AND WE'RE PART OF, BUT THERE'LL BE A REAL OPPORTUNITY TO EXPAND WITHIN OUR REGION IN THE STATE OF IOWA BECAUSE OF THE NUMBER OF THE, THE COMMUNITY ENRICHMENT FUND, I THINK IS A IS A VERY POSITIVE ASPECT.

AND WE'VE SEEN THIS WITH GOOGLE, TOO, BUT THEY'LL AS SH WILL BE CONTRIBUTING $300,000 PER PHASE.

AND SO IT WAS MENTIONED, YOU KNOW, THE 18 TO 20 MILLION, $18 MILLION THAT WILL BE CONTRIBUTED, BUT THAT'S A SIGNIFICANT SUM. AND THAT WILL GO DIRECTLY BACK TO OUR COMMUNITY.

SO WHAT WE ENVISION IS ONCE WE RECEIVE THE THE FIRST PAYMENT WE ENVISION WITH PROPER GUIDELINES AND WORKING WITH THE COMPANY HAVING A PROCESS FOR UTILIZATION OF THOSE DOLLARS FOR CITY PROJECTS, FOR COMMUNITY PROJECTS, FOR NONPROFIT IF IT NEEDS. AND THAT'S GOING TO CONTINUE TO GROW.

SO AS THEY DEVELOP THEIR PHASES, WE'RE GOING TO SEE UP TO $18 MILLION IN COMMUNITY BETTERMENT FUNDS.

THAT IS NOT A SMALL AMOUNT. IT IS OVER A 20 YEAR PERIOD.

BUT THAT'S VERY SIGNIFICANT. AND MYRNA MENTIONED, YOU KNOW, THAT THE LEGISLATURE IS TIGHTENING UP ON CITIES.

AND SO THIS IS EXACTLY ANOTHER BENEFIT OF THIS PROJECT IS THE BETTERMENT FUND, BECAUSE IT'S A FUND THAT WE CAN TAP INTO OVER, OVER TIME. AND SO I THINK THAT IS A SIGNIFICANT POSITIVE THIS IS GOING TO BE $1 BILLION PROJECT.

I THINK THE THE ACTUAL AGREEMENT SAYS 750 MILLION, BUT I'M ALWAYS OPTIMISTIC.

SO SAY IT'S 750 MILLION. WELL, THAT IS A TREMENDOUS NUMBER FOR OUR TAX BASE IN CEDAR RAPIDS.

SO THINK ABOUT OUR HOMES, THINK ABOUT OUR BUSINESSES.

BUT TO HAVE, YOU KNOW, A COMPANY SAY WE'RE GOING TO SPEND 750.

MILLION PLUS IN YOUR COMMUNITY. IT'S THE LARGEST MAYBE TOP TWO.

ECONOMIC DEVELOPMENT PROJECTS IN THE HISTORY OF CEDAR RAPIDS AND ONE OF THE LARGEST IN THE STATE OF IOWA.

SO THAT IS ABSOLUTELY SIGNIFICANT. WE ALSO HAVE HEARD FROM A NUMBER OF CONTRACTORS, NOT JUST THE

INDIVIDUALS THAT WILL BE DOING THE WORK, BUT INDIVIDUALS THAT OWN COMPANIES IN CEDAR RAPIDS THAT WANT A PART OF THIS PROJECT.

AND SO WHATEVER IT IS YOU'RE SELLING, THAT WOULD BE A SERVICE TO THE PROJECT.

WE'RE SEEING A LOT OF INTEREST AND PHONE CALLS FROM COMPANIES SAYING, YOU KNOW, WHO DO WE CONTACT? HOW DO WE BECOME PART OF THIS FANTASTIC PROJECT? I WANTED TO ALSO MENTION THE ISSUE OF THE UTILITIES AND SURELY THE CITY HAS OWNERSHIP CONTROL OF THE WATER UTILITY. THE WASTEWATER UTILITY.

THE ROADS. BUT ALSO, ALLIANT HAS BEEN MENTIONED.

AND SO, AS COUNCILMAN VANORNY MENTIONED TODAY, WE HAD A LUNCHEON WITH THE ECONOMIC ALLIANCE.

ALMOST A THOUSAND PEOPLE WERE THERE. SO IT WAS A BIG CROWD.

WE HAD SEVERAL COUNCIL MEMBERS THERE. THE MAYOR WAS PRESENT AND THE KEYNOTE SPEAKER WAS LISA BARTON, WHO IS THE NEW CEO OF ALLIANT ENERGY. AND SO THIS QUESTION HAS BEEN ASKED BEFORE, BUT I DID ASK HER DIRECTLY.

AND SO THIS IS THIS IS WHAT LISA BARTON TOLD ME FROM ALLIANT ENERGY AS PART OF THE AGREED UPON RATES WITH THE IOWA UTILITY COMMISSION.

SO THAT'S THE STATE OF IOWA. THAT'S THE REGULATORY BODY OVER ELECTRIC UTILITIES RATES CANNOT GO UP FOR EXISTING RATEPAYERS BECAUSE OF THIS PROJECT.

SO THAT WAS THE FIRST THING THAT SHE CLARIFIED FOR ME.

AND THEN ALSO ALLIANCE REGULATORY FRAMEWORK IN IOWA ALLOWS THEM TO KEEP THEIR RATE BASE FLAT FOR AT LEAST FIVE YEARS WHILE SUPPORTING NEW GENERATION PROJECTS AND ECONOMIC DEVELOPMENT.

WHEN A LION CAN SELL MORE KILOWATT HOURS, THEY CAN SPREAD THOSE FIXED COSTS OUT, WHICH IS BENEFICIAL FOR EXISTING CUSTOMERS.

AND THAT COMES DIRECTLY FROM ALLIANT. AND THEY'RE NOT AFRAID TO MAKE THAT STATEMENT TO ANYONE WHO IS INTERESTED.

BEYOND US. BUT I THINK THAT'S EXTREMELY IMPORTANT.

AS AN EXAMPLE, WE ALSO HAD I TALKED ABOUT COMPANIES THAT MAY JOIN.

SO WE'RE, YOU KNOW, YES, WE'RE HEARING FROM CONTRACTORS.

YES, WE'RE HEARING FROM CONTRACTORS THAT WANT TO HIRE SKILLED LABOR, BUT WE'RE ALSO HEARING FROM COMPANIES THAT WANT TO JOIN OUR AREA.

SO THESE GUYS, SOMEONE SPENDS ALMOST $1 BILLION IN YOUR CITY.

AND WE HAVE TWO OF THESE PROJECTS. THAT MEANS THAT SOMETHING'S GOING ON IN CEDAR RAPIDS THAT'S GETTING THE ATTENTION OF OF THE WORLD.

AND SO WE'VE HAD I'VE HAD COUNCIL MEMBERS SEND ME ARTICLES ABOUT WHAT'S HAPPENING WITH THESE DATA CENTERS.

AND AGAIN, WE'VE HAD INQUIRIES FROM COMPANIES THAT ARE INTERESTED IN WHAT'S GOING ON IN CEDAR RAPIDS.

AND IS THIS SOMETHING THAT THEY SHOULD THEY SHOULD JOIN.

SO I THINK THAT'S POSITIVE AT, AT THE AT THE LUNCHEON TODAY THERE WAS ANOTHER COMPANY THAT WAS THERE THAT PREVIOUSLY HAD A LARGE BASE OF EMPLOYEES THAT'S IN THE NUCLEAR BUSINESS.

AND SO THEY WERE AT THE LUNCHEON AS WELL. AND WHETHER THIS HAPPENS OR NOT, YOU KNOW, NO ONE CAN CONTROL THAT OTHER THAN, YOU KNOW, POWERS WAY BEYOND THE CITY OF CEDAR RAPIDS.

BUT THAT PARTICULAR COMPANY IS INTERESTED IN REINVESTING IN THE DWAYNE ARNOLD NUCLEAR PLANT.

AND YOU KNOW THAT THAT IS A DISCUSSION FOR THE FUTURE.

BUT IT'S JUST AN EXAMPLE. IT'S AN EXAMPLE OF THE KIND OF MOMENTUM WE'RE GENERATING.

THE REASON THEY'RE HERE, THEY OBVIOUSLY CLOSED THE PLANT, BUT THEY'RE SEEING EVERYTHING THAT'S OCCURRING IN CEDAR RAPIDS.

AND BY OUR NEIGHBORS AS WELL. AND SAYING, DOES IT MAKE SENSE FOR US TO WANT TO BE PART OF THAT AGAIN AND HAVE THAT DISCUSSION? AND THAT'S A COMMUNITY DISCUSSION. BUT THESE ARE REAL INVESTMENTS, BILLION MULTI-BILLION DOLLAR INVESTMENTS.

SO THOSE ARE, YOU KNOW, SOME OF THE POINTS I WANTED TO MAKE.

LASTLY, OUR OWN UTILITIES. AND SO, WE HAVE OBVIOUSLY, AGAIN, AS I SAID, WE HAVE WATER, WE HAVE WASTEWATER.

AND THEN ROADS ARE NOT A SPECIFIC UTILITY, BUT THEY'RE PART OF AN IMPORTANT SERVICE THAT THE CITY PROVIDES.

AND WHAT I WOULD SAY IS WE FOUND THAT JUST AS A CLIENT, BY SPREADING OUT COSTS WITH A LARGE CUSTOMER BASE, THERE IS A TRUE AND SIGNIFICANT BENEFIT TO EXISTING CUSTOMERS AND RATES.

SO THESE CUSTOMERS ARE LESS INTENSE AS FAR AS THEIR USE OF ELECTRICITY AND OTHER UTILITIES.

BUT THERE'S ALSO A BENEFIT TO THESE KINDS OF VERY, VERY LARGE CUSTOMERS FOR ALL THE USERS OF CEDAR RAPIDS OVER TIME.

ANY ADDITIONAL PHASES WOULD NEED TO BE COMPLETED WITHIN 25 YEARS OF EFFECTIVE DATE OF THIS DEVELOPMENT AGREEMENT.

EMPLOYMENT SPECIFIC DATA CENTER EMPLOYMENT. WE'RE LOOKING AT A MINIMUM OF 15 JOBS PER PHASE, WITH A TOTAL OF 30 JOBS CREATED FOR THE INITIAL AND NEXT PHASE, WHICH ALL ARE AT OR ABOVE THE HIGH QUALITY JOBS THRESHOLD.

AGAIN, AS MENTIONED EARLIER, WE EXPECT AT LEAST 500 CONSTRUCTION JOBS TO BE CREATED PER DATA CENTER.

THESE DATA CENTERS TAKE ANYWHERE BETWEEN 14 AND 20 MONTHS TO COMPLETE, AND SO WHEN YOU STACK THEM ONE AFTER ANOTHER, WE COULD BE LOOKING AT, YOU KNOW, WELL IN EXCESS OF TEN YEARS TO CONSTRUCT THESE DATA CENTERS.

IN ADDITION, YOU KNOW, THERE'S ALWAYS A POSITIVE RIPPLE EFFECT OF THESE.

WHEN THESE DATA CENTERS ARE CONSTRUCTED. YOU HAVE OTHER ANCILLARY COMPANIES, LIKE TECH COMPANIES THAT WANT TO LOCATE, CLOSE AND NEARBY AND OTHER SUPPORTIVE COMPANIES.

SO THERE'S OTHER POSITIVE EFFECTS BEYOND THE 15 JOBS WITHIN THE DATA CENTER WALLS.

FINANCIAL INCENTIVES 20 YEAR 70% REBATE PER PROJECT PHASE.

AN ESTIMATED 1 BILLION IN TOTAL PROPERTY TAXES WOULD BE GENERATED OVER THE APPLICABLE REBATE PERIODS, WITH ROUGHLY 529 BEING REBATED BACK TO THE COMPANY.

IN ADDITION, THERE WOULD BE A 20 YEAR, 75% ECONOMIC DEVELOPMENT REBATE OF FRANCHISE FEES COLLECTED BY THE CITY THROUGH THE ELECTRICAL PROVIDER FOR EACH DATA CENTER.

THE COMMUNITY BETTERMENT FUND INVOLVES THE COMPANY PROVIDING ANNUAL COMMUNITY BETTERMENT PAYMENTS TO THE CITY TO INCREASE ECONOMIC DEVELOPMENT ACTIVITIES TO INCLUDE TO INCLUDE GROWTH OF AMENITIES AND INFRASTRUCTURE. THESE PAYMENTS WOULD BE ANNUAL IN THE AMOUNT OF 300,000 PER PROJECT PHASE FOR A PERIOD OF 20 YEARS, A MAXIMUM OF 6 MILLION PER PROJECT PHASE AND 18 MILLION IN TOTAL.

WATER AND UTILITIES, HOW DO WE HANDLE THAT? YEAH, THE TECHNOLOGY IS DIFFERENT, OF COURSE, ACROSS COMPANIES AND ACROSS DIFFERENT DATA CENTERS.

AND SO I THINK, YOU KNOW, YOU READ A LOT ABOUT BITCOIN PEOPLE, HOW MUCH POWER THEY DRAW DOWN.

COULD YOU SHARE SOME INSIGHT IF THE INFRASTRUCTURE BUILD OUT THAT IS THAT WE'RE GOING TO MAKE FOR SPECIFICALLY CUTS, IS THAT SIGNIFICANTLY MORE EXPENSIVE, IF AT ALL, THAN ANY TYPE OF NORMAL BUILD OUT THAT WE WOULD HAVE FOR ANY DEVELOPMENT IN THAT AREA? YEAH. SO WHEN THINKING ABOUT DEVELOPMENT, IT IS THE CITY'S RESPONSIBILITY TO GET WATER WASTEWATER TO THE SITE.

WE GENERALLY BRING IT TO THE PROPERTY LINE SOMEWHERE.

THAT MAKES SENSE BASED OFF OF WHERE OUR EXISTING INFRASTRUCTURE IS AND WHERE, YOU KNOW, THE DEVELOPMENT, WHATEVER THAT MAY BE. IF IT'S HOUSING, COMMERCIAL DATA CENTER WHERE THEY NEED IT TO GO.

BUT LOTS OF THINGS ARE GOING TO COME BECAUSE THEY ARE WE DO HAVE A FEW LOCATED HERE.

SO I THINK IT'S JUST ANOTHER CHAPTER IN CEDAR RAPIDS LONG EVOLUTIONARY HISTORY AS PROVIDING HIGH QUALITY JOBS, GROWTH IN THE TAX BASE AND ALL THE THINGS THAT GO FROM THERE.

SO TODAY, WHAT SOME MAY SEE IS A $500 MILLION TAX INCENTIVE AS A COST.

JUST SO YOU KNOW, MY LENS, THE LENS THROUGH WHICH I VIEW THAT IS INVESTMENT.

AND NOT JUST ANY INVESTMENT. IT'S AN INVESTMENT IN HIGH PAYING JOBS, LONG TERM TAX REVENUE, MAKING CEDAR RAPIDS A CITY OF INNOVATION AND GROWTH, WHICH WE ARE KNOWN TO BE.

HERE'S THE SIMPLE TRUTH IF WE DON'T TAKE THIS PROJECT, AND I SAY THIS TO ANYBODY WHO QUESTIONS THIS, YOU WANT IT TO GO SOMEPLACE ELSE. BECAUSE IF WE DON'T TAKE IT, SOMEBODY ELSE WILL.

AND ALL THAT COMES WITH IT. YOU KNOW, BILLION DOLLAR DATA CENTER ISN'T JUST KNOCKING ON OUR DOOR.

THEY'RE KNOCKING ON A LOT OF DOORS ACROSS THE COUNTRY.

SO WE HAVE THE CHANCE TO SAY YES AND OPEN THE DOOR WIDE OPEN, YOU KNOW? OR WE COULD JUST STEP ASIDE AND WATCH OTHERS REAP THE BENEFITS.

WE'VE ALREADY DISCUSSED HERE. CONSTRUCTION IS 500 JOBS.

I THINK WHEN I MET WITH THE CEO OF QTS, HIS FIRST QUESTION TO ME WAS, CAN YOU GET ME 1000 ELECTRICIANS? THAT'S ONE PROJECT. OKAY, SO WE'VE GOT THAT. WE'VE GOT THE PAYCHECKS FOR THE LOCAL WORKERS.

WE'VE GOT THE SURGE IN SPENDING THAT YOU'VE ALLUDED TO AROUND THE PERIPHERY HOTELS, RESTAURANTS, APARTMENTS, STORES, BUSINESSES. AND ONCE THE DATA CENTER IS OPERATIONAL, ALL OF THE BUILDINGS, WE KNOW THAT IT WILL BE 100 TO 200 JOBS, HIGH PAYING, PERMANENT TECH JOBS.

SO, THESE AREN'T JUST ANY JOBS. THESE ARE CAREERS THAT WILL ATTRACT TOP TALENT AND HOPEFULLY BE ABLE TO RETAIN SOME OF THE SMARTEST AND THE BEST AND BRIGHTEST WHO WANT TO BUILD THEIR FUTURE HERE IN CEDAR RAPIDS. THIS IS WHERE THE LONG TERM VISION REALLY MATTERS.

YES, WE ARE OFFERING INCENTIVES UP FRONT, BUT ONCE THOSE INCENTIVES PHASE OUT CONSERVATIVELY FOR SOME FUTURE COUNCIL, HOW FUN THIS IS GOING TO BE FOR THEM AND FOR THE CITIZENS OF CEDAR RAPIDS.

THAT'S CONSERVATIVELY $100 MILLION PER YEAR IN PROPERTY TAXES WHEN THIS EXPIRES.

SO AGAIN, WE'RE THINKING PAST 20 YEARS. SOME LUCKY COUNCIL IS GOING TO BE ABLE TO HAVE THAT.

AND LAST I CHECKED, THAT'S A PRETTY GOOD RETURN ON 20 YEARS.

THE BENEFITS DON'T STOP THERE, YOU KNOW. TO MY COLLEAGUE COUNCIL MEMBER OVERLAND'S REMARKS, IT REALLY TRANSFORMED OUR LANDSCAPE, TRANSFORMS OUR LANDSCAPE AS WE'VE ADAPTED MANY TIMES OVER THE YEARS.

IT WILL ATTRACT DIFFERENT SUPPLIERS. WE'VE ALREADY HAD WHAT COULD BE POTENTIALLY THE LARGEST ECONOMIC DEVELOPMENT IN STATE HISTORY, KNOCKING ON OUR DOOR BECAUSE OF THE PRESENCE OF THESE DATA CENTERS.

SO, THE ATTRACTION IS REAL AROUND THAT. WE'VE WATCHED IT HAPPEN WITH FACEBOOK.

THE DATA CENTER IN ALTOONA AND GOOGLE AND COUNCIL BLUFFS.

IT DIDN'T JUST CREATE JOBS. IT REALLY TURNED THOSE CITIES INTO ECONOMIC POWERHOUSES.

AND FRANKLY, CEDAR RAPIDS DESERVES TO BE NEXT.

SO WHY DO WE OFFER THESE INCENTIVES AT ALL? IF CEDAR RAPIDS DOESN'T COMPETE, WE LOSE.

WE LOSE THE JOBS. WE LOSE THE INVESTMENT. WE LOSE THE GROWTH.

AND LET ME BE CLEAR, I DON'T BELIEVE WE CAN SIT ON THE SIDELINES AND WATCH OTHERS REAP ALL OF THESE BENEFITS.

IT'S MORE THAN A TAX DEAL. IT'S ABOUT POSITIONING OUR CITY AS A LEADER IN TECHNOLOGY, INNOVATION AND OPPORTUNITY.

IT'S ABOUT CREATING A CITY THAT BUSINESSES WANT TO CALL HOME.

FAMILIES ARE GOING TO WANT TO BUILD THEIR FUTURES IN.

WITH THE 2024 PLAT OF THE PRAIRIE INDUSTRIAL.

PRIMARY PURPOSE OF THE PROJECT IS TO IS TO REDUCE FLOODING RISK DOWNSTREAM OF THE BASIN, BUT THERE'S ALSO WATER QUALITY IMPROVEMENTS AS WELL.

SO WHY ARE WE DOING THIS? I'VE GOT A COUPLE OF PROJECT LOCATIONS SHOWN HERE.

BOTH OF THESE PROJECTS THAT YOU HAVE, NEW DETENTION BASIN PROJECT AND ALSO A STORM SEWER CROSS CONNECTION PROJECT ON 10TH STREET HAVE BEEN AWARDED GRANTS FROM FEMA WITH A STATE MATCH. THE MAP SHOWS THE HEAT MAP OF SOLID WASTE PICKUPS AFTER A FLASH FLOOD EVENT IN 2014.

IT'S GENERALLY A GOOD REPRESENTATION OF WHERE WE HAD DAMAGE FROM THAT HEAVY RAIN.

AND THE RED IS THE OUTLINE OF THE WATERSHED. THE BENEFITS OF THE PROJECT WILL BE FROM THE DETENTION BASIN ALL THE WAY TO THE CEDAR RIVER AND

REDUCING FLOODING RISK, AND THAT STORM SEWER CROSS CONNECT PROJECT WILL BE BACK NEXT MONTH FOR THE PUBLIC HEARING ON THAT PROJECT.

THIS ONE INCLUDES THE SANITARY SEWER, REPLACEMENT WATER, MAIN LOOPING, STORM SEWER, SIDEWALK AND HAMMERHEAD TURNAROUNDS AT THE ENDS OF 31ST STREET, 30TH AND 29TH AS WELL. AS I MENTIONED, IT'S GETTING FUNDED FROM HAZARD MITIGATION GRANT FROM FEMA WITH A STATE MATCH.

AND WE ALSO RECEIVED A IOWA DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP GRANT, WHICH WILL BE FUNDING SOME WETLAND IMPROVEMENTS, WHICH I'LL SHOW ON THE NEXT SLIDE. AND THIS IS ALL COORDINATED WITH THE UPCOMING CHEROKEE TRAIL AND SEDIMENT REMOVAL PROJECTS.

SO HERE'S A CONCEPT SHOWING WHAT THIS IS GOING TO LOOK LIKE.

THERE'S OXBOW FEATURES THAT WILL BE INSIDE THE BASIN AND THOSE WILL PROVIDE SOME WATER QUALITY TREATMENT.

THERE'S GOING TO BE A SIDEWALK ON THE SOUTH AND EAST SIDE OF THE BASIN TO PROVIDE A LOOP.

ONE WITH THE CHEROKEE TRAIL COMES IN IN THE FUTURE.

THE EXISTING PEDESTRIAN BRIDGE ON THE EAST SIDE IS GOING TO STAY.

THERE'S EVENTUALLY GOING TO BE A NEW BRIDGE ON THE WEST SIDE WITH THE CHEROKEE TRAIL PROJECT.

AND WE ALSO HAVE SOME SEDIMENT REMOVAL WORK UPCOMING AS WELL DOWNSTREAM OF THIS BASIN.

AND THE PLANTINGS WILL BE WETLANDS INSIDE THE OXBOW AREAS AND THEN ALSO SOME NATIVE UPLAND PLANTINGS AS WELL.

SO IT'LL BE A NATURAL LOOKING AREA WITH EVENTUALLY HAVING A LOOP AROUND IT AS WELL.

ENGINEER'S OPINION OF PROBABLE COST IS 2,440,000.

BID LETTING IS SCHEDULED FOR FEBRUARY 12TH OR ESTIMATING START OF CONSTRUCTION IN APRIL.

THE CONTRACTOR HAS TO BE SUBSTANTIALLY COMPLETE BY NOVEMBER 30TH.

SO THERE'S PROBABLY GOING TO BE SOME IMPACTS TO THAT TO BE WORKED OUT WITH THE CONTRACTOR.

AND I, I THINK THIS THIS IS REALLY PART OF THE FLOOD SYSTEM.

AND BECAUSE THE BENTON DITCH IS ONE OF OUR BIGGEST FEEDERS INTO THE NEW FLOOD SYSTEM THAT WE'RE UNDERWAY.

AND SO THIS IS A GREAT PROJECT. PLUS, I THINK IT'S GOING TO ENHANCE THE APPEARANCE OF THAT AREA, WHICH IS JUST NOW JUST A GRASS AREA. AND BY ADDING THE THE WILD GROWTH AND THE TRAIL GOING AROUND THERE, I THINK IT'S GOING TO BE A BIG DIFFERENCE. BUT THE REAL WIN IS FROM THE FACT THAT WE ARE GOING TO MAKE A DIFFERENCE FOR PEOPLE THAT ARE DOWNSTREAM, AND THERE'S NOTHING WORSE THAN FLOODING. AND A LOT OF THESE HOUSES DON'T REALIZE THAT THIS FLOODING CAN HAPPEN AND THEY DON'T CARRY FLOOD INSURANCE, AND IT'S VERY DAMAGING TO SOME OF THESE OLDER NEIGHBORHOODS.

WE ORIGINALLY ADOPTED THE PLAN IN JUNE OF 2015, AND I WANT TO THANK CITY COUNCIL FOR YOUR VISION AND LEADERSHIP IN KEEPING THIS DOCUMENT ACCURATE. THERE'S BEEN TEN REVISIONS, SO THIS IS PROBABLY THE 11TH TIME I'VE SAT IN FRONT OF COUNCILS OVER THE YEARS.

THIS IS PARTICULARLY IMPORTANT NOW BECAUSE JUST RECENTLY THE GOVERNMENT FEDERAL GOVERNMENT PASSED THE WATER RESOURCES DEVELOPMENT ACT, AND THAT DIRECTED THE ARMY CORPS OF ENGINEERS TO PUT A FEASIBILITY STUDY IN THEIR WORK PLAN.

SO IT'S REALLY IMPORTANT THAT WE HAVE WHAT THE CITY EXPECTS OF THE FLOOD CONTROL SYSTEM TO BE ACCURATE, BECAUSE THAT IS WHAT THEY WILL DO THEIR FEASIBILITY STUDY ON.

SO WITH THAT, I'M GOING TO GET INTO THE CURRENT CHANGES.

BUT IT'S ALSO GOOD FOR TRANSPARENCY BECAUSE THIS IS A VERY LARGE PROJECT.

SO WE WANT TO MAKE SURE THAT THE PUBLIC IN GENERAL ALSO KNOWS WHAT WE'RE DOING.

WE'RE GOING TO TALK ABOUT DETENTION BASIN IN CZECH VILLAGE ASSOCIATED WITH THE LIGHT LINE LOOP.

WE'LL UPDATE OUR FINANCIALS. WE'RE GOING TO TALK ABOUT SOME PUMP STATION POLICIES.

YOU MAY NOT REALIZE IT, BUT THE PRESENTATION THAT DOUG WILSON JUST GAVE ON THIRD STREET SOUTHWEST, THAT ACTUALLY INCLUDES SOME OF THE ITEMS IN HERE TO ALLOW US TO HAVE SMALLER PUMP STATIONS IN THE FUTURE BY PUTTING SOME PIPES, FOR EXAMPLE, ON THAT THIRD STREET RESURFACING PROJECT THAT'S BEING DONE.

AND THEN WE'LL JUST GO THROUGH SOME MINOR REFINEMENTS WHICH WILL SHOW WHERE F AVENUE IS AS WE GET INTO THE DESIGN.

SOME MORE REFINEMENTS, NOT REALLY CHANGING THE PLAN, BUT WE WANT TO MAKE SURE THE MAPS AND DOCUMENTS ARE ACCURATE.

SO, THIS IS THE CURRENT PLAN THAT WE HAVE. THE BIG RED CIRCLE IS SOMETHING WE'VE BEEN LOOKING AT FOR YEARS. IT'S BEEN A HARD NUT TO CRACK BECAUSE THAT'S IMPORTANT TO KEEP THAT NEIGHBORHOOD VIBRANT.

AND WE WERE TALKING ABOUT POWER AND ENERGY BEFORE THIS WOULD HAVE REQUIRED NEW ORLEANS SIZE PUMP STATIONS ON THE BENTON DRAINAGE WAY THERE. AND IT'S DIFFERENT THAN NEW ORLEANS BECAUSE THE IN THAT CASE, THE RIVER IS HIGHER THAN THE GROUND.

SO EVERY TIME IT RAINS, THE PUMP STATION IS UTILIZED.

IN THIS CASE, THESE PUMP STATIONS WOULD ALMOST NEVER BE USED.

AND THAT WOULD BE A VERY POOR INVESTMENT. SO, WE'VE ACTUALLY COME UP WITH A PLAN THAT SIGNIFICANTLY DOWNSIZES THE PUMP STATIONS, AND IT PRESERVES THE NEIGHBORHOOD WITHOUT TAKING ANY HOMES OUT.

JUST KIND OF GOING THROUGH WHAT THAT LOOKS LIKE IS THE PIPE THAT IS UNDER E AVENUE.

WHAT WE WOULD DO IS WE WOULD MAKE THAT A PRESSURE PIPE, WHICH MEANS IT WOULD BE OPEN TO THE RIVER, AND THE RIVER WOULD BE, WOULD ALLOW TO JUST FILL UP THE PIPE AND BACK UP TOWARDS THE DRAINAGE WAY, TOWARDS EDGEWOOD ROAD AND UP UNTIL YOU GET TO 16TH STREET.

ALL THAT WOULD BE CONTAINED UNDERGROUND. THAT WOULD WE'D HAVE TO HAVE SEPARATE STORM SEWER PIPES TO HANDLE THE LOCAL DRAINAGE.

BUT THAT MAIN LINE HERE, SHOWN IN BLUE, WOULD JUST BE A LINE PIPE.

WE DON'T NEED A NEW PIPE, BUT THAT WOULD BE OPEN TO THE RIVER.

BUT WHAT THAT DOES IS LOOKING AT THE ELEVATIONS.

WE WOULD NEED SOME IMPROVEMENTS THAT TO BE DETERMINED EXACTLY WHAT THEY WOULD LOOK LIKE FROM 16TH TO 18TH STREET.

IF THEY WERE TO BE WALLS, WE WOULDN'T WANT TO CALL THEM FLOOD WALLS, BECAUSE THOSE ARE AVERAGING 13 TO 15 FOOT HIGH.

IF WE WERE TO USE WALLS IN THIS AREA, THEY WOULD BE IN THE VICINITY OF 2 TO 6 FOOT HIGH.

SO, IT'S A DIFFERENT SITUATION, BUT WE WANT TO MAKE SURE AS WE WERE TALKING BEFORE THAT THERE IS NO FLOODING ON THE HOMES THERE ALONG THE DRAINAGE WAY.

IN FACT, THEY'RE AT THEY'RE AT RISK NOW. THE IMPROVEMENT PROJECT THAT BEN WARRELL BROUGHT UP BEFORE REDUCES THE RISK.

THIS ONE WILL FURTHER REDUCE THE RISK IN THAT AREA.

AND WE ARE TALKING ABOUT LINING THAT PIPE AND BUILDING SEPARATE STORM SEWER PIPES TO HANDLE THE INTERIOR DRAINAGE THAT FROM THE STREETS, AS WELL AS IMPROVEMENTS FROM 16TH TO 18TH STREET.

THOSE ARE THOSE WOULD BE IN EXCESS OF $100 MILLION INVESTMENT.

AND THAT'S WHY IT'S SO IMPORTANT TO GET THAT IN THE PLAN.

SO THE ARMY CORPS OF ENGINEERS CONSIDERS THAT IN THEIR FEASIBILITY STUDY BECAUSE WE ARE LOOKING FOR FEDERAL PARTICIPATION IN THIS.

THE REDS, THE DEVELOPMENT, THE IN THE LIGHT LINE LOOP.

THERE IS A FUTURE PUMP STATION PLANNED, IN WHICH CASE THIS DETENTION BASIN THAT'S BEING ADDED HERE, JUST TO THE EAST OF THE DEVELOPMENT, THAT COULD EVENTUALLY GO AWAY AND THERE COULD BE ADDITIONAL DEVELOPMENT.

BUT IN THE MEANTIME, AGAIN, WE WANT TO HAVE BOTH THE PUMP STATION, SINCE THAT'S NOT BEING BUILT NOW, AND THE DETENTION BASIN HERE, THAT AD AGAIN, THAT'S IMPORTANT FOR THE ARMY CORPS OF ENGINEERS TO MAKE SURE THAT COULD BE FEDERALLY ELIGIBLE AGAIN ONCE THE PUMP STATION IS BUILT.

THIS COULD THEN BE REMOVED. SOME OF THE OF THE OTHER THINGS THAT WE'RE INCLUDING IS THE UPDATE TO THE FESTIVAL GROUNDS AREA. THIS IS THE AREA OF THE NEW EIGHTH AVENUE, AKA JUSTICE BRIDGE.

THE CURRENT PLAN IS MAYBE A LITTLE TOO SPECIFIC.

IT SHOWED ONE CONCEPT IN THERE. YOU KNOW, THIS IS ONE OF THOSE PUBLIC PRIVATE DEVELOPMENTS.

WE DON'T REALLY WANT TO SUPPOSE EXACTLY WHAT THAT WOULD LOOK LIKE. SO, WE'RE JUST MAKING THIS A LITTLE MORE GENERIC.

THAT SHOWS WHERE THE PUMP STATION FOR EIGHTH AVENUE WOULD BE.

AND THEN WE'LL SHOW PRIVATE ADJOINING DEVELOPMENT WITHOUT BEING QUITE SO SPECIFIC AS TO WHAT IT COULD BE, AS WE WANT TO ENCOURAGE ANY TYPE OF DEVELOPMENT THAT'S COMMENSURATE WITH THE FLOOD CONTROL SYSTEM AND COULD INCORPORATE THE PUMP STATION WITH IT.

IT'S ALSO IMPORTANT, AS I MENTIONED, TO BE TRANSPARENT ON THE COSTS AND WHERE WE'RE LOOKING AT NOW, BASED ON THE END OF 2024, WE'RE LOOKING AT A PROJECT WITH AN ESTIMATED COST OF 1.1 TO $1.3 BILLION.

SO, YOU KNOW, A VERY LARGE PROJECT, VERY IMPORTANT INVESTMENT.

AND THIS INCLUDES WORK THAT HAS A 3.5% INFLATION RATE OVER THE NEXT TEN YEARS.

IT'S REALLY HARD TO ESTIMATE THAT. BUT THAT INCLUDES INFLATIONARY ADJUSTMENTS WITH THE CURRENT FUNDING WE HAVE, WHICH IS ABOUT $780 MILLION WE CAN CONTINUE TO WORK FOR PROBABLY ANOTHER SEVEN YEARS OR SO AT THE PACE WE'RE GOING. SO THAT IS A GREAT NEWS STORY.

WHEN WE GET TO THAT POINT, IT MAY TIME VERY WELL WITH THE ARMY CORPS OF ENGINEERS FEASIBILITY STUDY.

WE'LL HAVE TO SEE WE'LL FINISH ABOUT 80% OF THE PERMANENT EVERYTHING THAT'S IN THE PLAN PROJECT.

THAT DOES NOT MEAN THAT WE DO NOT HAVE A FLOOD CONTROL SYSTEM.

THERE'S CERTAIN THINGS WE CAN DO WITH TEMPORARY PUMPS, FOR EXAMPLE, OR WE CAN DO WITH SOME HESCO BARRIERS WHERE THEY'RE VERY EASY TO PUT IN.

SO WE'VE BEEN METHODICALLY WORKING ON THE HARDEST SECTIONS TO PROTECT.

FOR EXAMPLE, I CAN TELL YOU BUILDING A LEVEE THROUGH CEDAR LAKE IS NOT EASY.

THAT IS THAT IS ONE THAT REALLY HARD TO PROTECT ON A TEMPORARY BASIS.

YOU KNOW, THAT LEVEE IS DONE, BUT FOR SEEDING NOW SO THAT ON A TRAIL ON TOP.

SO BY THE TIME WE GET TO THAT 80% LEVEL WITH THE FUNDING WE HAVE, REALLY THE ITEMS THAT ARE GOING TO BE LEFT TO PROTECT ARE THE

VERY EASY ONES. AND JUST AS AN EXAMPLE, WE'RE WHEN WE GET TO THAT POINT, WE WILL HAVE MAYBE THREE QUARTERS OF THE WORK WILL BE ELIMINATED THAT WE HAD OR MORE FROM WHAT WE DID IN 2016.

SO, WE'RE MAKING A LOT OF PROGRESS. BUT WE DID WANT TO BE VERY CLEAR, AGAIN, LOOKING FOR THE FUNDING THAT WE SHOW THAT THERE IS A GAP TO PUT ALL THE THINGS IN THE SYSTEM WE WANT FOR THE LONG TERM. SO WE'RE SHOWING ABOUT 300 TO 500 MILLION, DEPENDING ON INFLATION THAT IS CURRENTLY NOT SECURED FOR FUNDING.

AND AGAIN, WANT TO MAKE SURE THAT'S VERY CLEAR IN THERE.

WE'RE CONTINUING TO WORK WITH THE ARMY CORPS, LIKE WE SAID ON A FEASIBILITY STUDY, HOPING THAT SHOULD BE DONE IN THE SECOND HALF OF 2026. WE'RE TRYING TO ACCELERATE THINGS AS MUCH AS POSSIBLE AND WORK ON GRANT APPLICATIONS.

WE'VE GOT A GRANT APPLICATION BEING SUBMITTED LATER THIS WEEK, FOR EXAMPLE, AND SO WE'LL CONTINUE TO LOOK AT THINGS AND WORK WITH CITY COUNCIL.

I DO WANT TO SAY, THOUGH, ANY ADDITIONAL FUNDING THAT WOULD COME FROM THE FEDERAL GOVERNMENT WOULD REQUIRE ADDITIONAL LOCAL MATCH.

THAT'S TYPICALLY A 65/35 PROGRAM. SOMETIMES THROUGH CONGRESS THEY CHANGE THE PERCENTAGE, BUT NORMALLY IT'S A 65/35.

SO THAT PROBABLY WILL REQUIRE SOME ACTIONS ON CITY COUNCIL GOING FORWARD.

AND THEN THE OTHER ONE THAT I THINK IS REALLY IMPORTANT, WE AS STAFF CONTINUE TO LOOK FOR WAYS TO DO THIS MORE EFFICIENTLY, LESS EXPENSIVELY, AND NOT ONLY WITH INITIAL COSTS, BUT WITH ONGOING OPERATIONS.

AND I THINK IT'S REALLY IMPORTANT, AS I SAID, THE PROJECT THAT DOUG WILSON BROUGHT BEFORE THAT TYPE OF PROJECT ALLOWS FOR A MUCH SMALLER PUMP STATION IF WE CAN DO SOME WORK WITH PUMPS OR, SORRY, WITH LARGER PIPES THAN VERSUS HAVING A LARGER PUMP STATION.

SO WE'RE NOT REALLY DICTATING HOW IT HAS TO BE DONE, BUT IT'S IMPORTANT TO PUT IN THE PLAN THAT RIGHT NOW WE JUST SAY WE BUILD THE PUMP STATIONS FOR A FIVE YEAR STORM. WE'RE GOING TO SAY WE JUST NEED TO GET THE EQUIVALENT OF WHAT THE FIVE YEAR STORM WOULD BE WITH.

THE GOAL IS TO REMOVE AS MANY PROPERTIES AS POSSIBLE FROM THAT HUNDRED YEAR FLOODPLAIN.

HOW WE GET THAT THERE? WE LEAVE THAT UP TO US ENGINEERS.

WE'LL GET THERE. AND WE'VE FOUND SOME WAYS THAT DO NOT RELY ON MECHANICAL EQUIPMENT.

SO THAT'S. THIS CHANGE ALLOWS US THAT FLEXIBILITY TO DO THAT.

WE TOOK THIS DOCUMENT TO THE COUNCIL SUBCOMMITTEE ON JANUARY 13TH, AND THAT WAS RECOMMENDED TO FULL CITY COUNCIL FOR APPROVAL.

HOWEVER, THAT WILL STOP SHORT OF ELLIS BOULEVARD.

THAT WOULD BE A FUTURE PHASE. SOME OF IT'S GOING TO DEPEND ON WHERE SOME OF THIS GOES WITH THE EAST SIDE AND THE UNION PACIFIC RAILROAD AGREEMENTS WITH THE ARMY CORPS OF ENGINEERS. WE'RE KIND OF WAITING TO SEE HOW THAT PLAYS OUT BEFORE WE SCHEDULE THAT, BECAUSE THAT MAY BE SOMETHING THAT WE HAVE TO TURN THE, THE PROJECT ON OVER THERE FAIRLY FAST.

AND THE MORE THAT WE CAN MAKE THEM, YOU KNOW, FINISH THEIR CURRENT PROJECT, THE MORE THEY'RE GOING TO BE LIKELY TO TAKE ON A PROJECT ON THE WEST SIDE. SO IF WE CAN GET THAT APPROVED IN THE FEASIBILITY STUDY FOR THAT AREA, THAT TAKES ELLIS BOULEVARD AND ACTUALLY CLOSES IT OFF AND RECONNECTS IT, WHY NOT USE THE FEDERAL FUNDING FOR THAT IF WE CAN GET THAT? SO THAT'S WHERE WE'RE AT ON THAT. BUT YOU'LL SEE A LOT MORE WORK.

THIS IS GOING TO BE A BIG YEAR STILL OVER THERE.

IT'S BASICALLY EVEN AND THE COUNCIL TWO YEARS AGO, THREE YEARS AGO DEDICATED ADDITIONAL DOLLARS FROM OUR ARPA FUNDING TO START WORK. IN TIME CHECK QUICKER THAN, YOU KNOW, WAS ON THE ORIGINAL PLAN.

SO I SO I JUST THINK THAT TRACK RECORD REALLY, YOU KNOW, CONTRIBUTES TO SUCCESS AND SUCCESS BEGETS SUCCESS.

EVERY DAY, 365 FIVE DAYS A YEAR SINCE THE RAILYARD STARTED OPERATION.

I NO LONGER CAN SIT ON MY DECK IN THE MORNING ON A FINE SPRING DAY AND HAVE A CUP OF COFFEE, BECAUSE WHEN THIS STARTS, I HAVE TO GO INSIDE.

I CAN NO LONGER SIT AROUND MY FIRE PIT IN THE AFTERNOON BECAUSE WHEN THIS NOISE STARTS, I HAVE TO GO INSIDE.

THE SCREECHING NOISE THAT YOU HEARD IS LOUD AND IT'S JUST IT'S JUST UNCOMFORTABLE TO LISTEN TO.

AND EVEN INSIDE YOU CAN STILL HEAR THE NOISE.

AND YOU ALSO COULD HEAR THE NOISE FROM THE DIESEL ENGINE WHEN I WAS SITTING THERE IDLING.

IT'S AN OLD DIESEL ENGINE. IT IDLES WITH A RUMBLE.

AND WHEN IT STARTS TO PUSH THE CARS OR TO PULL THE CARS, THEN THE NOISE INCREASES WITH IT.

AND IF ALL OF THIS IS NOT BAD ENOUGH, YOU ALSO HAVE RAIL CARS WITH GRAFFITI, SOME WITH HATE MESSAGES, SOME WITH SEXUAL IMPLICATIONS, SOME WITH FU ON THE SIDE IN FOUR FOOT LETTERS THAT ARE PAINTED IN BLACK, RED OR ORANGE. AND THESE MAY SIT IN THE YARD FOR SEVERAL DAYS.

SO WHEN I GO GET A DRINK OF WATER FROM THE KITCHEN SINK, THAT'S WHAT I SEE WHEN I SIT DOWN AT MY DINING ROOM TABLE TO EAT BREAKFAST OR LUNCH OR SUPPER. THAT'S WHAT I SEE. AND THESE CARS ARE THERE FOR SEVERAL DAYS BEFORE THEY'RE MOVED, AND OFTENTIMES ANOTHER SET OF CARS MOVES IN WITH IT.

WHEN OUR FORMER MAYOR SAID THAT HE DIDN'T THINK THE RAIL YARD WOULD BE BAD FOR THE NEIGHBORHOOD, HE WAS WRONG. IT IS BAD FOR THE NEIGHBORHOOD, AND I AM ALSO SEEKING SOME RELIEF FROM THE CITY COUNCIL.

HARASSMENT. I'M JORDAN KEPPER AND I LIVE IN THE ST. LUDMILLA NEIGHBORHOOD ON THE SOUTHWEST SIDE.

I'M A LIFELONG RESIDENT OF CEDAR RAPIDS. SINCE PURCHASING MY CURRENT HOME IN JUNE 2021 WITH MY TWO SONS, WE'VE WORKED HARD TO BUILD A POSITIVE LIFE IN OUR NEIGHBORHOOD. MOST OF MY NEIGHBORS HAVE BEEN SUPPORTIVE, GOING OUT OF THEIR WAY TO HELP WITH THINGS LIKE MOWING THE LAWN WHEN I'M BUSY, HELPING WITH STORM CLEANUP, ASSISTING WITH MY LATE DOG IN HER LAST DAY, AND CHANGING AND FIXING A FLAT TIRE.

HOWEVER, THE NEIGHBORS ACROSS THE STREET, A HUSBAND AND WIFE, HAVE CAUSED ONGOING PROBLEMS, MAKING OUR LIVES INCREASINGLY DIFFICULT.

THE HARASSMENT BEGAN JUST MONTHS AFTER I MOVED IN WITH COMPLAINTS TO THE CITY ABOUT MY LAWN.

FIRST IN SEPTEMBER 2021 AND THEN AGAIN IN JULY 2022 AND AUGUST 2023.

WHILE I ADMIT THERE WERE TIMES MY GRASS WAS OVERGROWN DUE TO MY LAWN MOWER BEING BROKEN AND THEN STOLEN, AS WELL AS TIME AND HEALTH CHALLENGES, I HAVE CONSISTENTLY TAKEN ACTION TO ADDRESS THE ISSUES.

YET THE COMPLAINTS CONTINUED EVEN WHEN THE PROBLEMS WERE MINOR QUICKLY RESOLVED.

I LEARNED AFTER THE FIRST CALL FROM OTHER NEIGHBORS THAT THIS NEIGHBOR HAS A HISTORY OF MAKING SIMILAR COMPLAINTS ABOUT OTHERS ON OUR BLOCK.

PRIOR TO MY MOVING IN, THE NEXT DOOR NEIGHBOR TOLD ME AFTER THE FIRST CALL THAT THEY FOUND THE WIFE FROM ACROSS THE STREET RECORDING MY YARD AND COMPLAINING ABOUT MY GRASS.

THIS PAST YEAR, I GOT A WORKING LAWN MOWER AND DID BETTER WITH KEEPING UP WITH THE YARD WORK AND PLAN TO CONTINUE TO DO SO. IN ADDITION TO THE CALLS, THERE WERE IN CAMERA RECORDS FAR BEYOND THEIR PROPERTY, EVEN INTO MY BACKYARD ACROSS THE STREET, AND IT GOES OFF FREQUENTLY. ALTHOUGH I KNOW THIS IS NOT TECHNICALLY ILLEGAL, THE FREQUENCY OF THE RECORDING HAS CAUSED FRUSTRATION ON MY END ALONG WITH THE CALLS TO THE CITY. SO, I WILL ADMIT, I HAVE FLIPPED OFF THEIR CAMERA AND TOLD THEM TO GET A HOBBY THROUGH THE CAMERA, NOT TO THEIR FACE. I HAVE NOT DONE SO IN MONTHS.

OVER TIME, THE HARASSMENT ESCALATED. THIS PAST YEAR, THE WIFE HAS REPEATEDLY SHOWN LIGHTS INTO MY HOME FROM THEIRS, ESPECIALLY AT NIGHT WHEN MY CHILDREN AND I ARE RELAXING. ON THE MORNING OF NOVEMBER 13TH, I NOTICED THE LIGHT SHINING AT MY CAR FROM AROUND THE CORNER BY THEIR FRONT DOOR WHILE MY YOUNGEST SON AND I WERE SITTING IN IT. WHEN I PULLED OUT TO LEAVE AND LOOKED BACK TO SEE WHAT IT WAS, I SAW HER FLIPPING ME OFF FROM THE WINDOW. THE NEXT DAY, NOVEMBER 14TH, THE RECORDING HAD BEEN CHANGED TO A RAP SONG THAT WAS SANG AND SORRY, IT'S GOT PROFANE WORDS. I'M GOING TO SHORTEN IT, BUT IT SAYS B, I DON'T F WITH YOU.

THAT WENT OFF AS MY SONS AND I WERE GETTING INTO THE CAR TO GO TO AN APPOINTMENT.

THEN AFTER I DROPPED THE BOYS OFF AT SCHOOL, SHE PROCEEDED TO HARASS ME WHILE I WAS IN FRONT OF MY HOUSE, CHECKING MAIL AND SMOKING A CIGARETTE, CALLING ME NAMES SUCH AS STUPID B, STUPID T WORD, INAPPROPRIATE WORD, AND THE C WORD.

SHE SAID ALSO SAID SOMETHING ALONG THE LINES OF WHAT? YOU'RE NOT GOING TO DO ANYTHING. YOU'RE NOT GOING TO DO ANYTHING NOW. P WORD.

I CALLED THE NON-EMERGENCY NUMBER TO SEE WHAT MY OPTIONS WERE, AND SINCE I DIDN'T HAVE CLEAR EVIDENCE AT THE TIME AS I JUST SET UP A RING CAMERA THE EVENING PRIOR, I WAS TOLD THEY CAN TRY TO GO TALK TO HER.

SHE DIDN'T ANSWER THE DOOR AND WHEN CALLED TOLD THEM SHE WAS WORKING FROM IOWA CITY, WHICH CLEARLY WASN'T TRUE SINCE THE SITUATION HAPPENED LESS THAN 30 OR SO MINUTES PRIOR.

I WAS TOLD TO KEEP RECORDING AND TO CALL AGAIN IF ANYTHING MORE HAPPENS. THE NEXT DAY WAS THE MIKE TYSON JAKE PAUL FIGHT.

SO, MY SONS AND I WENT TO A FRIEND'S HOUSE JUST BEFORE 11 P.M., WHERE WE RECEIVED A TEXT FROM THE NEXT DOOR NEIGHBOR STATING THAT THOSE ACROSS THE STREET WERE UP TO SOMETHING. SO I GOT ONTO MY CAMERA AND WATCHED AS THE WIFE SHONE THE LIGHT AT MY HOUSE FOR 50 MINUTES.

ON MY WAY HOME, I CALLED AND REQUESTED POLICE MEET MY BOYS AND I AT HER HOME BECAUSE I DIDN'T FEEL SAFE OR COMFORTABLE, AS THE CONSECUTIVE THREE DAYS OF INCIDENTS WAS A HUGE ESCALATION.

AS WE SAT IN THE CAR WAITING FOR THEM TO ARRIVE, THE LIGHTS SHONE A COUPLE MORE TIMES.

THE COPS TALKED TO TALKED TO ME AND THE NEXT DOOR NEIGHBOR, AND THEN THE NEIGHBORS ACROSS THE STREET, ONLY TO TELL US JUST TO LEAVE EACH OTHER ALONE AND FOR ME TO CALL THE LIEUTENANT. THE NEXT DOOR NEIGHBOR HAD PREVIOUSLY SPOKEN WITH. MY BIGGEST CONCERN WITH THIS WAS THAT MY CAR WAS NOT IN THE DRIVEWAY, LEADING ME TO BELIEVE THAT SHE WAS TRYING TO HARASS MY SONS, THINKING THEY WERE THERE BECAUSE I LEAVE A LIGHT ON FOR OUR DOG WHEN WE AREN'T.

I HAVE REACHED OUT TO THE LANDLORD OF THE HOUSE ACROSS THE STREET VIA EMAIL TO LET THEM KNOW WHAT IS GOING ON, BUT HAVE NEVER RECEIVED ANY RESPONSES. MY NEXT DOOR NEIGHBOR HAS SHOWED ME TEXT MESSAGE EXCHANGES THEY HAVE HAD WITH THE LANDLORD REGARDING THE ONGOING ISSUES AS WELL.

THE HOUSE IS A RENTAL PROPERTY, AND I HOPE THAT I HOPED THAT INVOLVING THE LANDLORD MIGHT LEAD TO SOME RESOLUTION.

HOWEVER, THE ISSUES PERSIST. THE HARASSMENT HAS ALSO TAKEN MORE INVASIVE TURNS.

A REPORT WAS MADE TO THE IOWA DEPARTMENT OF HEALTH AND HUMAN SERVICES ACCUSING ME OF LEAVING A FOUR YEAR OLD CHILD HOME, A CLAIM THAT IS COMPLETELY UNTRUE AS I HAVE A NINE YEAR OLD AND A 14 YEAR OLD.

AS A SOCIAL WORKER AND MOTHER, THIS ACCUSATION COULD HAVE HAD DEVASTATING CONSEQUENCES FOR MY FAMILY AND MY CAREER.

IT ALSO SUBJECTED MY SONS TO AN UNNECESSARY VISIT WITH A STRANGER IN OUR HOME.

I KNOW I CANNOT SAY 100% FOR CERTAIN, DUE TO ANONYMITY THAT THE CALL WAS MADE BY HER, BUT SHE WORKS FROM HOME AND MONITORS MY HOUSE AND THE NEIGHBORING HOUSES CONSTANTLY, WHICH IS BACKED UP BY THE CRPD. TELLING ME THAT SHE FREQUENTLY SENDS THEM VIDEOS OF RANDOM GOINGS ON, TRYING TO GET ANY ONE OF US IN TROUBLE. THE REPORT, THANKFULLY, DID COME BACK AS UNFOUNDED.

THE JONES COUNTY MAGISTRATE, WHO IS THE SISTER OF THE NEIGHBOR IN QUESTION, IS PART OF JUDICIAL DISTRICT SIX, WHICH INCLUDES BENTON, IOWA, JOHNSON, LINN AND TAMA COUNTIES.

THIS CONNECTION PRESENTS A SIGNIFICANT CONFLICT OF INTEREST, AS I'VE BEEN INFORMED THAT ANY LAWSUIT FOR EMOTIONAL DISTRESS WOULD BE TRIED IN DISTRICT COURT. THIS CREATES AN ADDITIONAL BARRIER TO PURSUING JUSTICE AND HEIGHTENS MY CONCERN ABOUT THE FAIRNESS OF THE PROCESS.
