I'LL JUST NOTE THAT COUNCIL MEMBER MARTY HAGER WILL NOT BE ATTENDING TODAY'S MEETING, AND WE HAVE AN ASSISTANT CITY ATTORNEY FILLING IN FOR ATTORNEY CHAVEZ TODAY.

I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AS WELL AS OUR ACTING CITY ATTORNEY TODAY.

THANK YOU AS ALWAYS TO CITY STAFF FOR ATTENDING AND BEING AVAILABLE TO ANSWER QUESTIONS SHOULD PEOPLE HERE HAVE THOSE FOR YOU.

GOD, WE THANK YOU FOR THE WEATHER CHANGE, AND MAY THAT JUST CONTINUE IN THIS CHAMBER AS DECISIONS ARE MADE AND DISCUSSED.

GLAD TO BE HERE BEFORE YOU TODAY TO JUST GO OVER REALLY QUICKLY, WHERE WE'RE AT WITH THE MUSIC CENSUS.

AGAIN, THIS IS A COMMUNITY-LED INITIATIVE TO PROVIDE US WITH A COMPREHENSIVE LOOK AT OUR LOCAL MUSIC ECOSYSTEM.

REALLY THE PURPOSE IS TO IDENTIFY, WHAT ARE THOSE STRENGTHS, CHALLENGES AND OPPORTUNITIES WE HAVE IN OUR LOCAL MUSIC INDUSTRY TO REALLY HELP US SUPPORT DATA-DRIVEN POLICYMAKING TO SUSTAIN AND GROW THAT ECOSYSTEM.

WE'VE CONTRACTED WITH SOUND MUSIC CITIES, WHO'S OUT OF AUSTIN, TEXAS.

THE CENSUS HERE RAN FROM SEPTEMBER TO MID OCTOBER, AND WE WERE GLAD TO GET JUST OVER 450 RESPONSES FROM THOSE IN THE MUSIC INDUSTRY.

AGAIN, THIS WAS A JOINT EFFORT WITH THE CITY, VENUWORKS, THE ECONOMIC ALLIANCE, AS WELL AS CEDAR RAPIDS TOURISM.

THEN LOTS OF COMMUNITY PARTNERS STEPPED UP TO REALLY BE AMBASSADORS FOR THIS AND TO ENCOURAGE PEOPLE TO PARTICIPATE.

IN THE SURVEY THAT WAS ADMINISTERED REALLY WAS VERY COMPREHENSIVE.

IT LOOKED AT 10 DIFFERENT INDICATORS FOR ALL OF THESE PEOPLE THAT PARTICIPATE IN OUR MUSIC ECOSYSTEM.

SOME OF THE HIGHLIGHTS FROM THE REPORT, STARTING WITH THE GRAPHICS BELOW, WE HAD 72% OF THOSE RESPONDING WERE MUSIC CREATIVE PEOPLE, 8% BEING THOSE VENUES OR PRESENTERS, AND THEN JUST 20% THAT ARE IN THE INDUSTRY AND OTHER CAPACITIES.

THE OTHER REALLY INTERESTING DATA THAT CAME BACK IS THAT 84% OF THE PEOPLE THAT RESPONDED HAVE BEEN IN THIS INDUSTRY FOR OVER 10 YEARS.

AGAIN, A VERY SEASONED GROUP THAT RESPONDED.

SOME OF THE OTHER DATA THAT WAS INTERESTING, $9 MILLION IN TOTAL MUSIC GENERATED INCOME JUST FROM THOSE THAT WERE RESPONDING TO THE SURVEY.

73% OF THE MEMBERS ARE NOT PARTICIPATING IN A PROFESSIONAL INDUSTRY ORGANIZATION.

AGAIN, LIMITING THAT NETWORKING OPPORTUNITY AND ALSO VENUES ARE STRUGGLING WITH THOSE RISING TALENT COSTS, MARKETING EXPENDITURES AND REALLY THAT POST COVID ATTENDANCE SHIFT.

NEXT STEPS, WE ARE LOOKING AT THE NINE RECOMMENDATIONS FOR CEDAR RAPIDS TO CONSIDER.

WE REALLY NEED TO PRIORITIZE THEM BECAUSE TAKING ON NINE OF THESE AT ONCE IS JUST NOT A GOOD APPROACH.

WE WERE REALLY LOOKING FOR COMMUNITY VOICES THAT WILL HELP US SHAPE THIS ACTION PLAN.

THE NEXT STEP FOR WHERE WE'RE STARTING IS ON TUESDAY, MARCH 4, WE HAVE INVITED MANY OF THE PEOPLE THAT HAVE PARTICIPATED ALREADY IN THIS SURVEY TO HAVE A COMMUNITY SUMMIT.

THE IDEA HERE IS TO REALLY REVIEW THE REPORT TOGETHER, START THAT DISCUSSION AND REALLY LOOK AT WHAT ARE THE BEST WAYS WE CAN START BUILDING THAT NETWORK AND OUR OWN COMMUNITY TO MOVE THESE ACTION ITEMS FORWARD.

AGAIN, THE FULL REPORT AND A DASHBOARD IS AVAILABLE AT CEDARRAPIDSMUSIC.COM, AND WE'RE ANXIOUS FOR PEOPLE TO START GETTING EYES ON THAT AND BRINGING IDEAS AND ENERGY TO THE TABLE.

AGAIN, ONE THING THE CITY CAN ALWAYS DO WELL IS BRING PEOPLE TO THE TABLE, SO WE ARE VERY EXCITED TO BE DOING THIS WITH OUR MUSIC INDUSTRY AND WITH THAT, I'LL TURN IT BACK TO THE MAYOR.

I THINK IT'S PROBABLY ABOUT TWO YEARS AGO THAT WE STARTED TALKING INTERNALLY ABOUT THE IDEA.

I WOULD SIMPLY SAY THAT WE REALLY LACKED OUT IN TERMS OF THE CONSULTANT, DON PITTS.

THEY WERE THE RIGHT TEAM FOR OUR COMMUNITY.

THEY ACKNOWLEDGE THAT WE HAVE SOMETHING UNIQUE IN TERMS OF THE TRIFECTA OF THE PARAMOUNT, MCGRATH, AND THE POWERHOUSE AND WHEN THEY'RE ALL OPERATING ON THAT INFUSION IN DOWNTOWN IN TERMS OF ECONOMIC IMPACT IS SOMETHING THAT A LOT OF CITIES ENVY.

WE ALSO ACKNOWLEDGE THAT IT'S GETTING PRETTY COMPETITIVE OUT THERE, BUT AT THE SAME TIME, WE PULLED TOGETHER THIS ECOSYSTEM, THIS FEEDER SYSTEM, OF ALL THIS GREAT TALENT AROUND HERE IN CEDAR RAPIDS, IT REALLY WASN'T TALKING TO ONE ANOTHER.

NOW WE'RE GOING TO FORCE THEM ALL TO TALK TOGETHER AND WORK TOGETHER AND SO WE'RE PROBABLY MIDWAY THROUGH, ANOTHER YEAR AT LEAST OF A PROJECT THAT WE HOPE BUILDS ESSENTIAL COMMUNITY IN THE MUSIC SYSTEM.

I THANK YOU ALL FOR YOUR HELP ON THIS, AND WE LOOK FORWARD TO BRINGING A PRODUCT BACK THAT'S GOING TO MAKE US ALL PROUD.

THAT WAS ONE OF THE BIGGEST POINTS OF FEEDBACK WITH OUR LAST LARGE ATTEMPT AT A MULTI REGION WITHIN THE CITY FESTIVAL.

WE DIDN'T DO THAT, DURING THAT TIME.

WHAT DIDN'T EXIST BEFORE VENUWORKS. THAT ENTITY.

UNFORTUNATELY, DID NOT PRIORITIZE LOCAL VOICES.

WHEN YOU DON'T HAVE THAT, YOU DON'T GET THAT LOCAL BUY IN, AND WE HAVE SO MUCH PHENOMENAL TALENT HERE.

LIKE COUNCILMEMBER TODD SAID, THE PERFORMANCE VENUES, THE AMOUNT OF TIMES THAT I HEAR PEOPLE SAYING, I COULD NEVER HAVE IMAGINED THAT A SPACE LIKE THE PARAMOUNT EXISTED.

LET ALONE THEN TO HAVE THEATER CEDAR RAPIDS AND CSPS, AND IDEAL THEATER.

I KNOW THAT THAT'S GOING TO GO A LONG WAYS AND HOPEFULLY WE CAN CONTINUE TO PROMOTE OUR LOCAL MUSICIANS AND CONTINUE TO BE ATTRACTIVE TO OTHER ARTISTS COMING IN AS WELL SO THANK YOU FOR THAT.

IT INCLUDES $9,150,000 FOR URBAN RENEWAL PROJECTS FOR STREET AND BRIDGE IMPROVEMENTS, AND $36 MILLIONS FOR THE FLOOD CONTROL SYSTEM.

ANTICIPATED ISSUANCE COSTS ARE $1,110,000 FOR A TOTAL PAR OF $62,260,000.

AGENDA ITEM 8 IS FOR A SERIES 2025C WATER REVENUE BONDS.

THIS INCLUDES $10,325,000 FOR WATER PROJECTS.

THESE ARE FOR GENERAL REPAIR AND MAINTENANCE OF THE WATER SYSTEM.

WE NEED TO FUND A DEBT RESERVE FUND OF $590,215.

ISSUANCE COSTS ARE ANTICIPATED TO BE $249,785 FOR A TOTAL PAR OF $11,165,000.

THE SCHEDULE FOR THE BOND SALE INCLUDES TODAY'S PUBLIC HEARINGS, AS WELL AS THE PRE-LEVY RESOLUTION.

ON APRIL 22, WE'LL ASK YOU TO APPROVE THE SALE DATE, APPROVE THE PRELIMINARY OFFICIAL STATEMENT, AND ELECTRONIC BIDDING.

IT'S A LITTLE BIT OF BACKGROUND ON JANUARY 14, CITY COUNCIL AUTHORIZED FINANCIAL INCENTIVES WITH SHOPS AT CEDAR RAPIDS, LLC, FOR THE REDEVELOPMENT OF THE FORMER SEARS BUILDING AT 4601ST AVENUE NORTH EAST.

ONE OF THE ITEMS UNDER THIS AGENDA IS A RESOLUTION APPROVING THE URBAN RENEWAL PLAN. THESE ARE REQUIRED.

WE'RE REQUIRED TO UPDATE PLANS REFLECTING SPECIFIC ACTIVITIES, INCLUDING NEW ECONOMIC DEVELOPMENT PROJECTS AND/OR INFRASTRUCTURE IMPROVEMENTS.

ON FEBRUARY 10, WE HELD A CONSULTATION WITH TAXING AGENCIES AND RECEIVED NO COMMENTS OR OBJECTIONS TO THE URBAN RENEWAL AREA PLAN.

SO TODAY, THERE IS A RESOLUTION APPROVING THE URBAN RENEWAL PLAN, AS WELL AS FIRST READING AND OF THE ORDINANCE.

A DEVELOPMENT AGREEMENT, MINIMUM INVESTMENT, $25 MILLION.

AGAIN, FOR THE RENOVATION OF THE FORMER SEARS BUILDING, 117,000 SQUARE FEET.

LINDALE MALL HAS BEEN SOMEWHAT SUCCESSFUL.

AND IN TERMS OF WHAT WE DO, IT IS NOT A LARGE TAX INCENTIVE THAT WE'RE PROVIDING IT.

AND MY UNDERSTANDING IS THAT BY DOING THIS, THEY'RE GOING TO, I BELIEVE, LEAVE THE EXISTING PROPERTY THAT THEY'RE IN, THAT WILL I THINK ATTRACT ADDITIONAL INVESTMENT ON THE OTHER SIDE OF FIRST AVENUE.

WHEREAS IF YOU DIDN'T HAVE ANYTHING HAPPEN IN THIS PROPERTY, YOU CAN IMAGINE THE REST OF THE AREA IS GOING TO CONTINUE TO DETERIORATE.

THIS REALLY FALLS INTO THAT SWEET SPOT FOR WAREHOUSING IN CEDAR RAPIDS, WHERE WE CONTINUE TO SEE A SHORTAGE OF AND DIFFICULTY FINDING WAREHOUSES OF THIS SIZE FOR VARIOUS PURPOSES.

WE'RE STARTING TO SEE THEM RECEIVE MORE PRESSURE AS WELL AS WE START TO SEE CONTRACTORS COME INTO TOWN FOR CONSTRUCTION PROJECTS, WHETHER IT'S DATA CENTERS OR OTHERS FOR STORING EQUIPMENT, FOR OFFICE SPACE.

LESS WE FORGET THAT THEY WERE A HUGE AND CRITICAL PART OF THE GREAT TOILET PAPER DEBATE IN 2020.

THEY WERE CREATING THE START THAT ACTUALLY HELPS THE PAPER NOT STICK TOGETHER, WHICH IS SOMETHING YOU DON'T THINK ABOUT, BUT THEY ARE A KEY PIECE IN THAT ECONOMIC NEED IN 2020.

THEY ALSO JUST ARE PART OF OUR CIRCULAR ECONOMY, WHICH IS REALLY IMPORTANT, TAKING THE WASTE FROM OTHER MANUFACTURING INDUSTRIES THAT WE HAVE HERE IN TOWN AND REPURPOSING IT TO OTHER THINGS, LIKE GLUE, FOR EXAMPLE, WITH SOME OF OUR BOXES THAT INTERNATIONAL PAPER MAKES.

JUST APPRECIATE THIS INVESTMENT AND CONTINUED INVESTMENT IN CEDAR RAPIDS.

THIS SAVES STAFF TIME.

IT SAVES THE CITY MONEY.

IT KEEPS DEPARTMENTS ON TRACK, AND IT PROVIDES FOR FLEXIBILITY FOR CHANGING CONDITIONS.

YOU'LL SEE TO THE RIGHT HERE, THOSE ARE THE SIX ELEMENTS WHICH ARE IN ESSENCE THE CHAPTERS OF THE PLAN, AND THIS YEAR, WE UPDATED CONNECT AND GROW CR.

THIS IS THE TIMELINE.

AFTER CITY COUNCIL SETS THEIR PRIORITIES IN THE SPRING, THAT'S WHEN STAFF GETS TOGETHER AND STARTS UPDATING THEM.

THE PROCESS IS A COORDINATED OPPORTUNITY TO DISCUSS INITIATIVE IN ACTION STEPS, WHY THEY'RE NEED, HOW THEY RELATE TO CITY COUNCIL PRIORITIES AND CITY GOALS.

THIS YEAR, WE UPDATED 284 INITIATIVES IN TOTAL.

PER STATE COB WENT TO CITY PLANNING COMMISSION, THEN DEVELOPMENT COMMITTEE BOTH RECOMMENDED THE UPDATES, AND THEN IN APRIL, WE ARE PLANNING AN OPEN HOUSE FOR THE COMMUNITY.

CITY STAFF RECOMMENDS THAT CITY COUNCIL ADOPT THE 2024 ENVISION CR AND PLAN UPDATES. I'LL TURN IT OVER TO YOU.

ADOPTING THE FIRST AVENUE EAST MICRO AREA ACTION PLAN AND INCORPORATING IT INTO ENVISION CR.

THE MICRO ACTION PLANNING PROCESS IS SIMILAR TO THE AREA ACTION PLANNING PROCESS, BUT WITH A SMALLER STUDY AREA AS SHOWN IN THE GRAPHICS TO THE RIGHT HERE.

THE COLLEGE DISTRICT AREA ACTION PLAN, WHICH ENCOMPASSES THE FIRST AVENUE EAST MICRO AREA IN PART, WAS AROUND ALMOST 570 ACRES.

WHILE THE FIRST AVENUE EAST AREA IS ONLY A TENTH OF THAT SIZE AT JUST UNDER 60 ACRES.

MICRO-AREA ACTION PLANS USUALLY ALSO HAVE A SHORTER PROJECT TIMELINE AND MORE TARGETED ENGAGEMENT WITH THE FIRST AVENUE HIGH VE CLOSURE, THIS PLANNING PROCESS WAS EXPANDED.

SHOWN HERE ARE THE BOUNDARIES OF THE PLAN AREA, EIGHTH AVENUE IN THE NORTH TO 17TH STREET IN THE EAST, SECOND AVENUE, SOUTHEAST ON THE SOUTH SIDE, AND THEN 12TH STREET IN CO ROAD ON THE WEST SIDE.

THE PROJECT WAS KICKED OFF IN MAY 2024, THE FIRST ROUND OF STAKEHOLDER ENGAGEMENT TAKING PLACE IN JUNE AND AUGUST.

THEN THE DRAFT PLAN WAS DEVELOPED IN SEPTEMBER AND NOVEMBER WITH THE OPEN HOUSE, WHERE WE PRESENTED THE DRAFT GOALS AND ACTION STEPS TO THE PUBLIC TAKING PLACE IN DECEMBER.

TO TARGET AREA STAKEHOLDERS, WE ORGANIZED SIX FOCUS GROUPS, THE ADVISORY BOARD, WHICH WAS MADE UP OF THE PRESIDENTS OF THE COLLEGE DISTRICT, THE WELLINGTON HEIGHTS NEIGHBORHOOD ASSOCIATION, AND THE MOUND VIEW NEIGHBORHOOD ASSOCIATION, HELPED US IDENTIFY THESE GROUPS.

WE ALSO HELD AN ONLINE SURVEY, WHICH LAUNCHED IN EARLY JUNE.

A MAILER WAS SENT TO ALL SITE ADDRESSES AND OWNER ADDRESSES IN THE PLAN AREA TO ENSURE PARTICIPATION.

THE ADVISORY BOARD ALSO ASSISTED BY SHARING THE SURVEY WITH THEIR ORGANIZATIONS.

WE ALSO ATTENDED THE NEIGHBORHOOD GET TOGETHERS, WHICH WERE CITY HOSTED EVENTS WITH OUR COMMUNITY PARTNERS.

THESE WERE GEARED TOWARDS ASSISTING RESIDENTS IN THE WAKE OF THE FIRST AVENUE HIGHWAY CLOSURE.

LISTED HERE ARE SOME OF THE ACTION STEPS THAT WERE VOTED HIGHEST PRIORITY BY COMMUNITY MEMBERS.

FIRST IS THE HIGHEST PRIORITY ACTION STEP OVERALL, WHICH IS TO ESTABLISH A WORKING GROUP TO IDENTIFY BARRIERS FOR AREA BUSINESSES.

THE SECOND IS TO WORK WITH THE COLLEGE DISTRICT IN ENHANCING AND CREATING NEW PROGRAMS TO ASSIST AREA BUSINESSES.

THIRD, STREETSCAPE AND ROAD DESIGN IMPROVEMENTS TO INCREASE SAFETY FOR ALL USERS.

FOURTH, IDENTIFY ECONOMIC DEVELOPMENT PROGRAM CONNECTIONS BENEFICIAL TO NEIGHBORHOOD REVITALIZATION, AND THEN LAST TO SECURE FUNDING FOR A HISTORIC CONTEXT STATEMENT TO TELL THE AREA'S HISTORY.

WE PARTNERED WITH THEM AND APPLIED FOR A USDA FAIR FARE GRANT FOR $250,000.

WE SHOULD RECEIVE WORD ABOUT WHETHER OR NOT WE ARE GOING TO RECEIVE AN AWARD IN MARCH.

IF WE RECEIVE THAT, THEY WILL USE THAT MONEY FOR PURCHASING RACKS, SHELVING, COOLERS, FREEZERS, THAT EQUIPMENT TO OUTFIT THE STORE.

WE ALSO HAVE MADE A CONNECTION WITH IGA, INTERNATIONAL GROCERS ASSOCIATION, INTERNATIONAL NONPROFIT, AND IF FOR SOME REASON, THE INDIVIDUALS FROM KANSAS CITY DON'T WORK OUT, THEY HAVE INDICATED THAT THEY WILL BE ABLE TO CONNECT US WITH PARTIES THAT ARE INTERESTED IN OPERATING THAT GROCERY STORE.

I AM OPTIMISTIC MOVING FORWARD THAT THERE WILL BE SOME OPPORTUNITIES THERE.

ALL THE OTHER PEOPLE IN THE CITY OF CEDAR RAPIDS HAS A BUDGET, AND WE DON'T BUDGET FOR MAILBOXES BEING TAKEN DOWN IN THE MIDDLE OF A SNOWSTORM.

I'M SURE YOU ALL REMEMBER THAT THIS WORK AND THIS POSITION ARE A PRIORITY FOR ASJ.

WE CAN ONLY IMAGINE THAT THE DECISION WAS TO ELIMINATE THE POSITION AND THE WORK WAS A RAPID RESPONSE TO RECENT FEDERAL EXECUTIVE ORDERS RELATED TO DIVERSITY EQUITY AND INCLUSION.

HOWEVER, CEDAR RAPIDS CAN DO BOTH WHAT IS JUST AND WHAT IS LEGAL BY HOLDING OFF ON TAKING THIS SWIFT ACTION.

THE DIVERSITY EQUITY ACCESSIBILITY AND INCLUSION WORK AND SPECIFICALLY THE DIVERSITY EQUITY AND INCLUSION MANAGER POSITION WERE ORIGINALLY CREATED TO CREATE A SENSE OF BELONGING FOR EVERYONE IN THE CITY.

BY OUR READING, THE CITY IS DOING NOTHING IN THE NAME OF DIVERSITY EQUITY, AND INCLUSION THAT WOULD BE DEEMED UNLAWFUL BY WHAT IS OUTLINED IN THE EXECUTIVE ORDERS.

TO BE MORE SPECIFIC, ONE EXECUTIVE ORDER REQUIRES FEDERAL GRANTEES TO CERTIFY THAT THEY DO NOT PROMOTE DEI PROGRAMS THAT VIOLATE ANTI-DISCRIMINATION LAWS.

I DO NOT KNOW OF ANYTHING THAT THE CITY OR THE DIVERSITY EQUITY AND INCLUSION MANAGER ARE DOING THAT WOULD VIOLATE SUCH LAWS.

NOTHING THAT THE CITY IS DOING RIGHT NOW CONSTITUTES ILLEGAL DISCRIMINATION OR PREFERENCES.

HAVING A CITY POSITION DEVOTED TO ENSURING THAT THE CITY IS WELCOMING IS NOT DISCRIMINATORY.

WORKING ON BEHALF OF A COMMUNITY'S RESIDENTS TO DETERMINE HOW TO BEST ENSURE THAT CITY SERVICES

WHAT IS EVEN MORE CONCERNING IS THAT THE CITY CHOSE TO MOVE SO SWIFTLY WHEN THE INK HAD BARELY DRIED ON THE EXECUTIVE ORDERS.

INDEED, A FEDERAL COURT HAS ALREADY HANDED DOWN A PRELIMINARY INJUNCTION THAT BARS ENFORCEMENT OF PROVISIONS IN THE EXECUTIVE ORDERS RELATED TO DIVERSITY EQUITY, AND INCLUSION.

AS A MATTER OF FACT, FEDERAL JUDGES HAVE BLOCKED A SIGNIFICANT NUMBER OF THE EXECUTIVE ORDERS ISSUED SINCE JANUARY 20TH.

WE FULLY ANTICIPATE THERE WILL CONTINUE TO BE EXECUTIVE ORDERS, GUIDANCES, AND POLICIES TO COME THAT WILL REQUIRE THE CITY TO EVALUATE THE WORDS WE USE AS WE CARRY OUT OUR COMMITMENT TO ENSURING LIBERTY AND JUSTICE FOR ALL.

BUT WE DO NOT NEED TO DO THE JOB FOR THEM AND CENSOR OURSELVES BEFORE IT IS CLEAR THAT SUCH ACTIONS ARE UNAVOIDABLE.

EVEN THEN, I MIGHT SUGGEST THAT OUR CITY NEEDS TO STAND UP IN FAVOR OF FAIRNESS AND AGAINST BULLYING, BUT THAT'S FOR ANOTHER CONVERSATION.

RIGHT NOW, THERE IS NO NEED FOR THE CITY TO TAKE PREEMPTIVE ACTION TO PAUSE DIVERSITY, EQUITY, ACCESSIBILITY, AND INCLUSION WORK.

RATHER, WE MUST STAND STRONG AGAINST ANY OVER-CORRECTION OR SELF-CENSORSHIP AND IN FAVOR OF OUR VALUES OF WELCOME, FAIRNESS, EQUITABLE TREATMENT, DIVERSITY, ACCESSIBILITY, AND INCLUSION.

PLEASE DO NOT UNDERESTIMATE THE IMPACT THAT THE CHAOS OF THE CURRENT FEDERAL CLIMATE AND THE DAY-TO-DAY UNCERTAINTY HAS HAD ON CITY STAFF AND ON OUR ENTIRE COMMUNITY.

PLEASE DO NOT ADD TO THE CHAOS BY TAKING ACTIONS UNTIL THEY ARE ABSOLUTELY REQUIRED, AND EVEN THEN CONSIDER HOW TO EXERCISE LEADERSHIP IN WAYS THAT MAINTAIN THE FUNCTIONING OF OUR LOCAL DEMOCRATIC INSTITUTIONS AND COMMITMENTS.

WELL, AS YOU KNOW, WITHIN A WEEK, THERE WAS A TWO YEAR CONTRACT SIGNED OFF WITH FLOCK GROUP FOR NEARLY HALF 1 MILLION TAXPAYER DOLLARS TO ADD 75 ADDITIONAL ENFORCEMENT CAMERAS THROUGHOUT THE CITY.

MAYBE I WAS MISLED, BUT I FEEL LIKE I WAS FLAT OUT LIED TO.

THIS CONTRACT WAS JUST $750 SHORT OF 500,000.

IF THIS CONTRACT WAS OVER 500,000, THAT WOULD REQUIRE LONGER PUBLIC INPUT AND A FULL COUNCIL VOTE.

PERCEPTION IS REALITY.

IT APPEARS THAT SOME PRICING WAS INTENTIONALLY MANIPULATED FOR THAT SITUATION.

CEDAR RAPIDS PD DOCUMENTS STATE THAT THESE CAMERAS ARE ONLY FOR LOCATING SEX OFFENDERS, MISSING PEOPLE, AMBER ALERTS, BAR DRIVERS, CRIMINAL INVESTIGATIONS, AND ASSIST WITH LOCATING STOLEN VEHICLES.

BUT PER YEAR CONTRACT, ICE CANNOT BE CONTACTED.

ILLEGAL ALIENS, INCLUDING THE NOW EIGHT DECLARED TERRORIST ORGANIZATIONS ARE PROTECTED IN THE CITY.
