WE ARE ALL PRESENT AND ACCOUNTED FOR. ALMOST.

THERE WE ARE. I WANT TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY. AND THANK YOU, AS ALWAYS, TO CITY STAFF FOR ATTENDING AND BEING AVAILABLE AFTER THE MEETING. TO ANSWER ANY QUESTIONS, PLEASE TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT US FROM OUR PROCEEDINGS TODAY. AS THE COUNCIL AND CITY MEMBERS MEET, TO MAKE SOME VERY IMPORTANT DECISIONS AND DISCUSS THE FUTURE OF OUR INCREDIBLE COMMUNITY.

THIS IS A PROCLAMATION FROM THE CITY OF CEDAR RAPIDS.

WHEREAS AN INTELLECTUAL, PHYSICAL OR MENTAL HEALTH DISABILITY AFFECTS MORE THAN 7 MILLION AMERICANS AND THEIR FAMILIES. AND WHEREAS PUBLIC AWARENESS AND EDUCATION ENHANCES A COMMUNITY'S UNDERSTANDING OF THE ISSUES AFFECTING PEOPLE WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES. AND WHEREAS, PEOPLE WITH INTELLECTUAL, DEVELOPMENTAL AND MENTAL HEALTH DISABILITIES ARE VIBRANT MEMBERS OF OUR COMMUNITY, PROVIDING THE QUALITY OF LIFE FOR ALL OF US.

AND WHEREAS THE ARC OF EAST CENTRAL IOWA HAS ADVOCATED FOR COMMUNITY UNDERSTANDING AND INCLUSION OF PEOPLE WITH INTELLECTUAL DISABILITIES SINCE 1953. THEREFORE, NOW, ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CEDAR RAPIDS CITY COUNCIL, I HEREBY RECOGNIZE SATURDAY, MARCH 29TH, 2025, AS DISABILITIES AWARENESS DAY IN CEDAR RAPIDS, IOWA AND URGE THE CITIZENS OF CEDAR RAPIDS TO GIVE FULL SUPPORT TO THE EFFORTS ENABLING PEOPLE WITH INTELLECTUAL, DEVELOPMENTAL, AND MENTAL HEALTH DISABILITIES TO LIVE A FULL AND PRODUCTIVE LIFE OF INCLUSION IN OUR COMMUNITY.

HI, MY NAME IS JENNY BASKIN. I AM THE DEVELOPMENT AND COMMUNICATIONS DIRECTOR AT THE ARC OF CENTRAL IOWA.

TRUSTEE LEWIS IS OUR EXECUTIVE DIRECTOR, AND THIS DAY IS IMPORTANT TO US BECAUSE THIS IS OUR MARCH WEEK.

WE HAVE AN EVENT ON SATURDAY MORNING AT LINDALE MALL, WHERE THE COMMUNITY IS ALL INVITED TO CELEBRATE AND SUPPORT THE PEOPLE WE LOVE TO SERVE ON A DAILY BASIS. TWO OF WHOM ARE CHILDREN OF CITY COUNCIL MEMBERS.

AND SO WE, YEP. WE PARDON? YEAH, YEAH. THIS IS A FUNDRAISER WEEK, BUT IT'S ALSO A FRIEND RAISER WEEK AND AN AWARENESS WEEK.

WE LOVE TO BE A PART OF THIS COMMUNITY. WE ARE GRATEFUL TO THE SUPPORT THIS COMMUNITY OFFERS.

IT'S A PROUD MOMENT AS A JAYHAWK MYSELF TO CELEBRATE THIS BECAUSE THIS RECORD STARTED WHEN I WAS STILL IN SCHOOL, SO THAT'S HOW LONG.

SO CONGRATULATIONS IN ADVANCE. WHEREAS THE CEDAR RAPIDS JEFFERSON ACADEMIC DECATHLON TEAM HAS ACCOMPLISHED AN UNPARALLELED FEAT BY SECURING ITS 25TH CONSECUTIVE STATE CHAMPIONSHIP, ESTABLISHING THE LONGEST SUCH STREAK IN THE NATION.

AND WHEREAS THE JEFFERSON TEAM HAS SET AN EXTRAORDINARY STANDARD OF ACHIEVEMENT, DOMINATING THE STATE COMPETITION FOR 25 CONSECUTIVE YEARS AND EARNING THE PRESTIGIOUS DIVISION TWO NATIONAL ACADEMIC DECATHLON CHAMPIONSHIP IN 2022.

AND WHEREAS, THE UNWAVERING DEDICATION OF THE JEFFERSON TEAM TO ACADEMIC ACHIEVEMENT AND THEIR REPRESENTATION OF CEDAR RAPIDS PUBLIC SCHOOLS IS AN EXCEPTIONAL ACCOMPLISHMENT THAT REFLECTS THEIR COMMITMENT TO EXCELLENCE.

AND WHEREAS THE STUDENTS, FACULTY, AND STAFF OF JEFFERSON HIGH SCHOOL HAVE DEMONSTRATED REMARKABLE TEAMWORK, PERSEVERANCE, AND DEDICATION IN REACHING THE HISTORIC MILESTONE.

IT'S A NEW GROUP OF STUDENTS, AND EACH YEAR WE HAVE TO EARN ANOTHER STATE CHAMPIONSHIP.

AND THIS GROUP HAS PUT IN A TON OF WORK TO ACHIEVE THIS GOAL.

LIKE I SAID, 25 STATE CHAMPIONSHIPS IN A ROW THAT IT IT'S TAKEN A LOT OF WORK AND A LOT OF OTHER PEOPLE CAME BEFORE THESE STUDENTS AND MYSELF EVEN, AND WE'RE VERY PROUD OF THEM. SO THANK YOU. CONGRATULATIONS.

EVERYBODY TAKES A GREAT TEACHER TOO. THANK YOU.

THANKS. OKAY, SO FEBRUARY 25TH, COUNCIL AUTHORIZED CITY FINANCIAL INCENTIVES WITH INGREDION INCORPORATED IN SUPPORT OF A HIGH QUALITY JOBS APPLICATION FOR PLANT EXPANSION AT 1001 FIRST STREET SOUTHWEST.

ON MARCH 21ST IED, IED, A BOARD APPROVED THE HIGH QUALITY JOBS APPLICATION.

AS A RESULT, URBAN RENEWAL AREA PLANS ARE REQUIRED TO BE UPDATED TO REFLECT SPECIFIC ACTIVITIES TO INCLUDE ECONOMIC DEVELOPMENT PROJECTS.

MARCH 14TH CONSULTATION WITH TAXING AGENCIES ALSO OCCURRED WITH NO COMMENT OR OBJECTIONS.

SO TODAY WE'RE HERE TO CONSIDER APPROVING THE URBAN RENEWAL PLAN AMENDMENT AND A DEVELOPMENT AGREEMENT.

THIS IS A $48.5 MILLION CAPITAL INVESTMENT FOR THE NEW CONSTRUCTION OF THREE INDUSTRIAL BUILDINGS TO INCLUDE A NEW STARCH DRYER, DEMOLITION OF ONE EXISTING BUILDING, WITH CONSTRUCTION TO BEGIN IN APRIL AND COMPLETE BY OCTOBER OF 26.

EMPLOYMENT INCLUDES FOUR FULL TIME JOBS CREATED, EIGHT RETAINED AT OR ABOVE THE HIGH QUALITY JOBS THRESHOLD.

THIS IS OUR STANDARD INCENTIVE THAT PROVIDES A TEN YEAR, 50% REBATE OF INCREASED TAXES, ESTIMATED 5.1 MILLION IN TOTAL TAXES GENERATED OVER TEN YEARS, OF WHICH 750,000 WOULD BE REBATED. THESE ARE SOME REMINDERS OF FROM WHEN WE PRESENTED BACK IN MARCH. THIS IS THE BUILDING THAT WILL BE DEMOLISHED, AND THIS IS THE AERIAL SHOWING WHERE THE NEW CONSTRUCTION WILL OCCUR. AND SOME OF THE RENDERINGS OF WHAT THAT NEW TECHNOLOGY LOOKS LIKE.

THIS IS AN AERIAL SHOWING WHERE WHERE THE STAR IS.

IT'S IT'S A PUBLIC IMPROVEMENT PROJECT TO CONSTRUCT A PERMANENT 49 SPACE PARKING LOT.

IT'S ON THIRD STREET SOUTHEAST AND IT'S EAST OF 16TH AVENUE.

SO RECOMMENDING APPROVAL OF THE AMENDMENT NUMBER SEVEN TO THE CENTRAL CONSOLIDATED URBAN RENEWAL AREA AND APPROVING THE RESOLUTION TO AUTHORIZE THE DEVELOPMENT AGREEMENT WITH INGREDION INCORPORATED. SO I'LL TURN IT BACK TO YOU.

THANK YOU. MAYOR JEFF GEOFF WOLLSTONECRAFT. COMMUNITY DEVELOPMENT. AS MENTIONED, THIS IS TO ADOPT A RESOLUTION FOR THE INITIATION OF A CITY OWNED LAND DISPOSITION ALONG 22ND AVENUE SOUTHWEST. HERE WE HAVE AN AERIAL.

THE BLUE HIGHLIGHTS THE FIVE PARCELS THAT INITIATED THIS INQUIRY.

AND THEN CITY STAFF ARE RECOMMENDING THE INCLUSION OF THE THREE ADDITIONAL PARCELS ALONG 22ND AVENUE SOUTHWEST AS WELL.

SO WE HAVE C STREET SOUTHWEST RUNNING ALONG THE BOTTOM OF THE IMAGE, BOWLING STREET, AND THEN MOUNT TRASHMORE OVER TO THE RIGHT.

SITE CHARACTERISTICS. IN TOTAL IT'S ABOUT ONE ACRE.

AS MENTIONED, EIGHT PARCELS IN TOTAL. THEY ARE ALL VACANT LOTS.

WITH THE CURRENT ZONING, URBAN VILLAGE RESIDENTIAL, WHICH ALLOWS FOR SMALL SCALE MULTI UNIT.

THERE IS ACCESS TO CITY INFRASTRUCTURE AND THEY WERE ALL ACQUIRED AFTER THE 2008 FLOOD IN 2010.

THEY ALL ARE LOCATED IN THE 100 YEAR FLOODPLAIN AND WOULD NEED TO MEET OUR FLOODPLAIN ORDINANCE AS A RESULT.

SO THOSE ARE JUST A FEW STREET VIEWS. THIS IS THE FIVE PARCELS, CONTIGUOUS PARCELS ALONG 22ND AVENUE.

SO OBJECTIVES FOR THIS RFP ALIGNMENT WITH THE CZECH VILLAGE NEW BOHEMIA AREA ACTION PLAN THAT WAS ADOPTED IN 2019.

A PREFERENCE FOR HOUSING. THE PLAN CALLS OUT THIS AREA ALONG 22ND AVENUE SOUTHWEST FOR MISSING MIDDLE HOUSING OR SMALL SCALE MULTI UNIT, AS SHOWN HERE AS WELL. DESIGN THAT WOULD MEET OUR URBAN OR URBAN VILLAGE RESIDENTIAL ZONING.

PROPOSALS ALSO SHOULD INCLUDE CONTEMPLATING HALF WIDTH OR PAVING HALF WIDTH OF THE ADJACENT ALLEY, AS WELL AS INTEGRATING VIEWS FROM THE OF THE B STREET PROMENADE.

THAT WAS COMING FROM OUR DEVELOPMENT COMMITTEE MEETING.

AND THEN ALSO BE FINANCIALLY FEASIBLE. SO TODAY WE HAVE THE PUBLIC HEARING TO INITIATE THE RFP PROCESS.

PROPOSALS WOULD BE DUE ON APRIL 25TH. AND THEN WE WOULD HOPE TO BRING IT BACK TO CITY COUNCIL FOR CONSIDERATION AND SELECTION ON MAY 13TH.

WITH THE NEGOTIATION OF A DEVELOPMENT AGREEMENT THIS SUMMER WITH THAT CITY.

STAFF WOULD RECOMMEND THE ADOPTION OF THE RESOLUTION TO INITIATE THE REQUEST FOR PROPOSAL PROCESS. AND I'LL PASS IT BACK TO THE MAYOR. EXCELLENT. THANKS, JEFF. YEAH. ONE, I JUST WANT TO THANK CITY STAFF FOR THEIR INTENTIONAL, INTENTIONAL, INTENTIONAL INVESTMENTS IN FLOOD PROTECTION OVER THE YEARS.

THIS WOULDN'T BE POSSIBLE UNLESS WE HAVE MADE ENOUGH PROGRESS.

BUT I THINK, YOU KNOW, 17 YEARS PAST OUR HISTORIC FLOOD, THE DIFFICULT THING IS THAT YOU CAN STILL DRIVE THROUGH MANY PARTS ALONG, YOU KNOW, THE WATER IN CEDAR RAPIDS AND JUST SEE WHOLE NEIGHBORHOODS THAT WERE COMPLETELY WIPED OUT.

AND SO TO HAVE THIS WITHIN SUCH A CLOSE GRASP OF BEING ABLE TO PUT NEIGHBORHOODS BACK TOGETHER AND SEE PEOPLE, AND LITERALLY BRING THAT LIFE BACK IN TO THESE SPACES IS JUST SUCH A MOMENTOUS OCCASION FOR US.

SO IS THE FRAMING AND THE FORTIFIED ROOF CERTIFICATION PROCESS.

THIS PROJECT IS BUDGETED AT 1.1 MILLION, WITH 360,000 COMING FROM CDBG-DR FUNDS, AND THEIR OTHER FUNDING IS ALSO IN CONSTRUCTION LOANS, AND THEY'VE SPENT NEARLY 100,000.

THE IS WATER AND SEWER AVAILABLE TO THE SOUTH OFF OF BRIER, WHICH WOULD GO THROUGH THE ADJACENT LAND, WHICH IS OWNED BY THE SAME OWNER. AND AND IN GREEN IS REPAIR OF THE RIVER WALL AND RAILING.

WE NEED TO GET THAT RIVER WALL REPAIRED, BECAUSE THERE WON'T BE ENOUGH ROOM FOR THE CONTRACTOR TO WORK ONCE A FLOOD WALL IS INSTALLED.

SO THAT THAT IS NOT THE FLOOD WALL, BUT AGAIN, THE RIVER WALL REPAIR.

THE SECOND LOCATION IS ON SHAVER ROAD. THAT ONE ACTUALLY ISN'T IN ADVANCE OF ARMY CORPS WORK.

IT'S IN CONJUNCTION WITH THE LAST LOCATION IS SETTING UP FOR THE ARMY CORPS OF ENGINEERS TO BUILD SOME ADDITIONAL FLOOD WALL OVER BY EIGHTH AVENUE, SO WE CAN SHRINK THAT LOCATION AS SMALL AS POSSIBLE.

IT'S GOT A SIGNIFICANT DETERIORATION. THIS WORK WILL REPAIR THE CONCRETE AND REMOVE THE EXISTING DAMAGE AND REPAIR THAT, AND THEN PATCH THAT. IT'LL ALSO TAKE OFF THE RAILING AND PUT A NEW RAILING ON TOP OF THE WALL THAT MEETS SAFETY STANDARDS FOR BOTH HEIGHT AND PASS THROUGH, WITH THERE BETWEEN THE SPINDLES. THAT'S WIDER THAN CURRENT STANDARDS ON SHAVER ROAD.

YOU CAN SEE SOME SOME DAMAGE HERE THAT OCCURRED DURING CONSTRUCTION.

THE BRIDGE WHERE THE LANES WERE NARROWED DOWN.

WE'LL HAVE A CONTRACTOR COME IN AND FIX THAT.

AND THEN THE LAST ONE AS I KIND OF MENTIONED, IS FOR PREPPING FOR THE ARMY CORPS OF ENGINEERS TO BUILD THE FLOODWALL THERE.

THE LOWEST BID BY WATER CONSTRUCTION CAME IN AT $2,546,360.37, AND THE REMAINING BIDS RANGED UP TO $2,848,900. THE ENGINEER'S OPINION OF PROBABLE CONSTRUCTION COSTS FOR THE PROJECT IS $2,840,000.

CONSTRUCTION IS EXPECTED TO BEGIN IN MAY OF 2025 AND WILL CONTINUE UNTIL AUGUST OF NEXT YEAR.

WE'LL HAVE A MANHOLE THERE FROM. IF THERE IS WATER FROM RAIN COMING FROM THE DRY SIDE OF THE LEVEE AND FLOODWALL, WE CAN PUMP THAT OUT INTO THE RIVER. WE'LL ALSO REPLACE UNDERSIZED STORM SEWER WITH A SIX FOOT DIAMETER PIPE.

SO AGAIN, THERE'S A LOT OF DRAINAGE AREA DOWNTOWN.

AS I MENTIONED DURING THE PUBLIC HEARING, THIS IS THE LAST ONE FOR DOWNTOWN.

SO THIS IS AN EXCITING TIME FOR FLOOD CONTROL.

THIS PROJECT DID RECEIVE CDBG-DR FUNDING FROM IDA.

HOWEVER, A FINANCIAL GAP STILL EXISTS. CITY INCENTIVE WOULD PROVIDE A 15 YEAR, 100% REBATE OF INCREASED INCREASE TAXES.

THIS IS A $6.1 MILLION CAPITAL INVESTMENT FOR THE CONSTRUCTION OF 15 NEW CONSTRUCTION UNITS FOR SALE.

THREE FOURPLEXES AND ONE THREE PLEX WOULD BE A PART OF THIS.

THEY ARE FOR SALE, PRICED AT 175 TO 80%. LMI FOR A 15 YEAR AFFORDABILITY PERIOD.

CONSTRUCTION WOULD START HERE IN JUNE OF 2025 AND COMPLETE BY DECEMBER OF 26.

THE THE CITY INCENTIVE WOULD PROVIDE 100% OF THE TAX INCREMENT UP TO A NET PRESENT VALUE OF 350,000 OR 15 ANNUAL PAYMENTS.

THIS IS A $6 MILLION INVESTMENT FOR THE CONSTRUCTION OF A 33,200 SQUARE FOOT NATIONAL HEADQUARTERS COMMERCIAL BUILDING, AROUND 9400 SQUARE FOOT OF OFFICE SPACE, AND JUST SHY OF 24,000 SQUARE FOOT OF WAREHOUSE.

THIS PROJECT WILL ENSURE THAT 75 JOBS RETAINED HERE IN CEDAR RAPIDS, WITH CONSTRUCTION TO BEGIN IN MAY AND COMPLETE BY JUNE OF 2026.

THE STANDARD INCENTIVE PROVIDES A TEN YEAR, 50% REBATE.

IT'S EXPECTED TO CREATE $1.1 MILLION IN TOTAL TAXES OVER TEN YEARS, OF WHICH 460,000 WOULD BE REBATED.

SO I JUST WANTED TO MENTION YOU KNOW, THERE WAS A RECENT LIST THAT JUST CAME OUT AS TO THE BEST PLACES TO LIVE IN THE MIDWEST, AND CEDAR RAPIDS HAPPINESS WAS NUMBER FOUR.

BUT WHAT'S EQUALLY IMPRESSIVE ARE THE OTHER CITIES THAT ARE ON ON THE LIST.

SO NUMBER ONE WAS ANN ARBOR. NUMBER TWO WAS CARMEL.

CARMEL, INDIANA. NUMBER ACTUALLY, NUMBER THREE IS CEDAR RAPIDS.

NUMBER FOUR, COLUMBUS, OHIO. AND NUMBER FIVE FORT WAYNE, INDIANA.

SO I JUST THOUGHT EVERYONE WOULD BE PROUD OF THAT.

AND THAT DOESN'T MEAN WE REST ON OUR LAURELS.

IT JUST MEANS WE'RE EVEN MORE COMMITTED TO BUILDING AND IMPROVING OUR GREAT COMMUNITY.
