I WANT TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, CITY ATTORNEY, AND THANK YOU, AS ALWAYS, TO CITY STAFF FOR BEING AVAILABLE FOR QUESTIONS AFTER OUR MEETING.

A REMINDER TO THOSE WHO ARE HERE TODAY TO PLEASE TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT US FROM OUR PROCEEDINGS TODAY.

WELL, WELCOME, EVERYBODY. WE'RE GLAD YOU'RE HERE. AND THANK YOU FOR ALL THE WORK YOU DO FOR OUR CITY. IT'S GREATLY APPRECIATED.

PROCLAMATION. WHEREAS PARKS AND RECREATION PLAY AN INTEGRAL ROLE IN IN PARDON ME IN COMMUNITIES ACROSS OUR NATION, INCLUDING CEDAR RAPIDS. AND WHEREAS SPENDING TIME IN NATURE THROUGH PARKS AND RECREATION POSITIVELY IMPACTS MENTAL HEALTH BY ENHANCING COGNITIVE PERFORMANCE, OVERALL WELL-BEING, AND MITIGATING CONDITIONS SUCH AS DEPRESSION, ATTENTION DEFICIT DISORDERS, AND ALZHEIMER'S.

AND WHEREAS, PARKS AND RECREATION FACILITIES PROVIDE SPACES FOR PHYSICAL ACTIVITIES, INCLUDING POPULAR SPORTS.

HIKING TRAILS, SWIMMING POOLS, AND OTHER AMENITIES THAT ENCOURAGE ACTIVE LIFESTYLES.

AND WHEREAS, PARKS AND RECREATION PROGRAMS SUCH AS OUT OF SCHOOL ACTIVITIES, YOUTH SPORTS, ENVIRONMENTAL EDUCATION AND NUTRITION SERVICES ARE ESSENTIAL FOR CHILDHOOD DEVELOPMENT.

AND WHEREAS, PARKS AND RECREATION CONTRIBUTES SIGNIFICANTLY SIGNIFICANTLY TO THE ENVIRONMENTAL WELL-BEING OF A COMMUNITY.

AND WHEREAS THESE RESOURCES ENHANCE ECONOMIC PROSPERITY BY INCREASING PROPERTY VALUES, EXPANDING LOCAL SALES TAX BASE, ATTRACTING TOURISM, RETAINING BUSINESSES AND REDUCING CRIME.

AND WHEREAS PARKS AND RECREATION SERVE AS AN ADAPTABLE INFRASTRUCTURE, MAKING OUR COMMUNITIES RESILIENT IN THE FACE OF NATURAL DISASTERS AND CLIMATE CHANGE, WHILE ALSO PROVIDING ECOLOGICAL BEAUTY AND THE OPPORTUNITIES FOR PEOPLE OF ALL AGES TO CONNECT WITH NATURE. AND WHEREAS THE CEDAR RAPIDS RECOGNIZES THE ENORMOUS BENEFITS DERIVED FROM PARKS, PARKS AND RECREATION RESOURCES. THEREFORE, I ANN POE ON BEHALF OF MAYOR TIFFANY O'DONNELL AND THE ENTIRE CEDAR RAPIDS CITY COUNCIL, HEREBY RECOGNIZE THE MONTH OF JULY 2025 AS PARKS AND RECREATION MONTH.

2025, TO CONSIDER A CHANGE OF ZONE FOR PROPERTY AT 4141 JOHNSON AVENUE, NORTHWEST FROM SUBURBAN RESIDENTIAL LOW SINGLE UNIT DISTRICT TO PUBLIC INSTITUTIONAL DISTRICT, AS REQUESTED BY THE CEDAR RAPIDS COMMUNITY SCHOOL DISTRICT.

I WILL RECOGNIZE YOU. THANK YOU. SETH GUNNERSON, ZONING ADMINISTRATOR, DEVELOPMENT SERVICES DEPARTMENT WITH BILL MICHAEL, DIRECTOR OF ECONOMIC AND DEVELOPMENT SERVICES.

AS MENTIONED, THIS IS A CONTINUATION OF THE PUBLIC HEARING HELD ON JUNE 24TH, 2025.

THE REQUEST IS FOR A CHANGE OF ZONE TO THE PUBLIC AND INSTITUTIONAL ZONE DISTRICT AT THE SITE OF THE CURRENT HOOVER ELEMENTARY SCHOOL.

THE SITE IS ABOUT 11.7 ACRES IN SIZE. THE REQUEST IS TO BUILD A NEWER AND LARGE ELEMENTARY SCHOOL SOUTH OF THE EXISTING SCHOOL.

I'LL NOTE THE DISTRICT HAS HELD A NEIGHBORHOOD MEETING ON MAY 21ST AND ALSO ONE YESTERDAY, WHICH WERE ATTENDED BY SEVERAL NEIGHBORHOOD RESIDENTS.

HERE'S THE CITY'S FUTURE LAND USE MAP SHOWING THE LOCATION.

PREDOMINANTLY URBAN MEDIUM INTENSITY. THERE'S ONE PARCEL THAT WAS URBAN LOW INTENSITY THAT'S INCLUDED IN THE REQUEST.

THAT'S A FORMER HOME SITE WHICH HAS BEEN CLEARED BY THE SCHOOL.

HERE'S THE ZONING MAP SHOWING IT IN THE S-RL1 ZONE DISTRICT.

HERE IS AN AERIAL SHOWING THE LOCATION ON THE CORNER OF JOHNSON AVENUE AND WILEY BOULEVARD.

HERE'S A STREET VIEW. THIS IS FROM THE CORNER OF JOHNSON AND WILEY AT THE ROUNDABOUT AND ANOTHER STREET VIEW.

THIS IS FROM THE SOUTH END OF THE PROPERTY. LOOKING BACK NORTH ALONG WILEY BOULEVARD.

AS A NOTE, THERE WERE OBJECTIONS RECEIVED FOR THE PUBLIC HEARING WHEN IT OPENED LAST MONTH.

18 PROPERTIES WITHIN 200FT OF THE PROPERTY, ESSENTIALLY REQUIRING A SUPERMAJORITY OF COUNCIL TO ADOPT AN ORDINANCE ACCORDING TO STATE LAW.

THE PRIMARY CONCERNS FROM THE RESIDENTS HAVE TO DO WITH THE CONFIGURATION OF THE SITE PROPOSED BY THE SCHOOL DISTRICT, THE ACCESS DRIVE TO THE SOUTH OF THE BUILDING, AND HOW THAT'S ESSENTIALLY FLIPPING THE LOCATION ON THE EXISTING SITE, AS WELL AS CONCERNS ABOUT STORMWATER MANAGEMENT.

HERE'S THE PROPOSED SITE PLAN THAT WAS PROVIDED BY THE APPLICANT, AND A RENDERING SHOWING THE BUILDING TO BE CONSTRUCTED.

ON THE SITE PLAN YOU CAN SEE DOTTED IN HERE IS THE FOOTPRINT OF THE EXISTING BUILDING AND AN EXISTING GEOTHERMAL WELL FIELD.

AND THEN HERE'S A CLOSE UP OF THE SITE PLAN, WHICH WAS PROVIDED BY THE APPLICANT SHOWING THE AREA TO THE SOUTH MORE FOCUSED ON THE ELEMENTARY SCHOOL. IN TERMS OF NEIGHBORHOOD OUTREACH AND SINCE THE PUBLIC HEARING OPENED ON THE LAST MONTH, THE SCHOOL DISTRICTS MET WITH THE ADJACENT NEIGHBORS TO DISCUSS THE FACILITY.

THE SCHOOL DISTRICT IS MAKING THE FOLLOWING COMMITMENTS AS PART OF THIS.

ONE, THEY'VE LOOKED INTO MOVING THE STRUCTURE FURTHER NORTH.

I'LL LET THE SCHOOL DISTRICT SPEAK ON THAT DURING THE PUBLIC COMMENT PERIOD A LITTLE BIT MORE.

BUT THEY BELIEVE THEY CAN MOVE THE BUILDING AT LEAST 5 TO 10FT FURTHER NORTH, WHICH WOULD GIVE THEM MORE ROOM FOR A VEGETATIVE SCREEN AND BRING ALONG HOMES TO THE SOUTH. THEY ARE COMMITTING TO PROVIDING A SOLID SCREEN, WHICH WOULD BE A FENCE ALONG THE SOUTH AND EAST PROPERTY LINES AROUND THE DRIVEWAY DEPICTED ON THE SITE. PLAN FOR SECURITY AND PRIVACY.

THEY'RE ALSO LOOKING INTO VEGETATION AND BERMING TO GO WITH THAT TO ADD ADDITIONAL SCREENING.

ULTIMATELY, THEY ARE COMMITTING TO WORKING WITH THE NEIGHBORHOOD ON THE FINAL DESIGN OF THAT GOING FORWARD.

WHAT STAFF HEARD PRIMARILY AT THE NEIGHBORHOOD MEETING IS THE OBJECTION OVER THE ACCESS DRIVE LOCATED SOUTH OF THE BUILDING.

I'LL NOTE THAT AN ACCESS ROAD OF SOME SORT AT THAT LOCATION WILL BE REQUIRED BY FIRE CODE, NO MATTER WHAT. AND THE USE OF THAT REQUIRED ACCESS FOR SCHOOL BUSSES REDUCES IMPACTS ON THE ADJACENT STREETS.

THE SCHOOL DISTRICTS DISCUSSED OR DISCUSSED WITH STAFF SOME OF THE POTENTIAL IMPACTS FOR DELAY OR DENIAL OF THIS REQUEST.

THE SCHOOL DISTRICT DESIRES TO START CONSTRUCTION ON THE SITE THIS FALL THAT WOULD ALLOW THEM TO COMPLETE THE NEW BUILDING IN THE SUMMER OF 2027 AND OPENED IT UP TO NEW STUDENTS.

A DELAY OR MOVING? MOVING THE STRUCTURE ON THE SITE WOULD REQUIRE THEM TO DEMOLISH THE EXISTING SCHOOL AND ESSENTIALLY CLOSE A SITE FOR CHILDREN FOR A PERIOD OF TWO YEARS AT THAT SITE. AND THERE'S CONCERNS WITH EXISTING CAPACITY AND OTHER SCHOOL DISTRICTS TO TAKE THOSE STUDENTS.

A DENIAL OF THE REQUEST WOULD PREVENT A SIMILAR REQUEST FROM BEING MADE FOR ONE YEAR, WHICH WOULD ALSO DELAY THE PROJECT IN TERMS OF OVERALL REZONING CRITERIA.

STAFF FINDS THAT THE REQUESTED ZONE DISTRICT IS CONSISTENT WITH THE GOAL OF THE COMPREHENSIVE PLAN OF PUTTING SCHOOLS WITHIN NEIGHBORHOODS AND SERVING NEIGHBORHOOD LOCATIONS. CITY STAFF HAS NO CONCERNS WITH THE ABILITY TO SERVE THE SITE.

AT THE PLAN ADMIN SITE PLAN IS REVIEWED, THERE WILL BE MORE DETAILED TRAFFIC STUDY AND STORMWATER PLANS REVIEWED.

AT THE PREVIOUS PUBLIC HEARING, THE SCHOOL DISTRICT PROVIDED MORE DETAILS ON HOW THEY'RE ADDRESSING STORMWATER ON THE SITE AND BELIEVE THAT THEY'LL BE IMPROVING EXISTING SITUATIONS. OVERALL, STAFF FINDS THAT CHARACTER IS SIMILAR TO THAT OF OTHER NEW ELEMENTARY SCHOOLS WHICH HAVE BEEN BUILT, AND THAT THE REZONING IS NECESSARY TO PERMIT THE PROJECT AND WOULD LIMIT FUTURE USES OF THE LAND.

THE ZONE DISTRICT THAT THEY'RE REQUESTING IS PERMITTED. ALL LOCATIONS AND STAFF FINDS THAT THE SITE PLAN MEETS THE CITY'S REQUIREMENTS IS APPROPRIATE TO THE SITE.

OVERALL, WE'RE RECOMMENDING STAFF RECOMMENDS ADOPTION OF THE ZONING ORDINANCE BASED ON THE SITE BEING APPROPRIATE FOR THE PROPOSED USE, WHICH IS THE ELEMENTARY SCHOOL AND THE PROPOSED ZONE DISTRICT.

SITE DESIGN WILL FOLLOW THE CITY'S ADOPTED STANDARDS, WHICH INCLUDES REQUIREMENT TO SCREEN PARKING AND SERVICE AREAS FROM ADJACENT HOMES.

AS NOTED, THE CITY WILL REQUIRE THAT SCREENING AS PART OF THE PROPOSED DRIVE TO THE SOUTH, AND THE SCHOOL DISTRICT IS COMMITTED TO CONTINUING TO WORK WITH NEIGHBORS ON THE FINAL DESIGN OF THAT.

AND STAFF RECOMMENDS APPROVAL OF THE REZONING REQUEST.

PENDING POTENTIAL COUNCIL ACTION. TODAY IS SECOND AND THIRD READING OF THE ORDINANCE COULD OCCUR ON JULY 22ND.

THIS WENT TO THE CITY PLANNING COMMISSION ON JUNE 5TH. AND THEY RECOMMEND APPROVAL AS WELL. AND WITH THAT, I'LL TURN IT BACK TO THE MAYOR. ALL RIGHT.

CONCERNS WITH WHERE THE SCHOOL IS GOING, HOW IT'S GOING TO BUTT UP AGAINST THE NEIGHBORING, THE NOISE. I MOVED IN THAT NEIGHBORHOOD, MOVED TO THAT HOUSE BECAUSE THE MATURE TREES.

BECAUSE THE VIEW THAT WE HAD. NOW IT'S GOING TO BE OBSTRUCTED BY A BUILDING.

IF I WANT TO BE INTERRUPTED BY A BUILDING, I MOVE DOWNTOWN.

I DIDN'T MOVE THERE FOR THAT. A LOT OF PEOPLE ARE NOT IMPACTED BY THIS THAT ARE PROBABLY ON THIS BOARD.

MAYBE YOU ARE. I DON'T KNOW, BUT YOU NEED TO PUT YOUR PUT YOURSELF IN OUR SHOES AND WHAT WE HAVE TO DEAL WITH WITH THE CONSTRUCTION.

I WORK FROM HOME, ENJOY THE TIME. SO I'M GONNA HAVE TWO WELLS GOING TO BE DRILLING.

I MEAN, I UNDERSTAND THAT THERE'S A GROWING POPULATION, BUT WHERE ARE ALL THESE HOUSES GOING TO GO THAT ARE GOING TO SUPPOSEDLY THESE KIDS ARE BE COMING IN THIS NEIGHBORHOOD. ARE YOU GOING TO BE SHIPPING THEM ALL IN? HOW IS THAT GOING TO WORK? I MEAN, THAT'S NOT FAIR. JUST TO PUT OUT SOME NEIGHBORS BECAUSE IT'S IN THE CITY WANTS TO DO THIS.

IT JUST DOESN'T FEEL IT'S RIGHT. AND TO HAVE IT COME DOWN TO TWO MONTHS AND THEN, HEY, WE'RE GOING TO DO THIS.

AND THEN I GOT TO TAKE TIME OUT OF MY DAY TO COME DOWN HERE AND TO SPEAK AND TO PLEAD A CASE THAT HOPEFULLY THEY LISTEN AND THINK OF SOMETHING DIFFERENT.

BESIDES, THERE'S OTHER PEOPLE IMPACTED JUST BY THE PEOPLE THAT GO TO THE SCHOOL, AND THE KIDS ARE ONLY THERE FOR A SHORT DURATION OF TIME.

NOT TO SAY THAT DOESN'T MATTER, BUT MY DAUGHTER WENT THERE.

THERE'S A LOT OF KIDS THAT WENT TO THAT SCHOOL AT THE VERY NOSTALGIC SCHOOL. AND IT'S A VERY FROM A STANDPOINT OF ENERGY EFFICIENT COMPARED TO OTHER SCHOOLS THAT ARE OUT THERE. THIS IS A BETTER ENERGY EFFICIENT SCHOOL THAN SOME OF THE OTHER ONES, LIKE VAN BUREN, JACKSON. OTHER SCHOOLS I CAN'T THINK OF ONE TIME IN MY HEAD, BUT THAT'S MY POSITION.

HE GOES, WELL, I CAN SEE THEY MIGHT WANT TO NOT PUT IT OVER THE GEOTHERMAL WELL, BUT THAT IS NOT TRUE, THAT THEY CANNOT PUT IT OVER, THAT THERE IS A VERY SIMPLE WAY TO RESOLVE THAT ISSUE.

I DON'T KNOW WHAT IT WAS, BUT HE SAID IT'S NOT TRUE THAT THEY CAN'T DO IT.

HAD ONE PERSON INVOLVED IN THIS PROJECT KNOCKED ON ONE DOOR DURING THE ACTUAL DESIGN PROCESS OF THE SCHOOL, WE COULD HAVE PROVIDED A LOT OF VALUABLE INFORMATION ABOUT VARIOUS THINGS THAT WOULD HAVE BEEN DESIRABLE OR UNDESIRABLE FOR US, BUT THAT WAS REALLY NOT DONE. THE SCHOOL'S DESIGNS WERE FINISHED.

THEY WERE PRESENTED TO US AS TO WHERE, HERE YOU GO, ENJOY.

AND I FEEL THAT THAT WAS A HUGE OVERSIGHT AND THAT ANY FUTURE SCHOOL BUILDING PROJECT NEEDS TO TAKE THE NEIGHBORHOOD INTO CONSIDERATION. AND AS MY OTHER NEIGHBORS HAVE SAID, WE WOULD REALLY APPRECIATE IF WE COULD HAVE SOME ACTUAL PROMISES AND GUARANTEES.

RIGHT NOW, IT FEELS LIKE THERE'S A KIND OF DESIRE TO COLLABORATE NOW THAT WE'VE RAISED SOME COMPLAINTS IN A PUBLIC FORUM, BUT WE WOULD HAVE REALLY APPRECIATED BEING INCLUDED FROM THE OUTSET, AND NOW WE HAVE TO TAKE OUR CONFLICT INTO AN OPEN FORUM, AND NONE OF US WANT TO BE PUT IN THAT POSITION.

BUT WHEN YOU IMAGINE THAT THOSE STUDENTS WILL BE SUBJECTED TO THE CONSTRUCTION AS WELL.

ONE REASON THAT I HAVE CONCERNS IS THAT THE REASON THAT MY FRIEND FOR WHICH THE MEMORIAL TRAIL IS NAMED, IS NO LONGER HERE IS BECAUSE SHE WAS PLAYING ON A CONSTRUCTION SITE THAT WAS NOT KEPT SAFE.

AND SO I WORRY, YOU KNOW, THAT THIS SCHOOL HAS A LOT OF STUDENTS, AS ONE OF MY NEIGHBORS HAVE SAID, THAT COME AND PLAY AND THAT THEY MAY BE LURED INTO THAT AREA.

AND WHILE THEY'RE IN SCHOOL, I ASSUME CONSTRUCTION IS HAPPENING THE SAME.

WELL, SHAKING AND SUCH THAT WE HEAR IS GOING TO AFFECT THEIR LEARNING AS WELL.

I REMEMBER BEING A STUDENT THERE. ANYTHING THAT HAPPENS OUTSIDE OF THE SCHOOL, IF THERE'S AN OPEN WINDOW, YOU KNOW. SO I THINK THAT THE DISRUPTION THAT HAVING THAT CONSTRUCTION ACTIVITY FOR TWO YEARS COULD HAVE ON THEIR LEARNING IS BEING OVERLOOKED. AND I FEEL LIKE OVERALL, YOU'RE BEING PRESENTED WITH ONE SIDE OF THE SITUATION FROM THE PLANNERS.

AND THEN THERE'S THE NEIGHBORHOOD SIDE OF THE SITUATION, WHICH, YOU KNOW, OUR QUALITY OF LIFE MATTERS.

AS I'VE SAID, WE CARE ABOUT THE SCHOOL. WE'RE NOT OPPOSED TO THE SCHOOL BEING BUILT.

WE JUST FEEL THAT THERE ARE OTHER SOLUTIONS THAT ARE REALLY NOT BEING TAKEN INTO CONSIDERATION.

AND HAD THEY APPROACHED US DURING THE DESIGN PROCESS, YOU KNOW, ALL OF THIS COULD HAVE BEEN AVOIDED.

AND I ASSUME THAT ALL OF THESE REDESIGNS ARE COSTING MONEY.

AND THAT'S ALL I WANT TO SAY, IS THAT I FEEL LIKE ANY FUTURE PROJECTS REALLY DO NEED TO TAKE THE NEIGHBORHOOD IN MIND.

ITS APPLICATION IS BASED ON ITS ASSOCIATION WITH EVENTS OF BROAD PATTERNS TO OUR HISTORY, WHICH IS THE NATIONAL PARK SERVICE CRITERIA.

A IN PARTICULAR HERE FOR ITS ASSOCIATION WITH THE CZECH/SLOVAK IMMIGRATION STORY AND THE DEVELOPMENT OF THE NORTHWEST AND TIME CZECH NEIGHBORHOODS.

SOME INFORMATION ABOUT THE BUILDING ITSELF. IT WAS STARTED BY CHARLES H.

ZASTERA AND WILLIAM G. CAIN. IT WAS A PHARMACY AND A LOCAL SMALL GROCER FOR MUCH OF ITS HISTORY, AND MAINTAINED THOSE COMMERCIAL OR COMMERCIAL USES THROUGHOUT ITS HISTORY.

OF NOTE HERE I CALLED OUT THESE LOCAL SMALL GROCERS WERE ONCE COMMON IN OUR NEIGHBORHOODS.

35 WERE IN THE NORTHWEST NEIGHBORHOOD IN THE 1938 CITY DIRECTORY, OF WHICH NOW THERE ARE FEW AND FAR BETWEEN, WHICH IS PART OF THE REASON FOR THIS DESIGNATION.

AND IT HAS BEEN VACANT SINCE THE 2008 FLOOD. SO FOR ALIGNMENT WITH PLANS ALIGNS WITH OUR COMPREHENSIVE PLAN ENVISIONCR AND STRENGTHEN GOAL TWO TO IMPROVE THE QUALITY AND IDENTITY OF OUR NEIGHBORHOODS AND KEY CORRIDORS. THERE'S ALSO A CALL OUT IN THAT OF RESTORING THE HISTORIC FABRIC OF NEIGHBORHOODS.

OUR HISTORIC PRESERVATION PLAN OF ENCOURAGING AND SUPPORTING THE IDENTIFICATION OF HISTORIC PROPERTIES, AND THEN THE NORTHWEST NEIGHBORHOOD ACTION PLAN OF PRESERVING AND ENHANCING THE CHARACTER OF THE NEIGHBORHOOD TO CREATE AN ATTRACTIVE COMMUNITY.

THE BUILDING ITSELF ALSO HAS SERVED THE NEIGHBORHOOD FOR A REALLY LONG TIME, EVEN THOUGH IT'S BEEN VACANT SINCE 2008.

LAUNDROMATS, BAKERIES, GROCERY STORES. PHARMACIES.

AND AFTER THE FLOOD OF 2008, IT'S ONE OF THE VERY FEW SURVIVING HISTORIC BUILDINGS IN THAT NEIGHBORHOOD THAT WE HAVE, AND I ACTUALLY LIVE IN THE NORTHWEST NEIGHBORHOOD, NOT FAR FROM THAT, SO IT'S IMPORTANT TO THE FABRIC OF THE NEIGHBORHOOD.

AND REALLY WHAT WE FOUND IS WHILE WE ARE ADDRESSING AFFORDABLE HOUSING PREVENTION, PRODUCTION AND ACCESS, HOMELESS SERVICES AND PREVENTION ACTIVITIES AND PUBLIC SERVICES, THESE ARE ALL STILL NEEDED GOALS AND PRIORITIES FOR THE COMMUNITY.

THE COUNCIL PREVIOUSLY HAD SOME QUESTIONS IN REGARDS TO THIS ITEM ON A MEETING A COUPLE WEEKS AGO, MAYBE A MONTH AGO NOW. AND I CAN JUST PROVIDE A LITTLE BIT OF CLARIFICATION ON THOSE ITEMS HERE.

ONE WAS IN REGARDS TO THE PROPOSED PARKING COUNT.

ON THE PROPOSED REZONING, THE ORIGINAL CONCEPT WAS MORE CONCEPTUAL IN NATURE.

I'VE BEEN WORKING WITH PLANNING, SETH, RIGHT NOW, WE HAVE CURRENTLY 42 PARKING STALLS PROPOSED ON THE SITE.

WE HAVE NOT SUBMITTED DETAILED PLANS TO THE CITY FOR REVIEW YET.

WE ARE READY TO GO TO SUBMIT, BUT WE'RE WAITING TO GET THROUGH THE REZONING PROCESS FIRST BEFORE WE SUBMIT.

SO THAT'LL BE 42 SERVICING THE MCDONALD'S. AND THEN THERE'S ACTUALLY SEVEN ON THE NORTH SIDE.

THOSE SERVICE THE BUILDING TO THE NORTH, EVEN THOUGH THEY'RE ON THE MCDONALD'S PROPERTY.

IN REGARDS TO THE TROUT STREAM CONCERNS, THE DESIGN THAT WE HAVE RIGHT NOW THAT HAS NOT BEEN REVIEWED BY CITY ENGINEERS AND CITY STAFF YET BUT WE HAVE BEEN WORKING WITH THEM AND COMMUNICATING WITH THEM IN REGARDS TO THE DESIGN.

AS THE DETENTION BASIN ON THE EAST SIDE OF THE SITE, THERE IS NO STORM SEWER ALONG CENTER POINT, AND SO WE'RE GETTING AS MUCH AS POSSIBLE INTO THE DETENTION BASIN.

BUT THE NORTHEAST TWO THIRDS OF THE SITE CAN'T FLOW INTO A DETENTION BASIN BECAUSE THERE'S NO DEPTH.

THERE'S NO STORM SEWER TO BE ABLE TO OUTLET INTO.

AND SO ONE OF THE THINGS WE'RE TRYING TO DO, YOU KNOW, MCDONALD'S TYPICALLY WOULD BUILD WITH AN ASPHALT PARKING LOT. WE'RE SWITCHING THAT. WE'RE GOING TO BUILD WITH A CONCRETE PARKING LOT INSTEAD THAT HAS LESS HEAT ASSOCIATED WITH IT TO TRY TO MINIMIZE THE EFFECTS OF THE TEMPERATURE CONCERNS ON THAT TROUT STREAM. OTHERWISE WE'VE DONE A TRAFFIC STUDY THAT HAS NOT BEEN SUBMITTED TO THE CITY YET FOR REVIEW.

OVERALL, THE TRAFFIC STUDY CAME BACK FAVORABLE.

ONE OF THE THINGS THEY SAID TO DO WAS ADD A SIDEWALK ALONG CARLISLE STREET.

AND SO WE ARE SUBMITTING THE PLAN TO THE CITY.

WE RECEIVE THOSE BY A DEADLINE, THEN THE PROCUREMENT DIVISION SENDS THOSE OUT TO THE REVIEW GROUP.

THAT WAS PUT TOGETHER, AND WE REVIEW THOSE. AND THEN THERE IS YOU KNOW, SORT OF DISCUSSION AMONGST THE GROUP. AND THEN A RECOMMENDATION IS MADE TO CITY COUNCIL.

AND SO WE RECEIVED $360,000 MORE IN REQUESTS THIS YEAR THAN WE HAD MONEY.

SO WE RECEIVED MORE APPLICATIONS THIS YEAR AND FOR MORE MONEY AND OBVIOUSLY LIMITED RESOURCES.

AND SO WE HAD A TOTAL OF $305,000 AND WE RECEIVED REQUESTS IN THE AMOUNT OF 665,000.

AND THEN I'M INCLUDING BOTH THE COMPETITIVE AND NONCOMPETITIVE IN THAT.

AND I'LL EXPLAIN THE DIFFERENCE. SO THE COMPETITIVE RFP IS EXACTLY WHAT IT SOUNDS LIKE.

IT'S COMPETITIVE. WE HAVE TWO WHAT WE CALL WE'VE LABELED NONCOMPETITIVE BECAUSE WE HAVE MADE COMMITMENTS OUTSIDE OF THE COMPETITIVE RFP PROCESS, ONES WITH IOWA STATE UNIVERSITY, WE HAVE A PARTNERSHIP WITH THEM FOR $30,000.

THAT WAS A THAT PRE-AGREED ON AMOUNTS IN THE MOA WITH IOWA STATE UNIVERSITY.

THE SECOND HAPPENS TO BE THE DISTRICT. WE HAVE A THREE WAY AGREEMENT BETWEEN THE DISTRICT, THE CITY OF CEDAR RAPIDS AND THE IOWA ECONOMIC DEVELOPMENT AUTHORITY THAT STATES THAT WE WILL PROVIDE FUNDING TO THE CITY.

WE WERE ABLE TO COME UP WITH A HALF A MILLION DOLLARS TO FUND THE COLLEGE COMMUNITY SCHOOL DISTRICT WHEN AFTER THAT BOND HAD BEEN APPROVED AND WE VOTED TO GIVE THEM ANOTHER HALF A MILLION DOLLARS.

WE HAVE MONEY TO BUY TWO DIGITAL KIOSKS IN THAT DISTRICT FOR 120,000.

WE'RE ALSO GIVING $367,000 TO THE ECONOMIC ALLIANCE TO FIND THAT MAYOR'S INITIATIVE.

RIGHT. SO THE MONEY IS THERE WHEN IT'S NEEDED, AND I FEEL THAT WE AS A CITY, WE'RE WE'RE CONVENIENT ABOUT SAYING THAT WE'RE PROSPEROUS AND BETTER THAN EVER WHEN IT'S CONVENIENT, BUT WE'RE ALSO CONVENIENT WHEN IT'S WHEN IT'S MORE CONVENIENT TO SAY WE HAVE LIMITED FUNDS, WE USE THAT AS WELL. AND I GUESS WHAT'S FRUSTRATING FOR ME IS, YOU KNOW, MAIN STREET IS AN ECONOMIC DEVELOPMENT PRIMARILY, BUT, YOU KNOW, THE WORK THAT THEY DO TO ME IS ATTRACTING AND RETAINING TALENT TO THIS COMMUNITY.

THAT CZECH VILLAGE, NEW BO AREA IS NOT ONLY A TOURIST ATTRACTION, BUT IT'S ONE OF THE THINGS THAT ME AND FRIENDS OF MINE, WHEN WE COME TO TOWN AND, YOU KNOW, SOME OF US HAVE OPTED TO MOVE HERE REALLY VALUE AND I THINK THAT WE SHOULD REALLY KEEP THAT IN MIND WHEN WE'RE THINKING ABOUT ECONOMIC DEVELOPMENTS DECISIONS AND HOW DO THEY COMPLEMENT THE BROADER MISSION OF THE CITY, YOU KNOW, AND MY LAST COMMENT IS I THINK IT'S ICKY THAT WHEN WE HAD A MEMBER OF COUNCIL THAT WAS EMPLOYED BY THE DISTRICT, WE INCREASED FUNDING SIGNIFICANTLY, AND WHEN THAT COUNCIL MEMBER LEFT THE ORGANIZATION, WE DECREASED FUNDING BY 50%.

AGAIN, I HAVE A RESPECT FOR THE PROCESS, BUT IT JUST LOOKS ICKY TO SOMEONE WHO'S LOOKING AT THE SITUATION AND FUNDING LEVELS AND CITY COUNCIL'S INVOLVEMENT WITH THAT ORGANIZATION. THANK YOU. BILL, I JUST HAVE A QUESTION.

YOU KNOW, THE ECONOMIC DEVELOPMENT, FOR EXAMPLE, THE GROWTH INITIATIVE THAT'S NOT COMING FROM THE SAME POT OF MONEY.

RIGHT. THAT'S THAT'S FROM THE ECONOMIC DEVELOPMENT BUDGET.

SO THE ECONOMIC DEVELOPMENT BUDGET REALLY COMES FROM TWO PLACES HOTEL MOTEL AS WELL AS THE ENTERPRISE FUND.

AND JUST SO IN THE CASE OF THE COLLABORATIVE GROWTH INITIATIVE THAT IS COMING FROM HOTEL MOTEL AND THE FUNDING FOR THE ED RFP PROGRAM PARTIALLY COMES FROM HOTEL MOTEL AND ALSO THE ENTERPRISE FUND.

SO IT'S KIND OF A MIX. I KNOW IT'S JUST IMPORTANT TO MAKE THOSE DISTINCTIONS IN THE BUCKETS.

I THINK IT ALSO REALLY UNDERSCORES THE IMPERATIVE FOR US TO FIND NEW WAYS TO BRING IN SUPPORT FOR ALL OF OUR NONPROFITS.

IT IS A DIFFICULT DECISION WHEN YOU'RE WEIGHING, YOU KNOW WHO'S MORE DESERVING.

I THINK, YOU KNOW, WE COULD ALL HAVE DEBATES OVER THAT.

I'M REALLY I'M HAPPY THAT THE CITY HAS NOW ADDED TO OUR DEVELOPMENT AGREEMENTS WHEN WE MAKE DEVELOPMENT AGREEMENTS WITH BIG COMPANIES THAT ARE COMING IN, WE INSIST THAT THEY ARE TRULY COMMUNITY PARTNERS AND PROVIDE COMMUNITY BETTERMENT DOLLARS, WHICH WE'RE SEEING SIGNIFICANTLY, NOT JUST IN OUR DATA CENTERS, BUT CERTAINLY THE CASINO THAT'S COMING IN.

THE COMMITMENT AS WE AS THE NUMBERS DO, THE YOU KNOW, IT SEEMS LIKE THE POT OF MONEY HASN'T CHANGED.

AND SO I THINK THE MORE WAYS WE CAN FIND WAYS TO SUPPORT, THE BETTER.

THE POINT BROUGHT UP ABOUT THE KIOSKS IS NOT, IS A GOOD POINT IN THE FACT THAT THAT'S ALSO MONEY THAT THEY THIS AREA IS BENEFITING FROM THAT IS OUTSIDE OF THIS. RIGHT. SO THERE'S A LOT OF THINGS LIKE THAT THAT HAPPEN THROUGHOUT THE YEAR.

AND A COUPLE OF THINGS THAT ARE JUST AT THE FOREFRONT OF MY MIND IS, YOU KNOW, BEING SO FAMILIAR WITH THIS AREA, BEING ON THE MUSEUM BOARD. I WOULD EXPECT I WOULD HAVE HEARD FROM, YOU KNOW, THOSE LEADERS IF THEY FELT LIKE THIS WAS GOING TO BE CRUSHING TO THEM.

ALSO, KNOWING THAT LAST YEAR, YOU KNOW, WE HAD A REALLY PIVOTAL MOMENT WITH THE 50TH ANNIVERSARY OF THE CZECH MUSEUM THAT THE WHOLE DISTRICT WAS TRYING TO HONOR AND BUILD FROM, WHICH WOULD HAVE UNDERSTANDABLY BEEN MORE COSTLY.

SO I THINK THAT THERE ARE THINGS THAT WILL CONTINUE TO EBB AND FLOW.

I DO THINK THAT THE CITY DOES ALWAYS DO A GOOD JOB OF FINDING MONEY BUILDING PARTNERSHIPS WHEN WE HAVE NEW PRIORITIES COME AROUND.

WE ALWAYS HAVE A LOT OF COMPETING PRIORITIES.

I THINK EXAMINING THIS CRITICALLY AND MAKING SURE THAT WHETHER IT'S HOTEL, MOTEL YOU KNOW, ANY MOAS LIKE THIS, WE'RE ALWAYS DOING IT IN THE MOST EQUITABLE, FAIR WAY SO THAT ALL OF CEDAR RAPIDS IS BENEFITING AND THE MOST PEOPLE ARE BENEFITING.

AND YOU KNOW, THOSE WHO MAYBE ARE IN, YOU KNOW, NEWER SCENARIOS, I THINK ABOUT THERE'S DIFFERENT ARTS PROGRAMS TOO, THAT DON'T NECESSARILY HAVE A BRICK AND MORTAR.

RIGHT? AND THEY DO FANTASTIC PROGRAMING, BUT IT IS HARD SOMETIMES TO BE AN APPLICANT IN THAT RESPECT.

WHEN YOU DON'T HAVE A BUILDING, YOU KNOW, TO PUT A NAME TO IN THAT RESPECT, BECAUSE THOSE ARE PRETTY EASY TO ITEMIZE COSTS.

SO I APPRECIATE CERTAINLY WHAT STAFF DOES TO TRY AND HEAR THE CONVERSATION, HEAR THE PRIORITIES, MAKE THOSE DECISIONS. BUT I THINK EVEN ITEMIZING IT FOR US SO THAT WE UNDERSTAND THE TOTALITY OF COSTS AND INVESTMENTS IN THESE AREAS THAT WE'RE PUTTING IN MIGHT BE GOOD JUST FOR US TO BE AWARE OF AS WE THINK ABOUT HOW WE WANT TO ENGINEER THESE PROCESSES.

WE ALSO KNOW WHEN WE'RE CONSIDERING CONTEXT THAT CEDAR RAPIDS IS NOT ALONE IN FACING SOME PRESSURES, IF YOU WILL, IN NAVIGATING RELATED CHANGES. LINN COUNTY, THE AREA SCHOOL DISTRICTS ALL FACE SIMILAR PRESSURES FROM EXECUTIVE ORDERS AT THE FEDERAL LEVEL. NEW STATUTES FOR IOWA. BUT I HAVE HOPED JUST YESTERDAY, THE LINN MAR SCHOOL BOARD VOTED NOT TO REMOVE GENDER IDENTITY FROM THEIR POLICIES, EVEN AFTER CONSIDERING A RECOMMENDATION FROM OUTSIDE COUNSEL TO REMOVE GENDER IDENTITY FROM THEIR POLICIES. AND SO, AS COMMUNITY ADVOCATES AND I IDENTIFY AS A COMMUNITY ADVOCATE,

THERE'S THAT EXPRESSION HOW QUICKLY WE FORGET.
