MARCH 11TH CITY COUNCIL ESTABLISHED THE NORTH TOWNE URBAN REVITALIZATION AREA AND PROVIDED A 10-YEAR DECLINING SCALE EXEMPTION. TODAY, WE'RE HERE TO CONSIDER AMENDMENT NO. 1, WHICH PROVIDES ANOTHER OPTION FOR A 3-YEAR/100% EXEMPTION. SO JUST TO CLARIFY, THIS ISN'T ON TOP OF A TEN YEAR. THIS IS IN PLACE OF IT JUST PROVIDES ANOTHER SCHEDULE FOR THIS EXEMPTION PROJECT INVOLVED A $1.25 MILLION CAPITAL INVESTMENT FOR THE RENOVATION OF A 62,000 SQUARE FOOT INDUSTRIAL BUILDING INVOLVED, REPLACING THE ROOF, BROKEN WINDOWS, SIDING AND NEW ELECTRICAL. THE INCENTIVES THAT THE CURRENT INCENTIVES PROVIDE A TEN YEAR DECLINING SCALE, AN ESTIMATED $815,000 IN TOTAL TAXES OVER TEN YEARS, OF WHICH $245,000 WOULD BE EXEMPTED. THE AMENDMENT WOULD PROVIDE AN OPTION FOR A 3-YEAR 100% EXEMPTION, WHICH WOULD BE AN ESTIMATED $236,000 IN TOTAL TAXES FOR THREE YEARS, WITH 186 $168,000 EXEMPTED. HOWEVER, WATER QUALITY IS NOT A CLUB PRIORITY. THE IOWA DEPARTMENT OF NATURAL RESOURCES, KNOWN AS DNR, HAS CITED THE CLUB TEN TIMES SINCE 2022, INCLUDING THIS SUMMER, FOR DUMPING TOXIC WASTE WATER 2 TO 4 TIMES GREATER THAN THE LEGAL LIMIT DIRECTLY INTO INDIAN CREEK, WHICH FEEDS THE CEDAR RIVER. I'VE JUST SUBMITTED A SEPTEMBER 19TH, 2025 LETTER FROM THE DNR DETAILING THE CLUB'S MULTIPLE VIOLATIONS. DESPITE THIS FLAGRANT POLLUTION, THE CITY SEEMS READY TO LET THE CLUB PRIVATIZE PUBLIC WATER, SEWER AND STORM WATER UTILITIES WITHOUT DEMANDING DRAINAGE ANALYSIS AND ROUTE PLANS, AREA IMPACT REPORTS, TREATMENT STRATEGIES, RETENTION POND DESIGN, AND SYSTEMS FOR CONNECTING TO EXISTING PUBLIC UTILITY LINES AS REQUIRED BY BOTH THE CITY AND THE STATE. INSTEAD, THE CITY SEEMS TO HAVE RUBBER STAMPED A NEW 2025 CLUB SITE PLAN IN VIOLATION OF ZONING ORDINANCE 32.05.03, WHICH REQUIRES PUBLIC HEARINGS FOR EVEN MINOR CHANGES AS LONG AS THEY'RE UNRELATED TO ERRORS OR TYPOS, AND ALSO VIOLATES THE GOVERNING PROPERLY VETTED 2023 AMENDED SITE PLAN. THE 2025 PLAN WILLFULLY, WITH CITY ACQUIESCENCE SHIFTS PARKING LOTS 300FT TO EAST OF FAIRWAY, THEN MOVES SIX OUTDOOR TENNIS AND PICKLEBALL COURTS 300FT TO THE WEST AND JAMS THEM IN RIGHT NEXT TO NEIGHBORING HOUSES. THE 2025 NON APPROVED BY PUBLIC COMMENT PLAN ALSO RELOCATES A RETENTION POND WHICH COLLECTS SLUDGE AND BREEDS MOSQUITOES AND ALGAE 300FT FROM THE BOTTOM CORNER OF THE OLD PRACTICE, PUTTING GREEN AWAY FROM THE NEWLY EXPANDED DRIVING RANGE ACROSS FAIRWAY AND AGAIN RIGHT NEXT TO A NEIGHBORING HOME. THIS REDESIGN HAS ALREADY NECESSITATED A MASSIVE EXPANSION OF GROUND EXCAVATION, AND ALWAYS ALSO REQUIRES A RECONFIGURATION OF TWO NEIGHBORHOOD DRAINAGE AREAS, PLUS THE DEMOLITION AND RECONSTRUCTION OF EXISTING UTILITY LINES. THESE MINOR MODIFICATIONS IN THE 2025 PLAN ARE NOT MINOR AND A BARE BONES, TRUST US APPLICATION FROM THIS CLUB TO VACATE AN EASEMENT AND PRIVATIZE PUBLIC SEWER AND WATER MAIN FACILITIES IS NOT ENOUGH. THE LIGHT HAS COME, BUT PEOPLE LOVE THE DARKNESS AND REFUSE TO COME INTO THE LIGHT BECAUSE THEIR DEEDS ARE EVIL. THE PEOPLE OF ISRAEL IN JESUS' DAY WERE AWAITING A KING WHO WOULD SET THEM FREE FROM THOSE MAKING UNJUST LAWS, TO DEPRIVE THE POOR OF THEIR RIGHTS AND WITHHOLD JUSTICE FROM THE OPPRESSED. MOST OF US WHO ARE EXPERIENCING INJUSTICE ARE THE ONES SOCIETY HAS LABELED AS UNFIT. WE HAVE BEEN DELIVERED FROM DEATH, WHICH IS GREATER THAN TO THAN TO BE DELIVERED FROM ANY INJUSTICE IMPOSED ONTO US BY MAN. THIS IS THE TYPE OF THING THAT CAUSES PEOPLE TO MOVE OUT OF THE CITY, AND ONCE THEY MOVE OUT, THEY NEVER COME BACK BECAUSE THEY FIND A BETTER PLACE. THIS IS THE KIND OF THING THAT CAUSES PEOPLE TO FEAR FOR THEIR LIVES. THROUGHOUT MOST OF MY LIFE, CEDAR RAPIDS HAS BEEN A VERY OPEN PLACE TO DISSENT AND DISAGREEMENT. BUT NOW IT FEELS LIKE OUR DISSENT AND DISAGREEMENT THAT WE HAVE TAKEN. TAKEN TO HEART AND BEEN HAPPY TO HAVE, IS BEING WEAPONIZED AGAINST US. WE RIGHT NOW ARE IN THE MIDST OF A OF A COUNTRYWIDE SHUTDOWN. THIS COUNTRYWIDE SHUTDOWN IS CAUSED BECAUSE PEOPLE CAN'T COME TO THE TABLE AND BE RESPECTFUL TO ONE ANOTHER.
