I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY, AND THANK YOU AS ALWAYS TO CITY STAFF FOR ATTENDING TODAY AND BEING AVAILABLE AFTERWARDS FOR ANY QUESTIONS FROM OUR CITIZENS.

A REMINDER FOR THOSE OF YOU ARE HERE TO TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT FROM OUR PROCEEDINGS TODAY.

GOD, WE JUST ASK THAT EVERYONE THAT'S GATHERED TOGETHER WOULD SEEK TO BLESS ONE ANOTHER AND BLESS THOSE THAT WE REPRESENT.

IT'S AN IMPORTANT MONTH IN HOUSING.

ALL OF YOU THAT ARE UP HERE HAVE AN IMPORTANT PART IN MAKING SURE THAT WHAT WE'RE PROCLAIMING BECOMES REALITY, SO WE APPRECIATE THAT.

CITY OF CEDAR RAPIDS PROCLAMATION.

WHEREAS, THE FAIR HOUSING ACT ENACTED ON APRIL 11TH, 1968, WAS ENSHRINED INTO FEDERAL LAW TO PROHIBIT DISCRIMINATORY HOUSING PRACTICES, UNDO RACIAL SEGREGATION PATTERNS, AND PROVIDE EQUITABLE ACCESS TO HOUSING FOR ALL.

WHEREAS FAIR HOUSING MONTH PROVIDES AN OPPORTUNITY TO REFLECT ON OUR PROGRESS AND ACKNOWLEDGE REMAINING CHALLENGES.

WHEREAS, DESPITE EXISTING FAIR HOUSING PROTECTIONS, BARRIERS TO HOUSING STILL EXIST, AND WE CONTINUE TO FIGHT AGAINST DISCRIMINATION IN HOUSING.

THE JOURNEY TOWARD MORE FAIR HOUSING AND EQUITABLE OPPORTUNITIES WILL CONTINUE.

WHEREAS, WE RECOGNIZE ACCESS TO FAIR AND EQUITABLE HOUSING CAN BE TRANSFORMATIONAL, CREATING NEW PROMISES FOR FUTURE GENERATIONS.

HOUSING IS NOT JUST A BUILDING, BUT A FOUNDATION ON WHICH WE BUILD LIVELIHOODS, NURTURE FAMILIES, ACCESS QUALITY EDUCATION, IMPROVE HEALTH OUTCOMES, AND INCREASE ECONOMIC OPPORTUNITIES.

WHEREAS, THE CITY OF CEDAR RAPIDS IS COMMITTED TO SECURING FREEDOM FROM DISCRIMINATION BASED UPON AGE, COLOR, CREED, FAMILIAL STATUS, GENDER IDENTITY, MARITAL STATUS, MENTAL DISABILITY, NATIONAL ORIGIN, RACE, RELIGION, PHYSICAL DISABILITY, SEX, SEXUAL ORIENTATION, RETALIATION, OR ASSOCIATION.

WHEREAS, WE CELEBRATE THE PASSAGE OF THE FAIR HOUSING ACT, AND ARE COMMITTED TO ADVANCING EQUITY, FAIRNESS, INCLUSION, AND JUSTICE IN HOUSING.

EVERY APRIL, THE REALTORS ASSOCIATION RECOGNIZES FAIR HOUSING MONTH TO COMMEMORATE THE PASSAGE OF THE FAIR HOUSING ACT OF 1968.

WE ARE SEEKING FEDERAL SESSION 5307 FUNDS, IN THE AMOUNT OF $4,550,000.

ALSO SEEKING STATE TRANSIT FUNDING ASSISTANCE IN THE AMOUNT OF $735,750.

THOSE TWO FUNDING SOURCES DO GO TOWARDS OUR DAY TO DAY OPERATING EXPENSES.

ALSO WE'RE SEEKING FEDERAL SECTION 5310 FUNDING, ANY AMOUNT OF $243,684, AND THAT GOES TO SUPPORT OUR 88 PARA-TRANSIT SERVICE.

WE'RE ALSO SEEKING FUNDING FOR CAPITAL PROJECTS.

THAT INCLUDES FEDERAL 5307 FUNDING, AND THE AMOUNT OF $1,037,120, AND THAT GOES TO REPLACE TWO OF OUR HEAVY DUTY FIXED ROUTE SERVICE BUSES.

ALSO, FOR FEDERAL 5307 FUNDING, IN THE AMOUNT OF $232,000, AND THAT GOES TO HELP REPLACE ONE OF THOSE MEDIUM DUTY BUSES FOR OUR SERVICE WE CONTRACT THROUGH LYNN COUNTY LIFTS. THAT IS ALL.

THAT'S ALL LIMITED BY FUNDING, AND I THINK THAT WE'RE MAKING SOME GOOD HEADWAY AND RE-EVALUATING RIGHTS, AND MAKING BETTER.

WE'RE JUST MOVING FORWARD WITH SOME IMPROVED BUS STOPS SO THAT PEOPLE ARE IN A CONCRETE OR HAVE A BENCH.

I THINK WE NEED TO CONTINUE THAT EFFORT.

BUT THE WHAT SURPRISES ME, WHICH I THINK BRAD HAD SENT ME THIS A MONTH OR SO AGO IS THE NUMBER OF PEOPLE THAT CURRENTLY IN OUR SYSTEM RIDE FOR FREE.

I THINK THAT NUMBER WAS LIKE 85% OR SOME NUMBER LIKE THAT, WHICH IS UNBELIEVABLE.

WE'RE USING THE FUNDS APPROPRIATELY AND PROVIDING A BUS SERVICE THROUGHOUT THE CITY AND SOME OF OUR SURROUNDING CITIES, AND YET BEING ABLE AT THE SAME TIME TO PROVIDE THAT SERVICE TO PEOPLE AT NO COST.

I THINK THAT EFFORT ON YOUR PART OF YOUR TEAM SHOULD BE APPRECIATED AND HOPEFULLY WE CAN CONTINUE THAT KIND OF SERVICE AND LOOK AT WAYS TO EXPAND THE SERVICE TO OTHER AREAS OF THE COMMUNITY WHERE WE'RE STARTING TO SEE DEVELOPMENT AND MORE PEOPLE NEEDING THESE RIDES.

WE'RE FUNDED THROUGH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

WE CURRENTLY SERVE LYNN AND BENTON COUNTIES,

AND WE'VE BEEN AROUND IN THIS AREA FOR APPROXIMATELY 49 YEARS.

WE PROVIDE RENT ASSISTANCE TO VERY LOW INCOME FAMILIES.

WE TRY TO ENSURE THAT EVERYONE HAS DECENT SAFE AND SANITARY HOUSINGS.

THE FUNDING IS PROVIDED TO LOCAL PRIVATE OWNERS AND RENTAL AGENTS.

ABOUT SEVEN MILLION DOLLARS IN RENT ASSISTANCE PAYMENTS ARE PAID DIRECTLY INTO LYNN AND BENTON COUNTIES EACH YEAR.

WHO BENEFITS FROM THE PROGRAM? CURRENTLY, 26% OF OUR FAMILIES ARE PERSONS THAT ARE 62 OR OLDER THAT'S HEAD OF HOUSEHOLD CO-HEAD OR SPOUSE.

54% OF FAMILIES HAVE A HEAD OF HOUSEHOLD CO-HEAD OR SPOUSE WITH A DISABILITY, WHO IS A PERSON WITH A DISABILITY.

59% OF OUR ACTIVE HOUSEHOLDS HAVE AN ANNUAL INCOME OF UNDER $15,000.

CURRENTLY, THE AVERAGE LENGTH OF TIME A FAMILY IS ON THE PROGRAM IS AVERAGED OUT TO ABOUT SEVEN YEARS.

>> IN OUR MISSION, THEN OUR FIVE YEAR PLANS TO PROVIDE SAFE DECENT AND SANITARY HOUSING OPTIONS FOR VERY LOW INCOME FAMILIES, MANAGE THOSE RESOURCES EFFICIENTLY TO PROMOTE THE PERSONAL ECONOMIC AND SOCIAL UPWARD MOBILITY, TO PROVIDE FAMILIES THE OPPORTUNITY TO MAKE THE TRANSITION FROM SUBSIDIZED AND NON-SUBSIDIZED HOUSING.

OUR GOALS AND OBJECTIVES ARE TO MAXIMIZE THE NUMBER OF FAMILIES THAT WE CAN ASSIST WITH THE FUNDING THAT WE HAVE AVAILABLE, CONTINUE TO PROVIDE INFORMATION ON RESOURCES THAT ARE AVAILABLE IN THE COMMUNITY.

PARTNER WITH THE COMMUNITY ORGANIZATIONS, INCREASED KNOWLEDGE OF COMMUNITY RESOURCES AVAILABLE TO PARTICIPANTS, PARTICIPATE IN ORGANIZED OUTREACH OPPORTUNITIES FOR POTENTIAL LANDLORDS AND OUR PARTICIPANTS AND CONTINUE TO SUPPORT FAMILIES WORKING TOWARDS SELF-SUFFICIENCY.

AS PEOPLE GO TO WAYPOINT, GET ON THE COORDINATED LIST, THEN THEY CAN BE REFERRED DIRECTLY TO US, SO WE CAN ASSIST THEM WHEN THEY NEED THAT HELP.

LEVERAGING FUNDING AND REDUCING BARRIERS.

WE HAD OUR LANDLORD TENANT INCENTIVE PILOT THAT CEDAR RAPIDS BANK AND TRUST HAD FUNDED THROUGH THE ALLIANCE FOR EQUITABLE HOUSING.

THEN WE ALSO HAVE THE LIST THERE OF OTHER TYPES OF VOUCHERS THAT ARE FOR HOUSEHOLDS THAT ARE AT RISK OR EXPERIENCING HOMELESSNESS.

WE HAVE OUR REGULAR REFERRAL THAT I JUST TALKED ABOUT FROM COORDINATED ENTRY.

WE HAVE 30 EMERGENCY HOUSING VOUCHERS, FIVE STABILITY VOUCHERS, AND THEN 24 OF THE VETERANS OR VAS VOUCHERS.

LET LAURA TALK ABOUT THE PROPOSED ADMINISTRATIVE PLAN CHANGES.

WE DON'T BELIEVE IT'S GOING TO HAVE A LARGE IMPACT ON OUR FAMILIES.

MOST OF OUR FAMILIES WON'T SEE REALLY ANY CHANGE.

WE'RE ALSO DOING THE ANNUAL UPDATE TO THE FAMILY SELF-SUFFICIENCY PROGRAM, AND IT'S CALLED AN ACOP, THEIR ADMISSIONS CONTINUED OCCUPANCY PLAN.

WE HAVE BEEN IN DISCUSSIONS WITH LEGAL AID AND SOME OTHER OF OUR SOCIAL SERVICE PARTNERS AND FINDING WAYS THAT WE CAN AS A FAMILY BECOMES ENTERS INTO DETERMINATION, BEING ABLE TO CONSIDER OTHER CIRCUMSTANCES.

RATHER THAN JUST MOVING FORWARD WITH A TERMINATION LETTER, WE'RE ACTUALLY SENDING OUT THIS LETTER ASKING FOR ANY ADDITIONAL CIRCUMSTANCES THAT MAY IMPACT THEIR CASE BEFORE WE'RE MAKING THAT DECISION TO TERMINATE, AND THAT JUST GIVES US ABILITY TO HAVE A CONVERSATION WITH THE TENANT TO REALLY DISCUSS IF THERE ARE WAYS THAT WE CAN AVOID TERMINATION.

THE REALLY IMPORTANT PART IS THAT WHAT WE'VE LEARNED IS NOT NECESSARILY THERE'S ALWAYS A LACK OF SUPPLY.

BUT SOMETIMES PEOPLE ARE VERY RISK AVERSE, WHICH CAN BE UNDERSTANDABLE.

IF YOU SEE SOMEBODY'S CRIMINAL RECORD AND YOU SEE THAT MAYBE THEY'VE HAD SOME ISSUES WITH LAW ENFORCEMENT, IT COULD BE SOMETHING THAT DETERS YOU FROM WANTING TO RENT TO THEM.

YOU ALL HAVE INSTEAD OF TELLING SOMEBODY, NO, YOU'VE GIVEN A CONDITIONAL MAYBE AND HELPS THEM PARTNER THEM WITH ENTITIES THAT HAVE BEEN SUCCESSFUL IN GETTING THEM IN HOUSING, WHICH IS REALLY IMPORTANT.

I THINK WHEN WE STARTED, ONE OF THE HARD CONVERSATIONS THAT WE HAD WAS THAT THERE ARE SO MANY PEOPLE WHO ARE JUST CARRY SO MUCH SHAME, LONG TERM SHAME ABOUT THE FACT THAT SOMETHING HAS HAPPENED IN THE PAST THAT THEY JUST WOULD NOT APPLY.

WE RECEIVED ON MARCH 23RD OF 2023, CITY COUNCIL AUTHORIZED STANDARD LOCAL MATCH INCENTIVES IN SUPPORT OF A WORKFORCE HOUSING TAX CREDIT APPLICATION ON AUGUST OF 2023, IDA AWARDED THE PROJECT WORKFORCE HOUSING TAX CREDITS.

THE PROJECT QUALIFIES UNDER THE ABOVE STANDARD ECONOMIC DEVELOPMENT PROGRAM FOR AN ADDITIONAL FIVE YEARS OF TAX INCENTIVES TO COVER THE COSTS OF RESURFACING THE ALLEY WITH CONCRETE.

AS WE DO WITH ALL ABOVE STANDARD INCENTIVES, WE ANALYZE THE FINANCIAL GAP.

WE ENSURE THAT THE CONSTRUCTION AND OPERATIONAL COSTS EXCEED OUR PRESENT VALUE OF THE CITY INCENTIVES THAT WE ARE PROVIDING.

THE DEVELOPMENT AGREEMENT TERMS INCLUDE A $1.5 MILLION CAPITAL INVESTMENT FOR THE CONSTRUCTION OF NEW FOUR PLEX MARKET RATE HOUSING UNITS FOR LEASE.

THESE ARE LARGER. THESE ARE FOUR BEDROOM THREE BATHROOM WITH A TWO STALL ATTACHED GARAGE.

THEY EACH INCLUDE A 500 SQUARE FOOT TERRACE ABOVE THE GARAGE, AND THIS ALSO INCLUDES THE RESURFACING OF THE ENTIRE ALLEY WITH CONCRETE.

CONSTRUCTION WOULD COMMENCE IN MAY OF 2025 AND COMPLETE IN MARCH OF 2026.

THE FINANCIAL INCENTIVES ARE 100% REBATE OF TAX INCREMENTS UP TO A NET PRESENT VALUE OF 140,000 OR 15 CONSECUTIVE PAYMENTS.

I THINK WHAT IT DOES IS IT BRINGS A MIX OF A VARIETY OF FAMILY SIZE, INCOME SIZE, AND IS REALLY HELPING WITH THE APARTMENTS GOING UP, LOTS OF APARTMENTS AND OTHER BUILDINGS BEING UPDATED.

I THINK IT SENDS A GOOD SIGNAL THAT WE'RE INVESTING IN OUR CORE, AND HOPEFULLY MORE PEOPLE WILL TAKE EMPTY LOTS AND DO THE SAME THING.

IN THIS CASE, THE FACTORS THAT I'M LOOKING AT IS THAT THIS IS A PIECE OF PROPERTY THAT HAS LANGUISHED OUT THERE FOR 10+ YEARS EASILY, AND IN AN AREA THAT'S STABILIZED WHERE THERE'S GROWTH, IT'S TIME TO GET SOMETHING DONE.

I APPRECIATE THE DEVELOPERS TAKING THAT STEP.

THE OTHER THING THOUGH, IN TERMS OF THE BENEFIT TO THE NEIGHBORHOOD, THE ADDITIONAL MONEY, THE ADDITIONAL INCREMENT IS GOING TO BE USED TO PAVE THE ALLEY.

WE'VE HAD THIS QUESTION OVER ON THE NORTHWEST SIDE, WHERE WE'VE DONE SIMILAR PROJECTS, AND WE STILL HAVE THESE ALLEYS THAT WE DON'T HAVE A COST CENTER OR A REVENUE STREAM FOR.

IN THIS CASE, IT MAKES GOOD SENSE TO ME IN TERMS OF A WIN WIN PARTNERSHIP WITH THE DEVELOPER TO GET THAT PIECE OF ALLEY DONE.

THAT'S WHY I'M SUPPORTIVE OF IT AND LOOK FORWARD TO SEEING AND GET DONE.

EACH STAGE OF J STREET AND THIRD AVENUE ARE ALLOWED 50 WORKING DAYS.

FIFTY WORKING DAYS, IS ABOUT THREE MONTHS.

FOR EACH STAGE A AND B AND THEN J STREET.

OVERALL COMPLETION SHOULD BE BY JULY 31ST OF 2026.

WE HAVE A $2,050,000 COST OPINION MAINLY THROUGH LOCAL SALES OPTION SALES TAX PROCEEDS THROUGH PAVING THROUGH PROGRESS, AND WE DO HOLD A COUPLE OF PUBLIC INFORMATION MEETINGS.

SPECIFICALLY, ONE FOR IN DECEMBER 10TH FOR J STREET AND THEN ON FEBRUARY 18TH FOR THIRD AVENUE.

THIS IS THE OVERVIEW OF THE J STREET, SOUTHWEST PLAN.

IT INVOLVES A DECK REPAIRS, GUARD RAILS, SIGNAGE AND APPROACH WORK, AS WELL AS SOME UNDERSIDE SUBSTRUCTURE REPAIRS.

THERE WILL BE A DETOUR INVOLVED WITH THE J STREET, AND WE'VE GOT THAT ALL MAPPED OUT AND WE WORKED WITH THE LOCAL BUSINESSES AND GOT THEIR FEEDBACK DURING THIS TIME.

THIRD AVENUE BRIDGE INCLUDE SIMILAR WORK WITH THE DECK AND SUBSTRUCTURE AS WELL AS ADDITIONAL WORK ON CONCRETE RAILINGS AND STAIRS.

THIS WILL BE DONE IN A COUPLE OF DIFFERENT SECTIONS.

FIRST, WE'RE GOING TO START ON THE EAST SIDE OF THE THIRD AVENUE BRIDGE FOR THE 50 WORKING DAYS, AND THERE'S GOING TO BE A DETOUR VIA SECOND AVENUE FOR THAT.

THEN WE WILL MOVE OVER TO THE WESTERLY HALF OF THE BRIDGE.

AGAIN, WITH A PLANNED DETOUR ROUTE FOR THAT.

THERE'S ALSO A PEDESTRIAN ROUTE THROUGH MAYS ISLAND DURING ALL OF THIS WORK.

WITH CONSIDERATIONS OF THIRD AVENUE, WE WORK CLOSELY WITH THE DOWNTOWN SMIT IN LYNN COUNTY COURTHOUSE STAFF, PARK CR FOR THE PARKING SITUATION AND THEN FLOOD CONTROL SYSTEM BECAUSE WE ALSO HAVE ANOTHER FCS PROJECT THAT WE'RE CONSIDERING AWARD TODAY, AND THOSE WILL BE COORDINATED TOGETHER, AS WELL AS SPECIAL EVENTS, SPECIFIC SIGNS FOR THE COURTHOUSE DETOUR, AND AT ALL TIMES COURTHOUSE AND JAIL DRIVEWAY WILL REMAIN OPEN.

WE ARE AVOIDING CLOSURE OF SECOND AND THIRD AVENUE BRIDGES AT THE SAME TIME.

BASED ON THE CURRENT SCHEDULE, WE HAVE FOR SECOND AVENUE THAT'S PROPOSED FOR REOPENING IN JUNE AND THEN WE WOULD START IN JULY FOR THIRD AVENUE BRIDGE CLOSURE.

I DID JUST WANT TO MAKE A COUPLE OF POINTS HERE THAT SIGNS WERE POSTED AT THE PROPERTY ABOUT THE REZONING.

THE AREA UPON WHICH THE ST. LUKE'S BUILDING IS CONSTRUCTED AND THE MENARDS BUILDING IS CONSTRUCTED IS ZONE SUBURBAN MIXED USE REGIONAL CENTER.

AGAIN, THE PROPERTY THAT ATWATER GROUP IS REQUESTING REZONING ON WOULD BE SUBURBAN MIXED USE COMMUNITY CENTER, WHICH IS ONE PRONG LOWER THAN THE REGIONAL CENTER.

THE SMR DISTRICT THAT THE MENARDS AND THE ST. LUKE'S BUILDING ARE CONSTRUCTED ON, THEY ACCOMMODATE A LARGER SCALE BUILDING AND THE INTENSITY AND DENSITY OF USES IS GREATER THAN IN THE NEIGHBORHOOD OR COMMUNITY COMMERCIAL MIXED USE DISTRICTS, WHICH IS WHAT MY CLIENT IS REQUESTING.

I THINK IT'S ALSO IMPORTANT TO NOTE THAT THE PROPERTY IMMEDIATELY ADJACENT TO THE SUBJECT PROPERTY OF REZONING.

WHICH IS NOT YET DEVELOPED, AND IT'S ALONG.

WILLIAMS BOULEVARD IS ALREADY ZONED SUBURBAN MIXED USE COMMUNITY CENTER.

THIS WOULD FLOW RIGHT INTO THAT AREA.

THE INTERSECTION OFF OF WILLIAMS BOULEVARD THAT GOES INTO BOTH THE UNITY POINT CLINIC AND MENARDS.

WE HAVE OVER 200 PATIENTS A DAY THAT COME TO THIS FACILITY THAT COME THROUGH THAT LOCATION.

MOST OF THE TRUCK TRAFFIC, NEARLY ALL OF THE TRUCK TRAFFIC FOR BERNARDS COMES FROM THEIR SOUTH LOCATION, A DIFFERENT DRIVE.

THIS LOCATION FOR US HAS OVER EIGHT PROVIDERS AND AN IMAGING THERAPY SERVICES AND A UNITY POINT CLINIC FAMILY MEDICINE PRACTICE.

BECAUSE OF THAT LOCATION, WE JUST FEEL IT'S INCONSISTENT WITH WHAT THE VISION WAS FOR THAT PROPERTY.

AS SHANNON SAID, HAVE FARM VEHICLES ACCESSING THAT SAME LOCATION, AT THE SAME TIME WE'RE HAVING PHYSICIAN OR PATIENTS COMING IN, EITHER BEING SICK OR SEEING THEIR WELLNESS FOR THEIR WELLNESS VISITS.

THEY'VE DONE A LOT OF LARGE PROJECTS AS SUBCONTRACTORS THROUGH THE CITY OF CEDAR RAPIDS, AND ALSO IOWA DEPARTMENT OF TRANSPORTATION.

THEN THEY'VE WORKED WITH SEVERAL LARGE CITIES TO PLANT TREES OF SIMILAR SIZE AND SCOPE TO WHAT WE ARE DOING.

THEN THE THIRD BIDDER LAND SCAPE REINFORM DESIGNS.

THEY DO NOT QUALIFY FOR LOCAL PREFERENCE BASED ON THE PROPERTIES THAT THEY SUBMITTED ON THEIR APPLICATION.

SHOULD THEY HAVE QUALIFIED, THEY WERE 3.7% ABOVE ABSOLUTE GROUPS BID.

WE PURCHASED THE PROPERTY OR ACQUIRED THE PROPERTY LAST MARCH, AND WE BEGAN TO TEAR DOWN THE BUILDINGS, THE DISTRESSED PROPERTIES THAT WERE THERE TO CLEAN THAT UP, WHILE THE DEVELOPER WAS CONTINUING TO BUILD TO THE EAST AND TO THE WEST AND TO THE SOUTH OF APPROXIMATELY 200 HOMES.

I WAS SURPRISED TO HEAR ABOUT THE ONGOING ISSUE OR THE REZONING OF THE PROPERTY TO THE NORTH BY MENARDS.

BASICALLY, I AM HERE TO ASK FOR YOUR SUPPORT AND HELP IN TRYING TO GET THIS RIGHT OF WAY ISSUE RESOLVED ON THIS PROPERTY.

I WAS ORIGINALLY TOLD BY CITY STAFF THAT THE CITY OF CEDAR RAPIDS WOULD NOT GET INVOLVED BETWEEN TWO PRIVATE PARTIES, WHICH WOULD BE THE DEVELOPER THAT IS DEVELOPING THE SURROUNDING AREA, AS WELL AS MYSELF.

THE PROPERTY IS IMPORTANT TO THE AREA BECAUSE IT IS THE ONLY PRIVATE PROPERTY THAT HAS A DRIVEWAY ONTO WILLIAMS BOULEVARD THROUGH THE IOWA DOT, AND THAT IS AN IOWA DOT DRIVEWAY THAT IS RIGHT ONTO WILLIAMS BOULEVARD.

THE ONLY OTHER ACCESS WOULD BE DOWN THERE BY MENARDS.

IT WAS MY UNDERSTANDING THAT POTENTIALLY NOT ONLY DOES THAT DRIVEWAY ALLOW ACCESS ONTO 33RD AVENUE, 31ST AVENUE, AND ALL OF THOSE ONGOING AREAS, BUT IT WAS ALSO GOING TO BE POTENTIALLY A FRONTAGE ROAD BETWEEN THAT DRIVEWAY ALL THE WAY UP TO MENARDS WHERE THIS TRACTOR SUPPLY IS SUPPOSED TO GO.

I HAVEN'T SEEN THE PLANS FOR THE TRACTOR SUPPLY, SO I DON'T KNOW IF THE CITY IS STILL NEGOTIATING WITH THIS FRONTAGE ROAD.

BUT ULTIMATELY, AT THE END OF THE DAY, THE ACCESS ONTO WILLIAMS BOULEVARD IS IMPORTANT NOT ONLY TO THE DEVELOPER, BUT ALSO TO THE CITY OF CEDAR RAPIDS TO TRY TO GET TRAFFIC ONTO THESE ROADS.

AGAIN, I WAS ORIGINALLY TOLD THAT THE CITY OF CEDAR RAPIDS WAS NOT GOING TO GET INVOLVED.

BUT THEN LAST FALL, I RECEIVED AN OFFER FROM A RIGHT OF WAY AGENT FROM THE CITY OF CEDAR RAPIDS FOR A PURCHASE OF A TENTH OF AN ACRE ON THE PROPERTY, AND IT WAS JUST FOR THE LAND.

THERE WAS NO MENTION OF THE ACCESS ONTO WILLIAMS BOULEVARD, AND THERE WAS NO VALUE ATTACHED TO THAT ACCESS ONTO WILLIAMS BOULEVARD.

SINCE THEN, I HAVE ASKED FOR CIVIL DOCUMENTS FROM THE CIVIL ENGINEERING FIRM THAT WOULD LIKE TO PUT IN THE DRIVEWAY AND THE ACCESS AND I'VE BEEN DENIED THOSE FILES, AND MY CIVIL ENGINEER WOULD LIKE TO HAVE ACCESS TO THOSE FILES AS WELL.

I WAS TOLD THAT THE CITY OF CEDAR RAPIDS DOESN'T HAVE THEM AND THAT NOTHING'S BEEN APPROVED YET SO THAT THEY DON'T HAVE ACCESS TO THOSE FILES.

WE'RE AT A STALEMATE.

WITH THE OFFER FOR THE PURCHASE OF THE TENTH OF AN ACRE, THE CITY ALSO HINTED TO THE FACT THAT THEY MAY USE EMINENT DOMAIN TO PURCHASE THE PROPERTY.

I UNDERSTAND THAT I HAVE VERY LITTLE I CAN DO WITH THAT OTHER THAN ARGUE WITH THE PRICE, BUT I'M LOOKING TO UNSTICK THIS ISSUE AND TRY TO GET THIS THING TO MOVE FORWARD.

I'M LOOKING FOR THE CITY COUNCIL'S HELP IN GETTING THIS UNSTUCK AND TRYING TO GET THIS TO MOVE FORWARD BECAUSE I WOULD LIKE TO DEVELOP 5051 WILLIAMS BOULEVARD.

WE DID A REZONING ON THE PROPERTY LAST YEAR.

WE WOULD LIKE TO CONTINUE THE ACCESS.

I'M REALLY LOOKING FOR THIS TO BE A WIN WIN FOR EVERYBODY, A WIN FOR MYSELF, A WIN FOR THE CITY, AND A WIN FOR THE DEVELOPER.

IT JUST SEEMS THAT WE'VE COME TO AN IMPASSE, AND I REALLY DON'T WANT THIS TO ESCALATE EITHER INTO EMINENT DOMAIN OR TO ACTION IN IOWA DISTRICT COURT.

I WOULD REALLY LIKE TO GET THIS THING TAKEN CARE OF AHEAD OF TIME AND AVOID THIS, AND I WOULD REALLY LIKE TO ASK FOR YOUR HELP IN TRYING TO GET THIS UNSTUCK.

I'M NOT SURE HOW THIS PROPERTY GOT DEVELOPED AS FAR AS IT DID WITHOUT ANYONE LOCKING UP ACCESS UNDER WILLIAMS BOULEVARD, BUT I WOULD REALLY LIKE TO PROBABLY GET THIS UNSTUCK AND GET IT TO MOVE FORWARD. THANK YOU FOR YOUR TIME.
