I'D LIKE TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY, AND THANK YOU AS ALWAYS TO CITY STAFF FOR ATTENDING AND BEING WILLING TO ANSWER QUESTIONS OF OUR CITIZENS.

THIS IS A PROCLAMATION OF THE CITY OF CEDAR RAPIDS, WHEREAS IN THE UNITED STATES, APRIL IS NATIONAL VOLUNTEER MONTH, A MONTH DEDICATED TO RECOGNIZING THE IMPORTANCE OF VOLUNTEERING AND HONORING SIGNIFICANT CONTRIBUTIONS VOLUNTEERS MAKE BY GENEROUSLY DONATING THEIR TIME AND TALENTS TO WORTHY CAUSES.

WHEREAS IN 2023, MORE THAN 900,000 I ONES VOLUNTEERED THROUGH ORGANIZATIONS, CONTRIBUTING OVER 1.5 BILLION IN STATEWIDE ECONOMIC VALUE.

WHEREAS THE SHEEP METAL WORKERS LOCAL 263 AND THE INTERNATIONAL UNION OF PAINTERS AND ALLIED TRADES LOCAL UNION 1,178 HAVE GENEROUSLY OFFERED TO VOLUNTEER TO REPAIR THE CITY'S REPLICA OF THE STATUE OF LIBERTY.

WHEREAS THE CITY IS COMMITTED TO ENCOURAGING VOLUNTEERISM, AND THANKS ALL VOLUNTEERS IN CEDAR RAPIDS FOR THEIR SERVICE.

THEREFORE, I AND POE, ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CEDAR RAPIDS CITY COUNCIL DO HEREBY RECOGNIZE APRIL 2025 AS VOLUNTEER MONTH AND ENCOURAGE RESIDENTS TO VOLUNTEER IN CEDAR RAPIDS COMMUNITY BY VOLUNTEERING AND RECOGNIZING THOSE WHO SERVE, WE CAN COME TOGETHER TO MAKE A DIFFERENCE.

SHEET METAL WORKERS LOCAL 2653 HAVE HAD A LONG HISTORY.

THIS WILL BE THE FOURTH TIME THAT WE'VE REPAIRED THE STATUTE SINCE IT STARTED.

OUR RETIREE THAT'S TAKING LEAD ON IT.

THIS IS HIS FOURTH TIME THAT HE'S LED THIS PROJECT.

THIS TIME WE'RE INCORPORATING SOME OF OUR APPRENTICES TO PASS THAT KNOWLEDGE ON.

WHEREAS THE DAYBREAK ROTARY CLUB WITH NEARLY 120 MEMBERS STRONG, HAS BEEN AN ACTIVE PART OF THE CEDAR RAPIDS COMMUNITY FOR OVER 30 YEARS.

WHEREAS THE DAYBREAK ROTARY CLUB SINCE ITS INCEPTION, HAS BEEN COMMITTED TO ENHANCING THE LIVES OF LOCAL YOUTH.

FROM LONG TIME RELATIONSHIP WITH STUDENTS AT

POKE ELEMENTARY TO ACTIVITIES WITH RESIDENTS AT FOUR OAKS, TO A VARIETY OF SINGLE EVENTS.

DAYBREAK MEMBERS HAVE INVESTED THE TIME TO MAKE A DIFFERENCE, AND WHEREAS THE DAYBREAK ROTARY CLUB HAS SPONSORED THE POPULAR DUCK RACE FOR THE LAST 15 YEARS, AND WHEREAS THE DAYBREAK ROTARY CLUB LEGACY FOR LEARNING SCHOLARSHIP PROGRAM HAS CONTRIBUTED MONEY TO POST HIGH SCHOOL LEARNING FOR UNDERSERVED YOUTH.

WHEREAS DAYBREAK ROTARY CLUB THAT WORKS HARD AND PLAYS HARD IS COMMITTED TO KEEPING THE PEDAL ON THE GAS TO ENSURE THAT LOCAL YOUTH ARE EQUIPPED FOR SUCCESSFUL FUTURES.

THEREFORE, I AND POE, ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CEDAR RAPIDS CITY COUNCIL, HEREBY RECOGNIZE WEDNESDAY, APRIL 23, 2025 AS DAYBREAK ROTARY ANNIVERSARY.

THROUGH THE POPULAR DUCK RACE, DAYBREAK ROTARY HAS CONTRIBUTED MORE THAN $800,000 TO LOCAL YOUTH ORGANIZATIONS.

THE LONG TERM SUCCESS OF THIS EVENT CAN BE ATTRIBUTED TO THE CLUB'S MEMBERS EFFORTS, BUT ALSO TO THE THOUSANDS OF PEOPLE WHO HAVE PURCHASED DUCKS THROUGHOUT THE YEARS.

THOSE LUCKY WINNERS WOULD ALSO SAY THAT IT TRULY IS A TERRIFIC EVENT AND A COMMENDABLE ORGANIZATION.

WE HAVE HEARD ABOUT THIS ISSUE FOR MANY YEARS FROM OUR RESIDENTS AND FROM THE COUNCIL.

THERE'S SO MANY PROJECTS THAT WE HAVE GOING ON, SO MANY CONSTRUCTION PROJECTS, SO MANY ROAD PROJECTS, AND PEOPLE OFTEN ASK, WHAT IS THIS PROJECT? ARE YOU RIPPING UP MY STREET FROM UTILITIES TO THE TOP? ARE YOU JUST DOING AN OVERLAY? WHAT'S HAPPENING OVER HERE? WHAT WE'VE DONE IS WE'VE CREATED A MAP ACCESSIBLE TO ALL OF OUR RESIDENTS, AND BRENNAN IS GOING TO WALK YOU THROUGH EXACTLY WHAT IT IS, OR HOW IT WORKS.

IT'S SO EXCITING THOUGH.

IT'S GOING TO BE EVERY PROJECT THAT WE HAVE OUT THERE, RESIDENTS ARE GOING TO BE ABLE TO GO ON THE WEBSITE.

I THINK WE'VE ALL BEEN THERE WHERE WE'RE TRYING TO GET TO WORK AND YOU DRIVE AND YOU GO, I CAN'T TURN LEFT HERE. WELL, I CAN'T GO THIS.

I REMEMBER A COUPLE OF YEARS AGO, THEY WERE DOING CONSTRUCTION ON A STREET BY ME AND I JUST STOPPED MY CAR AND I SAID, I CAN'T GET HOME. I DON'T KNOW WHERE TO GO.

BUT THIS MAP IS GOING TO BE GREAT BECAUSE RESIDENTS CAN LOOK AT THAT, BE PROACTIVE AND SAY, I'M GOING TO CHART MY PATH TO WORK OR SCHOOL, WHEREVER I'M GOING.

I KNOW HOW TO AVOID THOSE CONSTRUCTION PROJECTS A LITTLE BETTER.

WE HAVE SOME INSIGHT AROUND THE PRODUCTS AND SERVICES THAT THEY OFFER AND HOW THEY GET APPLIED TO THE VARIOUS TYPES OF CUSTOMERS.

WE WERE PROVIDING THAT INITIAL FEEDBACK TO THE CITY.

THEN AS THE RFP RESPONSES WERE COMING IN, WE HAD THE OPPORTUNITY TO INDEPENDENTLY REVIEW THOSE PROPOSALS, LOOKING AT THEM FROM FOUR KEY CATEGORIES, WHICH I BELIEVE ARE BEING PRESENTED NOW ON THE EXECUTIVE SUMMARY PAGE.

WE WERE EVALUATING THOSE FOR EACH RESPONDENT'S ABILITY TO MEET THE KEY REQUIREMENTS THAT WERE OUTLINED IN THE RFP.

WE ASSESSED THE PRICING MODELS THAT WERE BEING PROPOSED BY EACH RESPONDENT.

ALSO THEIR LEVEL OF EXPERIENCE, PROVIDING BANKING SERVICES AND INVESTMENT SERVICES TO MUNICIPALITIES.

MUNICIPAL BANKING AND WORKING WITH PUBLIC FUNDS IS A VERY SPECIALIZED BANKING SERVICE.

WE WANTED TO ASSESS WHAT EACH RESPONDENTS LEVEL OF EXPERIENCE WAS, PROVIDING THOSE SERVICES TO THEIR CLIENTS AND OF SIMILAR SIZE TO THE CITY OF CEDAR RAPIDS.

LASTLY, THE ADDITIONAL OR ENHANCED SOLUTIONS THAT EACH RESPONDENT COULD PROVIDE.

AGAIN, THE CITY IN THE RFP OUTLINED THE STANDARD SERVICES THAT THEY WERE LOOKING FOR THE REQUIREMENTS, BUT ALSO LOOKING AT WHAT EACH RESPONDENT WOULD BE ABLE TO PROVIDE IN ADDITION TO THAT, THAT WOULD ENHANCE OR IMPROVE THE INTERNAL PROCESSES OR GIVE GREATER ACCESS OR CONVENIENCE TO THE RESIDENTS OR INTERNAL TEAM MEMBERS.

WE LOOKED AT IT FROM THOSE FOUR PERSPECTIVES.

THE EXECUTIVE SUMMARY LAYS OUT FROM A HIGH-LEVEL, OUR ASSESSMENT OF THE FULL RESPONDENTS THAT WERE RECEIVED, FOUR PROPOSALS THAT RECEIVED FROM THE RESPONDENTS.

FIRST, YOU'RE ON KEY REQUIREMENTS, THAT BEING WHETHER THE RESPONDENT WAS ABLE TO PROVIDE BOTH SETS OF SERVICES, BANKING SERVICES AND INVESTMENT SERVICES.

WE LOOKED AT THOSE SEPARATELY, WHETHER THE RESPONDENT COULD PROVIDE BOTH SETS OF SERVICES.

THE PRICING MODEL, AGAIN, HOW THE PRICING THAT WAS BEING PROPOSED COMPARED TO WHAT'S CURRENTLY BEING PAID FOR BANKING SERVICES AS WELL AS JUST AN OVERALL ASSESSMENT OF THE COST STRUCTURE THAT WAS BEING PROPOSED.

THE LEVEL OF EXPERIENCE IS LAID OUT THERE AS WELL AS THE ADDITIONAL ENHANCED SOLUTIONS.

FOR KEY REQUIREMENTS, YOU CAN SEE THAT THREE OF THE FOUR RESPONDENTS WERE ABLE TO PROVIDE ALL OF THE SERVICES THAT WERE BEING REQUIRED WHILE ONE WAS ONLY ABLE TO PROVIDE INVESTMENT SERVICES.

THEY DON'T PROVIDE BANKING SERVICES.

THE RFP OUTLINED 72 REQUIREMENTS FOR BANKING AND INVESTMENT SERVICES AND EACH RESPONDENT NEEDED TO PROVIDE A RESPONSE TO THOSE REQUIREMENTS THAT SHOWED HOW THEY WERE ABLE TO PROVIDE THOSE SERVICES TO THE CITY.

THE PERCENTAGE THAT ARE THERE ARE THE PERCENT THAT EACH RESPONDENT WAS ABLE TO MEET THE REQUIREMENTS OR THE REQUESTS THAT WERE INCLUDED IN THE RFP.

IT GOES FROM 88% WITH THE GAP OF SEVEN, 80% WITH THE GAP OF 14.

US BANK HAD 97% SATISFACTORY RESPONSE WITH TWO GAPS, AND THEN THE FOURTH THAT CAN ONLY PROVIDE INVESTMENT SERVICES HAS 78% OF THE INVESTMENT RELATED REQUIREMENTS.

WE'LL MOVE NOW TO THE NEXT SCREEN, WHICH IS GOING TO PROVIDE A DEEPER EVALUATION OF US BANK.

THIS TAKES THE EXECUTIVE SUMMARY AND PROVIDES A HIGHER LEVEL OF DETAIL SPECIFIC TO THE INDIVIDUAL INSTITUTION.

AS I SAID, WE LOOKED AT IT IN FOUR AREAS, KEY REQUIREMENTS, PRICING MODEL EXPERIENCE, AND ADDITIONAL SERVICES.

AS I SAID, KEY REQUIREMENTS, THE US BANK, GIVEN THAT YOU'RE CURRENT PROVIDER, WE KNOW THAT THEY ARE ABLE TO PROVIDE BOTH BANKING AND INVESTMENT SERVICES OF THE 72 REQUESTS LAID OUT IN THE RFP.

THEY WERE ABLE TO RESPOND SATISFACTORILY TO 70 OF THOSE, LEAVING TWO GAPS IN RESPONSE.

THEN WE DO OUTLINE A CRITICAL ISSUE, WHICH THEY HAVE REQUESTED SOME CHANGES TO TERMS AND CONDITIONS, BUT WE ARE PRETTY CERTAIN THAT THEY ARE STANDARD WITH YOUR EXISTING AGREEMENT WITH THEM.

WE THEN LAY OUT THE PRICING MODEL AND SHOW EXACTLY WHAT THE PRICING THAT IS PROPOSED BY THE INDIVIDUAL SPUN, IN THIS CASE, US BANK, AS WELL AS WHAT THEIR INVESTMENT COST PROPOSAL IS TO SERVICE AND MANAGE THE CITY'S INVESTMENT PORTFOLIO AND THEN LASTLY THE EARNINGS CREDIT.

EARNINGS CREDIT IS EARNED BASED ON THE BALANCES KEPT IN THE GENERAL ACCOUNTS.

THOSE CREDITS ARE USED TO OFFSET THE ACTUAL BANKING COSTS.

THEY'RE OFFERING CURRENTLY A 4.5% EARNINGS CREDIT, WHICH IS THE HIGHEST OF ALL RESPONDENTS.

THEY DO THE CALCULATION WHICH WE'VE DONE.

THE EARNINGS CREDIT THAT IS EARNED OFFSETS 100% THE BANKING COSTS THAT THE CITY WOULD INCUR FROM US BANK.

IT SAYS IN THE COST PROPOSAL, $43,302 A YEAR, ALL OF THAT IS OFFSET BY THE EARNINGS CREDIT MADE, SO THERE IS NO OUT OF POCKET TO THE CITY FOR THE BANKING SERVICES.

THAT'S THE SAME FOR ALL THE RESPONDENTS.

EACH OF THE RESPONDENTS HAS AN EARNING CREDIT, AND WE DID THE ANALYSIS AND WE'RE ABLE TO DETERMINE THAT THE EARNINGS CREDIT EARNED MORE THAN OFFSETS THE COST OF THE BANKING PROPOSAL.

THE EXPERIENCE SECTION, US BANK, AS I SAID, THEY HAVE A DEDICATED PUBLIC MUNICIPAL DIVISION.

AS YOUR CURRENT PROVIDER, THEY'VE BEEN PROVIDED THESE SERVICES TO YOU AS WELL AS TO OTHER MUNICIPALITIES ACROSS THE MIDWEST AND AROUND THE COUNTRY.

MUCH LARGER THAN CEDAR RAPIDS, SOME SMALLER, BUT THEIR DEDICATED PUBLIC AND MUNICIPAL DIVISION UNDERSTANDS THE NEEDS OF MUNICIPALITIES, UNDERSTANDS HOW THE TYPES OF PRODUCTS AND SERVICES THEY NEED AND IS ABLE TO DELIVER THOSE CONSISTENTLY BASED ON THEIR EXPERIENCE.

THE SAME WOULD BE SAID FOR INVESTMENT BANKING.

AGAIN, THEY HAVE THAT LEVEL OF EXPERIENCE THAT THE CITY IS LOOKING FOR IN MANAGING, BOTH AGAIN, THEIR GENERAL BANKING AND INVESTMENT BANKING.

FINALLY, WITH ADDITIONAL ENHANCED SOLUTIONS, WE LOOKED AT WHAT OPTIONS OR WHAT KIND OF SOLUTIONS EACH RESPONDENT WAS OFFERING OR COULD PROVIDE.

IN THE CASE OF US BANK, THEY HAVE FIVE OR SIX OPTIONS THAT HAVE BEEN OFFERED TO THE CITY INCLUDING LOCKBOX, PAYEE CHOICE.

THESE SERVICES ARE ALL AVAILABLE AND COULD BE IMPLEMENTED ACCORDING TO THE BANK RELATIVELY QUICKLY, WHICH WOULD THEN PROVIDE ADDITIONAL EFFICIENCY WITHIN THE FINANCE DEPARTMENT ALLOWING TO AUTOMATE AND MOVE TO AGAIN, A MORE AUTOMATED PROCESSING AS OPPOSED TO MANUALLY PROCESSING.

THESE ARE COMPARABLE TO SOME OF THE OTHER SOLUTIONS OFFERED BY SOME OF THE OTHER RESPONDENTS, WHICH WAS GOOD TO SEE THAT THERE WAS ACROSS THE BOARD UNDERSTANDING OF THE TYPES OF PRODUCTS, ADDITIONAL SERVICES THAT COULD BENEFIT THE CITY.

BUT FROM THIS PERSPECTIVE, US BANK WAS ABLE TO OFFER MORE SERVICES AND

IN ALL CASES, AGAIN, A LOT OF BANKING EXPERIENCE WAS AVAILABLE FROM ALL OF THE RESPONDENTS, AGAIN, SOME GOOD INVESTMENT EXPERIENCE AS WELL.

BUT THIS DEDICATED MUNICIPAL AND PUBLIC FUNDS DIVISION AGAIN FROM US BANK, JUST OFFERS A HIGHER LEVEL OF FOCUS AND EXPERTISE IN THAT AREA, WHICH BENEFITS THE CITY.

MOVING ON TO THE DEPOSIT INTEREST RATE, AGAIN, THIS JUST GIVES AN OVERVIEW OF THE EARNINGS CREDIT RATES THAT ARE BEING OFFERED TO THE CITY BY EACH RESPONDENT.

ALL THE RESPONDENTS MADE A VERY GOOD OFFER TO THE CITY AS FAR AS EARNING CREDITS IS IMPORTANT BECAUSE IT COVERS THE COSTS OF BANKING SERVICES AS WELL AS THE ADDITION OF FUTURE SOLUTIONS, TALKING ABOUT WHETHER IT'S LOCKBOX OR ACCOUNTS PAYABLE ENHANCEMENTS.

THE SOLUTIONS THAT EACH ARE OFFERING, THESE FEES THAT ARE BEING EARNED OR THESE CREDITS THAT ARE BEING EARNED BY THE CITY CAN OFFSET THOSE COSTS.

SO IN THE CASE OF US BANK, THEY MADE AN EXAMPLE THEY PROPOSED AN EXAMPLE OF ADDING TWO SERVICES, LOCKBOX, AND ONE OTHER, AND GAVE THE PRESENTATION THAT THE CITY COULD ADD THOSE SERVICES BASICALLY AT NO COST.

THE EARNINGS CREDIT WOULD MORE THAN COVER THOSE ADDITIONAL SERVICES.

ADDING IN THOSE ADDITIONAL SERVICES, REDUCING THE MANUAL PROCESSING AND JUST [INAUDIBLE] DAY TO DAY WOULD HAVE A SIGNIFICANT IMPACT ON THE FINANCE DEPARTMENT, AND IT WOULD COME AT NO TANGIBLE COST TO THE CITY.

JUST AN EXAMPLE OF WHAT THAT ECR CAN BE USED FOR AND HOW IT CAN BE USED GOING FORWARD.

INVESTMENT SERVICE ANNUAL FEES PRESENTED AT THE BOTTOM.

WE HIGHLIGHTED THE GREEN SECTION BECAUSE THE CITY'S PORTFOLIO EXCEEDS $100 MILLION WHO WERE FOCUSED IN MOSTLY ON THAT UPPER PORTION TO SHOW WHAT THE LEVEL OF FEES WOULD BE TO SERVICE THE CITY'S INVESTMENT PORTFOLIO AND CONTINUE TO PROVIDE THOSE SERVICES TO THE CITY.

WE ASSESSED EACH OF THE PROPOSALS BASED ON THE VARIOUS CRITERIA, DEVELOPED A WEIGHTED SCORE AND THEN TOTAL UP THE WEIGHTED SCORE ALONG THE BOTTOM.

THE HIGHER NUMBER OF STUDENTS, THE HIGHER THE SCORE THE PROPOSAL RECEIVED.

WITH THE FIRST ITEM, WHICH IS THE FISCAL YEAR BUDGET OF 2026 BUDGET PUBLIC HEARING, AND THE NEXT FEW ITEMS ARE PUBLIC HEARING, AMENDING CHAPTER 12, 13, AND 24 OF THE MUNICIPAL CODE OF FISCAL YEAR 26 AND AMENDING CHAPTER 12, 13 OF MUNICIPAL CODE FOR FISCAL YEAR 2027.

MOVING FORWARD, FY 26 BUDGET.

THIS BUDGET NOT ONLY FOCUSES ON THE COUNCIL PRIORITIES, COMMITMENT TO EMPLOYEES, LONG TERM INVESTMENTS IN INFRASTRUCTURE, MAINTAINING QUALITY OF THE SERVICES DELIVERED TO THE PUBLIC, BUT ALSO MAKE SEVERAL ADJUSTMENT TO ADOPT NEW FINANCIAL RESTRAINTS TO PRESENT A BALANCED BUDGET.

MOVING FORWARD, THIS IS THE SIZE OF OUR ALL FUNDS EXPENSE BUDGET.

AS YOU CAN SEE, THE TOTAL SIZE OF THE BUDGET IS $866 MILLION WHICH IS THE 2% INCREASE OVER LAST YEAR'S FY 2025 BUDGET.

THE BIGGEST CATEGORIES THAT YOU CAN SEE THE CAPITAL OUTLAY ACCOUNTS, THAT'S 42%, $336 MILLION.

THE SECOND CATEGORY, THE BIGGEST CATEGORY IS THE PERSONNEL SERVICE ACCOUNT, THAT'S 21%, AROUND $185 MILLION.

THE SECOND ONE IS 16%, WHICH IS THE DISCRETIONARY ACCOUNT, WHICH IS $141 MILLION.

THEN AFTER THERE ARE OTHER EXPENSES AND DEBT SERVICE AROUND 9%, $74 MILLION.

THIS IS AGAIN, THE EXPENSE SIDE, ALL FUNDS.

THE KEY INCREASES IN EXPENSES ARE AS FOLLOWS.

THE BIGGEST ONE IS THE 9 MILLION INCREASE IN THE EMPLOYEE BENEFITS AND WAGES, 3.2 MILLION INCREASE IN THE HEALTH FUND COST, AND 1.5 MILLION INCREASE IN THE PROPERTY, LIABILITY, AND THE VEHICLE INSURANCE COST.

THERE IS A INCREASE OF THAT SERVICE PAYMENT FOR 4.1 MILLION DOLLAR DUE TO THE LARGE WPC IMPROVEMENT PROJECT.

MOVING FORWARD TO THE REVENUE SIDE OF ALL FUNDS, AS IT IS A BALANCED BUDGET, SO THE REVENUES BUDGET IS ALSO $160,866 MILLION.

THERE ARE VARIOUS SOURCES, OUR FUNDING THAT FUNDS ALL THE EXPENDITURE.

AS YOU CAN SEE, THE LARGEST FUNDING SOURCES, THE CHARGES FOR SERVICES, WHICH IS A $253 MILLION, 29% OF OUR BUDGET.

BASICALLY, THAT INCLUDES THE CHARGES LIKE UTILITY SERVICE CHARGES OR THE CHARGES FOR THE UTILITY CUSTOMERS.

THE SECOND LARGEST FUNDING SOURCE IS THROUGH TAXES, AROUND $205 MILLION AROUND 23% OF OUR REVENUES.

THAT INCLUDES PROPERTY TAX, FRANCHISE FEES, HOTEL AND MOTEL TAX, AND ANY STREET LOCAL OPTION SALES TAX.

MOVING FORWARD, AS YOU KNOW, THAT PROPERTY TAXES ARE BASICALLY A COMBINATION OF OUR ASSESS VALUATION OF PROPERTY, AS WELL AS THE STATE ROLLBACK RATE AND THE CITY LEVY RATE.

IT'S A COMBINATION OF THREE DIFFERENT FACTORS HERE, AND THAT DEFINES THE PROPERTY TAX BILL BASICALLY.

MOVING FORWARD, THIS SLIDE TALKS ABOUT THE ASSESS VALUATION OF OUR CITY, WHICH IS THE 100% ASSESS VALUATION.

AS YOU CAN SEE THAT THE VALUATION INCREASE FROM FY 25-26 AROUND 3.5%.

THE FY 26 100% VALUATION IS 15.8 BILLION DOLLAR.

>> MOVING FORWARD, THIS IS THE TAXABLE VALUATION.

NOW, WE HAD 100% VALUATION, BUT THEN AFTER DUE TO THE STATE ROLLBACK RATES, THIS BASICALLY THE ASSETS VALUATION DECLINES TO THE TAXABLE VALUATION.

THE TAXABLE VALUATION INCREASED 4.8% FROM 7.4 BILLION TO $7.8 BILLION.

ALSO, AS YOU CAN SEE, THE SECOND BOTTOM LINE, THE EXEMPTIONS.

THESE ARE THE VARIOUS DIFFERENT EXEMPTIONS THAT ALLOW THE PROPERTY OWNER TO TAKE ON TO REDUCE THE PROPERTY TAX BILLS, AND THAT EXEMPTION AMOUNT HAS INCREASED ALMOST 65% FROM

$47.2 MILLION TO $78.3 MILLION IN FY 26.

NOW, AS PER THE CHANGES IN THE STATE LEGISLATION, IF THE TAXABLE VALUATION IS MORE THAN 2.75%, THEN BASICALLY WE NEED TO TAKE OUR GENERAL FUND CONSOLIDATED LEVY UH, IS REDUCED BY 2%.

AS YOU CAN SEE THAT EVEN THOUGH OUR TAXABLE VALUATION INCREASE BY 4.8%, WE ARE NOT ABLE TO TAP ONTO OUR ACTUAL GROWTH HERE, SO THAT HURTS IN MANY WAYS TO THE CITY'S TRACK ALL THE GENERAL FUND REVENUES.

MOVING FORWARD, THESE ARE THE PROPERTY TAX ROLLBACKS RATES.

BASICALLY, THESE ARE THE HISTORICAL ROLLBACKS RATES THAT SHOWS.

YOU CAN SEE THAT ROLLBACKS RATES HAS DECREASED OVER THE PERIOD, WHICH BASICALLY TRANSLATE INTO THE LOWER AMOUNT OF REVENUE FOR THE GENERAL FUND.

IN FY 26, THE ROLLBACK RATE WAS 47.43, WHICH SLIGHTLY INCREASED BY 1.1% IN FY 25.

MOVING FORWARD, THIS SLIDE TALKS ABOUT ALL THE PROPERTY TAX LEVY RATE.

OVERALL, THIS BUDGET PROPOSES AROUND $0.19 INCREASE IN PROPERTY TAX LEVY FOR THE CITY AND WHICH IS DUE TO FUND THE CITY'S FLOOD CONTROL SYSTEM EXPENSES AND EVEN THOUGH AS YOU SEE THAT THE FLOOD CONTROL SYSTEM LEVY IS GOING $0.22 UP.

HOWEVER, WE ARE ALSO OFFSETTING BY 3% DECREASE IN THE PROPERTY TAX LEVY, OTHER PROPERTY TAX LEVY.

AS A RESULT, THERE IS A 19 CENT INCREASE IN THE TOTAL LEVY.

NOW, THIS CHART SHOWS BASICALLY THE CITY'S PROPERTY TAX HISTORY.

LEVY RATE, AS YOU CAN SEE, THAT OVER THE LAST SEVEN YEARS, LEVY HAS INCREASED BY AROUND $1.44 OVER THE LAST SEVEN YEARS, AND WHICH IS BASICALLY USED TO FUND CITY'S FLOOD CONTROL SYSTEM.

NONE OF THESE LEVY INCREASES HAVE USED FOR GENERAL GOVERNMENT OPERATIONS.

IN OTHER WORDS, IF WE DON'T HAVE THE FLOOD CONTROL SYSTEM, THERE WON'T BE ANY TAX INCREASE HERE.

ADDITIONALLY, YOU CAN SEE THAT THE CITY HAS ALWAYS KEPT THE PROPERTY TAX RATES PRETTY MUCH FLAT IN THE PREVIOUS YEAR PRIOR TO WHEN WE STARTED THE FLOOD CONTROL LEVY, AND THAT GOES BACK EASILY AROUND 10 YEARS BEFORE THAT 2019.

SINCE LIKE 2009, 2010, WE CITY THEIR LEVY RATE FLAT.

ONLY BECAUSE OF THE FLOOD CONTROL LEVY, THE TAXES HAVE BEEN INCREASED.

NEXT COUPLE SLIDES ARE SHOWING AS AN EXAMPLE OF HOW WOULD THAT IMPACT ON THE ACTUAL PROPERTY TAX BILL? THIS IS AN EXAMPLE OF CITY'S PORTION OF THE PROPERTY TAX PAID ON A RESIDENTIAL PROPERTY, WHICH IS ASSESSED AT 200,000 WITH NO EXEMPTIONS.

THIS PROPERTY WILL SEE AN ANNUAL INCREASE OF $54, ROUGHLY 3.53%.

IMPORTANT TO NOTE THAT THIS IMPACT IS A COMBINATION AGAIN, AS I SAID, THE ROLLBACK RATE PLUS WHICH WE INCREASED BY 1.1% AND AND THE LEVY RATE.

MOVING FORWARD, THIS IS ANOTHER EXAMPLE OF THE COMMERCIAL PROPERTY.

IF THE COMMERCIAL PROPERTIES ASSISTS AT THE $1,000,000, THIS PROPERTY WILL SEE AN ANNUAL INCREASE OF $186, WHICH IS ROUGHLY 1.3% INCREASE.

THIS SLIDE SHOWS BASICALLY, THE CITY'S COMPARISON OF LEVY RATE WITH COMPARABLE CITIES IN THE STATE OF IOWA.

IMPORTANT POINT TO NOTE IS THIS COMPARISON RIGHT NOW IS DOING THEIR FY 25 LEVY RATE BECAUSE WE DON'T KNOW ALL OF THE FY 26 LEVY RATES FOR THE CITIES.

SO YOU CAN SEE THE SECOND FROM THE BOTTOM IS THE CEDAR RAPIDS FY 25 LEVY RATE, WHICH WAS SECOND LOWEST IN THE GROUP IN FY 25.

ONCE THE FY 26 LEVY RATES ARE OUT, WE'LL UPDATE THIS CHART.

MOVING FORWARD, WE'RE SHIFTING THE GAIT TO NOW FROM THE ALL FUND BUDGET TO

THE GENERAL FUND REVENUE AND GENERAL FUND BUDGET, BASICALLY.

WE HAD SEVERAL DIFFERENT GENERAL FUND REVENUE CHALLENGES TO BALANCE THIS BUDGET.

OVERALL, THERE WERE DUE TO ALL THE LEGISLATIVE CHANGES AND SOME OF THE REVENUE PRESSURES, AROUND WE SAW AROUND 5.8 MILLION LOSS OF REVENUE IN FY 26 BUDGET.

FRANCHISE FEES ARE DECLINING, THAT RESULTED 1.7 MILLION LOSS IN THEN THE PREVIOUS YEAR.

AS I EXPLAINED, THE VALUATION GROWTH LIMITS TO ONLY 2.75% RATHER THAN 4.8%, THAT REDUCED OUR REVENUE BY $1.3 MILLION.

THERE ARE VARIOUS EXEMPTIONS THAT I MENTIONED THAT WHICH WE INCREASED BY ALMOST 65% THAT REDUCE OUR REVENUE BY $360,000.

ALSO, THE PROPERTY TAX BACK-FILL FROM THE STATE OF IOWA IS DECLINING, WHICH WILL BE PHASE OUT COMPLETELY IN 2030, AND THAT IS REDUCED ANOTHER $360,000.

AS WE KNOW, THE AT REGULATIONS, THE AUTOMATED TRAFFIC ENFORCEMENT CAMERA REGULATIONS WILL CHANGE IN THE MIDDLE OF LAST FISCAL YEAR, OR THE CURRENT FISCAL YEAR, AND THAT WILL RESULT AROUND 2.1 MILLION LOSS FOR THE GENERAL FUND IN FY 26.

THIS IS THE TOTAL GENERAL FUND BUDGET, AS YOU CAN SEE, THAT THE SIZE OF THE GENERAL FUND BUDGET IS $168 MILLION, 3% INCREASE, 5.1 MILLION.

THE LARGEST INCREASE, YOU CAN SEE IS THE PERSONAL SERVICES AROUND $6.2 MILLION DUE TO THE INCREASED COST OF WAGES AND THE BENEFITS AND THE BENEFITS ARE REALLY THE HEALTH INSURANCE BENEFITS, WHICH SIGNIFICANTLY INCREASED.

BUT AT THE SAME TIME, IT ALSO REFLECT THE CITY'S COMMITMENTS TOWARDS ITS WORKFORCE.

THIS IS THE GENERAL FUND BUDGET BY DEPARTMENTS.

AS YOU CAN SEE THAT THE LARGEST DEPARTMENTS BY BUDGET, SIZE ARE POLICE, PUBLIC WORKS, FIRE, AND PARKS AND RECREATION, THAT'S ALMOST 72% OF THE TOTAL GENERAL FUND BUDGET, AND THESE ARE THE DEPARTMENTS BASICALLY REPRESENT AS THE PRIMARY SERVICE DELIVERY TO THE RESIDENT.

NOW, THERE ARE DEFINITELY SOME NEW EXPENSES OR INCREASES.

THERE ARE NOT MANY, AS I SAID, BUT THE BIGGEST ONE IS YOU CAN SEE THE 6.2 MILLION IN THE WAGES AND BENEFIT.

THERE IS AROUND HALF MILLION DOLLAR INCREASE IN THE PROPERTY AND LIABILITY IN THE VEHICLE INSURANCE COSTS.

THE INSURANCE COSTS ARE GOING INCREASING EVERYWHERE NATIONALLY.

THEN ALSO WE ARE HAVING RESERVING LIKE 500,000 ALLOCATED FOR THE CITY HALL ANNEX PROJECT, WHICH IS RIGHT ACROSS FROM THE CITY HALL, AND THERE ARE AROUND 400,000 INCREASE IN THE SOFTWARE AND COMPUTER SUBSCRIPTIONS AS A RESULT OF THE MARKET RATES.

AS I MENTIONED, THERE WERE DEFINITELY SEVERAL REVENUE CHANGES OR CHALLENGES.

IN THAT CASE, AS EXPLAINED BEFORE, WE ADJUSTED THE PROPERTY TAX LEVIES, WHICH BASICALLY REDUCED THE DEATH LEVY AND WAS ALLOCATED TO THE OPERATIONAL LEVY, WHICH BASICALLY INCREASE 1.4 MILLION EXTRA MONEY.

THEN WE ARE PROPOSING 1% INCREASE IN THE FRANCHISE FEE FROM 3% TO 4%.

ALSO, THERE IS AN INCREASE OF REVENUES GENERATED BY DEPARTMENT FEES FOR SERVICES AND LICENSING AND PERMITTING.

WATER DAILY SERVICE CHARGES WILL INCREASE BY 5%, AND THEN WATER VOLUME METRICS STEPS 1-3 WILL INCREASE BY 5%, AND STEP 4 WILL INCREASE BY 2%.

WE HEARD IN OUR DEVELOPMENT COMMITTEE PRESENTATION, ENSURING THAT TREES ARE CONTEMPLATED AS PART OF THIS DISPOSITION, NOTING THAT THERE ARE SOME LARGER TREES ON SOME OF THESE LOTS, SO OUR CITY ARBORIST DID A TREE INVENTORY HERE, NOTING SOME OF THE LARGER TREES ON THE LOTS BETWEEN J AVENUE AND I AVENUE, SORRY.

JUST A QUICK EXAMPLE OF THIS, ORANGE DOT HERE WAS NOTED AS A 36 INCH WHITE POPLAR TREE IN GOOD TO FAIR CONDITION.

AS A REMINDER, OUR TREE MITIGATION REQUIREMENTS REQUIRE THAT ANY SIGNIFICANT TREE, WHICH IS A TREE OVER 10 INCHES IN DIAMETER BE REPLACED WITH THE EQUIVALENT AMOUNT OF REPLACEMENT TREES.

SO IF THAT 36 INCH WHITE POPLAR WERE REMOVED, AN EQUIVALENT 36 INCHES OF REPLACEMENT TREES WOULD NEED TO BE PLANTED ON SITE OR PAID FOR FEE IN LIEU.

THAT DEVELOPER HAS SINCE GONE AWAY.

THE CURRENT DEVELOPER IS PROPOSING TO DEVELOP, LIVED ABOUT 56 SINGLE UNIT LOTS ON THE SITE.

WHAT THEY ARE SEEKING IS A REQUESTED REDUCTION IN THE SIDE YARD SETBACK.

THEY'RE REQUESTING A REDUCTION IN THE SIDE YARD SETBACK BETWEEN PARCELS FROM 14 FEET REQUIRED ON BOTH SIDES OF THE HOME DOWN TO TEN FEET REQUIRED.

THEY'RE ALSO REQUESTING A REDUCTION IN THE SIDE YARD SETBACK ALONG A CORNER STREET FROM 15 FEET TO TEN ON THE CORNER SIDE OF THE PROPERTY.

THE FRONT YARD SETBACK AND THE REAR YARD SETBACK WOULD REMAIN AT 25 FEET.

ON THE RIGHT, IS THE AVENUE OF THE SAINTS PRELIMINARY PLAT THAT WAS APPROVED IN 2005.

SINCE THE SOUTHERN PORTION OF THAT WAS DEVELOPED, STORMWATER ISSUES WERE BROUGHT UP AND HAS BEEN SOMETHING THE CITY HAS BEEN WORKING WITH FOR QUITE SOME TIME.

THERE ARE ISSUES WITH UNDERSIZED LINES AND NOT INSUFFICIENT AMOUNT OF STORMWATER MANAGEMENT THAT WAS DEDICATED TO THE ORIGINAL DEVELOPMENT, WHICH HAS PROVED A BARRIER TO CONTINUED DEVELOPMENT OF THE SITE.

WHAT YOU'RE SEEING HERE IN THE UPPER LEFT IS THE AREA DEDICATED TO STORMWATER MANAGEMENT AS PART OF THE CURRENT SITE PLAN AND THE PRELIMINARY PLAT THAT WAS APPROVED BY THE PLANNING COMMISSION EARLIER THIS MONTH.

APPROXIMATELY, I THINK ABOUT THREE ACRES WORTH OF LAND IN THREE SEPARATE DETENTION BASINS.

THE STAFF IS SUPPORTIVE OF THE REQUEST TO REDUCE THE SIDE YARD SETBACKS GIVEN THE AMOUNT OF LAND ON THE SITE THAT THEY'RE DEDICATING THE STORMWATER MANAGEMENT TO ADDRESS EXISTING ISSUES ON THE SITE AND ALSO DEAL WITH THE STORM WATER THAT WOULD BE GENERATED BY THE SITE.

IN TERMS OF STORMWATER CRITERIA, THIS ISN'T CORRECTION ERROR IN THE CODE.

IT MODIFIES THE EXISTING PLAN UNIT DEVELOPMENT, BUT DOES NOT CHANGE THE UNDERLYING ZONING DISTRICT, SO IT'S CONSISTENT WITH THE COMPREHENSIVE PLAN.

THE REQUEST REMOVES CONDITIONS WHICH ARE NOT RELEVANT TO THE CURRENT PROPOSAL.

THERE WERE CONCERNS ABOUT THE STORM WATER WE MENTIONED, TRAFFIC, INCLUDING STREET CONNECTIONS, AND OTHER THINGS.

STAFF COMMUNICATED WITH THE RESIDENTS, SOME RESPONSES TO COMMENTS FROM THE MEETINGS.

WILMS BOULEVARD IS TO THE SOUTH.

THERE'S A PRETTY SIZABLE CITY WATER LINE THAT RUNS THROUGH THE EAST SIDE OF THE PARCEL HERE, AND THEY'VE MADE SOME ADJUSTMENTS TO THEIR SITE PLAN TO MAKE SURE THAT THEY ARE ADEQUATELY REMOVED FROM THAT LINE IN CASE WE NEED TO DO MAINTENANCE ON IT.

HERE'S CONCEPTUAL RENDERINGS THAT WERE PROVIDED BY THE APPLICANT.

THESE TWO BUILDINGS WOULD BE THE PROPOSED DEVELOPMENT, SHOWN IN SCALE WITH THE SENIOR HOUSING COOPERATIVE TO THE NORTHEAST OF IT, AND THEN THERE'S A DENTAL OFFICE AND SOME OTHER SIMILAR SUBURBAN MIXED USE DEVELOPMENT FURTHER OFFSCREEN ON THIS RENDERING.

THEN HERE'S SOME ELEVATIONS PROVIDED BY THE APPLICANT SHOWING THE PROPOSED DESIGN OF THE BUILDINGS.

IN TERMS OF CRITERIA TO APPROVE A FUTURE LAND USE MAP AMENDMENT, STAFF FINDS THE FACILITIES AND SERVICES ARE IN PLACE TO SERVE THE PROPERTY.

WE BELIEVE THAT THE REQUESTED PROJECT IS SUITABLE FOR THIS LOCATION.

THE PROPOSED DENSITY FALLS WITHIN THE 4 - 24 UNITS PER ACRE THAT'S REQUIRED WITHIN THE URBAN MEDIA INTENSITY LAND USE TYPOLOGY AREA.

STAFF HAS NO CONCERNS WITH FACILITIES AND SERVICES FOR THE LOT.

WE'RE AWARE FROM THE NEIGHBORHOOD THAT CONCERNS WERE RAISED ABOUT THE TRAFFIC AND OTHER ESSENTIALLY TRAFFIC ISSUES WITHIN THE NEIGHBORHOOD.

WE FEEL THAT TO THE EXTENT THIS DEVELOPMENT IS CONTRIBUTING, THAT CAN BE HANDLED THROUGH SITE PLAN APPROVAL, AND SOME OF THE ISSUES THAT THEY RAISED ARE MORE GLOBAL THINGS.

I WOULD JUST REQUIRE CHANGES AS THE NEIGHBORHOOD DEVELOPS IN THE FUTURE, AND AS MORE AND MORE TRAFFIC IS ON WILLIAMS DUE TO DEVELOPMENT OUTSIDE THE CITY AS WELL.

IN TERMS OF CHARACTER, THE REQUESTED ZONE DISTRICT, THE PROPOSED DISTRICT PROVIDES A SUBURBAN CHARACTER AND COMPLEMENTS THE EXISTING DEVELOPMENT IN THE AREA.

IN TERMS OF RECOMMENDATION NEXT STEP, STAFF RECOMMENDS APPROVAL OF BOTH REQUESTS.

I WILL NOTE THAT THE CITY RECEIVED ONE PETITION FROM THE ADJACENT PROPERTY ACROSS STONE CREEK CIRCLE PROTESTING THE REZONING.

THAT PROPERTY ACCORDING TO STATE LAW IF MORE THAN 20% OF THE LAND WITHIN 200 FEET OF A PROPERTY OBJECTS TO A REZONING.

RIGHT NOW, THEY'RE ROUGHLY $175-$250,000 A UNIT.

IF YOU DO THE 1% RULE, YOU SHOULD BE LOOKING FOR $1,700-$2,500 A UNIT.

THOSE UNITS ARE BEING MARKED AT $1,200-$1,700.

THE CURRENT MARKET IS ROUGHLY $600-$100 IN TERMS OF WHICH YOU'RE AT.

THESE THINGS JUST DO NOT MAKE SENSE.

IF YOU LOOK IN TERMS OF WHAT WE ARE, WE'RE A RELATIVELY SMALL MARKET, AND COSTAR, WHO OWNS OPERATES APARTMENT.COM, RENTS, HAD DONE A REPORT INDICATING THAT THERE'S ROUGHLY 1,459 UNITS, MARKET RATE UNITS THAT HAD BEEN ADDED TO THE MARKET 2023-2024.

THE MAXFIELD STUDY ITSELF, I'M SORRY, LET ME BACK UP, THE MAXFIELD STUDY INCLUDES DEVELOPMENTS WHERE THEY'RE ALLCING FOR SOMETHING LIKE 3-400 UNITS UP AND THROUGH 2026.

IF YOU DO THE MATH, IT'S ROUGHLY A THREE YEAR SUPPLY OF NEW MARKET DEVELOPMENT THAT'S OUT THERE.

COSTAR ALSO INDICATED A 12 MONTH, 472 UNIT ABSORPTION FOR MONTHS AGAIN, WITH THE THREE YEAR.

I THINK IT'S ALSO INTERESTING THAT IF YOU LOOK AT WHAT THE NEW STUFF THAT'S BEING BUILT, AND WHAT THEY HAVE IN TERMS OF RATES.

21% OF THE TOTAL VACANCY IS ESSENTIALLY 1,000 UNITS THAT THEY HAVE, WHERE THEY HAVE RATE AND VACANCY DETAIL.

THE MAXFIELD REPORT ALSO FOUND THAT THERE'S A 1.5% VACANCY RATE WITHIN THE MARKET.

THEY HAD 165 UNITS.

I ALSO EXCLUDED THE ESSENTIALLY 3,000 UNITS WHICH ARE IN THE LEASE UP PHASE.

I THINK IT'S A DISSERVICE TO NOT JUST YOU, BUT EVERYBODY OUT THERE THAT THEY DON'T GIVE US ANY INFORMATION IN TERMS OF THAT IN TERMS OF WHAT IS THERE.

OUR COMBINED VACANCY AT THE TIME OF THE MAXFIELD REPORT WAS 11% OR 113 UNITS.

IN APRIL, WE'RE NOW AT 13% VACANT.

IT'S MUCH HIGHER THAN WHAT THE HEALTHY MARKET INDICATOR WAS FOR MAXFIELD. YOU'RE LOOKING AT A 68%.

IF YOU DO THE MATH, WE HAVE 4%-9%, MY OWNERSHIP HAS ESSENTIALLY 68% OF THE MARKET VACANCY, WHICH SEEMS OUT OF PLACE.

THEY FOUND A 10% MARKET VACANCY WITH A 6.5% RATE.

THEY'RE SAYING THAT IT'S GOING TO BE AN 8% VACANCY RATE.

THIS IS ALSO WELL ABOVE THE HEALTHY RATE.

I'M NOT AGAINST NEW CONSTRUCTION.

I JUST THINK IT NEEDS TO BE HEALTHY.

I THINK IT NEEDS TO BE WITHIN REASON AND WITHIN THE CITY.

I AGREE WITH MAXEL STUDY.

I THINK THAT WE HAVE ENOUGH TO SUPPLY OURSELVES FOR THE NEXT 3-4 YEARS.

IN NUMEROUS REGIONS, THERE ARE INSTANCES WHERE THE UNHOUSED ARE GIVEN PERMISSION TO SET UP CAMPS, YET THERE'S NO PROVISION OF BASIC AMENITIES.

NEEDED FOR DECENT SURVIVAL.

A CLEAR REQUIREMENT BEING CLEAN RUNNING WATER, TOILETS AND SHOWERS.

AN EXAMPLE IS THE OVERFLOW, A TEMPORARY HOUSING SITE WHERE THERE ARE NO SHOWERS AT ALL.

THIS IS NOT ACCEPTABLE.

BASIC HUMAN NEEDS CANNOT BE NEGLECTED WHILST GIVING PERMISSION TO SET UP CAMPS.

WHY NOT LEAVE OVERFLOW OPEN ALL YEAR INSTEAD OF ARRESTING THEM FOR BEING HOMELESS? FURTHERMORE, THE MAGNITUDE OF THE UNHOUSED POPULATION IS DEEMED TO BE SIGNIFICANTLY HIGHER THAN OFFICIAL REPORTS SUGGEST.

WITHOUT COMPREHENSIVE AND ACCURATE STUDIES INVESTIGATING THE FULL EXTENT OF THE PROBLEM, WE CANNOT ADEQUATELY ADDRESS IT OR ESTABLISH FAIR LAWS AROUND IT.

IT IS TIME TO INVEST ATTENTION, TRUTH, AND EMPATHY IN OUR APPROACH TO DEALING WITH THE CRISIS OF HOMELESSNESS.

HOUSE STUDY BILL 286 IS A MESS.

IT'S A SERIOUS, SERIOUS THING FOR THEM.

THERE ARE JUST WAY TOO MANY PEOPLE OUT THERE.

THERE'S BEEN PEOPLE ON A RAPID RE-HOUSING LIST FOR YEARS.

YOU NEED TO TALK TO SO AND SO OVER HERE.

HE'S BEEN ON THE LIST FOR FOUR YEARS, AND NOTHING'S BEEN DONE.

WHEN YOU CLOSE THE OVERFLOW SHELTER, WHERE DO THESE PEOPLE GO? IT'S REALLY, REALLY TROUBLING TO SEE THEM OUT THERE.

THE LAST TIME WHEN THE OVERFLOW SHELTER WAS CLOSED, A LOT OF THEM DIDN'T HAVE ANY PLACE TO GO.

LAST YEAR, A BUNCH OF THEM WAS CAMPED OUT BY BASICALLY MOUNT TRASHMORE.

WHEN THEY GOT THAT AREA POPULATED, THE CITY OF CEDAR RAPIDS DECIDED IT WAS A NUISANCE AND THEY WENT AND THREW WAY BASICALLY THEIR WHOLE LIVES WHEN THEY WENT AND CLEARED THAT AREA; THEIR TENTS, THEIR BLANKETS, THEIR SLEEPING BAGS, EVERYTHING.

THE BASIC NECESSITIES ARE MISSING.

THEY DON'T HAVE ANY PLACE TO REALLY COOK FOOD OR SURVIVE ANYTHING.

NOW, WHEN THEY WERE OUT THERE STUCK AFTER THE OVERFLOW WAS CLOSED DOWN, A COUPLE OF DAYS AFTER IT RAINED AND HAILED.

WHERE DID THESE PEOPLE GO? THERE'S A FEW OF THEM LIVING IN MOTOR HOMES THAT ARE JUST BASICALLY JUNK.
