WELCOME, EVERYBODY, TO THE CEDAR RAPIDS CITY COUNCIL MEETING FOR TUESDAY, NOVEMBER 18TH, 2025.

I'D LIKE TO MAKE NOTE THAT COUNCIL MEMBER ASHLEY VANORNY IS ABSENT TODAY.

I WANT TO WELCOME OUR CITY MANAGER, OUR CITY CLERK, AND OUR CITY ATTORNEY, AND AS ALWAYS, CITY STAFF FOR BEING HERE AND WILLING TO ANSWER QUESTIONS SHOULD ANY OF THE GUESTS HERE HAVE THEM AFTER OUR MEETING TODAY.

A REMINDER TO TURN OFF ANY CELL PHONES OR ELECTRONIC DEVICES THAT MIGHT DISTRACT US FROM OUR MEETING TODAY.

WE'LL BEGIN NOW WITH OUR INVOCATION BY PUBLIC SAFETY CHAPLAIN TODD TAWIL, AND THEN WE WILL IMMEDIATELY FOLLOW THAT WITH OUR PLEDGE OF ALLEGIANCE.

WE'RE GOING TO BEGIN OUR MEETING TODAY WITH A HANDFUL OF PROCLAMATIONS, BEGINNING WITH INJURY PREVENTION DAY.

AGES. AND WHEREAS INJURIES AND VIOLENCE RESULTED IN AN ANNUAL AVERAGE OF 2455 DEATHS, 14,465 HOSPITALIZATIONS AND 224,700 EMERGENCY DEPARTMENT VISITS IN IOWA.

THE NUMBER OF INJURIES IN IOWA IS ESTIMATED TO BE HIGHER DUE TO THE UNKNOWN NUMBER OF INDIVIDUALS WHO RECEIVED OTHER MEDICAL CARE OR NO CARE AT ALL.

AND WHEREAS INJURIES CAN RESULT IN A HIGH COST TO IOWANS WITH AVERAGE CHARGES UP TO $61,400 PER HOSPITALIZATION AND MORE THAN $3,600 PER EMERGENCY DEPARTMENT VISIT ANNUALLY. AND WHEREAS IN IOWA, THE 3 LEADING CAUSES OF UNINTENTIONAL INJURY DEATHS IN 2024 WERE FALLS, MOTOR VEHICLE CRASHES, AND UNINTENTIONAL POISONING.

AND WHEREAS INJURIES, WHETHER INTENTIONAL OR UNINTENTIONAL, ARE PREVENTABLE WITHIN THE STATE OF IOWA.

UNIVERSITY OF IOWA HEALTHCARE, STEAD FAMILY CHILDREN'S HOSPITAL AND UNIVERSITY OF IOWA HEALTH CARE.

THE UNIVERSITY OF IOWA INJURY PREVENTION RESEARCH CENTER, IOWA DEPARTMENT OF PUBLIC HEALTH AND HUMAN SERVICES, AND OTHER PARTNERS ACROSS THE STATE ARE COMMITTED TO INCREASING PUBLIC AWARENESS AND EDUCATION.

NOW, THEREFORE, I, TIFFANY O'DONNELL, MAYOR OF CEDAR RAPIDS, IOWA, ON BEHALF OF OUR COUNCIL, DO HEREBY RECOGNIZE NOVEMBER 18TH, 2025 AS INJURY PREVENTION DAY.

OUR CHILDREN ARE GETTING INJURED. WITH SO MANY OF THEM PREVENTABLE, IT'S IMPORTANT TO RAISE AWARENESS AND EDUCATE OUR PARENTS AND CAREGIVERS ON HOW TO PROTECT OUR CHILDREN. [APPLAUSE] SO HI, MY NAME IS ANNA WEAVER.

I'M A SENIOR STUDENT AT THE UNIVERSITY OF IOWA WORKING WITH THE STEAD FAMILY CHILDREN'S HOSPITAL, AND I AM IN THE DEPARTMENT OF HEALTH AND HUMAN PHYSIOLOGY.

BUT MORE IMPORTANTLY, I'M A CEDAR RAPIDS NATIVE, SO I WANT TO THANK OUR MAYOR O'DONNELL AND THE REST OF OUR CITY COUNCIL TODAY FOR ISSUING A PROCLAMATION FOR NATIONAL INJURY PREVENTION DAY.

PREVENTABLE INJURIES ARE THE NUMBER 1 CAUSE OF DEATH AND DISABILITIES FOR AMERICANS AGES 1 THROUGH 44, AND EVERY 2 MINUTES, A PREVENTABLE INJURY DEATH OCCURS IN THE US.

EVEN MORE STAGGERING. NEARLY 62 MILLION AMERICANS SEEK MEDICAL CARE FOR AN INJURY EACH YEAR.

SO AGAIN, WE THANK YOU FOR YOUR SUPPORT AND RECOGNITION FOR THIS NATIONAL CAMPAIGN.[APPLAUSE] THANK YOU.

OKAY. WHEREAS COACH MARK CARLSON HAS SERVED AS THE HEAD COACH, GENERAL MANAGER AND TEAM PRESIDENT OF THE CEDAR RAPIDS ROUGHRIDERS SINCE THE TEAM'S INAUGURAL 1999-2000 SEASON, GUIDING THE ORGANIZATION FOR 26 SEASONS AND BECOMING THE WINNINGEST COACH IN UNITED STATES HOCKEY LEAGUE HISTORY. WOW. WHEREAS UNDER COACH CARLSON'S LEADERSHIP, THE ROUGH RIDERS HAVE ACHIEVED CONSISTENT EXCELLENCE, CAPTURING 3 ANDERSON CUP TITLES AND THE CLARK CLUB CUP CHAMPIONSHIP, EARNING A REPUTATION FOR COMPETITIVE SUCCESS.

AND WHEREAS COACH CARLSON HELPED DEVELOP MORE THAN 500 NCAA DIVISION 1 PLAYERS IN NEARLY 40 NHL ALUMNI, INCLUDING 2 STANLEY CUP CHAMPIONS, AND WHEREAS BEYOND HIS ACCOMPLISHMENTS ON THE ICE, COACH CARLSON HAS CONTRIBUTED GREATLY TO THE CEDAR RAPIDS COMMUNITY, PROMOTING YOUTH ENGAGEMENT, LEADERSHIP, AND TEAMWORK. AND WHEREAS, THE ROUGH RIDERS UNDER COACH CARLSON'S GUIDANCE, HAVE BROUGHT PRIDE TO CEDAR RAPIDS, STRENGTHENING COMMUNITY SPIRIT AND POSITIVELY REPRESENTING OUR COMMUNITY ACROSS THE USHL AND THE NATION.

NOW, THEREFORE, I, TIFFANY O'DONNELL, ON BEHALF OF A GRATEFUL COUNCIL, DO HEREBY RECOGNIZE AND HONOR COACH MARK CARLSON FOR HIS OUTSTANDING ACHIEVEMENTS, LEADERSHIP, AND CONTRIBUTIONS TO THE CEDAR RAPIDS COMMUNITY AND THE SPORT OF HOCKEY, AND EXPRESS OUR DEEP APPRECIATION FOR THE POSITIVE IMPACT HE HAS MADE.

AND YOU KNOW, I'VE BEEN HERE QUITE A WHILE NOW AND MOVED HERE FROM FROM BOSTON WAS AT NORTHEASTERN UNIVERSITY BEFORE I WAS FORTUNATE TO HAVE THIS OPPORTUNITY AND STILL REMEMBER THE, THE FIRST NIGHT I WAS HERE, DROVE IN FROM PART OF MY INTERVIEW PROCESS, WHICH STARTED IN MINNEAPOLIS AT THE OLD DECATHLON CLUB.

AND THEN I DRIVE DOWN WITH THE GENTLEMAN THAT WAS INTERVIEWING ME.

AND I ALWAYS REMEMBER PULLING IN THE CEDAR RAPIDS COMING FROM THE NORTH, AND IT WAS LATE JULY AND IT JUST STARTED TO DRIZZLE AND SEEING QUAKER OATS AND THEN DOWNTOWN AND KIND OF FELL IN LOVE WITH THE CITY RIGHT AWAY.

AND I THANK MY WIFE, TAMMY FOR ALL HER SUPPORT AND LOVE AND EVERYTHING.

[1. A public hearing will be held to consider the issuance of Water Revenue Capital Loan Notes not to exceed $12,500,000 for the Northwest Water Treatment Plant improvement project (Roy Hesemann). CIP/DID #FIN2025-19 a. Resolution instituting proceedings to take additional action for the authorization of a loan and disbursement agreement and the issuance of not to exceed $12,500,000 Water Revenue Capital Loan Notes.]

EXCEED $12,500,000 FOR THE NORTHWEST WATER TREATMENT PLANT IMPROVEMENT PROJECT.

THANK YOU. MAYOR. GOOD AFTERNOON. COUNCIL ROY HESSMAN, UTILITIES DEPARTMENT.

THE UTILITIES DEPARTMENT PROPOSES TO UTILIZE DRINKING WATER, STATE REVOLVING FUNDS, OR SRF LOANS TO PAY FOR FUTURE CAPACITY IMPROVEMENTS AT THE NORTHWEST WATER TREATMENT PLANT. PLANNING OF THE FUTURE IMPROVEMENTS HAS BEGUN, AND THIS LOAN, IN THE AMOUNT OF 12,500,000, IS FOR THE PLANNING AND DESIGN, OR P&D PORTION OF THE PROJECTS IN ACCORDANCE WITH SRF PROCEDURES. A PUBLIC HEARING IS REQUIRED PRIOR TO SUBMITTING THE CONSTRUCTION LOAN APPLICATION.

P&D LOANS ARE VERY FAVORABLE, OFFERING 0% INTEREST FOR UP TO 3 YEARS WITH NO INITIATION OR SERVICE FEES.

THE FUTURE CAPACITY IMPROVEMENTS ARE BEING PLANNED TO ACCOMMODATE FUTURE GROWTH.

THE UTILITIES DEPARTMENT RECOMMENDS APPROVING THE RESOLUTION TO AUTHORIZE A LOAN AND DISBURSEMENT AGREEMENT WITH THE IOWA FINANCE AUTHORITY, AND THE ISSUANCE OF NOTES FOR THE NORTHWEST WATER TREATMENT PLANT CAPACITY IMPROVEMENTS PROJECT.

[2. A public hearing will be held to review the status of the CDBG-DR Tree Replanting Program funded through the Iowa Economic Development Authority (Chrystal Kohl and Carole Teator). (Council Priority) CIP/DID #CDBG-DR-FY22]

REPLANTING PROGRAM, FUNDED THROUGH THE IOWA ECONOMIC DEVELOPMENT AUTHORITY.

CRYSTAL COLE AND CAROL TEETER ARE HERE. I WILL RECOGNIZE YOU BOTH.

THANK YOU, MAYOR AND COUNCIL. I'M CRYSTAL COLE WITH COMMUNITY DEVELOPMENT, AND I'M CAROL TEETER WITH PARKS AND RECREATION.

WE'RE HERE TODAY TO TALK ABOUT THE COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RELIEF TREE PLANTING PROGRAM.

THIS IS OUR STATUS OF FUNDED ACTIVITIES FOR OUR PROGRAM THAT WAS FUNDED THROUGH THE IOWA ECONOMIC DEVELOPMENT ALLIANCE.

THE PURPOSE OF THIS, OF THIS PRESENTATION IS TO DISCUSS OUR ACCOMPLISHMENTS TO DATE, THE EXPENDITURES TO DATE, OUR REMAINING WORK, AND ANY CHANGES TO THE PROJECT.

AND THIS IS A REQUIRED PUBLIC HEARING THAT WE HAVE AROUND THE MID PROJECT POINT.

THIS PROJECT WAS THERE'S TWOFOLD. 1 IS TO REMOVE STUMPS AND AND SITE RESTORATION OF TREES THAT WERE LOST IN THE DERECHO.

AND THE SECOND PART OF THIS WAS THE PLANTING OF TREES IN THE RIGHT OF WAY.

AND AND OF COURSE, THIS IS TO RECOVER OUR TREE CANOPY LOST IN THE, IN THE DERECHO.

THIS SLIDE SHOWS THE PROJECT AREAS, AND THEY WERE DETERMINED FOR THIS GRANT BY PARAMETERS OF THE FUNDING SOURCE.

IT APPEARS AS THOUGH WE'RE HAVING TECHNICAL DIFFICULTIES. DOES EVERYONE HAVE ACCESS TO ANY OF THE DOCUMENTS, OR SHOULD I ASK FOR SOME ASSISTANCE TO HAVE SOME PRINTED OUT FOR US.

TRYING TO MAKE SOME COPIES MAYOR BUT MAY NOT HAVE THEM.

COUNCIL ARE YOU OKAY? GOING AHEAD. OKAY. ALL RIGHT.

THANK YOU. SO I'M SORRY, CAROL. GO AHEAD. THE THE AREAS THAT WE'RE FOCUSED ON FOR THIS GRANT IS DETERMINED ACCORDING TO THE FUNDING PARAMETERS OF THE FUNDING AGENCY AND ITS SPECIFIC TO LOW AND MODERATE INCOME POPULATIONS.

ADDITIONALLY, WE SELECTED THE AREAS OUTSIDE OF THE SECTIONS OF TOWN THAT ARE COVERED BY THE US FOREST SERVICE GRANT, WITH THE GOAL TO EXPAND THE IMPACT OF REFORESTATION IN ACROSS OUR UNDERSERVED NEIGHBORHOODS.

TO DATE, THE STUMPS WERE REMOVED. THERE WERE 955 STUMPS REMOVED IN OUR PARKS.

IN THE FALL OF 2024, THAT WAS ACCOMPLISHED. WE HAVE HAD THREE PLANTING SEASONS SO FAR.

WE'RE AT 80% COMPLETION OF THE GRANT, AND THE FINAL PLANTING SEASON WILL BE THE SPRING OF NEXT YEAR, 2026 IN WHICH WE'LL WILL PLANT THE REMAINING 20% OF TREES.

YOU CAN'T SEE IT, BUT THERE'S A SLIDE THAT SHOWS WHERE THE THE PARKS IN TOWN, WHERE WE REMOVED THE STUMPS, AND THERE ARE A DENSITY OF OF DOTS THAT SHOW WHERE THE STUMPS WERE REMOVED.

THE GREATEST NUMBER OF STUMPS WAS IN JONES PARK.

IT WAS ABOUT 560 STUMPS THAT WERE REMOVED AND REPLACED JUST IN JONES PARK.

THE WE'VE COVERED, WE'VE INCLUDED ALL 4 QUADRANTS OF THE CITY WITH THE TREE PLANTING.

AND IN SPRING OF 2026, ON THE MAPS, WE HAVE SHADED AREAS THAT INDICATE WHERE THE PLANTINGS WILL OCCUR NEXT SPRING AND THEN AND THEN SOME INFORMATION EXPENDITURES.

TO DATE, THIS TOTAL GRANT AWARD IS ROUGHLY 3.5 MILLION.

WE HAVE EXPENDED JUST UNDER 1 MILLION AND WE'VE COMMITTED 1.7 MILLION.

THE REMAINING WORK TO COMPLETE REALLY IS THAT FINAL SPRING 2026 PLANTING SEASON WITH THE 20% OF THE TREES AND THEN THE WATERING.

AND THEN THIS PROJECT HAS NOT HAD ANY SUBSTANTIAL PROJECT CHANGES AT THIS POINT.

AND WE'LL TURN IT BACK TO YOU. ALL RIGHT. THANK YOU SO MUCH.

AND THAT THAT LOOKS. THAT'S VERY IMPRESSIVE. SO THANKS.

CAROL IS WE COMMUNICATE QUITE FREQUENTLY ON THINGS IN THE PROCESS OF THE 1ST YEAR OR 2, 3 YEARS IS OUR MORTALITY RATE ABOUT WHAT YOU WOULD EXPECT? BECAUSE OF COURSE, WE CAN'T CONTROL THE WEATHER.

AND AT THE SAME TIME, WE ARE WATERING THE TREES.

BUT A CERTAIN NUMBER DON'T SURVIVE. SURE TO BE REPLANTED.

YEAH. THE MORTALITY RATE HAS BEEN AVERAGING WHAT WE EXPECT, WHICH IS 5% TO 15% MORTALITY.

AND I WILL SAY SOME WE CALL IT MORTALITY. SOMETIMES WE REJECT TREES BECAUSE THE BRANCHING STRUCTURE ISN'T APPROPRIATE OR THE CANOPY HAS DIE BACK.

AND SO THE TREES AREN'T FULLY DEAD. BUT YOU KNOW, THEY'RE NOT TO THE SATISFACTION OF THE CITY, BUT IT IS BETWEEN 5% AND 15%. AND FOR THESE GRANTS SPECIFICALLY, IT WAS AVERAGE.

NOVEMBER 6TH CITY PLANNING COMMISSION UNANIMOUSLY VOTED TO APPROVE THE PLAN.

AND SO TODAY WE'RE HERE TO CONSIDER APPROVING THE URBAN RENEWAL AREA.

THE PURPOSE OF THIS TRACTOR SUPPLY URBAN RENEWAL AREA IS TO HELP WITH A PUBLIC IMPROVEMENT PROJECT ESTIMATED AT $1.5 $5 MILLION IN COST. THE PLAN IS TO UTILIZE THE NEW TAX INCREMENT GENERATED BY THE TRACTOR SUPPLY NEW BUILDING FOR CITY TO CONSTRUCT A FRONTAGE ROAD PROVIDING ACCESS TO SOUTHBOUND WILLIAMS BOULEVARD FROM CHICKADEE STREET AND SEQUOIA DRIVE.

THE EXTENSION OF INFRASTRUCTURE WILL HELP TO ALLOW FOR PRIVATE DEVELOPMENT, ADDING ADDITIONAL TAXABLE PROPERTY VALUES.

SO THIS IS A MAP SHOWING IN GRAY THE AREA OF THE URBAN RENEWAL AREA TO INCLUDE RIGHT OF WAY ON WILLIAMS BOULEVARD.

SO THIS IS A $8.73 MILLION INVESTMENT FOR THE CONSTRUCTION OF 58 TOTAL UNITS, 44, 3 STORY TOWNHOMES, 14, 2 STORY TOWNHOMES. THE INCENTIVE BRINGS THE STANDARD 10 YEAR, 100% EXEMPTION OF THE INCREASED VALUE GENERATED BY THE PROJECT.

AN ESTIMATED 2.1 MILLION IN NEW TAXES ESTIMATED OVER 10 YEARS, OF WHICH ROUGHLY 1.3 WOULD BE EXEMPTED.

UNDER THAT 2080 AGREEMENT, THE CITY OF CEDAR RAPIDS PURCHASED THE LAND FOR THE THE ROADWAY FOR THE CITY OF MARION, BUT AS WE PURCHASE IT, IT WAS PUT IN OUR NAME.

THAT WAS RETURNED TO ME ON SEPTEMBER. THE PRICE OF THE OFFER WAS RAISED TO 38,700, I BELIEVE.

SO WITH THAT PRICE, I REALLY HAVE NO ISSUE WITH THAT PRICE.

WHAT I DO HAVE AN ISSUE ON IS THE 2 NON-MONETARY ISSUES REGARDING THAT PROPERTY THAT THE CITY STAFF WOULD JUST SIMPLY NOT WILL NOT BEND ON. 2 OF THOSE ISSUES WOULD BE THE FIRST 1 WOULD BE NO ASSESSING ME AS THE PROPERTY OWNER, THE COST OF THAT, THE COST OF THAT CONSTRUCTION IT'S MY BELIEF THAT THE DEVELOPER SHOULD HAVE PAID FOR THAT.

I'M NOT SURE WHY THE DEVELOPER IS NOT PAYING FOR THAT.

HE OFFERED TO PAY IT OUT OF HIS POCKET FROM THE VERY BEGINNING.

WHY THE CITY EVER RELEASED HIM FROM THAT. AND THE DEVELOPER CONTRACT, WHICH STIPULATES THAT THE DEVELOPER IS RESPONSIBLE FOR THAT CONSTRUCTION? I HAVE NO IDEA. SOUNDS LIKE HE'S WILLING TO BUILD THE ROAD UP TO MENARDS, SO I'M NOT SURE WHY THE CITY WOULD RELEASE HIM FROM HIS RESPONSIBILITY TO PAY FOR THAT INTERSECTION AS WELL. THE SECOND 1 IS THAT PROPERTIES HAD ACCESS DIRECTLY ONTO WILLIAMS BOULEVARD SINCE IT WAS CREATED BACK IN THE 1950S.

THE CITY WANTS TO TAKE THAT AWAY FROM ME. THEY WILL NOT, IN WRITING, GUARANTEE ME ACCESS DIRECTLY ONTO WILLIAMS BOULEVARD OR ONTO CHICKADEE.

THEY WANT ME TO TURN THE TRAFFIC AROUND. DOWN TO 33RD AVENUE.

OKAY. WHEN I TALKED TO THE APPRAISER. THE APPRAISER SPECIFICALLY SAID AND WAS TOLD BY THE CITY STAFF THAT THEY WERE TO ASSUME THAT I WOULD HAVE DIRECT ACCESS ONTO CHICKADEE AND ONTO WILLIAMS, BUT THEY WILL NOT PUT THAT IN WRITING.

AND AS THE APPRAISAL DICTATES, THERE WOULD BE ADDITIONAL DAMAGES, MONETARY DAMAGES ABOVE AND BEYOND THE $38,000.

IF I DID NOT HAVE THAT ACCESS ONTO CHICKADEE AND ONTO WILLIAMS. I UNDERSTAND THAT THERE'S A LOT OF TRAFFIC ENGINEERING INVOLVED.

I UNDERSTAND THAT THERE'S A LOT OF RULES THAT THEY NEED TO BE APPLIED, BUT THE REALITY IS, IF WE CAN JUST OVERCOME THESE TWO HURDLES DIRECT ACCESS ONTO WILLIAMS AND ONTO CHICKADEE AND NOT ASSESS ME, THE COST OF THAT CONSTRUCTION, I'M WILLING TO MOVE THE BALL FORWARD.

AND I THINK THE CITY WOULD LIKE, YOU KNOW, LIKE TO GET THAT MOVE FORWARD TO YOU KNOW, THE HOLLAND HALL TRAFFIC ENGINEERING STUDY HAS THE AMOUNT OF TRAFFIC ON THAT PROPERTY, AT 60 PLUS CARS A DAY. I CAN TELL YOU THAT THERE ARE HUNDREDS OF CARS PER HOUR THAT THAT USE THIS ILLEGALLY, BECAUSE THAT EASEMENT ONLY COVERS THAT PARCEL DIRECTLY TO THE SOUTH AND THE CITY, AND THE DOT HAS ALLOWED A TEMPORARY CONSTRUCTION, BUT EVERYBODY AND THEIR BROTHER IS DRIVING ON THAT ROAD.

WHEN I WAS OUT THERE DOING DRONE FOOTAGE ON SUNDAY, THERE WAS 5 CARS IN A SHORT AMOUNT OF TIME THAT CAME DOWN 33RD AVENUE AND WENT OUT MY DRIVEWAY ILLEGALLY WITHOUT MY PERMISSION. THEY'RE TRESPASSING.

OKAY. I PUT UP PRIVATE PROPERTY SIGNS. THOSE PRIVATE PROPERTY SIGNS HAVE BEEN DESTROYED, PULLED OFF.

I HAVE VIDEO OF CITY STAFF OUT THERE PULLING PRIVATE PROPERTY SIGNS OFF OF THEIR SIGN.

WE CAN HAVE A BEAUTIFUL PLACE TO MEET, BUT IF SENIORS DON'T HAVE A WAY TO GET THERE OR CAN'T AFFORD IT, THEY CAN'T COME. RESEARCH SHOWS SENIORS WILL ASK FAMILY FOR AND NEIGHBORS FOR TRANSPORT TO MEDICAL APPOINTMENTS AND NECESSARY PLACES. THEY WON'T IMPOSE FOR THE IMPORTANT ISSUE OF SOCIALIZATION THAT KEEPS PEOPLE FROM BEING LONELY AND ISOLATED AND BEING A FINANCIAL COST TO THEMSELVES AS WELL AS OTHERS.

SO I JUST WANT YOU TO PUT THAT ON YOUR RADAR TO THINK ABOUT WHAT YOU CAN DO.

WE GOT 20 SENIORS OUT AND 1 SAID, OH, I COULD BE TAKING THE BUS TO THE SENIOR CENTER ON MONDAYS AND THURSDAYS.

ANOTHER ONE SAID, OH, WHEN OUR CARS IN THE GARAGE, WE COULD BE USING THE BUS WHILE THEY WERE STANDING IN LINE WAITING FOR THEIR IDS BECAUSE WE HAD 20 PEOPLE WAITING FOR IDS.

THEY CAME UP WITH ANOTHER PROGRAM. THEY WANT TO DO A 380 BUS OUTING TO IOWA CITY TO VISIT THEIR SENIOR CENTER.

WRITERS CLUB HAS BEEN GREAT. AND I FORGOT TO MENTION, I'VE GOT HANDOUTS ABOUT SHARING THEIR COPYRIGHTED MATERIAL, WHICH AARP REDESIGNED FOR ME. THAT AT LEAST HELPS SENIORS WITH WHAT'S OUT THERE.

THEY WERE THE 2LOUSIEST PLACES. THERE'S NO BUS STOP THERE.

THERE'S NO CURB CUTS ON EIGHTH AVENUE AND 5TH STREET.

THERE'S NO CROSS. THERE'S NO PAINTED CROSSWALKS.

NO STOPLIGHTS. THERE'S A STOPLIGHT ON TH4 AND 6TH.

BUT IF YOU HAVE AN ELDERLY PERSON THAT WALKING A BLOCK IS HARD.

IS SHE GOING TO WALK 3 BLOCKS OUT OF HER WAY TO WALK DOWN TO A A LIGHT AND BACK UP TO GET TO THEIR JONES PARK LODGE IS SO AWESOME BECAUSE IT'S THE ONE PLACE IN THE CITY SENIORS CAN GO TO TO GET THE HEALING BENEFITS OF NATURE WHO AREN'T MOBILE ENOUGH TO GET OUT WALKING. INDIAN CREEK NATURE CENTER IS WONDERFUL, AND THEY'VE BEEN GREAT ABOUT PARTNERING WITH US.

WE'RE DOING OUR FRIENDSGIVING WITH THEM ON THURSDAY.

WICKIUP. HILL HAS BEEN WONDERFUL. THEY DO AN OWLS PROGRAM FOR SENIORS, BUT THAT REQUIRES TRANSPORTATION AND THE BUS DOESN'T GO THERE.

THE BUS LINE STOPS FOR JONES LODGE, STOPS AT C STREET OR WILSON AVENUE, AND FROM BOTH OF THOSE YOU HAVE TO WALK

ON C STREET, THERE IS A SHELTER ON ONE SIDE OF THE STREET.

THE OTHER SIDE OF THE STREET HAS A BENCH AND A CURB CUT, BUT THERE ARE NO CURB CUTS AT THE CORNER OF FRUITLAND BOULEVARD AND C STREET.

YOU KNOW, IT'S. AND I TRIED FOR MYSELF TO TAKE THE BUS.

I'D HAVE TO ARRIVE AN HOUR EARLY OR AN HOUR LATE.

SO THAT DOESN'T WORK FOR THE TIMING OF WHEN SENIORS AT THE LODGES.

MYSELF, I'M SO BUSY I ONLY GET OUT THERE TO TOUCH BASE ONCE IN A WHILE.

I DON'T GO, BUT BUT I JUST WANT YOU TO THINK ABOUT THAT.
