WHEREAS THE CITY OF CEDAR RAPIDS RECOGNIZES THE URGENT NEED TO ADDRESS AND REDUCE THE IMPACT OF FOOD INSECURITY ACROSS EASTERN IOWA, AND WHEREAS THE HACAP FOOD RESERVOIR SERVES NEARLY 300 PARTNER AGENCIES, DISTRIBUTING ESSENTIAL FOOD TO PANTRIES, SHELTERS, MEAL SITES, AND OTHER COMMUNITY ORGANIZATIONS THAT SUPPORT THOUSANDS OF FAMILIES IN NEED. WHEREAS THE RECENT LOSS OF SNAP BENEFITS IS EXPECTED TO CAUSE A SIGNIFICANT SURGE IN DEMAND FOR EMERGENCY FOOD ASSISTANCE, PLACING ADDITIONAL STRAIN ON LOCAL FOOD PANTRIES AND COMMUNITY PARTNERS, AND WHEREAS WITHOUT IMMEDIATE SUPPORT, THE ABILITY OF ORGANIZATIONS LIKE HACAP TO RESPOND EFFECTIVELY, MAY BE SEVERELY LIMITED, HIGHLIGHTING A RISK OF HUNGER BECOMING A BROADER PUBLIC HEALTH CRISIS. THE CITY OF CEDAR RAPIDS AND THE COUNTY IN JULY OF 2024, COMMITTED TO JOINING FORCES AND FUNDING A POSITION FOR A HOMELESS MANAGEMENT MANAGER WHO WOULD HELP CREATE HOMELESS SYSTEMS IN OUR COMMUNITY. [00:10:09] WE HAVE A LIST OF SOME KEY FOCUS POINTS THAT WERE REALLY THE WAY THAT WE WERE WORKING TOWARDS IN THE 2025 YEAR. THIS IS JUST AN UPDATE ON HOW WE'RE DOING. >> WELL, THANKS FOR HAVING ME TODAY AND GIVING ME TIME TO SHARE SOME OF THE GREAT WORK THAT WE'VE BEEN DOING HERE IN THE COMMUNITY. EVERYBODY HEAR ME. THIS IS OUR LATEST 2025 POINT IN TIME DATA, JUST A QUICK. REFRESHER ON WHAT THAT POINT IN TIME IS IS TWICE A YEAR, ONCE AT THE END OF JANUARY AND ONCE AT THE END OF JULY. SEVEN TEAMS GO OUT IN THE OVERNIGHT HOURS WITHIN THE COMMUNITY TO IDENTIFY HOW MANY INDIVIDUALS ARE SLEEPING SHELTERED, AND THEN WE ALSO COUNT HOW MANY INDIVIDUALS STAYED IN A SHELTER PROGRAM ON THAT NIGHT. AS YOU CAN SEE, WE ARE CONTINUING TO TREND DOWN, WHICH IS GREAT. FOR THE LAST 2024 WAS THE FIRST TIME WE BEGAN TO REALLY SEE A SIGNIFICANT DECREASE AND THEN 2025, WE CONTINUE TO SEE THAT DECREASE, WHICH SHOWS US HOPEFULLY THAT THE INITIATIVES THAT WE ARE WORKING TOWARDS ARE SHOWING AN IMPACT. THEN THIS IS JUST OUR UNSHELTERED DATA. I KNOW A LOT OF INDIVIDUALS WANT TO KNOW WHAT DOES THAT TRANSLATE INTO THOSE THAT ARE SLEEPING ACTUALLY UNSHELTERED IN OUR COMMUNITY. AGAIN, WE ARE CONTINUING TO SEE THAT DOWNWARD TREND. JANUARY, WE SAW AN INCREASE BY THREE, BUT THAT JUST GIVE THEIR TAKES IF THEY CHOSE TO SLEEP IN A BED THAT NIGHT OR NOT. THREE IS NOT A DRASTIC INCREASE THERE. BUT IF YOU SEE OUR SUMMER ACCOUNT, OUR SUMMER WE DRASTICALLY DROPPED FROM 111-58 INDIVIDUALS SLEEPING UNSHELTERED IN THE COMMUNITY. HERE ARE A FEW OF THE THINGS THAT WE HAVE BEEN WORKING ON. WHEN I FIRST STARTED IN MY ROLE, I KNEW THAT TWO THINGS WE REALLY NEEDED TO PUT OUR FOCUS ON. ONE WAS REALLY GETTING THE VOICE AND THE EXPERIENCE OF THOSE THAT ARE EXPERIENCING HOMELESSNESS IN OUR COMMUNITY, HOW ARE OUR SERVICES WORKING FOR THEM, AND WHAT DO WE NEED TO BE DOING DIFFERENTLY? AT THAT TIME IN SEPTEMBER OF 2024, I WENT TO THE I WILL FINANCE AUTHORITY FOR A COMPETITIVE APPLICATION TO RECEIVE SOME FUNDING TO START THIS LIVED EXPERIENCE ADVISORY COUNCIL. WE DID RECEIVE THAT FUNDING, AND THAT WAS TO PAY THESE MEMBERS TO BE ON THIS COUNCIL AND PROVIDE US FEEDBACK. WE HAVE SEVEN INDIVIDUALS CURRENTLY EXPERIENCING HOMELESSNESS, OR THEY HAVE RECENTLY EXPERIENCED HOMELESSNESS, GONE THROUGH PROGRAMMING, AND THEY'RE NOW HOUSED. THEY ARE HELPING GUIDE ALL OF THE WORK THAT WE'RE DOING WITHIN THE COMMUNITY. THEY MEET TWICE PER MONTH, AND THEN ON YOUR SCREEN, YOU'LL SEE A LIST OF SOME THINGS THAT THEY HAVE HELPED US DO SINCE THEIR TIME OF STARTING IN MARCH OF THIS YEAR. ONE OF THE MOST RECENT THINGS THAT THEY ARE HELPING US DO IS THEY'VE REDEVELOPED THE POLICIES AND PROCEDURES FOR THE WINTER WEATHER SHELTERS, SO THEY'VE HELPED US REVIEW THOSE AND TALK THROUGH WHAT COULD BE DIFFERENTLY TO BE MORE IMPACTFUL WITH THOSE INDIVIDUALS. THEY ARE ALSO HELPING US CONDUCT A COMMUNITY NEEDS ASSESSMENT FOR A STREET MEDICINE PROGRAM TO HOPEFULLY START WITHIN THE NEAR FUTURE HERE IN THE CITY. I FORGOT. THIS WAS REARRANGED A LITTLE BIT. ANOTHER THING THAT WE STARTED AS WELL IS A LANDLORD TENANT SUCCESS INITIATIVE. THIS WAS FULLY FUNDED BY CEDAR RAPIDS BANK AND TRUST TO SUPPORT LANDLORDS IN WORKING WITH INDIVIDUALS WHO WERE EXPERIENCING HOMELESSNESS AND GOING THROUGH A RENTAL ASSISTANCE PROGRAM. BUT IT ALSO SUPPORTS THE TENANTS IN MAINTAINING A POSITIVE TENDENCY AND LEARNING THOSE SKILLS THAT THEY NEED TO GO ON TO MAINTAIN POSITIVE TENDENCY WITHOUT SUPPORTS. THIS SO FAR HAS BEEN GOING REALLY WELL. WE HAVE 40 INDIVIDUALS ENROLLED, 30 ARE HOUSED AND ONE HAS SUCCESSFULLY GRADUATED THE PROGRAM, MEANING THEY WENT ALL 12 MONTHS WITHIN THEIR LEASE AND THEIR LEASE WAS RENEWED. THAT WAS A HUGE SUCCESS. THE OTHER TEAM THAT WE HAVE CREATED OVER THE LAST YEAR AND A HALF IS A COMMUNITY CARE TEAM. THIS IS A TEAM OF INDIVIDUALS THAT ARE PROVIDING REALLY INTENSIVE WRAPAROUND SUPPORTS TO OUR HIGHEST NEED POPULATION THAT IS EXPERIENCING ON SHELTERED HOMELESSNESS. TYPICALLY, THEY HAVE COMORBIDITIES AND THEY ARE HIGH UTILIZERS OF HOSPITALS, LAW ENFORCEMENT, AND IN AND OUT OF TREATMENT PROGRAMS. THEY PROVIDE WRAPAROUND CARE AND SUPPORT FOR MEDICAL TREATMENT, SUBSTANCE USE, HOUSING SUPPORT AND HELP THEM FIND HOUSING, STAY HOUSE, AND THEY WORK WITH THEM FOR AN ENTIRE YEAR ONCE THEY'RE HOUSED AT MINIMUM A YEAR, BUT BEYOND THAT, IF THEY NEED THAT ADDITIONAL SUPPORT TO ENSURE THAT THEY REALLY HAVE THE ONGOING WRAPAROUND CARE AND SUPPORT ESTABLISHED WITH THEM TO MOVE THEM SUCCESSFULLY INTO THEIR OWN HOUSING. RECENTLY, I THINK MY SLIDES NEXT. YEAH. RECENTLY, MARGARET BACH BECAME A PARTNER OF THE COMMUNITY CARE TEAM, AND THIS WAS REALLY MADE POSSIBLE BY THE CITY OF CEDAR RAPIDS, [00:15:03] SO I REALLY AM GRATEFUL FOR YOUR SUPPORT, AND I THANK YOU FOR THAT. THE CITY OF CEDAR RAPIDS PARTNERED WITH HACAP HOUSING TO PROVIDE AN ONSITE CASE MANAGER. THOSE INDIVIDUALS THAT ARE ENROLLING IN THIS COMMUNITY CARE TEAM THAT ARE EXTREMELY HIGH NEED, THEY REALLY NEED THAT TRANSITION PERIOD TO LEARN WHAT IT IS TO LIVE INSIDE AGAIN. THEY NEED THAT TIME TO CONNECT WITH OTHER OUTREACH AND SUPPORTS TO STABILIZE. WE'RE PLACING THEM AT MARGARET BACH WITH AN ONSITE CASE MANAGER THAT'S THERE 40 HOURS A WEEK, WORKING WITH THEM ON THESE THINGS, GETTING THEM CONNECTED TO ALL OF THOSE OUTSIDE SUPPORTS, WITH THE GOAL TO TRANSITION THEM INTO LONG TERM HOUSING OPPORTUNITIES THAT MEET THEIR NEEDS. CURRENTLY, WE STARTED THAT INDIVIDUAL STARTED ABOUT A MONTH AGO, BUT WE HAVE SEVEN INDIVIDUALS HOUSED IN MARGARET BACH, AND SO SO FAR IT'S GOING WELL. THEN WE ALSO STARTED A COORDINATED ENTRY STREET OUTREACH TEAM. THAT WAS ONE OF THE KEY THINGS WHEN I FIRST TOOK THIS ROLE IS WE REALLY NEEDED TO IDENTIFY WHO WAS ON SHELTERED WITHIN OUR COMMUNITY, HOW WERE THEY COMING IN TO BEING HOMELESS WITHIN OUR COMMUNITY, AND WHAT WERE THE SERVICES AND SUPPORTS THAT WE NEEDED TO ADDRESS THEIR HOMELESSNESS. I ALSO REALIZED THAT ALL OF THESE AGENCIES WERE INDEPENDENTLY OPERATING OUTREACH ON THEIR OWN. WE PULLED THEM ALL TOGETHER AND BECAME A TEAM. THEY NOW MEET WEEKLY, HAVE CASE CONSULTS ON ALL OF THESE CLIENTS. WE KEEP A BY NAME LIST AND WE KNOW EXACTLY WHO'S STAYING WHERE, WHO THEY'RE CONNECTED TO, WHAT TYPE OF HOUSING SUPPORT THAT THEY NEED. AT THIS POINT IN TIME, WE HAVE 90 INDIVIDUALS ON THIS BY NAME LIST. SOME OF THEM FLUCTUATE IN AND OUT OF BEING IN SHELTER AND BEING OUTSIDE OR BEING IN OTHER INSTITUTIONAL SETTINGS. THAT'S WHY IT'S A LITTLE DIFFERENT THAN OUR POINT IN TIME COUNT. BUT THE GREAT NEWS AND WHEN I WAS REVIEWING THIS DATA IS THAT WE NOW ONLY HAVE 10% OF THE INDIVIDUALS ON THIS LIST THAT ARE REFUSING SERVICES, AND TWO MONTHS AGO, WE HAD 14%. WE ARE SEEING THAT THIS TEAM IS DOING A BETTER JOB CONNECTING WITH THESE INDIVIDUALS AND BUILDING THAT REPORT TO BRING THEM INTO RECEIVING SERVICES AND SUPPORT. THIS TEAM ALSO RESPONDS TO ENCAMPMENTS FROM LOCAL PD, AND SO THEY'VE RESPONDED TO 120 BY EITHER HELPING CLEAN UP, HELPING MOVE PEOPLE ALONG OR JUST GOING AND MAKING SURE THAT NOBODY IS STILL THERE. THIS IS REALLY JUST MAKING SURE THAT WE'RE BRINGING THE MEDICAL CARE AND ATTENTION TO THESE INDIVIDUALS RATHER THAN SCHEDULING APPOINTMENTS AND BRINGING THOSE INDIVIDUALS TO THE MEDICAL FACILITY, WHICH WE KNOW. I TALKED TO THE BUILDING SERVICES DIRECTOR AT CEDAR RAPIDS, REAL NICE FELLA. I TOLD HIM, I WANT TO DO A FORMAL COMPLAINT ABOUT THE NOISE. WHAT'S THE PURPOSE OF A CITY ORDINANCE IF THE CITY DOES ALLOWS EVERYONE TO VIOLATE IT? I'M CONFUSED THERE. THE NOISE LEVEL IS CONSTANTLY ABOVE 70 DECIBELS. OCCASIONALLY IT GETS ABOVE 93 DECIBELS. THAT IS VERY DESTRUCTIVE. WE'VE GOT LITTLE KIDS IN THE NEIGHBORHOOD AT THE SCHOOL, RIGHT WHERE THEY'RE BANGING, DOING ALL THIS NOISE AND I DON'T KNOW WHAT DAMAGE IS DOING TO THE KIDS. I DON'T KNOW WHAT DAMAGE IT'S DOING TO THE NEIGHBORS. BUT THERE ARE MUFFLERS AND OTHER THINGS THEY CAN USE TO QUIET THE NOISE DOWN. I'VE BEEN AROUND A LOT OF CONSTRUCTION SITES WHERE THEY'RE DOING THESE TYPE OF WELLS, AND MOST OF THEM HAVE MUFFLERS AND WAYS TO MINIMIZE THAT NOISE AND THEY'RE NOT DOING IT AT THE SITE. I WANTED TO MAKE, AGAIN, A FORMAL COMPLAINT AND SEE IF THERE'S SOMETHING THAT THIS CITY COUNCIL CAN DO ABOUT KEEPING THE NOISE LEVEL WHERE IT'S LEGAL AND IN CONFORMANCE WITH THE CITY ORDINANCE.
