WHEREAS MAY IS KNOWN AS MENTAL HEALTH MONTH AND FOUNDATION TO CRISIS SERVICES AND THE LINN COUNTY MENTAL HEALTH ACCESS CENTER.

ENCOURAGE THE PROMINENT VISIBILITY OF MENTAL HEALTH CONCERNS AND SERVICES IN OUR COMMUNITY TO DESTIGMATIZE THE CONVERSATION AND CONNECT PEOPLE WITH APPROPRIATE SUPPORT SERVICES.

AND WHEREAS 1 IN 5 AMERICAN ADULTS EXPERIENCES A MENTAL HEALTH CONDITION EACH YEAR, AND EVERYONE FACES CHALLENGES IN LIFE THAT CAN IMPACT THEIR MENTAL HEALTH.

AND WHEREAS, DESPITE ITS PREVALENCE, MENTAL HEALTH REMAINS SHROUDED IN STIGMA, PREVENTING MANY FROM SEEKING SUPPORT.

AND WHEREAS EARLY INTERVENTION AND ACCESS TO QUALITY CARE ARE CRUCIAL FOR MANAGING MENTAL HEALTH CONDITIONS AND IMPROVING QUALITY OF LIFE.

AND WHEREAS WE ENCOURAGE ALL RESIDENTS TO TAKE THE TIME TO UNDERSTAND THE IMPORTANCE OF MENTAL HEALTH EDUCATION AND RECOGNIZE TAKING CARE OF OURSELVES AND ALL OF OUR SERVICES WORK TO KEEP PEOPLE WELL IN THEIR HOMES, IN THEIR COMMUNITIES AND SAFE, THRIVING INDIVIDUALS OF CEDAR RAPIDS.

WHEREAS BICYCLES ARE AN ECONOMICAL, HEALTHY, CONVENIENT, AND ENVIRONMENTALLY SOUND FORM OF TRANSPORTATION AND AN EXCELLENT TOOL FOR RECREATION IN CEDAR RAPIDS. AND WHEREAS OVER 55 MILES OF TRAILS AND BIKEWAYS HAVE BEEN ADDED IN CEDAR RAPIDS IN THE PAST TEN YEARS.

AND WHEREAS CREATING A BICYCLE FRIENDLY COMMUNITY IMPROVES COMMUNITY HEALTH, WELL-BEING AND QUALITY OF LIFE GROWS.

CEDAR RAPIDS ECONOMY ATTRACTS TOURISM DOLLARS, IMPROVES TRAFFIC SAFETY AND REDUCES POLLUTION.

AND WHEREAS THE CITY OF CEDAR RAPIDS WILL BE PROMOTING BICYCLING DURING THE MONTH OF MAY 2025, AND WHEREAS THE LEAGUE OF AMERICAN BICYCLISTS HAS ESTABLISHED MAY AS NATIONAL BICYCLE MONTH.

A public hearing will be held to consider repealing Chapter 32B of the Municipal Code, Floodplain Management, and enacting a new Chapter 32B in its place to continue participating in the National Flood Insurance Program, qualify for increased premium discounts for property owners, and adopt higher protection standards within the Special Flood Hazard Areas and for critical facilities in the shaded X Flood Zones (Mathew Langley). (Council Priority) CIP/DID #DSD-000003-2025]

MUNICIPAL CODE FLOODPLAIN MANAGEMENT AND ENACTING A NEW CHAPTER 32 B IN ITS PLACE TO CONTINUE PARTICIPATING IN THE NATIONAL FLOOD INSURANCE PROGRAM, QUALIFY FOR INCREASED PREMIUM DISCOUNTS FOR PROPERTY OWNERS, AND ADOPT HIGHER PROTECTION STANDARDS WITHIN THE SPECIAL FLOOD HAZARD AREAS AND FOR CRITICAL FACILITIES IN THE FLOOD ZONES. MATTHEW LANGLEY IS HERE.

MATTHEW, I'LL RECOGNIZE YOU. THANK YOU SO MUCH, MAYOR.

WE MAKE THAT A BIT OF A MOUTHFUL. YEAH. BIG THING.

I'LL BE TALKING ABOUT ONE OF MY FAVORITE TOPICS, AS ALWAYS, WHICH IS PROTECTING PEOPLE FROM FLOOD HAZARDS.

THE MAIN THING WITH THIS CHAPTER UPDATE IS INCREASING OUR FLOOD PROTECTION LEVELS FROM THE PREVIOUS 1.5FT TO TWO FEET ABOVE THE BASE FLOOD. THERE'S ALSO SOME STRUCTURAL CHANGES THAT HAVE BEEN MADE TO THE ORDINANCE TO IMPROVE READABILITY.

TAKING ADVANTAGE OF THIS OPPORTUNITY JUST TO ALIGN IT BETTER.

OUR PREVIOUS ORDINANCE IS BUILT UPON THE IOWA DNR MODEL ORDINANCE, WHICH USED SOME TERMINOLOGY THAT DIDN'T MATCH UP WITH THE FLOOD MAPS THEMSELVES.

SO THERE WERE SITUATIONS PEOPLE READING THROUGH THE ORDINANCE MIGHT HAVE A HARD TIME INTERPRETING WHAT PIECES OF CODE APPLY TO THEIR PROPERTY AND THEIR FLOOD ZONE THAT THEY MIGHT BE IN. SO TAKING THE OPPORTUNITY TO MAKE THAT READABILITY A BIT BETTER.

THE REASON WE ARE GOING THROUGH WITH THIS UPDATE, US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT IN 2024 ADOPTED THEIR OWN FEDERAL FLOOD RISK MANAGEMENT STANDARDS, WHICH DID INCREASE TO A MINIMUM STANDARD SET TWO FEET ABOVE THE BASE FLOOD ELEVATION, WHAT THEY REFER TO AS FREEBOARD. SPECIFICALLY, THEY TIED THIS TO ALL OF THEIR HUD PROGRAMS FOR ANY NEW DEVELOPMENT, EFFECTIVE IN 2025. SO IF SOMEONE IS APPLYING FOR A FEDERAL HOUSING ADMINISTRATION LOAN, IF A COMMUNITY IS APPLYING FOR A COMMUNITY DEVELOPMENT BLOCK GRANT, A DEVELOPMENT WOULD NEED TO BE ABLE TO MEET THOSE MINIMUM STANDARDS OF HUD.

IF THEY'RE IN A FLOOD ZONE. SO INDIVIDUAL ASSISTANCE PROGRAMS, ALL THESE THINGS ARE GOING TO BE TIED TO IF THEY ARE IN OUR MAPPED FLOOD ZONES, THEY NEED TO BE ELEVATED TO THAT TWO FEET TO ENSURE COMPATIBILITY WITH THIS HUD PROGRAM AND KEEP THOSE HUD SERVICES OPEN FOR OUR COMMUNITY AND OUR RESIDENTS.

THIS IS A REALLY SHORT PRESENTATION BECAUSE IT'S PRETTY STRAIGHTFORWARD, BUT STAFF DO RECOMMEND REPEALING AND ADOPTING THE NEW CHAPTER 32 B TO ENSURE THAT CEDAR RAPIDS RESIDENTS AND OUR FUTURE RESIDENTS MAINTAIN ACCESS TO THESE HUD PROGRAM LOANS AND ASSISTANCE.

WHICH APPLIES TO STREET NAME STANDARDS. THIS THIS MODIFICATION HAS BEEN KIND OF COMING FOR A LONG TIME.

IT HASN'T BEEN UPDATED SINCE 1972. THE PURPOSE OF IT IS TO MODERNIZE IT AND BRING IT UP TO CURRENT STANDARDS.

IT'S GOING TO IMPROVE CODE ADMINISTRATION AND IMPROVE NAVIGATION AND CLARITY.

IT'S ALSO GOING TO ENHANCE THE EFFICIENCY AND ACCURACY FOR SYSTEMS THAT RELY ON THE STREET NAMES, SUCH AS ONLINE MAPPING TOOLS AND EMERGENCY SERVICES.

AND THESE RULES ARE GOING TO APPLY TO NEW STREET NAMES, AS WELL AS ANY STREET NAME CHANGE REQUESTS THAT MIGHT COME IN.

SO A FEW OF THE PURPOSES OF THE MODIFICATION ARE TO AVOID LENGTHY STREET NAME SIGNS, AS YOU MIGHT GUESS.

LONG STREET NAME SIGNS. LONG STREET NAMES HAVE BIGGER STREET NAME SIGNS AND ARE HARDER TO MAINTAIN.

SO WE'RE GOING TO PUT A LIMIT ON THE CHARACTERS TO AVOID OVERLY LARGE SIGNS.

WE'RE GOING TO MAKE THE STREET NAMES MORE EASY TO PRONOUNCE, WHICH IS IMPORTANT FOR EMERGENCY SERVICES TO REDUCE TIME TAKEN TO ATTEND TO AN EMERGENCY. ALSO, WE'RE GOING TO AVOID WORDS USING MULTIPLE SPELLINGS SUCH AS LINKS AND LINKS, AS YOU SEE HERE ON THIS PAGE. ALSO, WE'RE GOING TO AVOID REPEATED STREET NAMES WITH DIFFERENT ROAD TYPES.

FOR INSTANCE, PRAIRIE DRIVE SOUTHWEST WOULD BE A DUPLICATION OF PRAIRIE LANE SOUTHWEST AND WILL NO LONGER BE ALLOWED GOING FORWARD.

ALSO, WE'RE NOT GOING TO ALLOW DUPLICATIONS OF STREET NAMES IN DIFFERENT QUADRANTS.

SO, PRAIRIE DRIVE NORTHEAST WOULD BE A DUPLICATION OF PRAIRIE DRIVE SOUTHWEST AND WOULD NOT BE ALLOWED GOING FORWARD.

THE LENGTH OF THE STREET NAMES IS GOING TO BE LIMITED TO 14 CHARACTERS, AND THAT INCLUDES THE SPACES AS WELL AS THE ROAD TYPE SUCH AS STREET, ROAD OR AVENUE. THE QUADRANT WOULD BE ADDITIONAL ON TOP OF THIS 14 CHARACTER LIMIT.

IT'S ALSO GOING TO PROHIBIT ABBREVIATIONS, ACRONYMS, INITIALS, HYPHENS, SLASHES, OR OTHER SPECIAL CHARACTERS FROM STREET NAMES, AS IS IMPORTANT FOR EMERGENCY SERVICES TO BE ABLE TO DETERMINE WHICH STREET THEY NEED TO ATTEND TO.

THE ORDINANCE UPDATE IS ALSO GOING TO PROVIDE GUIDANCE ON HOW TO CHOOSE NAMES FOR NEW STREETS, SUCH AS UTILIZING NATURAL ATTRIBUTES OR LOCAL HISTORIC CONNECTIONS.

SURNAME USAGE IS GOING TO BE MODIFIED AS WELL WITHIN THIS ORDINANCE.

CHANGE IN THE EXISTING ORDINANCE. AN INDIVIDUAL NEEDED TO BE DECEASED FOR AT LEAST TEN YEARS AND BE OF LOCAL IMPORTANCE, OR OF SIGNIFICANT NATIONAL OR INTERNATIONAL STATURE.

THE PROPOSED ORDINANCE IS GOING TO REQUIRE THAT THE INDIVIDUAL HAVE BEEN DECEASED FOR AT LEAST THREE YEARS, AND BE A FORMER RESIDENT OF THE CITY OF CEDAR RAPIDS, WHO CONTRIBUTED POSITIVELY TO THE CITY'S IMAGE OR A POSITIVE, SIGNIFICANT OR ALTRUISTIC IMPACT REGIONALLY OR GLOBALLY.

THIS IS THE FUTURE SCHEDULE HERE FOR THE ORDINANCE READINGS.

PUBLIC WORKS DEPARTMENT RECOMMENDS APPROVAL OF THE FIRST READING OF THE ORDINANCE TO AMEND CHAPTER 33D.

SO, I JUST WANT TO MAKE SURE THAT THE FINAL VERBIAGE IS CLEAR TO ALLOW STREETS IN THOSE SITUATIONS WHERE YOU'RE GOING TO HAVE THE SAME STREET IN MULTIPLE QUADRANTS. YES, THIS ONLY APPLIES TO NAMED STREETS, NOT LETTERED OR NUMBERED STREETS.

APRIL 21ST CONSULTATION WITH TAXING ENTITIES WAS HELD MAY 1ST.

THIS WENT IN FRONT OF CITY PLANNING COMMISSION, AND THEN TODAY WE'RE HERE FOR THE PUBLIC HEARING RESOLUTION AND FIRST ORDINANCE READING.

SO THE DEVELOPMENT AGREEMENT TERMS INCLUDE A $6 MILLION CAPITAL INVESTMENT FOR THE CONSTRUCTION OF A 33,000 SQUARE FOOT NATIONAL HEADQUARTERS BUILDING, JUST SHY OF 10,000 SQUARE FOOT OF OFFICE SPACE.

ROUGHLY 24,000 SQUARE FOOT OF OFFICE OF WAREHOUSE SPACE.

IT IS RETAINING 75 JOBS HERE IN CEDAR RAPIDS.

CEDAR RAPIDS CONSTRUCTION TO COMMENCE JULY 1ST ONE AND COMPLETE SEPTEMBER 30TH OF 2026.

STANDARD INCENTIVE PROVIDES A TEN YEAR, 50% REBATE.

THE AREA INCLUDES FIVE PARCELS. TWO ARE CONSENTING THAT TOTAL 75 ACRES, OR 86% OF THE TOTAL AREA, AND THREE ARE NONCONSENTING PARCELS THAT TOTAL 12 ACRES OR 14% OF THE TOTAL AREA.

THE IDEA IS TO SUPPORT THE REDEVELOPMENT OF VACANT AND ABANDONED PROPERTIES BACK TO A PRODUCTIVE USE AND GET THEM BACK ON THE PROPERTY TAX ROLLS.

HERE IS THE LOCATION OF THE PROPERTY IN QUESTION.

SO FIFTH AVENUE IS RUNNING THROUGH THE MIDDLE.

WE WOULD HAVE CATHERINE MCAULEY, CENTER, AND WILLIS DADY OVER HERE.

IN ACCORDANCE WITH THE PROGRAM, THERE WAS ONE PROPOSAL RECEIVED FROM HOEGER COMMUNITY DEVELOPMENT ASSOCIATION TO REHAB THE EXISTING HOME.

HERE ARE PICTURES OF THE EXISTING HOME. AND SO, WITH THAT, CITY STAFF WOULD RECOMMEND ACCEPTING THE PROPOSAL FROM COMMUNITY DEVELOPMENT ASSOCIATION AND AUTHORIZING THE EXECUTION OF A PURCHASE AGREEMENT AND CONVEYANCE OF THE DEED.

BOTH PROGRAMS ARE REALLY MEANT TO REHABILITATE DIFFERENT THINGS, RIGHT? PEOPLE AND HOMES. BUT THE FACT THAT I'M NOT SURPRISED THAT THEY APPLIED FOR IT, BUT I'M HAPPY THAT THEY ARE, BECAUSE I'VE HAD THE FORTUNE OF TOURING AND KIND OF SEEING SOME OF THEIR PROGRAM, AND THEY DO A TERRIFIC JOB.

PEOPLE ARE ALWAYS PEOPLING, I LIKE TO SAY IN, IN MY PROFESSIONAL JOB IN CLINIC AND WE CAN'T HAVE THROWAWAY PEOPLE.

SO THE FACT THAT THERE IS SOMEBODY ELSE THAT THIS PROGRAM IS COMING IN AND ALSO DOING THE SAME SORT OF CONTEXT FOR HOMES THAT HAVE BEEN DILAPIDATED AND THAT WE HAVE BROUGHT BACK INTO THE FOLD OF OUR COMMUNITY IS JUST REALLY SPECIAL. SO I SUPPORT THIS PROJECT.

WHAT YOUR PRESENTATION LACKED WAS PICTURES OF THE INSIDE OF THE HOUSE.

THIS WAS CERTAINLY ONE OF THEM. AND I KNOW OUR FRIENDS IN LAW ENFORCEMENT LIKE TO TAKE CREDIT FOR THE DECREASE IN CRIME.

BUT WHEN I LOOK AT THE WORK THAT HOPE CDA HAS DONE IN OUR NEIGHBORHOOD LAST SUMMER, AND I CAN PINPOINT DIRECTLY HOUSES THAT WERE CRACK HOUSES OR METH HOUSES OR PLACES WHERE THERE WERE SHOOTING GALLERIES, THIS IS ONE OF THOSE THAT RISES TO THE TOP OF THAT, THAT LIST.

AND WHEN YOU MAKE THOSE SMALL, SUBTLE CHANGES THAT IMPROVE THE QUALITY OF LIFE ON A BLOCK, YOU TRANSFORM THE NEIGHBORHOOD. AND AS COUNCIL MEMBER VANORNY SAID, THIS RELATIONSHIP HAS BEEN A VERY, VERY POSITIVE ONE AND ONE THAT FOLKS APPRECIATE.

AND SO TO, TO DEVELOPMENT, TO HOUSING, TO LEGAL TO ALL THOSE FOLKS, INCLUDING THE CITY MANAGER THAT WERE INVOLVED IN MAKING THIS PROGRAM HAPPEN. IT'S A, IT'S A FIRST STEP.

AND I WOULD ENCOURAGE US TO ACTUALLY GET MAYBE A LITTLE BIT MORE AGGRESSIVE WITH IT AS WE TRY TO STABILIZE THESE NEIGHBORHOODS.

THE PROJECT ALSO INCLUDES STORM SEWER REPLACEMENT, SIDEWALK RECONSTRUCTION, AN UPGRADE TO ADA, RAMP COMPLIANCE, AND TRAFFIC SIGNAL MODIFICATIONS.

THIS PROJECT IS PRIMARILY FUNDED BY A $440,000 IOWA DEPARTMENT OF TRANSPORTATION TRAFFIC SAFETY IMPROVEMENT PROGRAM GRANT, AND THE ENGINEER'S ESTIMATE OF PROBABLE COST IS 640,000.

BIDS ARE EXPECTED TO BE OPENED MAY 21ST AND. CONSTRUCTION TO START IN JULY AND BE COMPLETED IN OCTOBER.

AND SO WE'RE TAKING CARE OF THOSE THROUGH STREET PROJECTS AS WE'RE ABLE.

IT'S REALLY BROKEN UP AND THERE'S A LOT OF TRIP HAZARDS THERE AS WELL.

SO, IT'S A, AND SO IN TERMS OF PUTTING IN THE PARKING, THE ADA PARKING, THE FIELD IS, THERE'S A GRAVEL FIELD, RIGHT? THE PARKING LOT, THE PARKING LOT.

CURRENTLY, HALF OF IT HAS BEEN OVERLAID AND THE OTHER HALF IS SCHEDULED TO BE OVERLAID YET THIS FALL.

SO WHAT WE'RE DOING IS WE'RE ACTUALLY PUTTING IN CONCRETE PARKING STALLS FOR ADA THAT WILL BE SPREAD THROUGHOUT THE ENTIRE COMPLEX.

SO THERE ARE OUR STALLS STRATEGICALLY LOCATED FOR THE SPECIFIC FIELDS THAT ARE OUT THERE.

THAT WAY, WHEN THEY HAVE PATRONS OR, OR PEOPLE THAT ARE INVOLVED WITH THE PROGRAMS OUT THERE THAT HAVE NEEDS IN THOSE AREAS, THEY CAN ACTUALLY SCHEDULE THOSE GAMES ON THOSE FIELDS THAT ARE CLOSEST TO THOSE PARKING SPOTS.

THE PROJECT IS EXPECTED TO GENERATE TWO POINT OR 2 MILLION IN TOTAL TAXES OVER TEN YEARS, WITH 1.2 MILLION BEING EXEMPTED.

BUT THIS IS A NOTE FROM THE POLICE CHIEF, AND IT'S A RECOUNT OF CRIME IN CEDAR RAPIDS.

AND HOW REALLY, THINGS ARE REALLY GOING WELL, AS FAR AS CRIME STATISTICS.

SO, YOU KNOW, WE OFTEN TALK ABOUT CEDAR RAPIDS BEING A SAFE COMMUNITY.

BUT WHEN WE LOOK AT EVEN COMPARING 2019 TO 2024, THERE'S JUST A DRAMATIC IMPROVEMENT IN THE CRIME STATISTICS. SO, THIS IS FIRST OF ALL, I WANT TO ACKNOWLEDGE THE MEN AND WOMEN OF THE CRPD, LED BY OUR CHIEF, AS WELL AS PRIOR CHIEF AND PRIOR ADMINISTRATION AS WELL.

BUT IT'S GREAT TO SEE THE TURNAROUND IN OUR, IN OUR COMMUNITY.

AND WE WERE SAFE BEFORE, BUT WE'RE EVEN SAFER.

SAFER NOW. SO, THIS DOCUMENT FROM THE CHIEF REALLY GIVES YOU ALL THE DETAILS.

BUT I JUST WANTED TO COMMEND THE POLICE DEPARTMENT AND THE COMMUNITY AND THE MAYOR AND CITY COUNCIL FOR YOUR SUPPORT.

AND IT'S VERY, VERY GRATIFYING TO SEE THE NUMBERS IMPROVE.

THE SECOND THING THAT I WANTED TO MENTION, AND THIS IS A VERY POSITIVE THING.

IT'S ALREADY BEEN TALKED ABOUT. BUT LIVABILITY MAGAZINE HAS COME OUT WITH SOME RATINGS OF CITIES ACROSS THE UNITED STATES.

SO, IN IOWA, WE'RE DEFINITELY ONE OF THE TOP PLACES TO LIVE IN THE MIDWEST.

AND AS THE MAYOR'S ALREADY MENTIONED IT'S IMPRESSIVE WHEN YOU SEE WHO ELSE IS ON THAT LIST.

SO QUITE OFTEN, AS CITY OFFICIALS WERE IN MEETINGS WHERE PEOPLE WILL SAY, WELL, WHAT ABOUT THIS COMMUNITY OR THAT COMMUNITY? AND, WELL, WHY CAN'T CEDAR RAPIDS DO SOME OF THOSE THINGS AS WELL? WELL, THIS IMPARTIAL ENTITY WITH AN EYE ON THE NUMBERS AND ON THE DATA SAID WE'RE ONE OF THE BEST PLACES TO LIVE IN THE MIDWEST.

SO I THINK THAT'S EXTREMELY GRATIFYING. AND THEN THEY LOOKED NATIONALLY AS WELL.

AND SO WE'RE ALSO VERY HIGH ON THE LIST. I THINK IT'S NUMBER 25 OF PLACES TO LIVE IN THE UNITED STATES, TOP QUALITY. SO THAT'S JUST A TREMENDOUS A TREMENDOUS VOTE OF CONFIDENCE BY NOT JUST LIVABILITY MAGAZINE, BUT BY OUR COMMUNITY BY OUR EMPLOYEES AND THE LEADERSHIP OF THE MAYOR AND CITY COUNCIL.
